2 Hello everyone, I wonder, if we will ever return to having a printed copy of Rural Roundup again? This, as you see is the 111th edition which means we had 10 years of printed copies and one year on-line. Several ‘Chinese Whispers’ have come my way, asking if and when we do have the issue printed again will there will be the volunteers available to collect and deliver them? This really disappoints me. You will notice that several of our regular contributors are missing in this issue. This is because I hadn’t received copy and I couldn’t wait any longer. I put the closing date with regularity below this piece but obviously, even after more that ten years some people need reminding! I realise that these are strange times and there is not so much going on and I also accept that over the last ten years ways of publicising events and spreading information has changed so much. Am I to assume from this, that I am wasting my time and it is time to cease producing Rural Roundup? I would appreciate your comments. On a brighter note you will see that the WI are organising the Kingsdown & Ringwould ‘Front Gardens in Bloom’ this year, see page 13 for details. At that meeting it was agreed to hold to Zoom meetings open to all residents so the Council could hear views on the draft Local Plan and feed them into the Council’s response to Council. Both meetings (held on Tuesday morning 23rd February and on Friday evening 26th February) were well attended.

As might be expected there was considerable opposition to the housing proposals at the former Alpines site and at the Woodhill Farm site. There was also opposition to the proposal for housing at Ray’s Bottom in Walmer as this would impact on traffic into and out of Kingsdown as well as interrupting a potential wildlife corridor. The results will be discussed at the 8th March meeting of the Council.

Members of the public were urged to make their own representations direct to the District Council as well as via the Parish Council.

At the February council meeting, it was agreed to accept in principle a number of suggestions for improving the allotments (permanent plot markers, a prize draw for new water butts or composters, and converting a long-term vacant plot into an area for fruit trees and bushes). Members also agreed to hire a room in Ringwould Village Hall so that filing could be centralised and residents could meet with the Clerk and councillors on an appointment basis. This would help to make the Council more visible and open and would facilitate handovers when clerks change or move.

The Council’s new website has just come on stream (www.ringwouldwithkingsdown-pc.gov.uk) and that will make it easier for residents to find out what the Council is doing and also to inform the Council of problems in the parish. 6 “How many kinds of sweet flowers grow in an English country garden?” Not many right now! As I write this I have seen a few early daffodils crushed by the snow and my lovely camellia turned from gorgeous pink to brown sogginess. The snow has gone and it is raining again today. Spring weather forecast for the weekend..? Yes, please! I find it frustrating that our garden is either as dry and dusty as a desert or as soggy and boggy as…um, a bog. So, this is for the March issue. There WILL be lovely daffodils out! And buds on things. You have to love a bud. So much promise in a bud. As a naughty child I used to pick the fat poppy buds off my parents’ plants and peel them apart. They were like a magic trick with layers of red tissue paper compressed inside them. Sorry, Mum and Dad. Eek. I had the temerity to give gardening advice for February. This was temerity because a) I am a mediocre gardener at best and b) we have been thwarted, yes thwarted, by the weather! Gardening advice aplenty is out there, of course. By real experts. TV Programmes, Videos, blogs, Instagram. Books! I used to read and refer to more gardening books back in the day. Now I dip into it all. So much information and so many beautiful gardens to see. It will be AMAZING to reclaim the garden. Just what I said last month before the snow! Hope you all got the Email from Barbara, our Chairman. Obviously, there are no meetings or anything planned for the Garden Society as yet. But there is a glimmer of light at the end of this dark long tunnel with the vaccination programme and a drop in hospital cases. My seed order arrived from Chiltern Seeds the other day. I am going to try some new sowings just for the fun of it.

Ornamental grasses, sempervivum and a lovely poppy called “Lauren’s Grape”. Woe betide any wayward brat that dares to pluck off the buds! Ha!

8 On the 2nd February over 50 members joined together on zoom, to listen to George Chittenden of the Deal History project. George gave us a fascinating talk accompanied by old pictures of Kingsdown during WW2. During question time it was wonderful to hear members reminiscing about their memories. George will be following this up with a walk and talk on the firing range once we are safe and able to do so. This will be called “A low tide Strandline safari”, details to follow when COVID-19 rules allow. The new Local District Plan setting out planning policies and proposals for new development in the district is now out for consultation. Individuals who wish to respond have to register. it is important if you want your views heard to do this on the DDC website below. Thank you for informing us of some of the details within the Local District Plan, this prompted much discussion and hopefully people will be responding independently to the DDC with their views backed by this information. The more people respond, the more chance we have of being heard. It has been proved that children are suffering from “nature deficit disorder”, and evidence shows that getting out into nature improves our mental and physical health. Highlights from Feb Meeting

Councillors noted that there are no housing developments for Ripple in DDCs local plan. If you would like to know more about the local plan, visit the DDC website and follow the links.

The Parish Council continues with its road safety campaign and this year will see the final ATCs (automatic traffic counters) on the roads in three areas of the village to collect hard data for our Highway Improvement Plan (HIP).

Dover District Local Plan Consultation: Cllr Merriman had given the Councillors a report on the online consultation portal after attending DDC's Teams tutorial event. Cllr Merriman had also attended the Teams Local Plan event earlier in the day. The DDC event will be repeated on 25/2/21. The local plan covers the environment, climate, transportation and tourism. There appears to be little that affects the parish and no areas have been identified in the parish as potential sites in this allocation. The Council agreed to consolidate a response to the consultation at their March meeting

Planning: The Councillors considered two planning applications and noted the DDC planning decisions. The planning log is up and running on the website for parishioners to check local applications. Various possible breaches of planning were reported and updates received from DDC.

Census March 2021: The Councillors briefly discussed this for any further action needed. The Census is to be mainly held online.

Memorial Plaque for Ron Little: The plaque has now been installed and the Council hope to be able to hold a commemorative event later in the year.

Playing field: The Councillors discussed the best location for the new replacement picnic bench. Cllr Merriman and Cllr Calthorpe agreed to take a look and decide on the position, taking into account the suggestions from the councillors. Doug Vickers has purchased the concrete and has kindly agreed to install the bench. The Councillors also discussed the purchase of a new bin having decided it was a good idea to replace the old one and relocate it.

Orchard: The ideas for the community involvement events were discussed. Unfortunately the spring event will not go ahead because of the pandemic. The summer event will be led by Cllr Calthorpe and a date was discussed but not confirmed. The autumn apple day event which Cllr Merriman will take the lead on will hopefully go ahead in September. The Council discussed the quotes for the tree pruning and decided to accept the quote from Leaf Tree Services. The date for the work to be carried out is to be confirmed.

The return of Walmer Parish Council's popular Brocante.

Walmer Parish Council's popular Brocante to return in the autumn. As the news about Lock- down and the Brocante continues to improve Walmer Parish Council is making plans to bring back its popular annual Brocante on the August Bank Holiday Monday. The event, which is held annually [in normal times] on Walmer Green attracts hundreds of fascinating stalls and thousands of visitors from all across Kent

Walmer in Bloom to continue in 2021.

Walmer Parish Councillors and volunteers have been working hard to ensure that this year's Walmer in Bloom Gardens competition can be held and judged without breaking any of the Lockdown rules introduced for the safety of the community. They have also agreed to continue with the popular and highly appreciated annual hanging of almost sixty carefully chosen flower baskets from lampposts along the Strand.

Cllr Sue Le Chevalier, Chair of the Walmer in Bloom Committee, told Rural Roundup: "We have all been though very difficult and worrying times and the committee felt that it wanted to do everything it could to continue the competition and the flower baskets this year.

20 Dr Paul Edlin has been awarded the 2021 Kent Association of Local Councils Community Award for his work introducing and teaching music to local people through the Deal Festival of Music and Arts.

The Deal Music and Arts Festival is perhaps best known for the many and varied concerts which it produces every year but has over recent years increasingly focussed on music education for local young people who would otherwise never have the opportunity to learn about music or play an instrument.

Paul Edlin is the Artistic Director of the Deal Music and Arts Festival and for him this year has been a particularly challenging one as he and his team have attempted to preserve the Festival and especially its education programme without being able to offer any of the many performances which have delighted Walmer residents over recent years or tuition in local schools

To achieve this he has led the development of new initiatives since the Lockdown began in March last year, including establishing a dedicated YouTube Channel already populated with 75 films, of which 32 have been for music education and a further 12 are talks on music aimed at adult learners.

In January 2020 Paul launched a weekly DMA Centre at the Goodwin Academy in Walmer to offer young and old alike the opportunity to learn and make music. This got off to a brilliant start with very high attendance. The Lockdown brought that to a halt in March, but Paul plans to restart the Goodwin Academy Centre as soon as it is possible.

In November an online Creative Jazz Weekend was held in cooperation with NYJO (National Youth Jazz Orchestra) creating 30 specific films. These achieved over 1,000 views in the three days of the weekend.

The intention is to both keep music education alive and accessible in the short term while also laying sustainable foundations for the long-term.

The relationship between DMA and Goodwin Academy is particularly strong, and in September this year Goodwin Academy will be home to the NYJO Academy South East, which is being run by NYJO and DMA in full partnership.

While the development and organisation of the Festival is a team effort - for example, each education programme it runs has its own musical director, carefully chosen because they are passionate to ensure that young people get the best that is possible - its guiding light is this Walmer resident who I am proposing to be the recipient of the 2021 KALC Community Award.

• Paul Max Edlin has a career that combines composing, lecturing and performing as well as artistic direction.

As a composer, his works have been performed by many leading musicians and have been recorded for broadcast both in the UK and abroad.

As an Artistic Director he currently leads Deal Festival of Music and the Arts and has led Sounds New Contemporary Music Festival and International Composer Pyramid.

As the vaccinations progress at a good rate it’s also necessary to ensure we follow the existing guidance regarding space, hand washing and asymptomatic testing every two weeks. KCC continues to work with health colleagues to tackle the pandemic.

On a different front, KCC is looking at the ambitious target of zero road fatalities by 2050. This target is based on the Safe Systems approach where every death represents a failure of the system. It would be a real triumph if we can achieve this target as I know road safety is a priority for the many communities who get this publication.

Dear Residents, by the time that you receive this report the road map towards the relaxation of COVID restrictions will have commenced and as from 8th March you can: • Spend time in outdoor public spaces for recreation on your own, with one other person, or with your household or support bubble. • If you are a pupil or student in any school or Further Education establishment be able to return to face-to-face education • Reopen wraparound childcare, and other children’s activities can restart for all children where it is needed to enable parents to work, attend education, seek medical care, or attend a support group. • If you are a student on a practical course at an English university and would be unable to complete your course without practical teaching, access to specialist facilities or complete assessments return to your college. • Attend care homes on regular indoor visits if you are a single named visitor. CANNOT: • Undertake international travel without restrictions and holidays will not be a permitted reason to travel. • Leave the UK without completing an outbound declaration of travel form ahead of departure. The NHS is now offering Covid19 vaccine appointments to people aged 65 to 69 and this may well soon be extended to those between the ages of 59 to 64. If you are in a qualifying group, you will receive a letter from the national booking service and you can book an appointment at one of the large vaccination sites or community pharmacy services. Residents who are aged 16 to 64 with underlying health conditions (considered clinically vulnerable) are being invited by their GP surgery for a vaccination appointment. Carers will be invited either by the national booking system or by their GP for a vaccination appointment. To be invited for a vaccination as a carer of someone who is clinically vulnerable, you will need to be registered as a carer with your local authority (council) or on your GP record. The local plan consultation is now fully underway. If you still wish to have your say you can either submit your comments via the DDC website or mail them to Dover District Council. The closure date for submissions is 20th March. Council Tax levels for 2021/22 were confirmed at a meeting of Full Council on 3rd March. The district council part of the bill for 2021/22 for a Band D property will be £197.19, an increase of 2.57%. The average total Council Tax bill for Band D properties in the district will be £1,986, an increase of 4.84%. The general fund budget for 2021/22 forecasts a deficit of around £500K and if required, some of the Council’s reserves will be used to absorb the continuing impact of the COVID-19 pandemic on income and expenditure. On an optimistic note, infection rates throughout the District are falling fast so if we all stick to the road map, we should be able to look forward to a healthy and happy summer. Hello Everyone. As we continue to live with the necessary restrictions the virus brings to our lives, there are many things that are positive. We may soon be able to open our churches for public worship; the days slowly but surely grow longer as the traditional bulbs and flowers of Spring appear in our gardens and in the green spaces around us. Many of us have had the Covid 19 vaccine and at the moment the infection rate in our area is much lower than previously. And in the midst of all the worry and grief of the past year, we have remembered that the abundant signs of new life all around us will always return as harbingers of brighter days soon to come. And the church begins its time of remembering in its annual pilgrimage through this season of Lent. We take time to remind ourselves that we are all vulnerable to the vagaries of life, and that we all need to say sorry for the things we have done that we should not have done, and for the times we have not done what we should have done. And just as we have journeyed through the long dark days of winter waiting for signs of Spring, we remember that we are forgiven. And we remember that as we make our journey, the renewal of light and joy of Easter Day will come to meet us. The Cornilo Churches are embarking on this journey by trying to reduce their carbon footprint by 5% annually. The calculation of their carbon footprint for 2019 will be used as the baseline for any future assessments, this being the last full year before lock-down.

There are five areas to be investigated comprising: 1. Worship and Teaching 2. Management of church buildings 3. Management of church lands 4. Community and global engagement 5. Lifestyle

In Kingsdown we have made a start on two and three and we will publish our progress on the Church noticeboard. The existing energy used for lighting and heating has been assessed and the energy used in the church building will be monitored monthly. Measures taken to improve the efficient use of energy will be assessed against the figures recorded for previous years and proposals for the reduction in heat loss put forward for consideration.

The church land, which includes the churchyard, was awarded the Best Churchyard in Kent by the Kent Wildlife Trust in 2019. Their survey of the churchyard included 44 different species of wildflower. It is proposed to introduce further plants that will suppress the long grasses, water for the wildlife and log-piles or micro-beast homes for the insects. These will encourage a greater diversity of wildlife, thus contributing to the proliferation of birds, insects and fauna in the countryside.

The Church is leading by example in the campaign against climate change at a local level and it is hoped that others will follow; that means every household in the Benefice. We all need to do our part in saving this wonderful world from disaster for the benefit of our children and the future of humanity.
