THE UNIVERSITY AND SOCIAL RESPONSIBILITY

Syracuse University currently is supporting orinitiating 135 separate programs specificallydirected toward the problems of the dis- advantaged and to the crisis of America'surban communities.Many of these programs are carried forwardthrough the University's established teaching and research functions; while others areless structured and operate primarily on a volunteerbasis.All reflect the concerned com- mitment of many thousands of individuals --students, faculty, staff and administration -- in seeking solutions tothe pressing problems -of social injustice which are evident throughout the nationtoday. The programs can be described in fivebroad categories which give an indication of the scope and rangeof the University's activities in serving the needs of modern society asfollows: Improving Educational Opportunities Programs for the Disadvantaged Problems of the Urban Community Community Leadership Programs The University and theNeighborhood The following are highlights of programscurrently being sup- ported in c ach of the five areas.A complete description of these programs is included in the Appendices, alongwith a listing of 15 course offerings 2

which relate to the role and contributionsof black Americans in the develop- ment of the nation.

IMPROVING EDUCATIONAL OPPORTUNITIES One of the basic responsibilities ofhigher education in serving the needs of contemporary society is toidentify and seek out students from disadvantaged areas who could benefit fromthe opportunity for further edu- cation.Syracuse University currently has threemajor programs directed toward this objective. , the division ofthe University which prima- rily serves part-time students from thelocal area, is providing full scholar- ships valued at $19,000 for 43 disadvantagedwhite and black students from the inner- through Project Opportunity.These students are enrolled for a total of 115 hoursof instruction, and include (a) recenthigh school gra- duates, who will be eligible to continue theirstudies as full-time students if they meet appropriate academicstandards; and (b) older adults who hold key pOiTtions in the Negro community associal work aides, teacher's aides, etc., and who are in a position both to improvethemselves and to serve as role models for young people to encouragethem to continue their education. The University College program includesboth college level aca- demic work and remedial courses to developstudy skills in reading, writing, mathematics and public speaking.A related course in black history,with emphasis on the role of the Negro in thedevelopment of American society, --,

3 is offered for participants in the programand others from the inner-city area to assist inthe development of self-identity. Plans are currently being developed toexpand the Project Op portunity program to 200 students bythe fall of 1970, subject to the availa- bility of adequate financing, at an estimated costof $1, 000. 000.The ob- jectives of the broadened program will include(a) additional opportunities for full-time study for qualifiedstudents; (b) continued part-time studyfor those who are employed; and (c) thedevelopment of in-service training pro- grams with industry forthose who might benefit more fromvocational train- ing. Another program to recruit increasednumbers of disadvantaged students from outside the Syracuse areais being conducted by the University Admissions Office with the assistance of 95student volunteers.These stu- dents, members of the Student Afro-AmericanSociety (SAAS), are serving as a Freshman ActionCommittee to seek out qualified Negrostudents in their home communities and to encouragethem to apply to Syracuse.As a result of this concentrated recruiting effort,applications from Negro students have increased 50 to 75 percent over a year agoat this time. Beginning in the fall of 1969, a minimumof $95, 000, or 15 per- cent of the financial aid budgetfor incoming freshmen, will bereserved for students from disadvantaged areas.This amount could increase up to $120, 000, or 20 percent of freshmen aid funds,depending on the number and financial need of disadvantagedstudents accepted for admission tothe

University. Currently 347 non-white students areenrolled as full-time undergraduates at Syracuse University, representingapproximately 4 percent of the total undergraduateenrollment of 8, 969.Of the 347 non- white students, 245, or 2.7 percent, areblack Americans, a 29 percent increase from the 190 black Americanstudents enrolled in 1967-68. These students are receiving a total of$148,404 in financial aid through University sources, or an average of$1, 788 per student, compared with the average financial award of $761 forother undergraduates receiving financial assistance. In addition to the full amount offinancial aid necessary to provide for their educational and living expenses,including some in- dividual awards up to $3, 500, students fromeducationally disadvantaged backgrounds have special tutoring and remedial programsavailable to assist them in achieving the maximumbenefit from their higher educa- tion experience. In addition to programs forundergraduates, similar efforts are being undertaken atthe graduate level to make educationalopportuni- ties and financial assistance available toincreasing numbers of qualified Negro graduate students.Illustrative of this effort is the AllenFunt Graduate Fellowships in Radio and Televisionoffered through the New- house School of Communications to assistNegro students in preparing for high level positions in the field of masscommunications. 5

Established under two$16, 000 grants from AllenFunt, the creator of "CandidCamera", and a $30, 000 grantfrom the Ford Founda- tion, the fellowshipsinclude remitted tuition and acash stipend of $2, 000 per year andlead to a master's degreein communiCations.

PROGRAMS FOR THEDISADVANTAGED One of the basic objectivesin attacking the problemsof the urban community is theneed for improvededucational opportunitiesfor culturally deprived and sociallydisadvantaged children.Upgrading the quality of education in urbanghetto schools, however,is directly depen- dent on better teaching.Experience in urban schoolsystems has indica- ted that not all "good"teachers are necessarilyeffective in dealing with youngsters who come fromdisadvantaged backgrounds. To meet these needs,the University and theSyracuse Public Schools have joined in sponsoringthe Urban TeacherPreparation Program to train college graduatesspecifically for teaching ininner-city areas. The $642, 800 program is supportedby a $378, 000 FordFoundation grant, the first of its kind, and willproduce 80 specializedteachers at the end of a three-year period.Designed to prepare youngteachers specifically for service in hard core,inner-city ghetto areas,the program emphasizes those areas of curriculardew.. opment, use ofaudio-visual resources,and teacher training which willprovide greater relevanceand closer interaction between the teacher anddisadvantaged children. Similar programs directedtoward upgrading the qualityof teaching in urban schools areoffered for more experiencedteachers and for school administrators.These include Summer Workshopsfor Urban Teachers, to provide specializedtraining for supervising teachersin ele- mentary schools; ExperiencedTeacher Fellowships, to assistexperienced classroom teachers in developing moreeffective communications within the classroom through innovative useof instructional materialssuch as slides, tape-recorders. filmsand overhead projectors; theUrban Admi- nistrative Internship Program, totrain young administratorsfor service in urban schools; and theMid-Career Training for PartnershipTeaching Program, supported by a$150, 000 grant from the TeachersReserve of the State EducationDepartment, to bring into the teachingfield on a part-time,team-teaching basis those individualswhose family res- ponsibilities do not allow them towork full-time. Directly related to the preparationof specialized teachers is the need for more effectivelearning environments forstudents.To that end, the University and SyracuseCity Schools in 1967 establishedCroton- for appro- on-Campus, a $225, 000demonstration and research program ximately 300 fourth, fifth andsixth grade Negro studentswho attended a de facto segregated schooland who, for the most part,live within an urban housing project close to the campus. The children attend classes inthe campus school for one-half day, and spend the rest of the dayin their regular classrooms atthe Croton 7

Public School.Special emphasis is placed oncommunications skills, behavioral sciences and Negrohistory.The program is not subject- oriented, but instead tries torelate to the day-to-day lifeexperiences of the children, and seeksto offer a variety of newlearning experiences within their culturalframework. Initiated at the suggestion of aleader of the black community, the program has beenreceived favorably by thestudents, their parents, edudators and civic leaders.As noted by Dr. John L.Johnson, coordi- nator of Croton-on-Campus,"The whole issue ofuniversity-community cooperation is involved here,and there is a high degreeof cooperation between the two on the project.This is a clear example ofinstitutional response tocommunity suggestions; in this casethe suggestion of a leader of the black community." Another approach to the developmentof more effective learn-

ing environments isbeing conducted at the CrotonPublic School with child- ren inkindegarten classes.Funded as part of a $394, 979 grantfrom Project Headstart to theSyracuse University Evaluationand Research Center, this experimental programis investigating the effectsof alter- native learning situations onkindegarten children's development. Approximately 14 children fromeach of six kindegarten classes

in the predominantlyNegro school have been randomlyselected to partici- pate in enrichmentactivities in addition to theregular classroom program, to determine therelative effects of alternatelearning situations on the S. 8

educational developmentof young children from aghetto area.Results after one year indicatethat individual attention is asignificant factor in learning development. Several less formal buthighly effective educational programs with underprivilegedchildren are being conducted on avolunteer basis by students.One which has achieved ahigh degree of success isProjection 70, a student-initiated programin which SyracuseUniversity undergraduates provide remedial tutoring on aone-to-one basis for one ortiko hotiS a week for more than 100 inner-citychildren.The project was sosuccessful in enriching the education ofthe student tutors, aswell as in providing a ser- vice to the community,that it has now beenestablished as an elective course in the School ofEducation, open to freshmenand sophomores forthree hours credit per semester. A similar student-run programis Operation Link,associated with the Croton Schoolproject, where 35 students serve as"big brothers" or "bigsisters" to a youngsterfrom the inner-city.Each student develops a closepersonal relationship with one ortwo children, andtogether they plan leisure time activitieswhich may range anywherefrom playing football to visiting a museum,depending on the child'sinterests. Students are not alone involunteering their services in a com- munity service programfor the inner-city.The faculty currently isoffer- ing individual tutoringand college-level coursework to 19 non-whitehigh school graduates in OnondagaCounty under OperationShoestring, one of the many activitiesof the Maxwell School'sCommittee on the AmericanDilemma. 9

The 19 black students involved in the first phase of Operation Shoestring are enrolled for a total of 129 credit hours, representing $8, 600 in remitted tuition and fees each semester on the part of the University, without accounting for the value of the volunteer faculty services. Currently the program is intended to prepare the participants to earn college credit through the New York State Proficiency Examination Program but the participating faculty members have recommended that students who successfully complete the course work should, in the future. receive full academic credit from the University.

PROBLEMS OF THE URBAN COMMUNITY The University also is attacking many of the broad problems of the urban community on a variety of fronts through established educa- tional programs, through the facilities and resources of the Continuing Education Center of University College, and through the Syracuse Univer- sity Research Corporation, an independent non-profit research organiza- tion established in 1957 to provide low-cost research facilities for area business, industry and governmental agencies. Faculty and students are directly involved in urban problems through a variety of programs.For example, third year design students in the School of Architecture are developing practical applications to their academic course work by participating in a project called "New Uses for Old Neighborhoods", a detailed study of a deteriorating neighborhood ad- jaccrit to the University, with the objective of developing a Neighborhood 10

Master Plan which could be applied to the analysis and revitalization of other urban areas classifiedas "zones in transition. " Faculty members and graduate students in the Division of Special Education have establisheda Poverty Field Unit to assist the Onondaga County Department of Social Services in applying theconcepts of rehabilitation counseling to the socially handicapped.The program operates on the assumption that poverty isa social disability -- much like a physical, mentalor emotional disability -- and therefore can be approached from a total service rehabilitation point ofview. A mem- ber of the Division's Rehabilitation Counselor EducationProgram staff is assigned half-time to the Poverty Field Unit, and 5graduate students hold full-time internships in theprogram each semester. Among other programs initiated by the faculty toserve the educational and social needs of the inner-cityare the Institute for Com- munity Psychology, through which members of the University'sPsycho- logical Services and Research Center cooperate withmany community agencies in applying psychological knowledge and methodsto relevant problems in the areas of (a)program development; (b) staff training; and (c) evaluation ofprogram effectiveness; the Civil Service Prepara- tion Course, conducted by members of the Maxwell Committeeon the American Dilemma, to assist inner-city residents in preparing forcivil service examinations to upgrade their economic status; and theSub-Mensa

Program, an interdisciplinary group of volunteer faculty memberswho work with inner-city elementary schools to identify variousfactors con- tributing to learning disabilities. 11

Activities of the Syracuse UniversityResearch Corporation specifically in the area of urbanproblems include cooperating withthe New York State Employment Servicein the Syracuse Upgrading Project, to develop new techniquesfor providing in-service trainingleading to the promotion of workers alreadyemployed; transportation studies todevelop more effective patternsof urban traffic flow; participation inthe Commu- nity Baseline Study, Long Term CareStudy, and Ambulatory Care Study to formulate a com rehensivelonran. e slan forhealth services in the Syracuse ; and serving asplanning staff consultants to the five-county RegionalPlanning Board. Some of the programs directedtoward urban problems which were conductedthrough the Continuing Education Centerof University College during the past year include:the Thursday Morning_ Round Table, which brings together approximately50 community leaders each week to exchange information and ideas on urbanproblems; a Conference on Mass Media in Race Relations; Seminar onPlanning Issues in the Syracuse Metropolitan Area; the Community Seminar,an informal discussion pro- gram for professional menand women in the fields of health,education and welfare; Seminar on the Changing City;and the Mid-Career Executive Development Program, designed to assist upperand middle managers in preparing for responsible public servicepositions in their own communi- ties. 12

COMMUNITY LEADERSHIPPROGRAMS Faculty from the School of SocialWork were activelyinvolved in YES '68, a community-wide programto provide summeremployment for approximately 4, 000 teenage youngyoungsters in the City ofSyracuse last summer, includingabout 1, 000 who wereconsidered disadvantaged. School of Social Work personnelconducted pre-employmentcounseling sessions for management andsupervisory personnel of manyof the 125 participating business firms,and provided emergencycounseling service throughout the summer to bothemployers and employees if aproblem de- veloped on the which could notbe resolved by the firm'sstaff personnel. The YES program washighly successful and willbe repeated in the summer of 1969. The Continuing EducationCenter of Univer$ityCollege offered a 10-weekseminar in the springof 1967 on Funding Servicesfor the Poor to assist the executiveofficers and board presidentsof urban social ser- vice agencies in identifying sourcesof federal and state fundsto support their organizations, and totrain them in propermethods of writing propo- sals for fund support.The Center also sponsored aseries of discussions on ConsumerEducation for Central CityResidents to train keyindividuals from various parts of theinner-city in consumereconomics.These group leaders hold informal meetingsin their own neighborhoodsto inform inner- city residents how to getthe most for their money. 13

Other members of the University faculty,including Dr. Gordon Hoop le, former Chairman of theBoard of Trustees, have established the Onondaga Pastoral Counseling Center, avolunteer service agency designed to provide counseling trainingfor clergymen of all faiths, especially those who function in the inner-city area. Students who are interested in communityservice have many opportunities to volunteer their services inthe Syracuse area.A student- originated program which has been highly successfulin directing students to appropriate volunteer placementsis Operation Volunteer, through which students sign up to work in one of 35 participatingagencies in the city. Dur- ing the 1968 fall semester more than110 students participated in this pro- gram.

THE UNIVERSITY AND THE NEIGHBORHOOD The "University Hill" area includes -- inaddition to Syracuse University -- the city's five major hospitals,Upstate Medical Center, the State University College of Forestry atSyracuse University, the Syracuse Housing Authority, the Crouse-MarshallBusinessmen's Association, the Association, several churches and synagogues,and many private residences.Collectively they form a distinctiveneighborhood within the larger urban community; it is, infact, the institutional center for the Central New York area, providingeducational, medical and social service functions for over a million people. 14

As in any complex of this size, the high density of traffic, and continuing growth through modernization and expansion programsdesigned to serve increasing numbers of people, can create some problems.In re- cognition of the need for coordinated long-range planning, and their respon- sibilities to the individual citizen as well as to the larger community, the institutions within the University Hill area formed the University Hill Cor- poration in 1962 to serve as a coordinating and information channel for all groups in the neighborhood, thus avoiding someof the planning and commu- nications problems which, for example, have created difficulties between and the Harlem community in New York City. Membership in the University Hill Corporation includes repre- sentatives of the major educational and public service institutions inthe area, individual homeowners and smallbusinessmen, and representatives of the Syracuse Urban Renewal Agency, which is directly involved in plans to revitalize the area. Through the cooperative planning of the Corporation, a unique approach to urban housing undertaken by the University and the Syracuse Housing Authority was completed in the fall of 1968.Called the St. Mary's Project, the program resulted in the development of a $8, 452, 000 high rise housing complex adjacent to the University's main campus and to the City medical complex.The project includes three major buildings -- a thirteen- story residence hall for 469 men; a nine-story residence for284 women and 15 an adjoiningdining hall; and 350 living unitsfor the elderly.Thus both young and old arebeing served in an imaginative,relevant fashion. The University Hill Corporationand the City of Syracuse cur- rently are sponsoring a jointapplication for a major FederalUrban Re- newal program for the neighborhoodwhich ultimately will result inthe complete renewal of a167. 5 acre area, and the creationof a unified re- sidential-educational-service-business complexserving the entire Uni- versity Hill community.Approval of a $12, 800, 000 grant toimplement the first major urban renewal programin the University Hill areahas been received.The purpose of the first projectis to provide improved housing, better transportation, andthe development of a long-rangeland use plan forthe area.The entire project was plannedcooperatively by all of the publics that make upthe neighborhood.In this way the Univer- sity and other institutions inthe area are working withtheir immediate neighbors and with the City indeveloping plans for acomprehensive solu- tion to urban problems. Currently, the Corporation isattempting to broaden the repre- sentation and involvementof non-white residents in itsactivities, and to expand its information programs toacquaint all residents of thehill area about the long-range plans andopportunities for improvementunder Urban

Renewal.As part of this effort, the Cityand the Corporation haveopened a field office inthe immediate neighborhood toinform individual residents and businessmen of theirrights and to assist them asappropriate as the Urban Renewal program getsunderway. ,

SUMMARY Through carefully developed programsin the five areasnoted meet its, above, SyracuseUniversity is movingpositively and directly to responsibility as aneducational institution ininitiating and supporting a wide range of programsdirected toward the problemsof the disadvantaged and to the society inwhich we live. The programs sponsoredby the University inthe areas of

APPENDIX I

PROGRAMS FOR THEDISADVANTAGED

School of Education URBAN TEACHERPREPARATION PROGRAM Dr. Ernest J. Milner

URBAN ADMINISTRATIVEINTERNSHIP PROGRAM School of Education Dr. Samuel Goldman

The administration of urbanschools, especially those in innercity areas, re- quires highly talented andsensitive administrators, just asthese same quali- ties are desirable in membersof the teaching staff.With the initial assistance of a $145, 000 grant fromthe Ford Foundation, SyracuseUniversity established the Urban AdministrativeInternship Program in cooperationwith the Utica Public School System.Objectives of the program are(a) to determine appro- priate criteria for the selectionof administrators for urban areas;(b) to exa- mine administrative conceptsrelated to urban education;(c) to provide super- vised on-the-job experienceswhich are relevant for the urbanadministrator; and (d) to stimulate change inurban schools by introducingthe intern as a resi- dent change agent, leading tocross-education of other membersof the adminis- trative staff, who participateactively in training and evaluationthrough monthly discussion meetings with the internand the supervising professor.

MATHEMATICS PROGRAM FORINNER-CITY CHILDREN Schoolof Education Dr. Vincent J. Glennon

Standard textbooks which are toorigorous and irrelevant foreducationally de- pr ived andlow-achieving children tend to contributeto discouragement,failure and high dropout rates.Dr. Vincent J. Glennon, Directorof the Syracuse Uni- versity Arithmetic Studies Centeris the senior author ofEssential Modern Mathematic% the first in a new seriesof textbooks written to providesocially relevant mathematics in a soundpsychological manner.The books recognize and make provision for the distinctiveproblems of inner-citychildren -- low verbal ability; need for increased useof enactive and representationalmodes of learning; lack of ability to concentratefor extended periods of time;low tolerance of frustration; and the needfor carefully paced systematicinstruc- tion, with provisions for diagnosis atregular and frequent intervals.The books were field tested in printedform in inner city schools inPhiladelphia, New York City and Boston, andwill be published in March,1969, by Ginn & Co.,Boston, Mass.

COMPUTER-ASSISTED INSTRUCTION Center For Instructional FOR POVERTY AREAS Communications Dr. Kenneth N. Fishell

The Syracuse University CenterFor Instructional Communicationsis developing a program ofcomputer-assisted instruction forurban schools, intended to provide computer-based simulation and learning"games" for students who aredisruptive influences in the classroom and/or are notable to benefit from regular classroom instruction.The computer system also can beused to keep records ofindividual pupil performance as an aid todeveloping individualized patternsof instruction and learning for each student.The program is being developedin cooperation with the Rome Air Force DevelopmentCenter. 7

OPERATION SHOESTRING Maxwell School Dean Alfred H. Cope

Nineteen non-white residentsof the Syracuse inner city arereceiving a total of 129 credit hours of freeinstruction at the undergraduatelevel through Operation Shoestring during the FallSemester 1968-69.Instruction is provided by SU faculty volunteers and is intended toassist inner -city adults toupgrade them- selves socially and economicallythrough education.While credit is not granted through the University, participants mayobtain college credit by passing appro- priate New York StateCollege Proficiency Examinations.Estimated value of the Syracuse Universitycontribution, not including facultysalaries, for the 1968-69 academic year is$18,354.

As part of a new emphasis onrehabilitation of the sociallydisadvantaged, the Rehabilitation Counselor EducationProgram has initiated a "PovertyField Unit" to assist the OnondagaCounty Department ofSocial Services in extendingrehabi- litation services to the sociallyhandicapped. The program operates onthe a'ssumption that poverty is a socialdisability -- much like physical,mental and emotional disability -- and,therefore, can be approachedfrom a total service rehabilitation philosophy.In pursuing this approachall rehabilitation resources -- medical, social arid psychological -- areused to assist welfarerecipients to re-orient their goals to positiveachievements, or to more fullyrealize their own potential.After individual diagnosis andplanning by the rehabilitationunit, clients are then referred toother agencies for such needs asmedical assistance, job training, etc. A memberof the RehabilitationCounselor Education Program staff is assigned half-time tothe poverty field unit, andapproximately 5 graduate students per semester holdfull-time internships in the program.

Established in 1967 on a volunteer basis bymembers of the Syracuse Univer- sity faculty from a variety ofdisciplines, the Sub-Mensa Program is an inter- disciplinary approach to attempt toidentify various factors contributing to learning disabilities, especially on the partof inner-city children.The pro- gram presently isfunctioning primarily at Sumner School, aninner-city school designated as a "target" school by USOE.A team from Sub-Mensa works with Sumner teachers to identify and diagnosethe learning disabilities of children with learning and/or adjustment problems inthe school situation and plans appropriate remedial programs withthe teachers such as assistance in the Syracuse University Reading Clinic,Mathematics Clinic, psychological assis- tance and the correction of speechand hearing disorders.

Administration of programs for handicappedchildren in public schools is often undertaken by individuals who are notexperienced with the unique problemsand procedures required to support such programs.Dr. Daniel Sage has developed an intensive two-weekseminar -- Special Education AdministrationTask Simu- lation (SEATS)Game,--which simulates the problems of personneladministra- tion, physical facilities, services toinstruction, pupil placement, information handling and public and professionalrelations, to assist administrators in this field in obtaining appropriate training toimprove their effectiveness as adminis- trators of special education programs.In many cases, it is anticipated that the simulation experience will bereinforced by subsequent administrative in- ternships in the field.While initially directed to the area of specialeducation, the simulation approach has broadapplication to other areas of higher education, Page 7 (I) especially in training administrators and staffpersonnel in the areas of urban problems, where too often they are not thoroughlyfamiliar with the cultural, economic and sociological forces of the innercity while trying to deal with them.

EDUCATION FOR SLOW LEARNERS Special Education Dr. James F. Winschel The relationship between cultural deprivation in inner-cityghettos and some forms of apparent mental retardation is being studied indepth by 9 graduate Fellows in Special Education who serve as half-time internsin eight community agencies for a semester.Interns serve for two weeks in each of the following agencies: Rehabilitation Center, Upstate MedicalCenter; Cerebral Palsy Clinic, De Villa Sloane School for trainable children;Association for Retarded Children; Syracuse State School; Croton School; SyracuseHeadstart Program; and McCarthy School for trainable children.The program involves working with both children and adults and is aimed specifically at determining if someforms of apparent mental retardation should more appropriately beconsidered a depression in intellectual functioning or intellectual deficit, resultingfrom cultural and socio- logical factors rather than from mental deficiencies.

The Research & Development Center inEarly Childhood Education conducts a preschool program for 108 children inLiverpool designed to pre-condition the youngsters for formal schoolexperiences and, in particular, to identifyand offer remedial services to those youngsterswho might experience problems during the primary grades.

TEACHER RESPONSIBILITY IN School of Education ADMINISTRATIVE DECISION MAKING Dr. William Wayson An experimental program instituted atCroton School in 1967-68 involves classroom teachers in planning andimplementing both the procedural and curricular aspects of the school program.A primary objective of the pro- gram is to improveteacher motivation and effectiveness byproviding the opportunity to participate in thebroad scope of the total education program instead of limiting their concerns only toindividual classroom activities. The result of the program has been to improvemorale and motivation among the entire faculty by involving them actively as acohesive problem-solving unit in the overall management of theirschool.

LIVERPOOL HEADSTART PROGRAM School of Education Dr. William J. Meyer

During the summer of 1967 the Evaluationand Research Center conducted a six-weeks program for "culturallydeprived children" in the Liverpool area to assist them in achieving theirmaximum educational potential.Approximately 40 children were involved.Followup studies are still being conductedwith these youngsters to determine theeffects of the summer program on their educational development and growth. A group of 18 or 19junior high school boysfrom an inner-city school, pre- dominantly Negro, wererecruited to participate in asix-week course in the spring of 1968 which dealtwith the masculine role in thefamily in which the boys had grown up and inthe future family of whichthey would be a central figure.The class was non.creditand on a volunteer basis only.A post test was given to boththe class and a control groupof boys which indicated an increaseof 5 points (mean) inknowledge of personal familybehavior and life.This research intervention program wasfunded by the Joseph P. Kennedy, Jr. Foundation.

Y. 0. in Syracuse, provides volunteer group leadership for inner-city youngsters in crafts, sketching and drawing, sewing, shop, art, dancing, athletics, etc.The volunteers meet monthly with members of the C. Y. 0. professional staff for training and evaluation sessions. The Arithmetic Clinic offersdiagnostic and remedial programsfor children in kindegarten through juniorhigh school who are experiencingdifficulties in mathematics.Currently 60 students are receivingassistance through the pro- gram.Increased emphasis is beingplaced on the learning problemsof disad- vantaged inner-city childrenthrough direct involvement inurban schools, re- ferrals from the Family MedicalCenter, and participation inthe interdisciplinary Sub-Mensa program. Clayton Recognizing that specializedtraining is required forteachers in urban schools, and that effective teachingapproaches can be developed instudent teachers through proper supervisionand training, cooperatingteachers in the Syracuse City Schools who superviseSyracuse University studentteachers have been given special trainingin two summer workshops to preparethem to work with student teachers inelementary schools during theregular school year. A research project is beingconducted concurrently to determinethe difference, if any, in the performanceof student teachers workingunder such supervision compared with those who are not.Techniques being used in theproject include the use of videotaperecording of both supervisingand student teachers and micro-teaching projects.3 3 supervising teachers weretrained in 1967, and 35 in 1968.

The Rehabilitation CounselorEducation Program at SyracuseUniversity has sponsored two conferences onRehabilitation and its role infighting poverty since 1965, and a third conference isscheduled in the Spring of1969. The first con- ference was directed toward thequestion of rehabilitationcounseling for the socially disabled, to determinewhat kinds of personnel wererequired to develop Page 2 (II) effective programs in the Syracuse area.As a result of this conference, a special Rehabilitation Counseling Poverty Field Unit wasestablished as part of the local Syracuse Community Action Program, Crusadefor Opportunity. In 1967 the Field Unit became affiliated with theOnondaga County Department of Social Services.The second conference, held in 1967, was a four-state regional institute involving directors of rehabilitation and poverty programs from New York, New Jersey, Pennsylvania and Delaware todetermine guide- lines for cooperation and interaction on a regional basis.The conference scheduled in April, 1969, will be national in scope and will bedirected toward rehabilitation in the inner-city as pioneered by the Syracuse PovertyField Unit.Participants will include Model City directors; NeighborhoodService Project directors; and representatives of CommunityDevelopment Agencies.

CAMPUS PLAN School of Education Dr. Augustine A. Root Members of the Syracuse University School of Educationfaculty have assisted as consultants in thedevelopment of the "Campus Plan", a pioneering concept in elementary education for Syracuse public schools.Through programmed instruction, team teaching and other innovativelearning-teaching approaches, a high degree ofindividualized instruction will be afforded each student. This concept has particular relevance in the educationof inner-city children, as it will allow learning to take place in his socio-cultural context,and at the most appropriate pace.At the same time, by grouping all elementary school stu- dents on four large campuses in four quadrents of the city, theplan will provide the opportunity to achieve racial balance thrnughout the systemthrough appro- priate bussing procedures which are an integral part ofthe overall program. Syracuse University faculty have made considerablecontributions to the de- velopment of the Campus Plan by designing and carrying outstudies to obtain data on all aspects of the overall program and, in particular,through their assistance in the design of a flexible, innovative curriculum.

MID-CAREER EDUCATION FOR CEC-University College THE LOCAL PUBLIC SERVICE Mr. Lee Smith The complex issues and problems involved in local government require highly trained administrators and officials.A three-phase seminar was designed to assist governmental and other civic leaders in five metro- politan areas (Binghamton, Buffalo, Rochester, Syracuse, Utica) in meeting their professional responsibilities in the following ways: (1) through improving understanding of the social, political, and economic characteristics of urban society in general; (2) through better understanding of the complex factors characterizing decision-making and the conduct of public affairs in a modern city; (3) through improving understanding of how a major metropolitan area's characteristics affect the conduct of specific functions or operations; (4) through providing skills and guidance for the analysis of major characteristics of a metropolitan area.The program included a one-week planning seminar, a two-month study of the participants' local metropolitan area; and a wrap-up seminar at which reports were presented and evaluated by the participants.

CONFERENCE ON CRIME AND THE PRESS Dept. of Sociology Dr. Charles V. Willie The purpose of the Conference is to increase public understanding of social science analysis of public problems.Editors and reporters of daily news- papers in New York State are brought together with social scientists to examine crime and how the public may deal with it based on recent research. Special attention is given to unscrambling the technical language of social science re- search reports on crime.

THE HUMANISTIC STUDIES CENTER University College Mrs. Mary Iverson The Humanistic Studies Center, now in its eighth year, offers timely lecture series, lecture-discussion seminars and other special programs for intellec- tually curious adults across a broad range of liberal studies, including the arts, the humanities, and the social sciences.Programs are flexible, and reflect adult concern with contemporary issues in modern society. A division of the PsychologicalServices and Research Centerof Syracuse University, the Institute ForCommunity Psychology cooperateswith many community agencies in applyingpsychological knowledge and methodsto re- levant problems.The Institute for CommunityPsychology does not supply direct services to clients ofthese agencies, but assists theagencies directly in establishing services tomeet client needs.The three main areas of ICP's involvements include (a) programdevelopment; (b) training; and (c)evaluation. OPERATION VOLUNTEER Student - Volunteer Volunteer placement service forstudents interested in communityservice, in cooperation with the SyracuseVolunteer Center.Students sign up for work in one of 35 participatingagencies in the city.Currently 113 students are participatingin the program.

Several members of the SyracuseUniversity faculty, includingDr. Gordon Hoop le, M.D., former Chairmanof the Board of Trustees,assisted in found- ing the Onondaga PastoralCounseling Center, as a volunteerservice agency designed to provide-counseling trainingfor clergymen of all faiths inthe Syracuse area, and personalcounseling for persons seekinghelp within an ecumenical religious environment.As a result of its initial success,the Center has received Federaland State fund supportwhich has allowed it to expand its counseling and trainingactivities, especially in theinner-city area. LEADING FIGURES INAMERICAN HISTORY:AFRO-AMERICAN BIOGRAPHY(History Students meet twice a weekin four seminar groups todiscuss a book about a Negro leader in the Revolutionary,pre-and post-Civil War or contemporaryperiods of American history.Discussions are led by fourundergraduates, two white and two black.Enrollment in the course is50 students, about 20 ofthem black.
