JOURNAL OF THE SENATE Wednesday, March 21, 2018 The Senate was called to order at 10:36 a.m., the President in the Chair. The prayer was offered by Acting Chaplain, Noele R. Kidney of Ellington, Connecticut. The following is the prayer: We ask for patience to understand those who disagree with us, sensitivity to the needs of others, and prudence to make decisions which work toward the common good. PLEDGE Senator Kissel of the 7th led the Senate in the Pledge of Allegiance. EMERGENCY CERTIFICATION SENATE RESOLUTION SENATE RESOLUTION ADOPTED The following Senate Resolution was introduced, read by the Clerk and passed. (Emergency Certification signed by the President Pro Tempore of the Senate and the Speaker of the House accompanied the bill in accordance with Section 2-26 of the Connecticut General Statutes and Joint Rules 9 and 15.) Senator Osten of the 19th explained the resolution and moved adoption. 'AN ACT CONCERNING REVISIONS TO VARIOUS STATUTES CONCERNING THE CRIMINAL JUSTICE SYSTEM', to provide that a qualified person withdrawing blood in the case of a person driving while intoxicated shall not incur any civil liability, to clarify responsibility for penalties imposed for violations of permits issued for nonconforming motor vehicles in response to the ruling of the court in State v. FINANCE, REVENUE AND BONDING S.B. No. 525 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT ESTABLISHING THE CONNECTICUT INVESTMENT BOARD', to require the Treasurer to receive prior approval of investment decisions from the Connecticut Investment Board. H.B. No. 5573 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING MUNICIPAL PARTICIPATION IN THE CIRCUIT BREAKER TAX RELIEF PROGRAM', to allow a municipality to elect not to participate in the tax relief program under section 12-170aa of the general statutes following a reduction in reimbursement or a lack of funds for grants payable to municipalities under said section. H.B. No. 5574 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE FAILURE TO FILE FOR CERTAIN GRAND LIST EXEMPTIONS', to allow certain persons to file for a property tax exemption, notwithstanding certain statutory deadlines. JUDICIARY H.B. No. 5575 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE APPOINTMENT OF A LICENSED HEALTH CARE PROFESSIONAL TO PROVIDE TREATMENT OR AN EVALUATION IN CONNECTION WITH A FAMILY RELATIONS MATTER', to allow a party to a family relations matter to have greater input on the selection of a licensed health care professional who is to provide treatment or an evaluation in connection with such matter. H.B. No. 5576 (RAISED) JUDICIARY. 'AN ACT CONCERNING AN ON-LINE REGISTRY OF PERSONS CONVICTED OF A CRIME INVOLVING MURDER', to establish an on-line registry of persons convicted of a crime involving murder. H.B. No. 5577 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE SCHEDULING OF COURT HEARINGS FOR CERTAIN FAMILY RELATIONS MATTERS', to require that a court hearing concerning an award of alimony and support pendente lite be held not later than ninety days after the return day of the complaint unless otherwise agreed to, in writing, by the parties. H.B. No. 5578 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE RECOMMENDATIONS OF THE CONNECTICUT SENTENCING COMMISSION WITH RESPECT TO THE SEXUAL OFFENDER REGISTRY', to enact the recommendations of the Connecticut Sentencing Commission with respect to the sex offender registry. H.B. No. 5579 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE RESTORATION OF A LICENSE', to provide for a definite period of license suspension for persons who have had their motor vehicle license suspended for driving while intoxicated but who are indigent and never installed an ignition interlock device.
