FOR POLICE, HEALTH CENTRE & 45 35 SCHOOL STAFF CONSTRUCTION OF PERMANENT HOUSES IN A&N ISLANDS: OVERALL PROGRESS (AS ON 31.01.2008) Following agencies are constructing 9797 units in A&N Islands as per details given below: 1 CRS-CARITAS 221 units 2 HCC 152 units 3 Mata Amritanandamayi Math 200 units 4 CARE India 136 units 5 APWD 1122 units 6 CPWD 7966 units Foundation Work: The status of Foundation work is as follows:- a Excavation 8923 91% b Concrete Pedestal 8880 90% c Grade Beams 8794 90% d Fixing of Nuts and Bolts 8691 88% e Erection of Super structure 1566 16% Target date for completion of foundation at all sites is November 2008 except 343 units in Great Nicobar due to non accessibility of site and for want of Forest & environmental Clearance Super Structure Work: It is planned to complete the project except Great Nicobar by Dec. 08. Due to non performance of two construction agencies the work has been rescinded and tender re-invited. Therefore the completion plan of super structure work has been rescheduled at Kamorta, Nancowry, Katchal and two villages i.e. Tamaloo and Malacca in Car Nicobar. But all efforts are being made to achieve the target of Dec. 08. Community Buildings: Community Hall, Sub-center and Primary schools are to be constructed as part of permanent houses. Target date of completion is Dec. 08 in all the Islands except Great Nicobar where Forest & environmental Clearance and accessibility are required. Development Works: Work for Sewer lines and Septic Tanks are in progress in Car Nicobar, Little Andaman and all sites of South Andaman. Under ground cable laying is in progress and Material mobilization is in progress for External Electrical distribution works in Car Nicobar, South Andaman and Little Andaman. Work for culverts, retaining/ breast walls and drains are progressing simultaneously. Work for provision of Water Supply has been commenced at all of the sites. Tenders for some developmental works in all sites are in progress. Target date of completion of developmental works is Dec. 2008 Sanitary System: Eco-friendly Sewerage Disposal System (SDS) with bio-gas as by-product is being implemented as part of the Project at all Non- Tribal sites of South Andaman, Little Andaman and Great Nicobar having more than 50 numbers of units. ISLAND WISE STATUS OF CONSTRUCTION OF PERMANENT HOUSES AS ON 31.01.2008 IS AS UNDER: 1. SOUTH ANDAMAN Following agencies are constructing 823 units in South Andaman as per details given below: 1 CRS-CARITAS 121 units 2 HCC 152 units 3 Mata Amritanandamayi Math 200 units 4 CARE India 136 units 5 APWD 214 units Foundation Work: The status of Foundation work is as follows:- A Excavation 726 88% B Concrete Pedestal 707 86% C Grade Beams 689 84% D Fixing of Nuts and Bolts 653 79% Target date for completion of foundation at all sites is Dec. 2007. Super Structure Work: The plan for erection of superstructure has been finalised by all the NGO’s. APWD & NGO have completed the erection of 416 units, sheeting and walling work is in progress. A tender for 164 units is awarded. Fabrication of steel for superstructure work of NGO’s is in progress at Port Blair and Kolkata. Target date of completion is May 2008. Community Buildings: Community Hall, Sub center and Primary schools are to be constructed as part of permanent shelters. Tenders for the community buildings have been launched by APWD and target date of completion is April, 08. Development Works: Terrace development & formation of internal roads have been completed in all the sites. Black Topping completed in 6 out of 9 sites. For balance sites, work to be completed by December’07. Work for culverts, retaining/ breast walls and drains are progressing in a phased manner by engaging multiple agencies simultaneously. Work for provision of Water Supply has been commenced at some of the sites. Work is likely to be completed by October’07. Tenders for External Electrical works have been finalized and work has commenced at all sites. Target date of completion of developmental works is April 2008. Sanitary System: Eco-friendly Sewerage Disposal System (SDS) with bio-gas as by-product is being implemented as part of the Project at all sites having more than 50 numbers of units. Month wise Roll Out Plan for South Andaman is at Annexure ‘A’. The first batch of 50 houses is ready for handing over The next batch of 236 houses will be ready for handing over by January 2008 Curtailment of number by NGO’s:- NGO’s had initially committed 2397 Nos. of houses which was subsequently curtailed to just 709 houses. Due to this, the completion has been delayed by 3 months. Developmental Works for 25 units at Netaji Nagar site No. 2 also Completed which was held up due to land dispute upto 05.06.2007. Foundation Work: The progress of Foundation work is as follows:- a Excavation 1906 97% b Concrete Pedestal 1905 97% c Grade Beams 1903 96% d Fixing of Nuts and Bolts 1845 95% The work for foundations is in progress. Target date of completion of foundation work is Feb, 2008. Super Structure Work: The plan for erection of superstructure has been finalized by all the Agencies. CPWD has completed the erection of 650 units, sheeting and walling work is in progress. Fabrication of steel for superstructure work of APWD is also in progress. Target date of completion for all the sites is Sept 2008. Community Buildings: Community Hall, Health Sub center and Middle Schools are coming up as a part of the project. Target date of completion is August 2008. Development Work: Terrace development & formation of internal roads is in progress. Work of roads, culverts, retaining/ breast wall, and drains is in progress in a phased manner by engaging multiple agencies simultaneously for speedy completion. Material mobilization is in progress for the Phase wise works of Water Supply, Sewer lines, Septic Tanks & External Electrical works. Target date of completion is August 2008. Sanitary System: Eco-friendly Sewerage Disposal System (SDS) with bio-gas as by-product is being implemented as part of the Project at all sites having more than 50 numbers of units excepting Harmindar Bay. Month wise Roll Out Plan for Little Andaman is at Annexure ‘A’. The first batch of 50 houses is ready for handing over. The next batch of 220 houses will be ready for handing over by January 2008 3. CAR NICOBAR 3941 units are under construction in this island by CPWD Foundation Work: The progress of Foundation work is as follows:- a Excavation 3941 100% b Concrete Pedestal 3941 100% c Grade Beams 3941 100% d Fixing of Nuts and Bolts 3941 100% The work for foundations is completed at all the sites Super Structure Work: The work of erection of 584superstructure units is in progress and the fabrication of superstructure is also in progress at Vizag since November 2006. Target date of completion of shelter work is November 2008 Community Buildings: Tenders accepted for all the villages. Target date of completion is September 2008. Development Work: Tender for Sewer lines and Septic Tanks for all villages finalized. Target date of completion is June 2008. Under ground cable laying is in progress and Material mobilization is in progress for Installation of Transformer and D. P. Structure & External Electrical distribution works. Target date of completion is September 2008 Roll Out Plan for Car Nicobar is at Annexure ‘A’.

    NITI Aayog’s Project for Great Nicobar Island drishtiias.com/printpdf/niti-aayog-s-project-for-great-nicobar-island Why in News Recently, the Environment Appraisal Committee which flagged concerns over the project has now ‘recommended’ it ‘for grant of terms of reference’ for Environmental Impact Assessment (EIA) studies. In August, 2020 the Prime Minister had declared that the Andaman and Nicobar islands will be developed as a "maritime and startup hub". Key Points About the Project: The proposal includes an international container trans-shipment terminal, a greenfield international airport, a power plant and a township complex spread over 166 sq. km. (mainly pristine coastal systems and tropical forests). It is estimated to cost Rs. 75,000 crore. 1/3 Issues with Project: Lack of details on seismic and tsunami hazards, freshwater requirement details, and details of the impact on the Giant Leatherback turtle. No details of the trees to be felled—a number that could run into millions since 130 sq. km. of the project area has some of the finest tropical forests in India. A number of additional issues include about Galathea Bay, the site of the port and the centrepiece of the NITI Aayog proposal. Galathea Bay is an iconic nesting site in India of the enigmatic Giant Leatherback, the world’s largest marine turtle—borne out by surveys done over three decades. Ecological surveys in the last few years have reported a number of new species, many restricted to just the Galathea region. These include the critically endangered Nicobar shrew, the Great Nicobar crake, the Nicobar frog, the Nicobar cat snake, a new skink (Lipinia sp), a new lizard (Dibamus sp,) and a snake of the Lycodon sp that is yet to be described.

Raghunathan Zoological Survey of India, Andaman and Nicobar Regional Centre, Port Blair-744 102, Andaman and Nicobar Islands, India (Accepted December 12, 2014) ABSTRACT A comprehensive population study of Nicobar-crab eating macaque (Macaca fascicularis umbrosa Miller, 1902) was conducted during October 2011 to September 2013, in the Great Nicobar Island. It is estimated that 882 individuals in 29 troops with the group size varied from 18 to 46 individuals (mean ± SD = 30.41 ± 6.91). The abundance of monkey group per km is about 0.23 corresponding with 6.9 indi- viduals per km. The survival rate was high; it was estimated 0.99/individual/year with the mean growth rate of 1.55/individual/year. The mean group size of macaque at Great Nicobar Biosphere Reserve (GNBR) (mean ± SD = 28.92 ± 6.7) varied from macaque groups found in residential areas (mean ± SD = 31.62 ± 7). The population was increased during the period of study. The female-infant ratio was in- creased, while male ratio was slightly decreased in residential groups rather than groups observed in protected areas.     ISSN (Online) - 2349-8846 A Nicobarese Tribal Leader Who Lived Two Lives AJAY SAINI Vol. 48, Issue No. 51, 21 Dec, 2013 Ajay Saini ([email protected]) is with the Tata Institute of Social Sciences, Mumbai. The premature death of Paul Joora, the former chairman of the Nicobarese tribal council in the Great and Little Nicobar Islands, in 2012 has left a void in the Nicobarese society. This article briefly reflects upon Joora’s vision for the rehabilitation of his community in the aftermath of the tsunami, which hit the Nicobar archipelago in 2004. It was in December 2011 that I met Paul Joora, the chairman of the Nicobarese tribal council in the Great and Little Nicobar Islands, for the first time. I visited him to seek his permission to do an ethnography of his community; a research which sought to study the post-tsunami changes in the Nicobarese socio-cultural milieu. He was pleased to welcome me to his community, and for the rest of my stay in the islands, his house was my second base camp. While leaving Campbell Bay (Great Nicobar Island) after field work, I had never anticipated that I was bidding him a final adieu. In less than a year, Joora died. He breathed his last at the primary health center in Campbell Bay. The speculated cause of his death was a turtle that he ate, which was allegedly poisonous. The then Lieutenant Governor of the Andaman and Nicobar Islands, retired General Bhopinder Singh condoled his sudden demise on 18 August 2012, and rued the void his death had left in the Nicobarese society.
