www.kwcf.ca 8 BUILDING A NEW DIRECTION The history of the Catholic Community Foundation of Waterloo Region (CCFOWR) dates back to the 1970’s when they, in the absence of government support, actively raised funds to assist in the hiring of teaching staff and development of learning spaces for the local Catholic secondary schools. A major fundraising campaign took place, successfully reaching their goal of $1M.

Then in mid-1984, full funding from the government necessitated a realized they needed professional help. They also happened to meet change in the Foundation. Their focus shifted to assist the community with a former KWCF Board Chair and Foundation friend who suggested by providing financial support within Waterloo Region for worthwhile that they sit down and connect with The KWCF once again to see programs and projects, primarily those of a Catholic educational nature. what alternative options there were.

GOING ABOVE AND BEYOND If you ask people at Conestoga College Institute of Advanced Learning and Technology, they will tell you that what happens there goes well beyond vocational skills. Students’ understanding of employability and volunteerism is of equal importance to their coursework. Conestoga helps to educate people on who they are, and what role they can play in the future of our community.

After the successes of priority grantmaking in 2012, The KWCF decided to continue this focused approach in 2013. Grants from the Community Fund reached over $600,000 to the priority areas of Arts and Culture, Getting Started (in this community and in life) and Health and Wellness, all supporting the overarching area of Belonging and Leadership.

With the assistance of a new decision-making tool, Decision.io, KWCF staff worked with our Community Fund Grants Committee volunteers to select projects that demonstrated the ability to make a lasting impact in one of the priority areas.

When Family and Children’s Services of the Waterloo Region opened the doors of The Family Centre it was as a service hub delivering programs to vulnerable children and their families. This was all done through partnerships with a diverse group of organizations that support the wellbeing and health of families and children.

The Community Access Bikes Project is a community-based bike program hosted by The Working Centre. Over the first 90 years of existence of community foundations across Canada, as a movement, we have traditionally focused on building endowments and granting to the community. It has only been over the last decade that community foundations have taken a two-sided approach to community impact, stepping into the area of leadership programming.

The KWCF’s first step into this area was the launch of Waterloo Region’s Vital Signs® in 2007. Since then, the work that your Community Foundation does in philanthropic ‘programming’ has expanded to include Engage! K-W, Random Act of Kindness Day® and the latest addition, the Centre for Community Knowledge.

These exciting initiatives are highlighted in the following section, and we’d like to encourage you to visit The KWCF website at www.kwcf.ca to learn more or to get involved.

It was in this past year that we paused to reflect on the past six years of Vital Signs® in Waterloo Region. What began as a simple printed report has since morphed into so much more. www.kwcf.ca 18 LEADING A SMILE GOES A LONG WAY Random Act of Kindness Day® (RAK Day) has grown over the last six years into a community-wide celebration of kindness. What makes the day so special is that it’s really about people. It’s about strangers and neighbours, co-workers and friends reaching out to one another to make someone feel cared for and appreciated.

That was certainly true for the students at Elizabeth Ziegler Public As a special act of kindness, The Foundation coordinated a surprise School in Waterloo. CONNECTING OUR COMMUNITY The Centre for Community Knowledge (CCK) was founded on partnerships: Capacity Waterloo Region, Conestoga College, Skylight Productions and Igloo Software. Each of these organizations has made a significant impact on the development and roll out of the Centre for Community Knowledge in our community.

With close to 60 local non-profit organizations now posting videos, knowledge on the organization. We understand the amount of trust placed with us and take that responsibility seriously. The KWCF Board of Directors is committed to representing our community’s interests, setting direction and monitoring The Foundation’s operations.

We are pleased to report that the assets of The Foundation are now approaching the $65M mark.

The KWCF Investments: In 2013, The KWCF’s return on pooled investment funds was 16.2% versus the benchmark return of 13.2%. (The benchmark combines performance results from the TSX Composite Index, the MSCI World Index, the DEX Universe Bond Index and the DEX 91 day Treasury Bill Index.)

We are pleased to report that over the past 10 years our portfolio has averaged 7.5%, and since inception in 1984, The KWCF’s investment return has averaged 9.7%.

36 The KWCF uses a ‘specialty’ investment management structure that assigns asset class responsibility to different investment managers. An Investment Committee with senior-level investment management expertise reviews performance using a benchmark performance measurement system. The Committee reviews the target investment portfolio mix regularly and controls allocations to each asset class using the following asset mix targets:

The KWCF’s investment goals are to: • Support the mission and principles of The KWCF. • Manage the assets in the investment portfolio to achieve a total rate of return over the longer term that allows the organization to cover grant obligations and operation expenses. • Protect the purchasing power of the capital of the fund in “real” terms (e.g. compensate for inflation).

Donors may contribute to endowed funds (funds that are held permanently or for a specified period of time, usually 10 years),funds for distribution (funds that are held for granting usually within two years) or to the operations or programs of The KWCF. We are pleased to report that annual donations for 2013 exceeded $2.8M.

Granting: Our granting trend over the past six years has remained relatively stable despite the market downturn in 2007/2008. This was due to the establishment several years ago of a Community Fund Grant Stabilization Reserve and a Community Fund Strategic Granting Reserve to preserve past years’ earnings for future granting requirements.

In 2013, almost 100% of the Community Fund Grants were able to be directed to the top four priority areas identified in the WRVS Priority Report.

Operations: Operating costs are funded primarily by fees levied on assets under management. However, The Foundation also received grants and sponsorship funding for program-related activities.

In addition, The KWCF has an Accumulated Operating Reserve to help ensure future viability of The Foundation.
