THE UNIVERSITYAND SOCIALRESPONSIBILITY %s'S71-111riffrtt, N 0. 0Az.,..\ OE D NS) January 1969 geac&gach,al/e,- INTERIM REPORT THE UNIVERSITY AND SOCIAL RESPONSIBILITY Syracuse University currently is supporting orinitiating 135 separate programs specificallydirected toward the problems of the dis- advantaged and to the crisis of America'surban communities.Many of these programs are carried forwardthrough the University's established teaching and research functions; while others areless structured and operate primarily on a volunteerbasis.All reflect the concerned com- mitment of many thousands of individuals --students, faculty, staff and administration -- in seeking solutions tothe pressing problems -of social injustice which are evident throughout the nationtoday. The programs can be described in fivebroad categories which give an indication of the scope and rangeof the University's activities in serving the needs of modern society asfollows: Improving Educational Opportunities Programs for the Disadvantaged Problems of the Urban Community Community Leadership Programs The University and theNeighborhood The following are highlights of programscurrently being sup- ported in c ach of the five areas.A complete description of these programs is included in the Appendices, alongwith a listing of 15 course offerings 2 which relate to the role and contributionsof black Americans in the develop- ment of the nation. IMPROVING EDUCATIONAL OPPORTUNITIES One of the basic responsibilities ofhigher education in serving the needs of contemporary society is toidentify and seek out students from disadvantaged areas who could benefit fromthe opportunity for further edu- cation.Syracuse University currently has threemajor programs directed toward this objective. University College, the division ofthe University which prima- rily serves part-time students from thelocal area, is providing full scholar- ships valued at $19,000 for 43 disadvantagedwhite and black students from the inner-city through Project Opportunity.These students are enrolled for a total of 115 hoursof instruction, and include (a) recenthigh school gra- duates, who will be eligible to continue theirstudies as full-time students if they meet appropriate academicstandards; and (b) older adults who hold key pOiTtions in the Negro community associal work aides, teacher's aides, etc., and who are in a position both to improvethemselves and to serve as role models for young people to encouragethem to continue their education. The University College program includesboth college level aca- demic work and remedial courses to developstudy skills in reading, writing, mathematics and public speaking.A related course in black history,with emphasis on the role of the Negro in thedevelopment of American society, --, 3 is offered for participants in the programand others from the inner-city area to assist inthe development of self-identity. Plans are currently being developed toexpand the Project Op portunity program to 200 students bythe fall of 1970, subject to the availa- bility of adequate financing, at an estimated costof $1, 000. 000.The ob- jectives of the broadened program will include(a) additional opportunities for full-time study for qualifiedstudents; (b) continued part-time studyfor those who are employed; and (c) thedevelopment of in-service training pro- grams with industry forthose who might benefit more fromvocational train- ing. Another program to recruit increasednumbers of disadvantaged students from outside the Syracuse areais being conducted by the University Admissions Office with the assistance of 95student volunteers.These stu- dents, members of the Student Afro-AmericanSociety (SAAS), are serving as a Freshman ActionCommittee to seek out qualified Negrostudents in their home communities and to encouragethem to apply to Syracuse.As a result of this concentrated recruiting effort,applications from Negro students have increased 50 to 75 percent over a year agoat this time. Beginning in the fall of 1969, a minimumof $95, 000, or 15 per- cent of the financial aid budgetfor incoming freshmen, will bereserved for students from disadvantaged areas.This amount could increase up to $120, 000, or 20 percent of freshmen aid funds,depending on the number and financial need of disadvantagedstudents accepted for admission tothe University. Currently 347 non-white students areenrolled as full-time undergraduates at Syracuse University, representingapproximately 4 percent of the total undergraduateenrollment of 8, 969.Of the 347 non- white students, 245, or 2.7 percent, areblack Americans, a 29 percent increase from the 190 black Americanstudents enrolled in 1967-68. These students are receiving a total of$148,404 in financial aid through University sources, or an average of$1, 788 per student, compared with the average financial award of $761 forother undergraduates receiving financial assistance. In addition to the full amount offinancial aid necessary to provide for their educational and living expenses,including some in- dividual awards up to $3, 500, students fromeducationally disadvantaged backgrounds have special tutoring and remedial programsavailable to assist them in achieving the maximumbenefit from their higher educa- tion experience. In addition to programs forundergraduates, similar efforts are being undertaken atthe graduate level to make educationalopportuni- ties and financial assistance available toincreasing numbers of qualified Negro graduate students.Illustrative of this effort is the AllenFunt Graduate Fellowships in Radio and Televisionoffered through the New- house School of Communications to assistNegro students in preparing for high level positions in the field of masscommunications. 5 Established under two$16, 000 grants from AllenFunt, the creator of "CandidCamera", and a $30, 000 grantfrom the Ford Founda- tion, the fellowshipsinclude remitted tuition and acash stipend of $2, 000 per year andlead to a master's degreein communiCations. PROGRAMS FOR THEDISADVANTAGED One of the basic objectivesin attacking the problemsof the urban community is theneed for improvededucational opportunitiesfor culturally deprived and sociallydisadvantaged children.Upgrading the quality of education in urbanghetto schools, however,is directly depen- dent on better teaching.Experience in urban schoolsystems has indica- ted that not all "good"teachers are necessarilyeffective in dealing with youngsters who come fromdisadvantaged backgrounds. To meet these needs,the University and theSyracuse Public Schools have joined in sponsoringthe Urban TeacherPreparation Program to train college graduatesspecifically for teaching ininner-city areas. The $642, 800 program is supportedby a $378, 000 FordFoundation grant, the first of its kind, and willproduce 80 specializedteachers at the end of a three-year period.Designed to prepare youngteachers specifically for service in hard core,inner-city ghetto areas,the program emphasizes those areas of curriculardew.. opment, use ofaudio-visual resources,and teacher training which willprovide greater relevanceand closer interaction between the teacher anddisadvantaged children. Similar programs directedtoward upgrading the qualityof teaching in urban schools areoffered for more experiencedteachers and for school administrators.These include Summer Workshopsfor Urban Teachers, to provide specializedtraining for supervising teachersin ele- mentary schools; ExperiencedTeacher Fellowships, to assistexperienced classroom teachers in developing moreeffective communications within the classroom through innovative useof instructional materialssuch as slides, tape-recorders. filmsand overhead projectors; theUrban Admi- nistrative Internship Program, totrain young administratorsfor service in urban schools; and theMid-Career Training for PartnershipTeaching Program, supported by a$150, 000 grant from the TeachersReserve of the New York State EducationDepartment, to bring into the teachingfield on a part-time,team-teaching basis those individualswhose
