Parks enhance the quality of life of residents by providing affordable access to open space and activities such as fishing, camping, hiking, and boating. They serve as gathering places for community members – both formal and informal events are common at county parks. Additionally, native species of plants and animals, unique natural features, and important historic and cultural sites are protected and preserved by parkland. In 1981 the Jackson County Parks Department created a 20-year parks system comprehensive plan to direct development, operation, and maintenance of Jackson County Parks. The plan provided a vision statement, long-term goals and objectives, an inventory of park facilities, and a capital improvement plan. Changes in demographics, economics, and park facilities necessitated a revision of the plan to reflect the current needs of the community and the parks system. The 2004 Jackson County Parks System Master Plan is a supporting document of the Jackson County Comprehensive Plan. The purpose of this plan is to provide a framework for future park system development, management, and acquisition. This plan incorporates detailed demographic and recreation demand research as well as citizen input through surveys and community workshops. The plan identifies gaps in recreation services and will enable the Parks Department to proactively plan for future recreation needs. The Jackson County Parks Department Jackson County has a long history of providing parks and recreation services. In 1959, the County established the Jackson County Parks and Recreation Commission and hired the first Parks Director in 1961. Since its creation in the latter half of the 1950’s, the department has experienced many changes. In 1956, the Oregon Department of Fish and Wildlife gave the County a lease on half an acre of land on the Rogue River that is known today as Dodge Bridge. This represented the first official lease of parks land for the County. It was immediately followed in 1958 by a 50-year lease from the Bureau of Reclamation on both Howard Prairie Recreational area and Emigrant Lake. This same year marked the first donation of land to the Jackson County Parks Department when residents Leland and Elsie Houk donated the 1.35 acres that are now known as Hooper Springs. In 2004, the Jackson County Parks Department managed 21 facilities, including developed and undeveloped parks and open space areas. These parks provide a broad spectrum of recreational opportunities ranging from camping, boating, and fishing to oval track and drag racing. Figure 2-1 summarizes key activities of the Jackson Parks Department history since its first land acquisition in 1956. Figure 2-1. The County Park Department should be flexible enough to address these changes to provide appropriate park facilities that reflect the desires of a changing population. As the population of Jackson County diversifies the recreational opportunities provided by the parks must also broaden its base. The following is a summary of key findings from this chapter: • Jackson County’s unique geographic characteristics provide a wide range of recreational opportunities. These natural features should be used to create a unique opportunity to create an identity for the parks department. • Jackson County’s economic base has shifted away from a natural resource economy to a more service based economy. Tourism is a more significant part of the local economy. • Jackson County has a slightly lower median household income and higher poverty rates than those of the State. Income might affect park users’ willingness to pay increased fees. • Income level effects recreational opportunity for people and therefore influences how they use parks. To serve a broad base of people the Jackson County’s Parks Department should consider the economic characteristics of the area. • Traffic on State and County roads will increase as the population of the County and surrounding area increases. The Page ii July 2004 DRAFT: Jackson County Parks System Master Plan Jackson County Parks Department should plan to accommodate for this increase because it affects access and maintenance of parks and park facilities. • Jackson County remains a leader in tourism. The Parks Department should take steps to capitalize on the County’s increasing tourism economy. • Jackson County is growing and population forecasts indicate 40,000 new residents between 2000 and 2020. The parks system should plan to accommodate for heavier use in the future. • Jackson County’s population is aging. This should be considered over time when planning for park user needs. • Jackson County’s demographic characteristics are becoming more diverse. The demographic characteristics should be periodically reviewed to ensure park planning reflects community needs. Demand for recreation facilities is driven primarily by population growth, socioeconomic characteristics, and activity participation trends. The 2004 Jackson County Parks System Master Plan identifies the following issues and priorities in meeting demand for County Park facilities. • Enhance Community Awareness of Parks. Community awareness of County park locations and facilities is an important element for increasing visitation rates. Specific implementation strategies could include: (1) increasing newspaper coverage of County Parks; (2) enhancing email and website exposure; and (3) improving park signage. • Enhance Existing Park Facilities. Providing park facilities is essential to the success of the Jackson County Parks System. Park facilities increase the variety of recreation activities and enable more visitors to recreate at County Parks. Specific implementation strategies could include: (1) developing more hiking, walking, and biking trails; (2) capitalizing on scenic highways; (3) providing more boat ramps; (4) developing interpretative resources; (5) developing more RV camping; and (6) expanding equestrian facilities. • Increase Access to Water. A concern of many Jackson County park users and residents is access to the County’s water resources, including various lakes and the Rogue and Applegate Rivers. Access to water is of interest to many community interest groups, including boaters and rafters, fishermen, and swimmers. Specific implementation strategies could include: (1) Enhance and increase boat launch facilities; (2) Enhance and increase areas for swimming; (3) Increase foot access points; and (4) Development of a Water Trail. DRAFT: Jackson County Parks System Master Plan July 2004 Page iii • Enhance Park Safety. Safety was overwhelming rated the most important park feature by survey respondents. The Parks Department is passionate about providing a safe and enjoyable park experience for visitors, and enhancing those measures already employed by the Department will help avert future injuries, emergencies, and thefts. The following measures would promote the safety of park visitors: (1) increased law enforcement; (2) enhanced lighting; and (3) increased lifeguards at swimming areas. • Enhance Park Maintenance.     Outdoor Recreational Needs & The Hunter Lake Opportunity Illinois Department of Natural Resources December 3, 2018 Introduction In 2015, the Illinois Department of Natural Resources (IDNR) entered into agreement with the City of Springfield to manage city-owned property surrounding the City’s proposed secondary water supply (Hunter Lake). The City has already acquired 7,138 acres for the project located in southeastern Sangamon County. The lake is expected to cover 2,560 surface-acres with water. Outdoors recreation generates about $32 billion in economic activity each year for the State of Illinois, according to the U.S. Fish and Wildlife Service. All this activity supports 90,000 jobs statewide. As the population of the United States continues its gradual migration from rural to urban areas (U.S. Census Bureau), demand for recreational land, open space and hunting and fishing opportunities will continue to grow. With 95 percent of Illinois land in private hands, the state ranks 46th in terms of land in public ownership. The IDNR owns and manages about 480,000 acres. The partnership between the City and IDNR is intended to provide additional public access for outdoor recreation, education and habitat conservation on Hunter Lake and its surrounding area. The City concluded the IDNR is the appropriate state agency to help the City achieve this objective. IDNR has statutory authority to manage the state’s fish and wildlife resources. To this end, the City chose to enter a Memorandum of Cooperation with IDNR (Appendix A) and tasked the Agency with managing the property’s outdoors potential for recreational opportunity, including hunting, fishing, bird-watching, biking, hiking and camping.

    Little Butte Creek Watershed Assessment Little Butte Creek Watershed Council August 2003 Abstract The Little Butte Creek Watershed Assessment has been prepared for the Little Butte Creek Watershed Council with funding from the Oregon Watershed Enhancement Board (OWEB). The Assessment was prepared using the guidelines set forth in the Governor’s Watershed Enhancement Board’s 1999 Oregon Watershed Assessment Manual. The purpose of this document is to assess the current conditions and trends of human caused and ecologic processes within the Little Butte Creek Watershed and compare them with historic conditions. Many important ecological processes within the watershed have been degraded over the last 150 years of human activity. This Assessment details those locations and processes that are in need of restoration as well as those that are operating as a healthy system. The Assessment was conducted primarily at the 5th field watershed level, that of the entire Little Butte Creek Watershed. List and describe field watershed levels below. Where possible, the analyses was refined to the smaller 6th field watershed level, thirteen of which exist within the Little Butte Creek Watershed. The assessment also notes gaps in data and lists recommendations for future research and data collection. It is intended that this document, and the Little Butte Creek Watershed Action Plan be used as guides for future research and watershed protection and enhancement over the next decade. The document was developed using existing data. No new data was collected for this project. Where data was lacking, it was detailed for future work and study. Vernal Pools Vernal pools are rain-fed, seasonal wetlands, which are a highly variable ecological phenomenon that occurs widely throughout the world and across North America. (Keely 1996). The distinct and yet variable habitat offered by vernal pools in combination with the geographic isolation of pool systems produces many distinct natural communities with high levels of species endemism. The range of vernal pools worldwide has been classified by the features of the substrate that cause the pooling, along with hydrologic and biotic features. Study Area The Agate Desert is a geographic place name applied to the mounded prairie on the floor of the Rogue River Basin, north of Medford, Oregon. The area is presumably named for the sparse prairie vegetation, the relative lack of trees, the poor agricultural quality of the shallow soil, and the agates commonly found on the soil surface. The USGS 7.5 miaute quadrangles for Sams Valley and Eagle Point label as the Agate Desert an area stretching eastward from near the confluence of Bear Creek and the Rogue River, across White City, south of IItte Butte Creek to Antelope Creek and Dry Creek. Elliott and Sammons (1996) expanded on the USGS area by extending a lobe southward across the Jackson County Airport, and they delineated two additional discrete surfaces: a large area between Dry Creek and Antelope Creek, and a smaller surface west of Bear Creek, north of Central Point.

Our warmwater fishing webpage is a great place to get started, and you’ll find the latest condition updates here in the Recreation Report. Head out to the high lakes With temperatures high now might be a good time to head out to Oregon’s high mountains. Many mountain lakes available for day use or overnight camping that require only a short hike into them. Some of these waters get very little use, and anglers will often find the solitude incredible. If you plan to camp keep in mind that overnight temperatures at the higher elevation can be quite chilly. Maps should be available from the local U.S. Forest Service office. Be aware of fire restrictions because fire danger is high in many areas. 2013-14 Oregon Game Bird Regulations now online See the PDF on the Hunting page: http://www.dfw.state.or.us/resources/hunting/index.asp Archery hunters – Errors in the regulations on Chesnimnus bag limit, traditional equipment only area The 2013 Oregon Big Game Regulations contain errors in the archery section. On page 51, the “Traditional Archery Equipment Only” restriction should not be in the Columbia Basin, Biggs, Hood and Maupin Units—that restriction is for the Canyon Creek Area only. On page 79, the Chesnimnus hunt bag limit of “one bull elk” (hunt #258R) should be “one elk.” These errors were corrected by the Fish and Wildlife Commission in June.

He has worked professionally conducting ecological restora- tion and environmental advocacy work in the Klamath-Siskiyou Mountains for the last 20 years. Currently he works for the Applegate Neighborhood Network, a community and conservation-based organization in the Applegate Valley.
