Executive Summary The Mines and Geosciences Bureau Regional Office No. 12 is located at the Prime Regional Center, Carpenter Hill, City of Koronadal under the leadership of Engr. Efren B. Mineral Reservation identified this year was gold and silver prospect located in the municipalities of Kalamansig and Lebak, Province of Sultan Kudarat with an area of 24,140.14 2. Communication Plan for Mineral Development - All targets were accomplished except on the demand driven and request by the LGUs and linkages with the other agencies, coordination and joint activities this office participated. Aside of intervening trainings, workshops, and as lectures and resource speaker. 3. Geosciences Development Services Geohazard ssessment and Mapping c) Vulnerability and Risk Assessment (VRA) – MGB frontline activity in cooperation with the LGUs and other concerned agencies. It’s assessed and quantified the vulnerability of cities and municipalities based on their exposure to natural hazards. It defines the degree by which a sector can be affected considering its existing and potential impacts or losses, and capacities to adapt to or mitigate these hazards. For the year CY 2017 a 100% accomplished .With a target of 12 municipalities within Region 12 . The assessed areas were rated as having low, moderate, higher very high (critical) susceptibility to landslide. Detailed Sub-surface Assessment-was conducted on May 5 to May 31, 2017 in the municipality of Maasim, Saranggani. The conduct of sinkhole inventor, and ascertain the presence and location of these sinkholes and caves using geomorphological information and the Ground Penetrating Radar. (GPR). A total of 808.75 survey line meters were made and conducted to 17 sites including elementar , ,secondary school and areas near government establishments. Eleven recommendations were made based on the conclusions generalized from the findings and observations. Quadranggle Mapping- conducted on April 20 to May 29,2017 of Mt. Isarog Quadrangle Quadrangle Number 3660-1,Naga City Quad number 3660-1V,Tinambac –QUAD No.3660- II,Libmanan Quad No. 36650-III and Tambang Point Quad No. 3661-1. A total of 55 samples were collected and total of 97 observation points mapped and surveyed.Only five (5) samples per quadrangle will be sent to MGB-CO Petrolab for assaying ,petrology and paleontological studies. Coastal Geohazard and Impact of Climate Change- • Region XIII-3 ( Region 13-Surigao City,Malimono,San Francisco,Surigao del Norte conducted on August 30 –Sept. 16,2017 submitted on December 6,2017.) • Region XI-11 ( Malita and Sta.Maria on October 2-8,2017) (Hagonoy, Padada,Sulop and Malalag Davao del Sur- October 9-14,2017) (Don Marcelino and Jose Abad Santos -October 16-23,2017),and (Davao City-and Samal City on Nov. 6-14,2017 ). A total 126 barangays were distributed on November 13 -14,2017 with Coastal Geohazard Threat Advisories on the following : Province Davao Del Sur = 18 barangays Davao Occidental = 51 barangays Island Garden City of Samal = 31 barangays Davao City = 26 barangays PAGE 4 Groundwater Resource Assessment –Focus on assessing and evaluating the country’s groundwater resources , and come out with a 1:250,000 scale groundwater availability map ,including the determination of the availability and quality of groundwater in the various rock units /geologic formations ,established the quality /chemistry of groundwater basins ,establish the potentials and limitations of available groundwater in the various groundwater basins. This year two provinces were targeted the Sarangani Province and Sultan Kudarat Province. MFO 2: Mining Regulation Services Mining Industry Development 1. Report No. 3 – Population, Land Area, and Population Density is among the series of publications that present the results of the POPCEN 2015. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

In the uplands of Sarangani Province, the conservation of traditional rice varieties, the centrality of rice in tribal life, and the continued observance of planting rituals attest to its cultural significance and convey a common desire for cultural preservation and community solidarity. Economic and socio-political pressures had transformed tribal communities, although vestiges of traditional farming systems are still being practiced in remote sitios (villages). Changing land use patterns had also resulted in shrinking farm sizes and consequently in food insecurity in the Sarangani uplands. Extractive industries (i.e. logging, mining and charcoal making) and swidden farming were observed to cause widespread environmental degradation, while modern agriculture had undermined the capacity of indigenous peoples to survive because of their complete dependence on lands and resources.

    CHILDREN IN ARMED CONFLICT: PHILIPPINES Processes and Lessons Learned | 2009-2017 Action Plan on the Recruitment and Use of Children in Armed Conflict United Nations and the Moro Islamic Liberation Front FOREWORD The successful implementation of the UN-MILF Action Plan was a significant milestone in the international community’s global commitment to fulfil the rights of children in situations of armed conflict. The eight-year implementation started in 2009 and ended in July 2017 with the disengagement of nearly 2000 children and the delisting of the MILF- BIAF from the annexes of the UN Secretary General’s Report. Reaching its completion was challenging and required tremendous effort by all involved. I am pleased to acknowledge the commitment of the Government of the Philippines and the MILF leadership toward ensuring compliance with the provisions of the Action Plan. Particular appreciation is also owed to the Office of the Special Representative of the Secretary General for Children and Armed Conflict for its oversight and guidance, and to the United Nations in the Philippines. We also recognize the large number of our civil society partners in Mindanao who worked tirelessly on the ground to achieve the results highlighted here. This report acknowledges their special contributions. This report is a valuable resource, locally and internationally, for understanding how to effectively implement a plan that has successfully stopped and now prevents recruitment and use of children by armed groups. However, while we celebrate this success, we must not forget that armed groups in Mindanao and many other locations around the world are still recruiting and using children in their struggles.

    3 July 2019 SEC ISSUES CEASE AND DESIST ORDER AGAINST ALMAMICO/ ALAMCCO The Securities and Exchange Commission (SEC) has ordered Alabel Maasim Mining (ALMAMICO) Corp., Alabel-Maasim Small Scale Mining Cooperative and/or Alabel- Maasim Credit Cooperative (ALAMCCO) to stop soliciting investments from the public without the necessary license and through a Ponzi scheme. The Commission En Banc on June 4 issued a cease and desist order against ALMAMICO and ALAMCCO after the SEC Enforcement and Investor Protection Department adduced substantial evidence that said entities engaged in offering and selling to the public securities in the form of investment contracts without the necessary license from the Commission. ALMAMICO and ALAMCCO operate largely in Sarangani, General Santos City and Koronadal City. They invite members to invest certain amounts in exchange for a guaranteed 35% monthly return, which is supposedly compounded when investors lock in their investments for a year. The scheme satisfies the elements of an investment contract, as follows: 1) there is a placement of money; 2) the money invested is placed in a common enterprise; 3) there is an expectation of profits; 4) the expected profits are generated from the entrepreneurial and managerial efforts of others. ALMAMICO and ALAMCCO were also found to have engaged in public offering of securities when they indiscriminately or randomly promoted their investment schemes through videos posted online. Section 8.1 of Republic Act No. 8799, or the Securities Regulation Code provides that "securities shall not be sold or offered for sale or distribution within the Philippines, without a registration statement duly filed with and approved by the Commission." Aside from lacking the necessary license, the investment scheme of ALMAMICO and ALAMCCO resembles a Ponzi scheme, an investment fraud that involves the payment of purported returns to existing investors from funds contributed by new investors.
