The types of programs provided by the agencies listed include adult basic education, bilingual education, migrant education, and ghetto teaching. Information is given about certification and licensing requirements in New York State and New York City, as well as about free schools. The directory listing is arranged by city under the following headings: 1) public and private schools and adult education centers with the listings for New York City subdivided into public, private and parochial, board of education agencies, and other agencies and businesses; 2) Boards of Cooperative Educational Services and District Superintendents of Schools; 3)Title III centers (Regional Supplementary Educational Centers); 4) some colleges and universities; 5) some New York State government agencies; and 6) community action agencies. It will be fine if anyone else is helped too. The material consists mainly of a selected list of schools and agencies which: (a) tell us they want Volunteers to apply to them for jobs; and/or (b) operate programs we think Volunteers might be interested in--programs which need and can benefit from a Volunteer's experience...adult basic education, bilingual education, migrant edu- cation, ghetto teaching, etc. The rough map on the cover is drawn to show major postal zip code and telephone code breakdowns for use in locating addresses in the directory. You should apply for employment directly to the schools and agencies listed. However, in some cases the agencies might be better prepared to give helpful information then jobs. For example, State agencies might provide data on programs they support across the State; or regional Title III centers with small staff would know about innovative educational programs in their areas. It is generally wise to apply to a number of places and to send along a copy of your resume. An excellent publication to obtain is the "Guide to Preparing a Resume," available free from the New York State Employment Service, 444 Madison Avenue, New York City or 194 Washington Avenue, Albany. Remember to include information about your teacher certification status or qualifications in your resume. If you are not certified, write to Volunteers in Public Service for applica- tions. An evaluation of your qualifications can help you. To supplement this directory, we maintain random lists of current job openings. We wish you the best. SOME INFORMATION ABOUT CERTIFICATION IN NEW YORK STATE... Certification (with the exception of New York City, which requires additional examinations) may be achieved through three methods: (a) Completion of an approved program. A listing of institutions offering approved programs in New York State may be obtained from the Division of Teacher Education and Certification, the State Education Department; (b) Individual evaluation of preparation and experience. A candidate may submit an application and transcripts to the Division of Teacher Education and Certification. A determination of what is necessary to gain certification will be made and completion of the studies and/or experience will permit the issuance of a fee request preparatory to awarding certification; or (c) Certification through reciprocity. New York State has reciprocal agreements with a number of states for certi- fication of teachers and other professionals in education. To obtain New York State certification under the reciprocity agreement, the can- didate must submit an application for certification to the Division of Teacher Education and Certification. The Division then corresponds with the certifying officer of the originating member state. Upon verification from the originating state, the Division then issues the appropriate New York State certificate. Application of Volunteer Teaching Experience (Peace Corps) Teacher certification requirements may be adjusted to reflect appro- priate Peace Corps teacher training and experience. Individuals provi- sionally certified to teach in New York State before entering the Peace Corps may apply for an extension of this certificate of up to two years to cover the duration of Peace Corps service. If not certified, a Vol- unteer may apply for certification while still abroad. Twelve semester hours of blanket credit in professional education and for practical ex- perience in comparative education and a minimum of one full year of teach- ing experience may be waived to satisfy the required student teaching ex- perience. It is expected that the proposed Action Volunteer teacher pro- gram will continue to meet requirements for certification adjustment as noted above. Certification Through College Proficiency Examinations An applicant for a teaching certificate may be advised by the Divi- sion of Teacher Education and Certification to obtain certification by performing satisfactorily an appropriate College Proficiency Examination administered by the State Education Department. The College Proficiency Examinations may be used to obtain certification by the person with or without a Baccalaureate seeking either provisional or permanent certifi- cation. These examinations are described in the Department publication, "The New York College Proficiency Examination Program," which may be obtained from the College Proficiency Examination Program, State Educa- tion Department, Albany. Information about the proposed External Degree program of the Department will be available also from the office. vii5 Employment of Uncertified Teachers An uncertified teacher may be employed under the following circum- stances: (a) when no certified and qualified teacher is available, and (b) when the uncertified teacher has submitted an application to the Commissioner for certification, and has been notified of his uncompleted requirements for certification, or (c) in the case of re-employment for a succeeding year, the uncertified teacher must have completed at least six semester hours of work toward certification prior to re-employment. The superintendent must show that he cannot find a certified and quali- fied teacher. Application Procedure When applying for State certification, you must submit to the Divi- sion of Teacher Education and Certification (or to Volunteers in Public Service) the following: (a) official college transcripts (seal embossed); (b) completed certification application (please request proper forms); (c) for Peace Corps Volunteers only, a copy of your description of service describing Peace Corps teacher training and experience. Due to limited staff, the burden of follow-up rests with you. Please let us know if you haven't received notice of certification in a reasonable amount of time.
