During Operation Phase: Source of noise in the operational phase will be D.G. Set of capacity 2 x 750 ​ KVA , 2 x 1010 KVA. The D.G. Set will be bought ​ acoustically enclosed and will be kept on the surface and will be used during power failure only. 13 Air Management During Construction Phase- DG sets of 1 x 125 kVA will be used for construction works. Dust ​ Mitigation Measures as defined in Notification Dust Mitigation, 2018.

During Operation Phase- Total power load of the office complex will be 3219 kW (3576 kVA) to be ​ ​ supplied by BSES Rajdhani Power Limited. DG sets of Capacity 2 × 750 kVA and 2 x 1010 kVA will ​ ​ be installed for power back up at surface. The Stack height of D.G Sets will be 73.3 m above ground level in accordance with CPCB norms. 14 Noise Management During Construction Phase- DG sets of 1 x 125 kVA will be used for construction works. All ​ machines will be kept shut during idle period. During Operation Phase- The main sources of the noise pollution will be D.G sets. of capacity 2 x 750 ​ KVA , 2 x 1010 KVA that will be installed in the Motel Building. DG sets will be used only as a power backup. DG sets shall be bought acoustically enclosed and shall be kept on surface which will meet the norms prescribed by CPCB. Planting of the trees at the boundary of the project will help in reducing the level of the noise within the project. 15 Water Management During construction Phase- 8 KLD treated water will be arranged from nearby STP by tanker ​ suppliers which will be used for construction purposes and 9 KLD of water will be taken from fresh water tanker supplier for domestic use of labours. Waste water of 7 KLD will be discharged into septic tanks followed by soak pits. During Operation Phase- 345 KLD total water requirement will be required out of which 173 KLD ​ fresh water will be met through existing connetion from Delhi Jal Board. Waste water (Sewage- 217 KLD ; Laundry wastewater- 8 KLD) will be generated from the complex. 8 KLD laundry wastewater

Total wastewater 224 KLD (Sewage-217 KLD ; ETP treated water- 7 KLD) will be treated in STP of capacity 280 KLD. 202 KLD of treated water will be generated. Out of which, 182 KLD will be reused in the premises for flushing, gardening and cooling. 20 KLD excess treated water will be sent to tankers for construction purposes. 16 Rain Water Harvesting Details

Total 3 nos. of Rain Water Harvesting pits will be provided in the proposed project site. 17 Solid & Hazardous Waste Management During Construction Phase- Total 30 kg/day of waste will be generated from labourers which will be ​ disposed off to a nearby MSW site. Construction debris like concrete will be recycled and will be used ​ in lean concrete, brick work wastage will be reused for waterproofing for terrace, toilets etc. and rest will be sent to the approved construction and demolition facility site.

During operation phase- Approx. 652 kg/ day of solid waste will be generated from the motel during ​ ​ the operational phase. Out of which, 261 kg/day of biodegradable waste will be treated in Organic ​ Waste Converter to get converted to manure. 196 kg/day of recyclable waste and 196 kg/day of plastic waste will be sent to authorised recycler.

36 lit/month used oil will be generated and 2 kg/month E-waste will be generated which will be handled by managed as per Hazardous and Other Wastes (Management & Transboundary Movement) Rules,2016 and E-Waste (Management & Handling) Rules, 2016 respectively. ​ Battery waste will be generated mainly from inverters & UPS which will be managed as per Batteries (Management & Handling) Rules 2011. 18 Parking Management During Construction Phase- Proper parking provisions of trucks and other construction vehicles will ​ be made. Proper spaces for loading and unloading shall be defined. During Operation Phase- Parking provision of 717 ECS is proposed against the parking requirement ​ of 571 ECS. 19 Green Area Development During Construction Phase- ​ Green area already exists around the motel building which is not in operation. No existing trees will be cut during the time of construction works.

1 Introduction The proposed project titled Construction of “Motel Building” which is located at Khasra No. 2 Min (1-1), 3 Min (3-10), 4 Min (4-12), 5 Min (2-7), 3 Min (1-8), Village Shahurpur, Tehsil- Hauz Khas, District- South ​ Delhi, Delhi- 110016 will be developed by M/s Anant Raj Limited. ​ ​ Presently, the site is an existing non- operational motel building with a plot area of 10875.57 m2 and total ​ 2 2 built-up area of 3229.05 m .​ Since the built-up area of the motel building is less than 20,000 m .​ Environmental ​ ​ Clearance was not applicable as per EIA Notification,2006 and its subsequent amendments. Now, the building will be demolished and a new motel complex has been proposed to be developed at the site. 2 2 The total plot area of the project is 10875.57 m and the total built-up area of the project will be 48012.36 m .​ ​ ​ 2 Since, the built-up area of the project is less than 1,50,000 m ,​ the project falls under Activity 8 (a), Category ​ ​ ‘B’ of Schedule of EIA Notification, 2006 and its subsequent amendments. Due to unavailability of SEAC (Delhi), we are applying for the grant of Environment Clearance in MoEF&CC. The activities proposed in the Motel complex will be:

8 Water Management 8.1 Source of Water During Construction Phase- The water required during construction phase will be taken through Tanker ​ supplier from nearby STP. During Operation Phase- Water requirement will be met through existing connection from Delhi Jal Board. ​ 8.2 Present Water Quality

The present quality of the Surface Water of nearby water bodies has been accessed, the summarised results with prescribed standards shows the parameters are within the limit as per IS:10500 Drinking Water Standards. 8.3 Water Requirement

During the construction phase, the services required like water supply and sewage facilities will be arranged on a temporary basis and the same will be maintained without any adverse impact on the environment. Following are the measures required to manage the water environment at site:

● Mobile toilets for construction laborers will be provided. ● The sewage and waste water generated will be discharged into a septic tank followed by soak pits. ● Runoff from the construction site will not be allowed to stand (water logging) or enter into the roadside or nearby drain. Adequate measures will be taken to collect such runoff and either are reused or disposed off at the designated construction waste disposal location. During Operation phase,

8.5 Treatment Process:

It is proposed to treat the complete wastewater in a scientific manner through a properly planned treatment plant. The objective is to stabilize the decomposable organic matters present in sewage so as to get an effluent and sludge having characteristics which are within safe limits. To have an efficient treatment system, this aeration system is proposed consisting of MBBR Technology. The sewage treatment plant can be constructed ​ ​ in such a way that it becomes viable by providing Treated water for reuse and sludge that can be used as manure for further use.

Following are the benefits of providing the Sewage Treatment Plant in the present circumstances:

● It is mandatory as per the latest requirements to provide the Sewage Treatment Plant. ● Reduced net daily fresh water requirements from various sources, by utilizing the treated water. ● Reduced dependence on the public utilities for water supply and sewerage systems & hence reduced stress on the environment. ● Dried sludge from the Sewage Treatment Plant shall be rich in organic materials and is an excellent fertilizer for horticultural purposes.

8.6 Different Components of the Plant

Sludge drying beds, Centrifuge/Filter Press 8.7 Process Description a) Raw sewage from the main sewer line shall be collected through gravity pipes into the screen chamber. This manually cleaned screen shall be provided to remove floating and big size particles which may otherwise choke the pumps and pipelines. b) After screening, the wastewater shall be allowed to pass through a grit chamber to remove the grit material. The screens and grit chambers shall be accessible so that they may be manually cleaned from time to time. c) The screened waste water from the Grit chamber shall then pass into the equalization tank to homogenize the waste water quality and also even out flow fluctuations and feed waste water of uniform quality at a constant rate to subsequent treatment units. Air mixing shall be provided to mix the contents of the equalization tank. A coarse bubble aeration grid shall be provided to mix the contents of the equalization tank and also to avoid septic conditions in the tank. From the equalization tank the wastewater will be pumped into an MBBR Tank. d) The MBBR process uses small plastic carrier elements to provide growth sites for bacteria attachment in a suspended growth medium. The carrier elements shall allow a higher biomass concentration

This shall increase the biological treatment capacity for the given reactor volume. e) The carrier elements shall be continuously kept in suspension by the aeration system. The agitation pattern in the reactor shall be designed to provide an upward movement of the carriers across the surface of the retention screen which creates a scrubbing effect to prevent clogging. Combination of fine & coarse bubbles may be provided to provide oxygen as per detailing. f) From the MBBR tank mixed liquor shall flow by gravity into the Tube settler. The solids will settle in the tank. The sludge that settles down shall be transferred to sludge holding tank via sludge loading pumps, with provision of sludge return to the bioreactor if necessary. g) From the tube settler, treated wastewater will be fed by means of filter/softener feed pump sets to pass through dual media filters, activated carbon filters and softeners and stored in the filtered water and soft water storage tanks. The activated carbon filters shall ensure removal of all coloration and odours present in the treated effluent. h) The filtered, clean and odourless water from filtered water tank is then fed through a variable frequency drive hydro-pneumatic system to the external treated effluent rings as per the master plan, from where connections are taken to the garden hydrant system and to each unit for flushing water as per detailing. i) Excess sludge from the tube settler will be taken periodically into sludge holding tank. In this tank sludge will be aerated for self-stabilization. Air will be shut off periodically and superannuate water will be transferred to the aeration tank creating stabilized sludge. The final sludge shall be de-watered through a centrifuge mechanism. Sludge loading arrangements shall also be provided for direct disposal of sludge to sludge tankers / trolleys.

Approx. 8 KLD wastewater will be generated from the laundry which will be treated in the ETP of 10 KLD capacity.

Details of ETP are given as follows:

The wastewater first passes through the oil and grease tank to remove excess oil from the wastewater. The waste water after removal of oil and grease will be collected in equalization tank to holding the wastewater for some predetermined time in a continuously mixed basin to produce a uniform wastewater. The wastewater then subjected to the Flocculation tank. In a flocculation tank, the water is stirred or otherwise moved around so that the particles move around, bump into other particles. Chemicals (most commonly "alum"/ polyelectrolyte) are often added to the water going into a flocculation tank to help aid particle formation. The next step in the process is to separate the solid sludge with the wastewater hence the wastewater will be transferred to Tube settlers which capture the settleable fine floc that escapes the clarification zone beneath the tube settlers and allows the larger floc to travel to the tank bottom in a more settleable form. The tube settler’s channel collects solids into a compact mass which promotes the solids to slide down the tube channel to sludge drying beds and the water content will be goes into the carbon filter to remove contaminants and impurities, utilizing chemical adsorption. Finally, the water will be supplied to the Multistage Evaporator to evaporate the wastewater.

The main source of ground water recharging in the study area is rainwater, which infiltrates into the ground through various lithological units present in the study area. 3 nos. of RWH harvesting structures have been proposed in the site to recharge the groundwater. The runoff from the rooftop and stormwater will go to the recharge structures.

♦ Scheme for Ground Water Recharging

The rainwater is diverted from the rooftop using rain water pipes to the surface / underground drainage network. The entire complex is subdivided for recharging structures. The rainwater is diverted into the desilting tank to remove inorganic impurities and the outflow of the desilting tank is taken into the recharge well.

♦ Desilting Tank

The desilting tanks are used to remove silt and other floating impurities from rainwater. Desilting tank is like an ordinary container having provision for the inflow, outflow and overflow. Apart from removing silt it holds the excess amount of water till it is soaked up by the recharge structure. The bottom of tank will have an unpaved surface (layers of coarse sand) to allow standing water to percolate into the soil. The rainwater collected in these desilting chambers will be utilized for horticulture.

♦ Recharge well

The recharge well consists of percolation pits with boreholes in the middle of the pit. UPVC pipe perforated will be lowered in the middle of the boreholes and the pit will be filled with gravel and pebbles in three layers consisting of boulders, gravel and coarse sand. The mouth of the UPVC pipe will be protected to avoid silt getting into it. The depth of the bore will depend on the soil condition/water strata. The schematic diagram is enclosed.

It should be therefore concluded that there is no significant impact on surface water quality & hydrology of the area. The proposed rainwater-harvesting scheme will stabilize the groundwater table in the area. 8.9 Rain water Harvesting pits calculation:

Maintenance Plan: -

1. Rain water harvesting pits should be checked and cleaned before and after the rainy season. Cleaning procedure consists of scrubbing of inner walls and floors. Cover and ventilate the tank also.

2. Chlorine solution can be used for cleaning purposes followed by thorough rinsing.

3. Cleaning the filter is done before and after the rainy season.

4. Cleaning of the desilting tank is done before and after the rainy season.

5. Regular cleaning of oil and grease trap will be done and maintained.

6. Provisions of weekly cleaning of the pits during the rainy season.

9.2 During Construction Phase

Air quality around the project will be impacted during the construction stage. Various construction activities especially related to loosen material may cause generation of dust that can adversely impact the air quality of the surrounding area. DG set of 1x125 kVA will be installed during construction phase which will be acoustically enclosed and proper stack height of 2 m above roof level shall be provided.

To minimize such impact, following measures will be taken:

● All loose soil or sand or Construction & Demolition Waste or any other construction material that causes dust will be kept covered. ● Wind-breakers of appropriate height will be provided around the area where construction is proposed.. ● Water sprinkling systems will be put in place using spraying Nozzles. ● Hourly Sprinkling will be done using a fixed sprinkling system. ● Grinding and cutting of building materials will be done in the covered area. ● Construction material and waste will be stored within earmarked area ● No road side storage of construction materials and waste will be allowed. ● Only covered vehicles carrying construction material and waste will be permitted inside the complex. ● Construction and Demolition Waste will be collected in the covered area and will be sent to C & D waste recycling site. ● Wheel washing arrangement of construction vehicles will be provided at the site. ● Dust mitigation measures will be taken as per (Environment (Protection) Dust & mitigation measures Amendment Rules, 2018). ● C&D Waste processing and disposed off at C & D waste sites at Burari, Delhi

10.2 During Construction Stage:

Due to the construction activities undertaken for the project, there will be some noise generation due to the movement of vehicles carrying construction materials and as this will be only a temporary phenomenon, it will be managed by properly regulating the movement of vehicular traffic so that the ambient noise quality will not be adversely affected.

Expected noise levels will be in the range of 80-100 dB(A), which will decrease with increase in distance. All the construction activities will be carried out during the daytime. Furthermore, following measures will also be adopted: ● All the machinery and equipment will be regularly maintained to reduce the noise level. ● DG sets of capacity 1x125 kVA will be installed acoustically enclosed. ● Noise barriers will be installed to reduce traffic noise & vibrations. ● Ear muff / ear plug will be given to the workers working around or operating the plant and machinery emitting high noise levels. ● Careful planning of machinery operation and scheduling of operations will be taken to minimize such impact. ● Plantation has been developed along the periphery of the site.

10.3 During Operation stage: Sources of Noise Pollution during Operation Phase will be Working of DG Set of 2 × 750 kVA and 2 x 1010 kVA and movement and honking of Traffic. The existing DG sets at the site will be decommissioned. ● DG Set of 2 × 750 kVA and 2 x 1010 kVA will be installed in an acoustically treated room in the basement.. It will be ensured that the insertion loss of 25 dB(A) is attained. ● No honking zone will be maintained. ● Tree plantation will be around the boundary of the office complex.

11 Solid Waste Management 11.1 During construction Stage: During the construction, soil will be excavated to provide the foundation. This excavated soil will be properly stacked under tarpaulin cover and will be reused for back filling purpose and road construction, etc. The top soil will be preserved separately and will be used for landscaping purposes only. The unused soil shall be sent to landfill site only.

11.2 During Operation Stage During operation phase- Total 652 kg/day (238 TPA) solid waste will be generated from the project. Out of ​ which, 261 kg/day (95 TPA) will be treated in Organic Waste Convertor to get converted into manure. 196 kg/day (71 TPA) of non-biodegradable waste and 196 kg/day (71 TPA) plastic waste will be given to authorised recycler.

36 lit/month used oil will be generated and 2 kg/month E-waste will be generated which will be handled by managed as per Hazardous and Other Wastes (Management & Transboundary Movement) Rules,2016 and E-Waste (Management & Handling) Rules, 2016 respectively.

Hazardous waste is a waste with properties that make it dangerous or potentially harmful to human health or the environment. The universe of hazardous wastes is large and diverse. Hazardous wastes can be liquids, solids, contained gases, or sludge. They can be the by-products of manufacturing processes or simply discarded commercial products, like cleaning fluids or pesticides. All hazardous wastes are required to be treated and disposed off in the prescribed manner.

The main objective is to promote safe management and use of hazardous substances including hazardous chemicals and hazardous wastes, in order to avoid damage to health and environment.

12.2 During Operation stage: Green belt planning will be done with ecological perspectives for the project taking into consideration and availability of space and other aspects. This will help in increasing the aesthetic effect of the environment. Since tree trunks are devoid of foliage, scrub should form there to give coverage to the trunks. The trees maintain the regional ecological balance and conform to soil and hydrological conditions. Indigenous species would be preferred. 13.2 Energy Conservation Measures In the operational phase, appropriate energy conservation measures and management plan will be adopted in order to minimize the consumption of non-renewable fuel. ● LEDs will be used in place of incandescent lamps in offices, common areas and parking. ● Lighting and switching of common areas will be designed keeping in mind daylight integration. ● Roof insulation will be planned to conserve energy. ● D.G. sets will be provided with auto cut and auto start mechanism. ● The water supply pumping system will be provided with variable speed drive to conserve energy at part load. ● External street lighting will be provided by a standalone solar panel. ● Solar water heaters will be used to meet the hot water requirement of the project. ● The motors used by pumps proposed in the project will be energy efficient complying with the ECBC norms.

16 Corporate Environment Responsibility As per CER office memorandum of MOEF dated 1.5.2018, the total cost for the project is 115 Cr. ​₹ ​ Hence the industry has to spend 1.5 % of the cost of the project ( 1.725 Cr.) on CER activities. ​₹​ As per the Office Memorandum some of the activities which can be carried out in CER, are infrastructure creation for drinking water supply, sanitation, health, education, skill development, ​ roads, cross drains, electrification including solar power, solid waste management facilities, scientific support and awareness to local farmers to increase yield of crop and fodder, rain water harvesting, soil moisture conservation works, avenue plantation, plantation in community areas, etc.).

1 RISK ASSESSMENT

Risk is a potential that a chosen action or activity will lead to a loss of human or property.

Risk assessment is a step for Risk Management. Risk assessment is the determination of qualitative and quantitative value of risk related to a situation or hazard. Hazard is a situation that poses a level of threat to life health or environment. 2 HAZARD IDENTIFICATION

The project is a Motel building and there may be following types of hazards: 2.1 Natural hazard: Earthquake Flooding 2.2 Man Made hazard: Health Injuries Fire & explosion Electrical Mechanical Radiation Thermal Chemical 3 VULNERABILITY ANALYSES

This is a Motel building hence Motel guests, staff & visitors are vulnerable to risks. 3.1 RISK ANALYSES The risk is likelihood of harmful effects big or small due to hazard, together with the severity of harm suffered. Risk also depends on the number of people exposed to hazard.

Construction of “Motel Building” at Shahurpur, Hauz Khas, Delhi by M/s Anant Raj Limited Risk analysis provides severity of harm from a particular type of hazard. 3.1.1 Earthquake: The project is located at seismic zone IV where earthquakes can occur from 4.0-7.0 Richter scale. 3.1.2 Flooding: The project site is located in an area where no natural river or drainage exists. However, flooding can occur due to excess rain. 3.1.3 Health Injuries 1. Safety nets will be provided at appropriate levels and various shafts/ openings will be kept covered to prevent falls, slips, trips etc. 2. Necessary safety belts, helmets and eye-masks as required will be enforced at site. 3. Adequate guardrails will be provided to the staircases and common areas. 4. Adequate guardrails/ fences will be provided around the water storage spaces to prevent drowning accidents. 5. Adequate protection/ fence will be provided around the excavated areas. 6. The machinery and the equipment will be regularly tested and maintained with the specific emphasis against accidents failures. 7. The deployed Safety officers will ensure that the personnel/ labor will be kept at a safe distance from working machinery to avoid accidents/ injuries due to toxic gases/ chemical/ noise. 8. Moving parts of various parts of machineries/ equipments will be properly guarded. 9. Rest rooms and first aid facilities will be made available for the workers. 3.1.4 Fire & Explosion: Since it is a Motel building, fire can occur due to electrical spark or gas leakage from kitchens. Fire is mainly caused due to carelessness, short circuits, and malfunctioning of gas regulator, tube, and such related products. 3.1.5 Electrical: The electrical current can pass to the floor & metals due to inadequate insulation or accidently. 3.1.6 Mechanical: The mechanical fault that can cause the risk & hazard include the elevators. 3.1.7 Radiation: Due to use of wireless equipments there may be electromagnetic radiation. 3.1.8 Thermal: Thermal heat can be generated from the D.G sets and the vehicles in the colony.

4 Disaster Management Plan

Disaster Management provides the opportunity to plan, prepare and when needed enables a rational response in case of disasters/ mass casualty incidents (MCI). Disasters and mass casualties can cause great confusion and inefficiency in the hospitals. They can overwhelm the complex resources, staffs, space and or supplies. Lack of any tangible plan to fall back upon in times of disaster leads to a situation where there are many sources of command, many leaders, and no concerted effort to solve the problem. An internal risk management authority is formed which may undertake periodic evaluation of safety precautions to be followed by each department for hazard recognition with the following steps: Building will be undertaken on a periodical basis to identify the measures taken to prevent/reduce the impact of the potential hazards. All peoples will be encouraged to routinely assess all activities to identify potential hazards. To make the proceedings easier, the all the persons will embark upon disaster planning using a phase plan. The building emergency planning is divided into three phases: 4.1 Pre-disaster phase Planning: Risk assessment and planning for preparedness will be done, the building plans will be formulated and then discussed in a suitable forum for approval. The disaster manual: The building disaster plan shall be written down in a document form and copies of the same should be available in all the areas of the building. Education and training: Regular training by suitable drills shall be undertaken in this phase. 4.2 Disaster Phase Phase of activation: Alter and notification of emergency. Activation of the chain of command in the building. Operational phase: This is the phase in which the actual tackling of mass casualties will be performed according to the disaster/emergency plan. Phase of deactivation: When the administration/ command of the building will be satisfied that the influx of mass casualty victims is not continuing to overwhelm the building facilities. 4.3 Post Disaster Phase This is an important phase of disaster planning where the activities of the disaster/ emergency phase will be discussed and the inadequacies will be noted for future improvements.
