CONSTRUCTION OF PERMANENT HOUSES IN A&N ISLANDS: OVERALL PROGRESS (AS ON 31.01.2008)
Following agencies are constructing 9797 units in A&N Islands as per details given below:

Foundation Work: The status of Foundation work is as follows:-
a Excavation 8923 91% b Concrete Pedestal 8880 90% c Grade Beams 8794 90% d Fixing of Nuts and Bolts 8691 88% e Erection of Super structure 1566 16%
Target date for completion of foundation at all sites is November 2008 except 343 units in Great Nicobar due to non accessibility of site and for want of Forest & environmental Clearance
Super Structure Work: It is planned to complete the project except Great Nicobar by Dec. 08. Due to non performance of two construction agencies the work has been rescinded and tender re-invited. Therefore the completion plan of super structure work has been rescheduled at Kamorta, Nancowry, Katchal and two villages i.e. Tamaloo and Malacca in Car Nicobar. But all efforts are being made to achieve the target of Dec. 08.
Community Buildings: Community Hall, Sub-center and Primary schools are to be constructed as part of permanent houses. Target date of completion is Dec. 08 in all the Islands except Great Nicobar where Forest & environmental Clearance and accessibility are required.
Development Works: Work for Sewer lines and Septic Tanks are in progress in Car Nicobar, Little Andaman and all sites of South Andaman. Under ground cable laying is in progress and Material mobilization is in progress for External Electrical distribution works in Car Nicobar, South Andaman and Little Andaman. Work for culverts, retaining/ breast walls and drains are progressing simultaneously. Work for provision of Water Supply has been commenced at all of the sites. Tenders for some developmental works in all sites are in progress. Target date of completion of developmental works is Dec. 2008
Sanitary System: Eco-friendly Sewerage Disposal System (SDS) with bio-gas as by-product is being implemented as part of the Project at all Non- Tribal sites of South Andaman, Little Andaman and Great Nicobar having more than 50 numbers of units. ISLAND WISE STATUS OF CONSTRUCTION OF PERMANENT HOUSES AS ON 31.01.2008 IS AS UNDER:
1. SOUTH ANDAMAN Following agencies are constructing 823 units in South Andaman as per details given below: 1 CRS-CARITAS 121 units 2 HCC 152 units 3 Mata Amritanandamayi Math 200 units 4 CARE India 136 units 5 APWD 214 units
Foundation Work: The status of Foundation work is as follows:-

Target date for completion of foundation at all sites is Dec. 2007.
Super Structure Work: The plan for erection of superstructure has been finalised by all the NGO’s. APWD & NGO have completed the erection of 416 units, sheeting and walling work is in progress. A tender for 164 units is awarded. Fabrication of steel for superstructure work of NGO’s is in progress at Port Blair and Kolkata. Target date of completion is May 2008.
Community Buildings: Community Hall, Sub center and Primary schools are to be constructed as part of permanent shelters. Tenders for the community buildings have been launched by APWD and target date of completion is April, 08.
Development Works: Terrace development & formation of internal roads have been completed in all the sites. Black Topping completed in 6 out of 9 sites. For balance sites, work to be completed by December’07. Work for culverts, retaining/ breast walls and drains are progressing in a phased manner by engaging multiple agencies simultaneously. Work for provision of Water Supply has been commenced at some of the sites. Work is likely to be completed by October’07. Tenders for External Electrical works have been finalized and work has commenced at all sites. Target date of completion of developmental works is April 2008.

2. LITTLE ANDAMAN
1973 units are under construction in Little Andaman by the following agencies:

The work in three non-tribal sites has recommenced with effect from 9.1.07, after having been suspended temporarily due to unfortunate law and order incidents at Hut Bay. Due to this, the completion has been delayed by 3 months. Developmental Works for 25 units at Netaji Nagar site No. 2 also Completed which was held up due to land dispute upto 05.06.2007.
Foundation Work: The progress of Foundation work is as follows:-

The work for foundations is in progress. Target date of completion of foundation work is Feb, 2008.
Super Structure Work: The plan for erection of superstructure has been finalized by all the Agencies. CPWD has completed the erection of 650 units, sheeting and walling work is in progress. Fabrication of steel for superstructure work of APWD is also in progress. Target date of completion for all the sites is Sept 2008.
Community Buildings: Community Hall, Health Sub center and Middle Schools are coming up as a part of the project. Target date of completion is August 2008. Development Work: Terrace development & formation of internal roads is in progress. Work of roads, culverts, retaining/ breast wall, and drains is in progress in a phased manner by engaging multiple agencies simultaneously for speedy completion. Material mobilization is in progress for the Phase wise works of Water Supply, Sewer lines, Septic Tanks & External Electrical works. Target date of completion is August 2008.

3. CAR NICOBAR
3941 units are under construction in this island by CPWD
Foundation Work: The progress of Foundation work is as follows:-

The work for foundations is completed at all the sites
Super Structure Work: The work of erection of 584superstructure units is in progress and the fabrication of superstructure is also in progress at Vizag since November 2006. Target date of completion of shelter work is November 2008
Community Buildings: Tenders accepted for all the villages. Target date of completion is September 2008.
Development Work: Tender for Sewer lines and Septic Tanks for all villages finalized. Target date of completion is June 2008. Under ground cable laying is in progress and Material mobilization is in progress for Installation of Transformer and D. P. Structure & External Electrical distribution works. Target date of completion is September 2008
Roll Out Plan for Car Nicobar is at Annexure ‘A’. The first batch of 200 houses handed over to the beneficiaries by Hon’ble President of India on 26.12.07. The next batch of 200 houses will be ready for handing over by January 2008
4. CHOWRA
346 units are under construction as per details given below:
Constraints: Due to extremely rough sea conditions, transportation of material through stevedoring is possible only during two months in a year i.e. February and March. This year, transportation of materials could be started only by the end of March 2007.
Foundation Work: The progress of Foundation work is as follows:-

The work for foundations is completed at all the sites
Super Structure Work: The work of erection of superstructure has been finalized by CPWD and the fabrication of superstructure is in progress at Vizag since November 2006. Target date of completion is September 08.
Community Buildings & Development Works: One tender for all the community buildings such as Community Hall, Recreation Hall, Birth House, Death House, Shops, one Middle School & Health Sub Center and all Civil & Electrical development work is awarded. Material mobilization is in progress. Target date of completion is October 2008.
Roll Out Plan for Chowra is at Annexure ‘B’. The first batch of 70 houses will be ready for handing over by May 2008.
5. TERESSA
506 units are under construction as per details given below:
Constraints: i. Transportation of materials from shore to sites is possible only on head loads. ii. Being Malaria-prone Island, it adversely impacts morale of staff working on the permanent shelters.
Foundation Work: The progress of Foundation work is as follows:-

The work for foundations is completed at all the sites.

Community Buildings & Development Works: Tender for community buildings and all Civil & Electrical works in 4 villages accepted on and work in progress. Target date of completion is September 2008.
Roll Out Plan for Teressa is at Annexure ‘B’. The first batch of 40 houses will be ready for handing over by February 2007
6. KATCHAL
315 units are under construction as per details given below:

Development Work: Tender for Civil works at all sites is finalized. Target date of completion is July 2008.
Roll Out Plan for Katchal is at Annexure ‘A’. The first batch of 50 houses will be ready for handing over by May 08.
7. KAMORTA
518 units are under construction as per details given below:

i. Except three, all other sites are approachable only via sea routes. ii. Transportation of materials from shore to sites is possible only on head loads. iii. Being Malaria-prone Island, it adversely impacts morale of work force stationed on the islands.

111 units are under construction as per details given below: Constraints:
• Out of 5 sites, forest clearance have been received for 4 sites from Forest Department i.e. Makachuwa, Pillopanja, Pillobha & Pillollow. • Since site selected in Pillollow is within 500 mtrs from Coastal Line, CRZ clearance will be required as informed by Forest Department. Proposal already submitted to MoEF on 23.11.07, but CRZ clearance is still awaited. • Forest Department has suggested that 4 Nos. Tribal families of Pillopatia can be resettled in Pillobha alongwith other 12 Tribal families of Pillobha. This proposal has not been accepted by the tribal families. Matter already informed to the Forest Dept. by Executive Engineer, Construction Division, Campbell Bay on 19.11.07, but forest clearance is yet to be received.
Foundation Work: -The Status of foundation work is as follow: – The work for foundations is in progress at three sites. Target date of completion of foundation work in all sites is Nov. 2008
Super Structure Work: - Target date for completion of 111 units is Dec. 2008.
Roll Out Plan for Little Nicobar is at Annexure ’B’. The first batch of 10 houses will be ready for handing over by Apr 08.
10. GREAT NICOBAR
995 units are under construction as per details given below:
Constraints:
• Total No. of Permanent houses proposed is 995 but site are accessible only for 652 units. Progress of Permanent houses is linked to the progress of completion of North South Road. • BRO has provided fair weather access only upto Joginder Nagar. • Out of 4 sites, forest clearance have been received for 2 sites from Forest Department i.e. Agri Farm & Afra Bay • MoEF vide their letter 13-1/2007-IA-III dated 06.12.07 cleared the project site from CRZ for Afra Bay • EIA Study for Kopenheat (site selected now is in Kosin Down Village) is yet to be carried out by NIOT • NIOT after their visit to Gandhi Nagar has suggested alternate site which is to be examined by CPWD for its suitability. The proposed site is in revenue land

Community Facilities and Development Work: Tender for Civil & Electrical work for Community Facilities and Development works for Campbell Bay, Govindnagar and Agri. Farm site and Joginder Nagar received. Work on ground likely to be commenced. Target date of completion is October 2008.
Roll Out Plan for Great Nicobar is at Annexure ‘B’. The first batch of 50 houses will be ready for handing over by May 2008.
