Director Regulation United States Nuclear Regulatory Commission Washington, DC 20555

Dear Sir:

Subject: Oyster Creek Nuclear Generating Station Docket No. 50-219 Protection - Control Room Ventilation During our recent telephone conversation with Mr. T. Wambach of your staff concerning the modifications to the control room ventilation system, he requested that we provide a description of the changes we are making in order to meet the objectives of the NRC Fire Protection SER for the Oyster Creek Station. This correspondence provides the requested information.

We are currently undertaking several modifications to accomplish the objectives of preventing reci rculation in the control room and preventing smoke from entering the control room should a fire occur either in the control room or outside the control room, respectively. In order to

prevent recirculation of smoke in the control room, the supply fan for this - area will be shut off upon detection of smoke by the products of combustion detectors in the control room or cable spread room. (Note: Ventilation system is com,on to both areas.) Intrusion of smoke from areas outside the control room will be prevented by the installation of a smoke detector in the air supply duct to the control room supply fan and by the installation of a back- or gravity type smoke damper in the return air register in the control room. The smoke detector will automatically shut off the control room supply fan when smoke is detected, preventing smoke from a fire in an outside area being drawn into , the control room. The back-draft damper allows air flow out of the control room, but not into the control room. Should the supply fan be shut off due to a fire in the cable spread room, this damper will close preventing the intrusion of smoke into the control room.

The modifications discussed abo'.e will accomplish the objectives stated in the NRC Safety Evaluation Report on Fire Protection for the Oyster Creek Station. However, in order to provide a more efficient method to *' " P001 DRMEL f 8001030 b b -h Je se, Ccm Paaer & LWt Commn/ a ' ' % < c' N r -< Pc : u n S , - I .v ' -2-

remove smoke from the control room or the cable spread room should it be necessary, we are currently planning to install a smoke removal fan in the ventilation system exhaust duct. The sole purpose of this fan will be to remove smoke and shall be initiated manually.

Should you have any additional questions, please contact Mr. James Knubel at 201-455-8753

Very truly yours,
