Business Conglomerates in the Context of Myanmar's Economic
Chapter 6 Business Conglomerates in the Context of Myanmar’s Economic Reform Aung Min and Toshihiro Kudo Abstract The purpose of this paper is to identify the role of conglomerates in the context of Myanmar’s economic reform process. The paper addresses the research question of the role of business conglomerates and the Myanmar economy, such as are they growth engines or just political cronies? We select some of the top conglomerates in Myanmar and assess their profile, performance, and strategies and examine the sources of growth and limitations for future growth and prospects. The top groups chosen for this paper are Htoo, Kanbawza, Max, Asia World, IGE, Shwe Taung, Serge Pun Associates (SPA)/First Myanmar Investment Group of Companies (FMI), Loi Hein, IBTC, Myanmar Economic Corporation (MEC), and Union of Myanmar Economic Holdings Ltd. (UMEHL). There are other local conglomerates that this paper does not address and they include Shwe Than Lwin Group, Eden Group, Capital and Dagon International etc., which are suggested for further research about Myanmar’s conglomerates in the future. Sources of growth and key success factors of the top business groups are their connection with government, contact with foreign partners, and their competency in the past and present. In the context of the economic reform, previously favored business people appear to recognize that the risks of challenging economic reform could outweigh the likely benefits. In addition, some of the founders and top management of the conglomerates are still subject to US sanctions. Market openness, media monitoring, competition by local and foreign players, sanctions, and the changing trends of policy and the economy limit the growth of conglomerates. -

Information on Community Based Facility Quarantine (CBFQ) as of 3rd June 2020 The following regions and states have issued information on Community Based Facility Quarantine (CBFQ) as decreed by the Ministry of Health and Sports – 1. Kayin State 2. Chin State 3. Mon State 4. Shan State 5. Yangon Region 6. Magway Region Instructions for Community Based Facility Quarantine (CBFQ) in Nay Pyi Taw Council area • When entering the NPTC area, you need to provide proof of residency in your original Township, Ward or Village. • Residents living in designated Stay at Home townships of States or Regions, who wish to enter Nay Pyi Taw without the authority's permission or without notification of prior approval, are required to enter into Community Based Facility Quarantine for 21 days. This will be arranged by the Nay Pyi Taw Council. • Residents, living in designated Stay at Home townships of States or Regions, who are permitted to enter Nay Pyi Taw by the Union Government and Union Ministry, are required to undergo a medical check-up at the NPTC entrance gate and will not be allowed to enter if they test positive. • Foreign Ambassadors and staff living in Myanmar and staff from UN organizations and other international organizations who stayed at home in their Regions and States, can enter Nay Pyi Taw by obtaining permission from the relevant Ministry and passing the NPTC entrance health check. • The employees of authorized organizations and companies can enter Nay Pyi Taw by obtaining necessary permission and a recommendation letter from the relevant Ministry and passing the NPTC entrance health check. -

Announcement of Union Election Commission 16 March 2021 1. Regarding the Multiparty General Election held on 8 November 2020, the Union Election Commission has inspected the voter lists and the casting of votes of Hlegu, South Okkalapa and Kyimyindine townships in Yangon Region. 2. According to the inspection, the previous election commission released 224,541eligible voters in Hlegu Township of the Yangon Region. The list of the Ministry of Labour, Immigration and Population in November 2020 showed 94,996 eligible voters who had turned 18. The voter lists mentioned that there were 43,274 citizens, associate citizens, nationalized citizens, and non-identity voters, 507 persons repeated on the voter lists more than three times and 11,622 persons repeated on the voter lists two times. 3. The previous election commission released 136,155 eligible voters in South Okkalapa Township of Yangon Region. The list of the Ministry of Labour, Immigration and Population in November 2020 showed 136,224 eligible voters who had turned 18. The voter lists mentioned that there were 5,234 citizens, associate citizens, nationalized citizens, and non-identity voters, 74 persons repeated on the voter lists more than three times and 3,622 persons repeated on the voter lists two times. 4. The previous election commission released 88,180 eligible voters in Kyimyindine Township of Yangon Region. The list of the Ministry of Labour, Immigration and Pop- ulation in November 2020 showed 60,231 eligible voters who had turned 18. The voter lists mentioned that there were 10,674 citizens, associate citizens, nationalized citizens, and non-identity voters, 157 persons repeated on the voter lists more than three times and 3,900persons repeated on the voter lists two times. -
