DATA FOR PROGRESS Candidate Climate Plan Summary BERNIE SANDERS ABOUT THE PROJECT The Green New Deal is an ambitious policy agenda to tackle the climate crisis, create quality jobs, and promote justice. It has become a core element of many Democrats’ platforms in the 2020 Presidential race, with more than half of all candidates endorsing the Green New Deal and widespread, bipartisan support among American voters. To determine the thoroughness of each candidate’s climate platform in addressing the features of the Green New Deal and allow for some basis for comparison, Data For Progress created a Candidate Climate Plan Summary for the debate-eligible Democratic candidates’ climate policy proposals to- date. We include on a rolling basis candidates with published presidential campaign plans, rather than public statements or legislative history. Using a rubric of 48 essential Green New Deal components, we identify where each candidate 1) addressed a component with a proposed federal policy or action, 2) acknowledged a component but lacked clear policy details, or 3) did not include a component. We assess only the presence of specific components, but do not evaluate the merits of any particular approach. Malcolm X referred to her as the “country’s number one freedom fighting woman” and rumor has it Martin Luther King, Jr—though he loved her dearly— feared being upstaged by Hamer’s soul-stirring speeches. Jan Reid* The Merriam-Webster dictionary defines insurgent as "one who acts contrary to the policies and decisions of one’s own political party." In this paper, an "insurgent presidential campaign" is defined as the campaign of a candidate who did not have the support of the United States of America’s (U.S.) Democratic Party establishment. A "populist campaign" is a subset of an insurgent campaign, because although all populist campaigns are insurgent campaigns, not all insurgent campaigns are populist campaigns. This paper defines a "populist campaign" as one that seeks to mobilize an unrepresented segment of the population against an institution or government, usually in defense of the unrepresented. Whether left-wing or right-wing, populist candidates seek to unite the supposedly uncorrupt and unsophis¬ticated unrepresented against supposedly corrupt dominant elites. Insurgent campaigns have rarely been successful in capturing the Democratic Party presidential nomination in the United States. Only three insurgent campaigns have been successful over the past 50 years: the campaigns of George McGovern in 1972, Jimmy Carter in 1976, and Barack Obama in 2008, all of which were populist campaigns. The paper analyzes U.S. presidential campaigns for the period 1968- 2016; reviews books and academic literature; and makes conclusions concerning the success and failure of insurgent campaigns. Since I am sitting here in Burlington, Vermont, I want to start by asking you about your long-time friendship with our U.S. Senator, Bernie Sanders. You were elected Mayor of Berkeley, California in 1979 and served until 1986. On the other side of the country, Bernie was elected Mayor of Burlington in 1981, serving until 1987. So your terms overlapped. Your politics were similar. In fact, you were two of the only progressive mayors in the U.S. during a period when a reactionary, conservative President, Ronald Reagan, was dismantling every social program he could get his hands on. (Of course, Thatcher was doing something similar in England at the time.) Is that when you and Bernie first got to know each other? Gus Newport: Well, we actually got to know each other right after Bernie was elected in 1981. Bernie, as you know, was the co-chair of CORE [Congress on Racial Equality] when he was doing graduate work at the University of Chicago. Berkeley was the first city to divest when I became Mayor. We had it on our ballot. So Bernie called me to inquire about that, and we sort of started exploring each other's politics and we became very good friends. And then we would go to the Conference of Mayors meetings twice a year. And a small group of us, Bernie, Harold Washington, and Dennis Kucinich, we’d pull ourselves aside. -

Senator Johnny Isakson (R-GA) made his last appearance on the floor of the House of Representatives this week, as he prepares to retire for health reasons at the end of this year. Rep. John Lewis (D-GA), a fellow Atlantan and dean of the Georgia Congressional delegation, delivered a heartfelt tribute to his colleague. Isakson, who suffers from Parkinson’s disease, moved to thank Lewis, but Lewis stopped him: “I will come over to meet you, brother,” he said. Take a few minutes to watch this video, and join us in thanking Senator Isakson for his service. Congress keeps the government running, extends flood insurance This week the House and Senate approved a continuing resolution to fund the government and extend the National Flood Insurance Program and the Export-Import Bank, among other programs, through December 20, 2019. House, Senate Banking vote to reauthorize Terrorism Risk Insurance The Senate Committee on Banking, Housing, and Urban Affairs voted unanimously on Wednesday to approve S. 2877, the Terrorism Risk Insurance Program Reauthorization Act of 2019, which would extend the program for seven years. The bill would also require the Treasury Department to report on the availability and affordability of coverage, especially for churches, as part of its biennial report on the program.
