It includes project activities in the four cities of Huaibei, Lu’an, Anqing, and Wuhu. These cover the rehabilitation of existing roads, construction of new roads, provision of a traffic management system, provision of buses, construction of bus depots, installation of exclusive bus lanes, and capacity building. All project activities in Huaibei, Anqing, and Wuhu are completed. The remaining activities include the construction of Xicheng Road and Longhezhong Road. These roads will be completed by December 31, 2017. Mobility on selected main corridors in Huaibei, Lu’an, Anqing, and Wuhu are improved by the rehabilitation of existing roads, construction of new roads, provision of traffic control system, construction of bus depots, installation of exclusive bus lane, and provision of clean fuel buses. The roads constructed / rehabilitated under the project improve the quality of road networks in project cities. The constructed public transport facilities and procured buses and traffic control system enhance the capacity of public transport systems in project cities. Consequently, mobility on selected corridors in project cities is improved in a safe and efficient manner. It has created “Ningguo Miracle” since 1990s. Its general economic capacity has been ranked #1 (the first) among all the counties or cities in Anhui Province since 2000. In order to analyze the influencing factors of competitive advantages of Ningguo City and explain “Ningguo Miracle”, this article have evaluated, analyzed and classified the general economic competitiveness of 61 counties (cities) in Anhui Province in 2004, by 14 indexes of evaluation index system. The result showed that compared with other counties (cities) in Anhui Province, Ningguo City has more advantages in competition. The competitive advantage of Ningguo City is due to the productivities, the effect of the second industry and industry, and the investment of fixed assets. Then the influencing factors of Ningguo’s competitiveness in terms of productivity were analyzed with authoritative data since 1990 and a log linear regression model was established by stepwise regression method. The results demonstrated that the key influencing factor of Ningguo City’s competitive advantage was the change of industry structure, especially the change of manufacture structure.

In order to quantitatively assess the capacity of regional agriculture system to reduce losses from drought disasters under complex conditions and to identify vulnerability indexes, an assessment and diagnosis model for RADR was established. Firstly, this model used the improved fuzzy analytic hierarchy process to determine the index weights, then proposed an assessment method based on connection number and an improved connection entropy. Furthermore, the set pair potential based on subtraction was used to diagnose the vulnerability indexes. In addition, a practical application had been carried out in the region of the Huaibei Plain in Anhui Province. The evaluation results showed that the RADR in this area from 2005 to 2014 as a whole was in a relatively weak situation. However, the average grade values had decreased from 3.144 to 2.790 during these 10 years and the RADR had an enhanced tendency.

This article first illustrated the situation of logistics development in Anhui Province and established an index system for evaluation of logistics efficiency, including four input indicators, the number of employees in the logistics industry, the mileage of graded roads, investment in fixed assets in the logistics industry and education expenditure, as well as two output indicators, the freight turnover volume and the added value of the logistics industry; then use the CCR-DEA and BCC-DEA models to evaluate the logistics efficiency of 16 cities of Anhui province. The results show that there is a phenomenon of unbalanced logistics development. Among them, Suzhou, Chizhou, and Anqing have low logistics efficiency, which is the bottleneck that limits the improvement of logistics efficiency in Anhui Province. 1.     Establishment of trees in the subsidence trough filled with fly ash in Huaibei mining ares1 by Shu-Li Zhou, Qi-Feng Zhang and Xin-Min Zhao2 ABSTRACT Fly ash filled subsidence is a practical method for subsidence land reclamation in China. About 200 hectares of subsided lands have been reclaimed by this method Huaibei mining area. This p[paper introduced the reclamation technique and its effectiveness. About 200 species of trees and shrubs were planted in the experiment site of 40 hectares which were reclaimed by this method in Huaibei Coal Mine Bureau. Among these species, 18 excellent species of trees such as locust, poplar, weeping willow were identified. The 5- aged locust had an average trunk diameter of 14.1 cm and an average height of 7.6cm. The result showed that trees could grow very well on the subsided lands filled with fly ash. Another outstanding effectiveness of this reclamation method was that the trees planted in the reclaimed lands could absorb many kind of toxic elements such as lead, fluorine and mercury from the fly ash, which eliminated the environment pollution. Also, the establishment of trees on the subsided land filled with fly ash could decrease the temperature of the soils and atmosphere, clean the air polluted by fly ash and control erosion of the reclaimed lands. Abstract Purpose - In order to improve the comprehensive competitiveness of cultural tourism creative industries in the region, different grade cities should adapt to local conditions and differentiated development as the angle. It can promote the optimization of regional tourism industry structure, and make relevant suggestions accordingly. Research design, data, and methodology - Based on the characteristics of cultural tourism creative industry, 24 indicators are selected from four aspects. The comprehensive competitiveness evaluation index system of cultural tourism creative industry is constructed. The essay use factor analysis to quantitatively evaluate 27 cities in the Pan-Yangtze River Delta, and use cluster analysis to classify the competitiveness of cultural tourism creative industries in each city into five types. Results - The results of cluster analysis show that the whole area presents five kinds of step-like features, which are mature leading type, the advantageous development type, comparatively advantageous type, well-grounded type and difference-promotion type. Conclusions - The factor analysis method was used to quantitatively evaluate 27 cities in the Pan-Yangtze River Delta, and cluster analysis was used to classify the cultural tourism creative industry competitiveness of each city into fives type city. Based on the differentiation of cultural tourism creative industry competitiveness and 27 cities in the Pan-Yangtze River Delta, the relevant strategies were proposed.
