    BRIEFING PAPER Number 8628, 6 January 2020 Operation Kipion: Royal Navy assets in the Persian By Claire Mills Gulf 1. Historical presence: the Armilla Patrol The UK has maintained a permanent naval presence in the Gulf region since October 1980, when the Armilla Patrol was established to ensure the safety of British entitled merchant ships operating in the region during the Iran-Iraq conflict. Initially the Royal Navy’s presence was focused solely in the Gulf of Oman. However, as the conflict wore on both nations began attacking each other’s oil facilities and oil tankers bound for their respective ports, in what became known as the “tanker war” (1984-1988). Kuwaiti vessels carrying Iraqi oil were particularly susceptible to Iranian attack and foreign-flagged merchant vessels were often caught in the crossfire.1 In response to a number of incidents involving British registered vessels, in October 1986 the Royal Navy began accompanying British-registered vessels through the Straits of Hormuz and in the Persian Gulf. Later the UK’s Armilla Patrol contributed to the Multinational Interception Force (MIF), a naval contingent patrolling the Persian Gulf to enforce the UN-mandated trade embargo against Iraq, imposed after its invasion of Kuwait in August1990.2 In the aftermath of the 2003 Iraq conflict, Royal Navy vessels, deployed as part of the Armilla Patrol, were heavily committed to providing maritime security in the region, the protection of Iraq’s oil infrastructure and to assisting in the training of Iraqi sailors and marines. 1.1 Assets The Type 42 destroyer HMS Coventry was the first vessel to be deployed as part of the Armilla Patrol, followed by RFA Olwen.

    CHAPTER FIVE W.G.Conolly M.A., LL.D., 1893-1903 DR.CONOLLY’S APPOINTMENT The Board of Governors1, formed under the terms of the Scheme drawn up by the Education Endowment Commissioners, held its first meeting, with Lord Bangor in the Chair, on 4 September 1893. Its first task was the appointment of a Headmaster. There had been a large number of applicants for the post, four of which were short-listed: Dr.Conolly, Mr.Dodds, Mr.Maxwell and Mr.Osborne. Dr.Conolly was chosen by a considerable majority.2 William George Conolly was born in County Sligo in 1868, the son of Patrick Conolly a schoolteacher. He was educated at Coleraine Academical Institution and entered Trinity College Dublin on 11 October 1886, aged 18. He graduated B.A. in the summer of 1891, and LL.B. and LL.D. in the winter of 1893.3 He was also, ‘First High Placeman at Entrance, First Classical Sizar, Double Exhibitioner, Classical Scholar, First Honourman and Placeman, Moderator and Medallist at Degree Examinations’.4 In February 1899, Dr.Conolly told the Intermediate Education (Ireland) Commissioners that he had been Headmaster of ‘Bangor Grammar School’ for five years, and that he had formerly been Assistant Master in Coleraine Academical Institution for five months, and Assistant Master in Foyle College Derry for two years and eight months, which means that he began his teaching career before completing his B.A.5 He remained as Principal in Bangor until August 1903. The Scots Navy did not disappear in the middle of the sixteenth century because Scotland no longer had need for a means of conducting maritime warfare, nor was a lack of fiscal capacity on the part of the Scottish state to blame, as has been suggested. In fact, the kingdom faced a constant series of maritime threats throughout the period, and these had compelled the Scots to accept the value of seapower and to embrace the technological innovations of the naval revolution. And as had occurred in other states impacted by the revolution, the Scottish fiscal system went through a structural transition that gave the Crown the capacity to acquire and maintain a permanent fleet. However, by mid-century the need for such a fleet had dissipated due to a shift in strategic focus which merged Crown and mercantile interests. This merger solved the principal-agent problem of military contracting – the dilemma that had led James IV to found the Navy in the first place – and this meant that Scottish maritime warfare could be conducted by privateers alone thereafter.

In recent years, the world has become more volatile and dangerous with Russia’s illegal annexation of Crimea and destabilisation of eastern Ukraine, as well as its military build-up from the Barents Sea to the Baltic, and from the Black Sea to the eastern Mediterranean; turmoil across the Middle East and North Africa, fuelling the biggest migrant and refugee crisis in Europe since World War Two; brutal attacks by ISIL and other terrorist groups, as well as cyber attacks, nuclear proliferation and ballistic missile threats. NATO is adapting to this changed security environment. It also remains committed to fulfilling its three core tasks: collective defence, crisis management and cooperative security. And, in the Polish capital, the Alliance will make important decisions to boost security in and around Europe, based on two key pillars: protecting its citizens through modern deterrence and defence, and projecting stability beyond its borders. NATO member states form a unique community of values, committed to the principles of democracy, individual liberty and the rule of law. In today’s dangerous world, transatlantic cooperation is needed more than ever. NATO embodies that cooperation, bringing to bear the strength and unity of North America and Europe. This Summit is the first to be hosted in Poland and the first to be chaired by NATO Secretary General Jens Stoltenberg, who took up his post in October 2014.
