NYM/2018/0620/FL creation of parking area at land south of 9 Atkinson Row, Daleside Road, Rosedale Abbey

The above planning application was approved by the Planning Committee on 13 December 2018, subject to the receipt of cross sections through the site illustrating the extent of excavation and the proposed earth banking along with confirmation from the Authority’s Senior Ranger that the proposed works will not adversely affect the stability or surfacing of the adjacent Public Right of Way.

Amended plans were received from the applicant clarifying the extent of excavation and showing the extent of earth banking required stabilising the adjacent Public Right of Way ahead of the Committee Meeting although the recommendation as not amended to reflect this. These are acceptable and the Authority’s Senior Ranger has confirmed that having met the contractor on site he can confirm that the proposed development will not affect the public footpath. As such the decision has been issued.

NYM/2018/0552/R3 application under Regulation 3 (Town and Country Planning General Regulations 1992) for construction of a 2.8km cycle trail with associated bridge and fencing together with pump track at Sutton Bank National Park Centre, Sutton Bank,

The above planning application was approved by the Planning Committee on 17 January 2019, subject to the expiration of a re- consultation period and subject to the Director of Planning clearing an additional condition to ensure the closure of the track in eastern plantation and informatives relating to monitoring of events and interpretation information. The decision notice has been issued with the following conditions and informatives:

MISC00 No tree and scrub clearance will be carried out in the bird breeding season, unless adequate nest checks have been undertaken (this would be very difficult in the brash piles and also extremely difficult to do for turtle dove, so avoidance of the season entirely is preferable). 9. MISC00 Prior to the development hereby approved being first brought into use, the entrances to the existing cycle route tracks on the eastern parcel of land which are no longer to be used, as shown in orange and red on the plans submitted on 13 October 2018 shall be blocked up in accordance with a scheme that has been submitted to and approved in writing by the local planning authority and thereafter be so maintained.

The applicant is advised that any cycling events should be managed and monitored by the applicant in order to ensure that activity levels and parking do not cause a nuisance to nearby businesses and residential properties. 2. The applicant is advised that the opportunity should be taken with this application to provide interpretation on site in relation to the Scheduled Monument of Cleave Dyke (NHLE: 1012745). Cleave Dyke is a prehistoric linear landscape feature which would have divided the land up for agricultural and social purposes. Parts of the feature have been scheduled, recognising the national importance of this prehistoric monument. Along with other prehistoric features in the landscape, these dykes are significant physical remains from c. 3000 years ago. Beneath the dykes, the Prehistoric ground level will survive and is likely to contain environmental evidence about how humans occupied this area in that period.

18/02948/FL siting of 14 no. lodge style holiday accommodation with retention of golf course and change of use of existing building to form reception, office, games room, laundry and storage facilities at Sawdon Pines Gold Club, Kirk Gate, Sawdon, Scarborough

Having assessed the proposal the Authority feels the site appears to be is extremely open and not screened in the immediate or wider landscape by either planting or topography. Whilst the site is already a commercial tourist facility, the Authority has expressed concern at the greater visual impact the siting of 14 log cabins would have, in terms of views out of the National Park, particularly in this extremely open location. This could be exacerbated by additional associated light pollution.

In view of this, the Authority has recommended that the determining Local Planning Authority seeks to mitigate these concerns through substantial landscape planting, or re-siting closer to the existing buildings.
