With regard to the EMAS Scrutiny Review, the PCT is grateful to the Select Committee for its assessment of key issues and the comprehensive set of recommendations made. The report is thorough, very balanced and recognises the positive performance improvements made in response times. The initiation of a cross-county Scrutiny Review took place following the Healthcare Commissions rating of ‘weak’ quality of services for the year 2005/6. The Select Committee’s work concluded shortly after the subsequent year’s standards were published which confirmed ‘Good’ quality of services and ‘Fair’ use of resource. The report’s recommendations were received at the 18 February 2008 EMAS Board meeting. Derbyshire County PCT are the lead commissioner for EMAS on behalf of the East Midlands PCTs. This PCT is also an active participant in all appropriate contract monitoring groups. The comprehensive report and recommendations will provide a focus for Commissioning monitoring meetings to ensure actions are taken forward and there are continued improvements to responsiveness and service quality. We will ensure that progress is reported both to the Scrutiny Committee and our wider stakeholders, including local people. As highlighted by the final report, remoteness and rurality conveys particular challenges to ensuring timely responsiveness of emergency services. EMAS continues to achieve year-on year improvement against national response targets (Categories A and B) across all borough/district areas in Nottinghamshire. EMAS operates dynamic stand-by points to ensure optimum operational responsiveness. The Select Committee appropriately asserts the importance of this approach and rightly advocates that local public services should provide practical support wherever EMAS analysis identifies the need for a particular location to become a dynamic stand-by point. Recommendations 7, 8 and 12 helpfully reminds all local public services from the Highways Agency to the NHS family of Trusts in Nottinghamshire of the imperative to engage EMAS effectively in consultation activities and, in particular, at an early stage of considering any service development or variation. I am pleased to report that the 2008/9 contract agreed with EMAS includes further new investment to enhance call centre staffing numbers and continue work to ‘skill- up’ the workforce, for example supporting Paramedics to extend their skills to become Emergency Care Practitioners. With regard to the focused programme of work outlined in your very helpful letter of 10 April I will respond separately to those issues. Finally, can I again convey the PCT’s gratitude to the Select Committee for this very significant piece of work and its positive contribution to improving emergency health care services for the people of Nottinghamshire. The Commission has decided to give effect to the recommendations. A draft of the instrument has been laid before Parliament and a period of forty days has expired and neither House has resolved that the instrument be not made. The Commission makes the following Order in exercise of the power conferred by section 59(1) of the Act: Citation and commencement 1. —(1) This Order may be cited as the Newark & Sherwood (Electoral Changes) Order 2014. The parish review report submitted to us by Newark District Council (now known as Newark and Sherwood District Council) in May 1980 made reference to a series of changes to their boundary with the borough of Gedling. (Both districts are in the non-metropolitan county of Nottingham). These changes were between (a) the parish of Burton Joyce, in the borough of Gedling, and the parish of Bulcote in the district of Newark; and (b) between the parish of Newstead in the borough of Gedling and the parish of Blidworth in the district of Newark. In the latter instance, amendment of the boundary would pave the way for the creation within one or the other of the districts of a new parish of Rayenshead. 2. As paragraph 29 of DOE Circular 121/77 explains, recommendations for changes which affect a district or county boundary have no place in a parish review report. However, we decided to treat these recommendations as a request under section 48(5) of the Local Government Act 1972 for us to consider making proposals for the changes which were suggested.

    FURTHER ELECTORAL REVIEW OF NEWARK & SHERWOOD DISTRICT COUNCIL Submission by Newark & Sherwood District Council to the Local Government Boundary Commission for England on Council Size 1.0 Introduction This submission sets out the Council’s response to the Local Government Boundary Commission for England (LGBCE) invitation to put forward a case for Council size. The issue of Council size is a key factor in determining the scale of the Further Electoral Review (FER). The Council’s submission has been developed by a Working Party comprising of representatives from all the political groups on the Council. The Working Party considered the council size submission over a series of meetings held in November and December 2012. The submission was agreed unanimously by the full Council at their meeting held on 18th December 2012. 2.0 Council Size Criteria The LGBCE has published guidance for Council’s in respect of formulating proposals for council size. In their guidance the LGBCE state that they will look at the Council’s governance arrangements, scrutiny functions and the representational role of councillors within the local community. 3.0 Council Size Submission In this submission we address a number of criteria to justify our proposal for a reduction in the number of elected councillors for Newark & Sherwood District Council from the current 46 to 38. These proposals are based on our analysis of the decision-making and governance requirements of the Council under its proposed new governance arrangements for 2013; the geographical and community requirements for effective representation; and the need to ensure that governance arrangements are cost-effective and in line with the Council’s reducing budget.

    SUBMISSION TO THE LOCAL GOVERNMENT BOUNDARY COMMISSION FOR ENGLAND FURTHER ELECTORAL REVIEW OF NEWARK AND SHERWOOD DISTRICT COUNCIL DISTRICT COUNCIL’S SUBMISSION IN RESPECT OF THE DRAFT RECOMMENDATIONS Background Information The District Council’s cross‐party Further Electoral Review (FER) Working Party met on three occasions following the publication of the Draft Recommendations on 15th October 2013 in order to prepare a draft Council response. The Working Party subsequently submitted a proposed response before the Full Council at its meeting on 17th December 2013. At the Full Council meeting the proposed response was agreed, by 39 votes to 4 votes against, with no abstentions, as the basis for the Council’s submission in respect of the Draft Recommendations. Electorate Projection Figures The Council welcomes the Commission’s acceptance that the electorate forecasts for 2019 are the best available at the present time and have been used to form the basis of its Council size and warding proposals in the Draft Recommendations. Council Size The Council welcomes and supports the Commission’s Draft Recommendations which accept the Council’s proposal to increase the Council size from 38 to 39 Members in order to provide equality of representation to both the west and the east of the River Trent, thereby eliminating the need for wards which cross the river. General Analysis The Council notes the comments of the Commission on the Council’s previous submission and acknowledges that it had focussed on the identities and interests of local communities and on effective and convenient local government to a greater extent than on the provision of equality of representation.
