o ISRAEL IS GOING TO REMAIN OUR CLOSEST AND MOST RELIABLE ALLY IN THE MIDDLE EAST; TO BE THE FRIEND WE TURN TO WHEN THE CHIPS ARE DOWN; TO GET BILLIONS IN AMERICAN AID. NONE OF THAT IS GOING TO CHANGE.

o BUT WE HAVE TO BE REALISTIC. SOME THINGS ARE CHANGING.

o EVENTS AROUND THE WORLD ARE CHANGING. EVERYWHERE ELSE IN THE WORLD, PEACE AND FREEDOM ARE BREAKING OUT. THE MIDDLE EAST REMAINS STUCK IN VIOLENCE, CONFRONTATION AND STALEMATE. THE PERCEPTION IS GROWING THAT THE MIDDLE EAST IS THE "ODD MAN OUT." YOU HAVE TO ASK: WHY DOES THE MIDDLE EAST HAVE TO BE LAST? o IT'S TIME TO MOVE THE PEACE PROCESS FORWARD. THE ISRAELI GOVERNMENT HAS TO GET ITS ACT TOGETHER SOON, COMMIT TO GOING FORWARD ON THE PEACE PROCESS, AND THEN DOING IT. o OUR ECONOMIC SITUATION IS CHANGING, TOO. WE'RE JUST ABOUT BROKE. AND WE'VE GOT HUGE NEW DEMANDS ON OUR US, FROM THE EMERGING DEMOCRACIES -- AND FROM OLD FRIENDS WHO ARE BEING "ZEROED OUT" OF OUR AID PROGRAMS BECAUSE OF THE FACT THAT SO MUCH OF OUR MONEY IS GOING TO JUST A FEW COUNTRIES. o SOMETHING'S GOT TO GIVE -- AND I THINK IT'S THOSE EARMARKS. o THAT'S NOT ANTI-ISRAEL. IT'S PRO-AMERICAN TAXPAYER. o THE WALL STREET JOURNAL AND NBC DID A POLL LAST WEEK. TWO-THIRDS OF THE PEOPLE APPROVED MY 5% EARMARK CUT PLAN. NEARLY 60% OF THE JEWISH AMERICANS POLLED SUPPORTED THE PLAN. I THINK THAT REFLECTS WHAT AMERICANS REALLY WANT. o THEY WANT TO STAND BY ISRAEL, NOW AS MUCH AS EVER. BUT THEY ALSO WANT US TO TAKE A LOOK AT OUR FOREIGN AID -- ALL OF IT, NOT JUST THE PART GOING TO ISRAEL -- AND MAKE SURE IT'S BEING SPENT IN THE BEST WAY. o BUT THE BOTTOM LINE MESSAGE IS THE SAME AS IT ALWAYS HAS BEEN: I SUPPORT ISRAEL. I SUPPORT A SPECIAL U. S.-ISRAELI RELATIONSHIP. AND I SUPPORT VIRTUALLY EVERY ITEM ON YOUR AGENDA.

o I'M DEEPLY CONCERNED ABOUT THE ALARM SIGNALS OF ANTI-SEMITISM IN THE SOVIET UNION. I'VE TALKED TO SECRETARY BAKER ABOUT THIS, AND I CAN ASSURE YOU THAT HE IS DEEPLY CONCERNED, TOO. THE ISSUE IS NEAR THE TOP OF THE AGENDA WHENEVER BAKER MEETS SHEVARDNADZE. THAT'S WHERE IT WILL REMAIN UNTIL THIS PROBLEM IS TAKEN CARE OF.

o WE'RE WORKING ON A BIPARTISAN BASIS, TOO, ON THE ISSUE OF THE EL AL-AEROFLOT AGREEMENT. AN AGREEMENT TO LET JEWS LEAVE THE SOVIET UNION IS JUST A PIECE OF PAPER -- IF THEY CAN'T GET ON A PLANE AND GET OUT. WE HAVE TO KEEP THE PRESSURE UP -- AND WE WILL. o I MIGHT ALSO MENTION THAT I'M WORKING WITH A COUPLE OF PROMINENT NORTH AMERICAN JEWISH LEADERS -- ALBERT REICHMANN OF , AND ZEV WOLFSON OF NEW YORK -- ON A VERY WORTHWHILE PROJECT TO GET THE SOVIETS TO LIVE UP TO THEIR PROMISE TO ALLOW SOVIET JEWS TO STUDY HEBREW AND THEIR OWN CULTURE. There has been a great deal happening at United Synagogue Young Professionals Organization. Over the past two months, Young Professionals has offered its members a wide variety of social and educational programs. In March, Young Professionals members danced all night at New York Citys' Palladium disco. NONE OF THAT IS GOING TO CHANGE. o BUT WE HAVE TO BE REALISTIC. SOME THINGS ARE CHANGING. o EVENTS AROUND THE WORLD ARE CHANGING. EVERYWHERE ELSE IN THE WORLD, PEACE AND FREEDOM ARE BREAKING OUT. THE MIDDLE EAST REMAINS STUCK IN VIOLENCE, CONFRONTATION AND STALEMATE. THE PERCEPTION IS GROWING THAT THE MIDDLE EAST IS THE "ODD MAN OUT." YOU HAVE TO ASK: WHY DOES THE MIDDLE EAST HAVE TO BE LAST? o IT'S TIME TO MOVE THE PEACE PROCESS FORWARD. THE ISRAELI GOVERNMENT HAS TO GET ITS ACT TOGETHER SOON, COMMIT TO GOING FORWARD ON THE PEACE PROCESS, AND THEN DOING IT. o OUR ECONOMIC SITUATION IS CHANGING, TOO. WE'RE JUST ABOUT BROKE . Ar.:o WE 'VE GOT HUGE NEW DEMANDS ON OUR us , FROM THE EMERGING DEMOCRACIES -- AND FROM OLD FRIENDS WHO ARE BEING "ZEROED OUT" OF OUR AID PROGRAMS BECAUSE OF THE FACT THAT SO MUCH ' OF OUR MONEY IS GOING TO JUST A FEW COUNTRIES. o SOMETHING'S GOT TO GIVE -- AND I THINK IT'S THOSE EARMARKS. o THAT'S NOT ANTI-ISRAEL. IT'S PRO-AMERICAN TAXPAYER. o THE WALL STREET JOURNAL AND NBC DID A POLL LAST WEEK. TWO-THIRDS OF THE PEOPLE APPROVED MY 5% EARMARK CUT PLAN. NEARLY 60% OF THE JEWISH AMERICANS POLLED SUPPORTED THE PLAN. I THINK THAT REFLECTS WHAT AMERICANS REALLY WANT. o THEY WANT TO STAND BY ISRAEL, NOW AS MUCH AS EVER. BUT THEY ALSO WANT US TO TAKE A LOOK AT OUR FOREIGN AID -- ALL OF IT, NOT JUST THE PART GOING TO ISRAEL -- AND MAKE SURE IT'S BEING SPENT IN THE BEST WAY. o BUT THE BOTTOM LINE MESSAGE IS THE SAME AS IT ALWAYS HAS BEEN: I SUPPORT ISRAEL. I SUPPORT A SPECIAL U.S.-ISRAELI RELATIONSHIP. AND I SUPPORT VIRTUALLY EVERY ITEM ON YOUR AGENDA.

o I'M DEEPLY CONCERNED ABOUT THE ALARM SIGNALS OF ANTI-SEMITISM IN THE SOVIET UNION. I'VE TALKED TO SECRETARY BAKER ABOUT THIS, AND I CAN ASSURE YOU THAT HE IS DEEPLY CONCERNED, TOO. THE ISSUE IS NEAR THE TOP OF THE AGENDA WHENEVER BAKER MEETS SHEVARDNADZE. THAT'S WHERE IT WILL REMAIN UNTIL THIS PROBLEM IS TAKEN CARE OF.

o WE'RE WORKING ON A BIPARTISAN BASIS, TOO, ON THE ISSUE OF THE EL AL-AEROFLOT AGREEMENT. AN AGREEMENT TO LET JEWS LEAVE THE SOVIET UNION IS JUST A PIECE OF PAPER -- IF THEY CAN'T GET ON A PLANE AND GET OUT. WE HAVE TO KEEP THE PRESSURE UP -- AND WE WILL.

o I MIGHT ALSO MENTION THAT I'M WORKING WITH A COUPLE OF PROMINENT NORTH AMERICAN JEWISH LEADERS -- ALBERT REICHMANN OF CANADA, AND ZEV WOLFSON OF NEW YORK -- ON A VERY WORTHWHILE PROJECT TO GET THE SOVIETS TO LIVE UP TO THEIR PROMISE TO ALLOW SOVIET JEWS TO STUDY HEBREW AND THEIR OWN CULTURE. THE PRESIDENT IS BEHIND THE EFFORT, THE WHOLE CONGRESSIONAL LEADERSHIP HAS WEIGHED IN -- AND WE HOPE TO GET SOMETHING DONE. o SO THE BOTTOM LINE IS: WE MIGHT DISAGREE ON ONE OR TWO SPECIFIC ISSUES.
