CAMPAIGN ENDORSERS

As of March 30, 2016, 2,303 national, state, and local organizations and local governments support the United for Homes campaign to fund the National Trust Fund with revenue raised from modifications to the mortgage interest deduction.

The National Housing Trust Fund was authorized by Congress in 2008 and is set to receive funding for the first time in 2016 through contributions from Fannie Mae and Freddie Mac. This funding is based on an assessment of Fannie Mae and Freddie Mac’s volume of new business in 2015. While the contributions will provide much-needed resources to help states address housing shortages, more funding is required to fully address the need for for the lowest income households, which is at an all-time high.

The United for Homes campaign proposes to modify the current mortgage interest deduction by reducing the size of a mortgage eligible for a tax break to $500,000, and converting the deduction to a 15% non-refundable tax credit. The revenue from this change would be invested in the National Housing Trust Fund. In March 2013, Representative Keith Ellison (D-MN) introduced H.R. 1213, which reflects our housing tax reform proposal, and would direct a large portion of the revenue raised to the National Housing Trust Fund over ten years. In January of 2015, Representative Ellison re- introduced his bill to the 114th Congress as H.R. 1662. The proposal from the bill is also included in the Pathways Out of Poverty Act, which was introduced in June by Representative Barbara Lee (D-CA) as H.R. 2721.

The National Housing Trust Fund will expand, preserve, rehabilitate and maintain the supply of rental housing affordable to America’s poorest families. In addition to funding the National Housing Trust Fund, our housing tax reform proposal would bring federal tax benefits to 16 million more mortgage holders than receive them today, 99% of whom have annual incomes below $100,000.
