Hutchinson EXECUTIVE SUMMARY • The 13th General Elections in Malaysia will be a war waged at the national and local levels, for both parliamentary and state assembly seats. A number of these contests will be particularly intense, and those in Johor are arguably the most important at this juncture. • The state is Malaysia’s second largest in population terms, and is one of the country’s three centres of manufacturing. Johor also houses Iskandar Malaysia, a high-profile economic zone that is a flagship of the government’s Economic Transformation Programme. • On the political front, it has strategic and prestige value. The Johor’s large popu- lation and its electoral configuration mean it has 26 parliamentary seats - the second highest in Malaysia. • For the Opposition, Pakatan Rakyat, Johor represents a lever to accessing power. If the coalition can hold on to their current parliamentary seats and make signifi- cant inroads in the state, they could be in a position to lure MPs from Sabah and Sarawak to cross the floor — thus seizing Putrajaya. • For the ruling coalition, Barisan Nasional, the state holds an inordinate amount of prestige. For the Malaysian Chinese Association, its large and well-established Chinese population entails a large member base and source of party leaders. For UMNO, Johor is symbolically vital as the party was founded there, and the state supplied a disproportionate number of the first generation of national leaders.

    MEDIA RELEASE INTERNATIONAL INVESTORS REMAIN UPBEAT ON THE POTENTIAL OF MALAYSIAN ECONOMY Davos, 21 Jan 2017 : The Malaysian delegation at the WEF had continued their annual tradition by hosting the Business Luncheon, one of the most iconic Malaysian events in Davos. The event was jointly hosted by Khazanah Nasional and MIDA. 2. Alongside YB Dato' Sri Mustapa Mohamed Minister of International Trade and Industry, YB Dato Seri Dr. Subramaniam Sathasivam Minister of Health and YB Datuk Seri Panglima Wilfred Madius Tangau Minister of Science, Technology and Innovation, notable Malaysian business leaders present were Tan Sri Azman Mokhtar Managing Director of Khazanah Nasional, Tan Sri Tony Fernandes Chairman of AirAsia, Dato’ Sri Nazir Razak Chairman of CIMB and Dato’ Rohana Rozhan CEO of Astro. As always there has been strong public-private collaboration in Davos to showcase Malaysia to the world. 3. Speaking before 50 existing and potential international investors from various sectors and countries, Dato’ Sri Mustapa highlighted Malaysia’s strengths including its political stability, strong economic fundamentals and track record, business-friendly policies, excellent infrastructure, its strategic position within ASEAN as well as facilitation of investment through MIDA. Despite the current challenging climate, our GDP growth rate remains among the highest in the region and among emerging markets. 4. During the luncheon, the Minister responded to several questions raised by the audience. The questions asked were mainly on the direction of the Malaysian economy, especially in the context of President Trump’s administration and the current status of the economic integration of ASEAN. He urged the investors to take advantage of the numerous opportunities available in the dynamic region of ASEAN by using Malaysia as the gateway.

The first part presents the regional economic monitor, depicting the near-term and medium-term 2017 economic outlooks, as well as macroeconomic and regional integration challenges in the region. The second part discusses the recent progress made in key aspects of regional integration. The third part presents this edition’s ADDRESSING ENERGY CHALLENGES special focus: addressing energy challenges and renewable energy development in particular. The fourth part includes structural policy country notes offering specific recommendations.     Reports Malaysia’s Elections: Corruption, Foreign Money, and Burying-the- Hatchet Politics *Scott Edwards June 10 2018 Al Jazeera Centre for Studies Tel: +974-40158384 [email protected] http://studies.aljazeera.n Mahathir wins the election [Al Jazeera] Abstract On 9th May, 2018, Malaysia underwent a transformative election, as the party that has dominated the government for six decades, “Pertubuhan Kebansaan Melayu Bersatu” (UMNO – United Malays National Organisation), and their “Barisan Nasional” (BN - National Front) coalition, lost for the first time since Malaysian independence. The new government, formed by the “Pakatan Harapan” (PH - Alliance of Hope) coalition, faces serious obstacles in realising a meaningful transformation. This report will argue that BN, and particularly the main party, UMNO, has faced weakening legitimacy over the previous two decades. As will be demonstrated, this finally resulted in their election loss as this weakening was exacerbated by perceptions surrounding corruption scandals. Corruption has been a part of Malaysian society, and particularly the political arena, for many years. What is different in this election, however, is that the public are more aware of, and concerned about, scandals such One Malaysian Development Berhad (1MDB) and SRC International. This concern and awareness comes from five factors; the scale of corruption; the scale of personal enrichment on the behalf of political leaders; a stagnation in quality of living and unpopular economic policies; the international dimension and the potential role of foreign money; and the role of social media in propagating these issues. 2 This decline in legitimacy came at a time where the opposition was particularly well organised.
