Re: Updated Traffic Impact Analysis (TIA) for the Proposed Multi-Family Residential Development in Arlington, TX

Dear Ms. Mata Lee Engineering completed a traffic impact analysis (TIA) for a proposed multifamily development on December 30, 2020. Based on an updated access configuration, Lee Engineering (LEE) has prepared a preliminary assessment of the impact of those changes on the study performed for the multi-family residential development located in Arlington, Texas. The proposed access point to Arbrook Boulevard, described as the Northern Driveway, is moved west, and is limited to right turns in and right turns out. The updated site driveway location is shown in Figure 1. The existing lane configurations are shown in Figure 2. Figure 3 shows the resulting proposed lane configurations for the area roadways. The existing traffic volumes can be found in Figure 4.

This study involved two (2) scenarios, with the Boulevard extension and without the Highlander Boulevard extension. Updates to the trip distribution and trip assignment have been made based on the changes to the driveway location provided by the client.

For the scenario without the Highlander Boulevard extension, 35% of traffic was removed from the intersections of Embarcadero Drive and Collins Street and the Arbrook Boulevard and Collins Street. 19 trips were removed in the AM peak hour and 56 trips were removed in the PM peak hour. 20% of this traffic was added to eastbound Highlander Boulevard at Center Street. This resulted in 11 added trips in the AM peak hour and 32 added trips in the PM peak hour to the Highlander Boulevard at Center Street intersection that was predicted to operate at LOS C or better in the TIA. 15% of the remaining traffic was added to eastbound Arbrook Boulevard at Center Street. This resulted in 8 added trips in the AM peak hour and 24 added trips in the PM peak hour to the Arbrook Boulevard at Center Street intersection that was predicted to operate at LOS D or better in the TIA. 25% of traffic was removed from the proposed northern driveway and relocated at the proposed southern driveway, adding 39 trips in the AM peak hour and 26 trips in the PM peak hour at the proposed southern driveway. These updates can be found in Figure 5 and Figure 6.
