Image courtesy of the Library of Congress BECOMING MEMBERS OF THE HOUSE In 1794 a young lawyer named John Quincy Adams accepted an appointment as Minister to the Netherlands, beginning what would become a lifetime of public service. Adams was only in his late 20s at the time, and over the next 35 years he compiled perhaps the most impressive résumé in American history, with stints as American minister to the principal European powers, as a Senator from Massachusetts, as Secretary of State, and finally as U.S. President from 1825 to 1829. After four decades serving his country, Adams could have quietly retired to his home outside Boston. But in 1830 he ran for and won what he considered to be his greatest achievement: a seat in the United States House of Representatives. Brett Blanton Architect of the Capitol Architect of the Capitol Fiscal Year 2021 Appropriations Statement before the Subcommittee on Legislative Branch, Committee on Appropriations, United States House of Representatives March 5, 2020 Chairman Ryan, Ranking Member Herrera Beutler, and members of the subcommittee, I appreciate the opportunity to present the Architect of the Capitol’s (AOC) Fiscal Year (FY) 2021 budget request of $798 million. Last month, I was honored to join this notable institution as the 12th Architect of the Capitol. In the first few weeks of leading this organization, I met with my executives and staff to better understand the strengths and weaknesses of the agency. I am quite impressed with those that I have met thus far. I believe the AOC has all the necessary elements to succeed in its mission of serving Congress and the Supreme Court, preserving America’s Capitol and inspiring memorable experiences. I honestly feel the best is yet to come for the Architect of the Capitol. The agency I inherited has much to be proud of. Massive, once-in-a-generation renovations of exterior facades, interior spaces and system infrastructure are occurring across campus. Industry-leading changes to energy production and efficiency are being realized through the Capitol Power Plant’s cogeneration system and several Energy Saving Performance Contracts. These transformation energy projects will maximize the use of appropriated funds and have the potential of reducing the Capitol Campus’ energy consumption by upwards of 50 percent by 2025. The Senate and the House of Representatives have met here for more than two centuries. Begun in 1793, the Capitol has been built, burnt, rebuilt, extended, and restored; today, it stands as a monument not only to its builders but also to the American people and their government. As George Washington said, public buildings in the Capitol city “in size, form, and elegance, should look beyond the present day.”1 This activity features images of the U.S. Capitol building — architectural plans and artistic renderings from its original design and subsequent expansion. Examining these images, students engage in class discussion and individual reflection, considering how a building itself might serve as a symbol and monument. Then, they draft images that capture their own interpretation of how a Capitol building should look. One House ends at the conclusion of each two-year Congress, and the newly elected Representatives must constitute a new House at the beginning of the next Congress. Consequently, the House must choose its Speaker and officers and adopt the chamber’s rules of procedure every two years. The Constitution mandates that Congress convene at noon on January 3, unless the preceding Congress by law designated a different day. P.L. 113-201 set January 6, 2015, as the convening date of the 114th Congress. Congressional leaders planned that the 115th Congress would convene January 3, 2017, and that the 116th Congress would convene January 3, 2019, obviating the need for a law to set the date. Although no officers will have been elected when the House first convenes, officers from the previous Congress perform certain functions, such as conducting the election of the Speaker. The House follows a well-established first-day routine. The proceedings include— a call to order by the Clerk of the House; a prayer led by the Chaplain and the Pledge of Allegiance led by the Clerk; a quorum call ordered by the Clerk; the election of the Speaker, ordered by the Clerk and conducted with the assistance of tellers; remarks by the Speaker-elect, followed by his or her swearing-in by the dean of the House; the oath of office for the newly elected and re-elected Members, administered by the Speaker; adoption of the rules of the House for the new Congress; adoption of various administrative resolutions and unanimous consent agreements; and announcement of the Speaker’s policies on certain floor practices.

He majored in economics and graduated in 1980 from Stanford University, near Palo Alto, California, becoming the first member of his family to earn a bachelor’s degree.1 He stayed on at Stanford, earning a law degree in 1984, before working as an aide to a California state senator and then becoming a California deputy attorney general. After Becerra moved to Los Angeles, community leaders encouraged him to run for the state assembly in 1990.2 Becerra was young and relatively unknown, and his victory that year galvanized a new generation of Latino politicians.3 Before the expiration of Becerra’s first term in the state assembly, venerable Los Angeles Democrat Edward R. Roybal retired from the U.S. House. California had just redrawn its congressional districts, shifting the border of Roybal’s 30th District westward from East Los Angeles to Hollywood.

Customarily, the conference of each major party nominates a candidate whose name is placed in nomination. A Member normally votes for the candidate of his or her own party conference but may vote for any individual, whether nominated or not. To be elected, a candidate must receive an absolute majority of all the votes cast for individuals. This number may be less than a majority (now 218) of the full membership of the House because of vacancies, absentees, or Members answering “present.” This report provides data on elections of the Speaker in each Congress since 1913, when the House first reached its present size of 435 Members. During that period (63rd through 117th Congresses), a Speaker was elected six times with the votes of less than a majority of the full membership. If a Speaker dies or resigns during a Congress, the House immediately elects a new one. Five such elections occurred since 1913. In the earlier two cases, the House elected the new Speaker by resolution; in the more recent three, the body used the same procedure as at the outset of a Congress. If no candidate receives the requisite majority, the roll call is repeated until a Speaker is elected. Since 1913, this procedure has been necessary only in 1923, when nine ballots were required before a Speaker was elected.
