123 Matthew Webb: Khalistan & Kashmir Khalistan & Kashmir: A Tale of Two Conflicts Matthew J. Webb Petroleum Institute _______________________________________________________________ While sharing many similarities in origin and tactics, separatist insurgencies in the Indian states of Punjab and Jammu and Kashmir have followed remarkably different trajectories. Whereas Punjab has largely returned to normalcy and been successfully re-integrated into India’s political and economic framework, in Kashmir diminished levels of violence mask a deep-seated antipathy to Indian rule. Through a comparison of the socio- economic and political realities that have shaped the both regions, this paper attempts to identify the primary reasons behind the very different paths that politics has taken in each state. Employing a distinction from the normative literature, the paper argues that mobilization behind a separatist agenda can be attributed to a range of factors broadly categorized as either ‘push’ or ‘pull’. Whereas Sikh separatism is best attributed to factors that mostly fall into the latter category in the form of economic self-interest, the Kashmiri independence movement is more motivated by ‘push’ factors centered on considerations of remedial justice. This difference, in addition to the ethnic distance between Kashmiri Muslims and mainstream Indian (Hindu) society, explains why the politics of separatism continues in Kashmir, but not Punjab. ________________________________________________________________ Introduction Of the many separatist insurgencies India has faced since independence, those in the states of Punjab and Jammu and Kashmir have proven the most destructive and potent threats to the country’s territorial integrity. Ostensibly separate movements, the campaigns for Khalistan and an independent Kashmir nonetheless shared numerous similarities in origin and tactics, and for a brief time were contemporaneous. -

Society & Change Vol. VI, No. 3, July-September 2012 ISSN :1997-1052 (Print), 227-202X (Online) Kashmir Conflict: A Critical Analysis Saifuddin Ahmed1 Anurug Chakma2 Abstract The conflict between India and Pakistan over Kashmir which is considered as the major obstacle in promoting regional integration as well as in bringing peace in South Asia is one of the most intractable and long-standing conflicts in the world. The conflict originated in 1947 along with the emergence of India and Pakistan as two separate independent states based on the ‘Two-Nations’ theory. Scholarly literature has found out many factors that have contributed to cause and escalate the conflict and also to make protracted in nature. Five armed conflicts have taken place over the Kashmir. The implications of this protracted conflict are very far-reaching. Thousands of peoples have become uprooted; more than 60,000 people have died; thousands of women have lost their beloved husbands; nuclear arms race has geared up; insecurity has increased; in spite of huge destruction and war like situation the possibility of negotiation and compromise is still absence . This paper is an attempt to analyze the causes and consequences of Kashmir conflict as well as its security implications in South Asia. They all belong to the same caste of Sarasvat Brahmanas known as Pandits. In 1989-90, the majority of Kashmiri Hindus living in Kashmir Valley fled their homes at the onset of conflict in the region, resettling in towns and cities throughout India while awaiting an opportunity to return to their homeland. -

KHAM KHAN SUAN † Th e federal fact is central to the understanding of contemporary Indian politics. Federalism has imparted resilience to Indian democ- racy. Traditionally, the concept of federalism involved relationships between central governments and federated units. Defi ned in legal- constitutional terms as diff erent power distributions between the central government vis-à-vis the states and local governments, they typically limited relationships to those between governments, notably between various actors in the executive branch. Going beyond this classic framework of inter-governmental relations, in this survey, we attempt to draw out the complexities of interaction between levels of government. Th e positive trend that we discern in this survey is a movement from federalism as a structure to federalism as a multilevel government process. -

Human rights in Pakistan Administered Kashmir and Gilgit Baltistan Role of Hindutva in the Kashmir Annexation The annexation of Kashmir has long been a Hindutva priority; the abrogation of Article 370 was a key plank of the Bharatiya Janata Party’s election platform as early as 1989.1 In June 2019, the meeting agenda of the apex decision-making body of the Vishwa Hindu Parishad (VHP) included the abrogation of Article 370.2 On August 5, when the Hindu nationalist BJP’s announced the nullification of 370 took place, top Rashtriya Swayamsevak Sangh (RSS) and VHP leaders welcomed the decision quickly.3 The annexation has complex political and symbolic ramifications in Hindutva’s discursive landscape Territory India, Pakistan, and China all control some territory in the region, with India controlling the largest part.4 The annexation of Kashmir and deployment of tens of thousands of additional soldiers in the region— can be read as an assertion of the regional dominance of a “Hindu superpower”5 against its adversaries. -

However, the state of J&K has experienced the various types of migration due to number of reasons like growth of militancy especially in Kashmir valley and its adjoining areas since the year 1988. The early 1990’s period, witnessed killing of many people supporting Indian rule espically Kashmiri Pandits, in Kashmir valley. The government had failed to control militancy conflicts and to provide security to minority of kashmiri Pandits and under these bad circumstances kashmiri Pandits started migration and left their native Kashmir valley. Now these Pandits have settled in various parts of the country. This paper tries to find out the problems faced by the migrant Kashmiri Pandits, settled in Camp as well as Non-Camp areas of Jammu District. -
