History of Indigenous Cultures in Peru LACB 3000 (3 Credits / 45 hours) SIT Study Abroad Program: Peru: Indigenous Peoples and Globalization PLEASE NOTE: This syllabus is representative of a typical semester. Because courses develop and change over time to take advantage of unique learning opportunities, actual course content varies from semester to semester. Course Description This thematic course aims to provide an overview of the historical processes and context that the indigenous people of Peru (Andean and Amazonian) have experienced. This will provide a fundamental base for understanding the contemporary situation of indigenous people in Peruvian society as well as the effects of the processes of urbanization and globalization. This seminar will be organized into three modules: 1. History of Indigenous peoples before Columbus 2. History of Indigenous peoples after Columbus 3. History and culture contemporary of Indigenous peoples Every lecturer has the freedom to propose his/her own class dynamic. Students are expected to be open and receptive to different teaching styles. Expected Outcomes By the end of the course, students should be able to do the following: • Discuss the historical underpinnings that influence the contemporary situations and conditions of the first nations of Peru. • Identify the indigenous diversity among the Peruvian population and their cultural legacies. • Relate the historical struggle of Andean and Amazonian people for land tenure and resource ownership. Language of Instruction This course is taught in Spanish with readings in English and Spanish. Assignments are completed in Spanish. Copyright © School for International Training. Introduction Since the mid-1960s, I have written extensively on development economics, the economics of Latin America and Brazil’s economic problems. My papers include essays on persuasion and reflections on economic policy-making experiences. I review these contributions roughly in chronological order not only because of the variety of topics but also because they tend to come together in specific periods. There are seven periods to consider, identified according to my main institutional affiliations: Yale University, 1964- 1968; ODEPLAN, Chile, 1969; IPEA-Rio, 1970-71; University of Brasilia and Harvard University, 1972-1978; PUC-Rio, 1979-1993; Academic research interregnum, 1994-2002; and IEPE/Casa das Garças since 2003. 2. Yale University, 1964-1968 My first published text was originally a term paper for a Master’s level class in international economics at Yale University. In The Strategy of Economic Development, Albert Hirschman suggested that less developed countries would be relatively more efficient at producing goods that required “machine-paced” operations. With the usual caveats, I am indebted for comments to André Lara- Resende, Alkimar Moura, Luiz Chrysostomo de Oliveira-Filho, and Roberto Zahga. 2 technologies, and tested the hypothesis that relative labor productivity in a developing country would be higher in more capital-intensive industries. He found some evidence for this. I disagreed with his argument. -

Trade agreement between the European Union and Colombia and Peru European Implementation Assessment STUDY EPRS | European Parliamentary Research Service Editor: Anna Zygierewicz Ex-Post Evaluation Unit PE 621.834 – July 2018 EN Trade agreement between the European Union and Colombia and Peru European Implementation Assessment On 29 November 2017, the Committee on International Trade (INTA) of the European Parliament requested authorisation to undertake an own-initiative report on the implementation of the trade agreement (TA) between the EU and Colombia and Peru (2018/2010 (INI). Santiago Fisas Ayxelà (EPP, Spain) was appointed rapporteur. This European implementation assessment has been provided to accompany the work of the INTA committee in scrutinising the implementation of the agreement. This European implementation assessment (EIA) consists of two parts. The in-house opening analysis (Part I) outlines the process leading to the signature of the trade agreement between the EU and Colombia and Peru. It also presents the socio-economic situation in Colombia and Peru and relations between the EU and Colombia and Peru, as well as relations between the EU and the Andean Community. The research paper prepared by external experts (Part II) presents a detailed analysis of trade in goods and services and foreign direct investments. The paper also evaluates, in detail, the implementation of the trade and sustainable development chapter of the trade agreement in both Colombia and Peru. Finally, the paper provides recommendations for the improvement of the implementation of the trade agreement. Renewable Energy Policy in Cities: Sao Paulo, Brazil, Case Study
CITY IN FOCUS SAO PAULO, BRAZIL Local Government Regulation Ordinances and Laws to Promote Renewable Energy SUMMARY A regulation can be understood as a measure for influencing actors by means of formulated rules and directives, passed by legislation and having the force of law. Conventionally, regulation has been used as a tool to restrict certain undesirable actions. More recently, regulation is being used to promote desirable actions or to influence a desirable outcome without the narrowly prescrip- tive details of how the action should be implemented. When used in this manner, regulation can stimulate innovation and encourage a transition to renewable energy (RE) solutions. The Solar Ordinance of Sao Paulo, for instance, requires new residential, commercial and industrial buildings to install solar water heating systems (SWH) to cover at least 40% of the energy used for heating water. It is part of the municipal building code and is in-line with the national energy framework. The Solar Ordinance has stimulated market demand for an innovative RE technology and resulted in significant net savings among a wide array of stakeholders and a reduction in the production costs of SWH. By 2015, it will allow for a reduction of around 35,000 tonnes carbon dioxide equivalent (tCO2e) from the city’s residential sector and 200 gigawatt hours (GWh) in electricity consumption. It is currently been replicated in cities across Brazil. Chapter 2: What Went Wrong in Argentina
2 What Went Wrong in Argentina Several factors contributed to the remarkable deterioration of Argentina from an apparent paragon of economic reform and stabilization in 1997–98 to the tragedy now unfolding in that economy. If Argentina had a more flexible economic system, especially in its labor markets, its econ- omy would have been more able to adapt to the rigors of the Con- vertibility Plan; unemployment would have been lower; growth would have been stronger; fiscal deficits would have been smaller; and interest rates would have been lower because creditors would have had more confidence in the capacity of the Argentine government to service its obligations. Moreover, if the US dollar had not been so strong in recent years, Argentina would have had a more competitive exchange rate vis-à-vis its important European trading partners, contributing both to somewhat better growth and a better balance of payments. If Argentina had not suf- fered the external shock from the collapse of Brazil’s crawling-peg ex- change rate policy, one of the important causes of Argentina’s recession during the period 1999–2001 would have been removed; and this would have had favorable consequences in several important dimensions. Or if Argentina had decided in 1997 or 1998 that the Convertibility Plan had fulfilled its purpose and the time had come to shift to a more flexible regime for exchange rate and monetary policy, it might have been better able to manage the difficulties of 1999–2001. In sum, if things had broken more in Argentina’s favor, this surely would have helped to preserve the success and avoid the tragedy of Argentina’s stabilization efforts. -

Prospectus Course Description: This course is the first in the two-course sequence on Macroeconomic Policy in the MPA/ID program. It particularly emphasiZes the international dimension. The general perspective is that of developing countries and other small open economies, defined as those for whom world income, world inflation and world interest rates can be taken as given, and possibly the terms of trade as well. The focus is on monetary, fiscal, and exchange rate policy, and on the determination of the current account balance, national income, and inflation. Models of devaluation include one that focuses on the price of internationally traded goods relative to non-traded goods. A theme is the implications of increased integration of global financial markets. Another is countries’ choice of monetary regime, especially the degree of exchange rate flexibility. Applications include Emerging Market crises and problems of commodity-exporting countries. (Such topics as exchange rate overshooting, speculative attacks, portfolio diversification and debt crises will be covered in the first half of Macro II in February-March.)
