Bowls SA Annual Report 2017-18 05 PRESIDENT'S REPORT WAYNE PROSSER

Over the past 12 months, significant Governance improvements have taken place within Bowls SA; specifically being the ability to have all our Bowling Clubs represented at the AGM.

We have consolidated our State office at Club Holdfast, which has enabled us to reduce running costs & increase our cash reserves.

The new structure has enabled the development of the Metropolitan Bowls Association & the establishment of the Regional State Event Managers. Whilst the benefits of these Event Managers is still in progress, the new MBA has been an immediate success. Congratulations is due to President Ron Mitchell and his Board for successfully running Metropolitan Bowls.

This has allowed Bowls SA to focus on other issues. We are totally committed to assisting all Bowling Associations & their Clubs in all aspects of their well-being. This includes, but is not limited to policy, constitutional support, Government grant initiatives and interaction with various Councils, as well as providing support for the database, our Coaches and Officials.

In this area it is pleasing to note outstanding results with Councils supporting our Clubs in running and hosting events like the Senior Supa Series, Business of Bowls, Bowls Fest, SA , and 'Statewide Super' Driving Women in Leadership. Also, do not forget the fantastic partnership that is available with the ANZ Bank and your local Clubs with the Homeloan Introducer Referral Program.

In the past 12 months we have increased our Board with the following persons; Mr Patrick Lynch, Robe Bowling Club; Mr Trevor Urlwin, Stansbury Bowling Club; and Mr Jose Gil, Modbury Bowling Club. Not only have these members added significant new skills to our Board, they also bring diversity from their respective regions.

In closing, I wish to thank our CEO Mr Mark Easton & his staff for their continued and outstanding hard work.

Bowls SA has successfully transitioned from the 2013-2017 Strategic Plan to the new Strategic Plan (2018-2022) and a new structure to support it. With this transition there has been significant achievements occurring against the outcomes highlighted in the 2017/18 Annual Plan.

These include: • Growing the leadership capability and capacity of Bowls SA; • Continuing to develop and grow the staff of Bowls SA in order for them to have greater effect in the community we serve; • Support of Asian investment and mutual sporting reciprocation; • Commencing the implementation of Driving Women in Leadership forums; • Development of a new SA Super League; • Inception of an Officiating Educator Day to encourage further learning and support to the educators; • Development of a Sports Administration Trainee; • Supporting in-depth projects with a focus on facility development; • Commencing the implementation of a community sport strategy through Business of Bowls forums; and • Commencing the development of a regional framework that guides the development of community sport and active recreation across the entire region, resulting in coordinated region-wide planning and investment by councils, sport and recreation organisations.

On the back of a huge personal commitment from all the staff, there were several significant achievements for the organisation including:

• Successful funding for ‘Statewide Super’ Driving Women in Leadership (DWIL); • Business of Bowls forums; • Asian Strategy – Hong Kong; • Scotty Thulborn – SA Sports Star of the year – People’s Choice; • Implementation of the State Wide Master plan – major Club developments and Bowl SA Administration relocation to Holdfast Bay; and • Holding all men’s titles - Under 18’s, Senior and Over 60’s – first for any State.

The positive future of Lawn Bowls in this State is also due to our amazing volunteer officials who turn up to all levels of Bowls events rain, hail or shine and assist Bowls SA in our pursuit of the safe and fair conduct of the sport. I am immensely proud of our hardworking and dedicated volunteer officials and cannot thank them enough for their passion, professionalism and commitment.

In collaboration and partnership with Local Government Authorities the introduction of Bowls Fest will expand on the popularity of the regional and metropolitan Seniors events (over 60’s). Bowls SA will invest back into grass-roots sport by developing local opportunities to administer delivery enhancement of information, communication, accreditations and volunteer recognition. In 2017/18, we continued to work with governments at all levels, from local councils to the Federal Government and we also maintained our positive relationships with key stakeholders, from the Office for Recreation, Sport and Racing (ORSR) to the Department of Mental Health. These organisations remain supportive of our shared objectives to grow participation and enjoyment of the sport. At a grass-roots level, we also continued with a number of initiatives aimed at ‘future-proofing’ club level Lawn Bowls; Club Development such as Come and Try days, Business of Bowls, Driving Women in Leadership and junior development projects and events.

The Get Bowled Over program has continued to provide an introduction to lawn bowls for 4-17 year olds, resulting in having the highest number of junior licence holders on record. A very important aspect of 2017/18 was the completion of the 2018 – 2022 Bowls SA Strategic Plan, an important document that will lead the organisation in its diverse and challenging role over the next five years.

The headline statement reads: Bowls SA Vision – for Bowls to be recognised as a sport of choice, and will advance and grow for South Australian participants at all levels as the trusted custodian, developer and facilitator of sustainable, safe and fair sport. Key objectives have been identified within the strategy: to deliver sustainable financial growth; improve brand and reputation; grow participation and membership; and align strategy, culture and performance. Each of these areas represent opportunities for our organisation and sport as a whole and will be a focus for Bowls SA going forward.

I would like to take this opportunity to thank our corporate partners in 2017/18 who assisted us to provide services to our members. Throughout the year Bowls SA has maintained a large and valued group of sponsors and funders. We offer our very special thanks to them all for their commitment and contribution. Local government continue to play a major role in the delivery of sport and recreation in the community and Bowls SA extends our appreciation by thanking all local authorities for their support throughout the year. Over the next year Bowls SA will continue to further position itself to achieve the new strategic vision and goals as set out in our strategic plan.

It is appropriate at this point in my report that I, on behalf of the staff, thank the Board for their leadership and support throughout the year. The Board have set a fine example to other boards and organisations by taking on the challenge to improve their collective performance. I would also like to provide a special note of thanks to the Board members who have given freely of their time to support the various working groups and sub-committees. It is a commitment that is very much appreciated by all the staff at Bowls SA.

Finally, I would like to thank the Bowls SA staff for their hard work, enthusiasm and dedication; the staff remains committed to the values based culture of Bowls SA and the communities we serve. Bowls SA Staff are also to be congratulated on several significant achievements throughout the year. I extend my gratitude to the members of our Boards, Committees, Associations and Clubs. Your contribution to Bowls SA achieving its mission - to have more people enjoying more lawn Bowls - is greatly appreciated and I look forward to working with you in 2018 and beyond.

Bowls SA Annual Report 2017-18 09 ELITE ATHLETES

2017 National Under 18 Championships The 2017 Australian Under 18 Championships was held at Taren Point, NSW. The SA teams had a very successful event, with the Boys team taking home the overall trophy for the first time since 2002 and the Girls team finishing third in their overall standings. Combined, South Australia came runner up on a countback to Queensland and added another silver medal to their haul. The team took home 1 gold, 3 silver and 2 bronze. 2017 Senior Sides Championships The 2017 Senior Sides Championships were held on the Copper Coast of SA at the Wallaroo and Moonta Memorial Park Bowling Clubs. Our Women’s team had some tough battles across the four-day tournament, managing a commendable 3 wins throughout the competition. The South Australian Men's side clinched the 2017 title by defeating the ACT by two shots at Moonta Memorial Park Bowling Club. The Reds claimed the championship with a game in hand, and finished the tournament undefeated; their only hiccup being a tied match with Victoria in the second round.

Victorian Series The Under 18 SA v VIC Series was held at Kapunda Bowling Club in early January. The two teams fielded new look sides with a number of experienced bowlers moving into the open age group after the previous nationals. After some close battles coming down to the wire, presentations were then duly made with Victoria accepting both the Valmei-Lewis shield for the girls and the Middleton-Smith shield for the boys.

Victorian Seires (cont) The 2018 State SA v VIC Series was held late February at Salisbury Bowling Club where the surface and ability to play under the dome provided good experience for both teams prior to playing Nationals in Darwin. The Victorian teams claimed both trophies, however the series provided good experience and the opportunity for the new dynamics within the teams to be ironed out. Next year, the annual series will head back to be held in Victoria.

Development Squad SA’s Development teams played against the Victorian Country Representative team in an annual series that was held in Mildura in August 2017. The Development Men claimed the series win with one test to spare, and the Development Women were unable to claim the series win, however the event provided experience and exposure to the competitive level, which will assist our players to develop further.

Australian Sides Sides Championships headed to the in May 2018. The SA Women’s team, with some significant changes fielded from the previous year’s side, finished in 7th, whilst the SA Men’s Side went in to the competition as reigning premiers, and whilst they were on the pace in the early days, the team ended up finishing in 5th position. Both teams will look to improve on these standings when the Australia Sides head to NSW in 2019.

National Representation • Wayne Ruediger was named in the Australian Jackaroos Squad • Scott Thulborn was named in the Australian Emerging Jackaroos Squad • Faye Luke was the Australian Team Manager • David Stockham was a National Selector • Josh Studham was selected in the Under 18 Australian Squad following the Under 18 Nationals and was runner up in the 2018 Australian Open Under 18 Boys Singles. • Wayne Ruediger represented Australia in the 2018 Trans-Tasman

Prestige Medley These events were held in March at the Ardrossan Bowling Club (Men) and Moonta Memorial Park Bowling Club (Women). In the Men’s event, Metro West went back to back claiming their fifth title in six years, whilst Metro East went back to back and took out the Women’s title. The two host clubs did a stellar job in hosting these events.

Champions Week Murray Bridge Bowling Club once again hosted the two stages of Champions Week in December and April. The showcase events for the Bowls SA State Events saw some excellent displays of competition and experienced some quality live-streaming of the events, further increasing the reach and exposure. Thank you to the Rural City of Murray Bridge for their support of this event.

Country Carnivals and Country Round Robins The MGA Men’s and Women’s Country Carnivals were once again held in early February and April. The MGA Country Carnival is the highlight of the season for our Country Members and has the biggest Bowls events by numbers in the State. The Men’s event was once again affected by inclement weather, however with some innovative programming, all events were completed. Thanks go to the participants and their host clubs for their understanding and flexibility with necessary changes.

In February, the Men’s & Women’s Country Round Robins were held at the Marion Bowling Club and Payneham Bowling Club respectively, with Region 3 taking out the Men’s and Region 5 taking out the Women’s event.

These events all proved to be extremely popular once again, with fantastic support from members and hosts.

SA Super League Bowls SA have been pleased to launch the exciting new SA Super League. Bowls SA conducted a review of our events, state pathways and the commercial opportunities for the sport of bowls within SA, and in doing so, identified a new prospect for growth and opportunities. The SA Super League is designed to be a state-wide, dynamic, fast paced format of the game, which clearly defines the journey from local club to state and national pathways. The event has been supported by City of Salisbury, Sports Centre and Lion and the launch was extremely well attended with over 400 spectators.

Bowls SA Annual Report 2017-18 12 OFFICIATING ADVISORY GROUP

In 2017-18 Bowls SA welcomed Di Milner to the Officiating Advisory Group. Di joined fellow International Technical Officials Sandra Wallace and Joan Prosser in the group. The office contact was Membership Services Officer Bianca.

A successful official educator’s review day was held in February with educators from across the state coming together and sharing ideas, as well as discussing officiating within different areas. All who attended went home having learnt something new.

The Commonwealth Games at the Gold Coast presented five of our International Technical Officials with the opportunity to officiate over the best players in the Commonwealth. The team of Garry Benveniste, Carlos Gonzalez, D Milner, Joan Prosser and Sandra Wallace certainly did South Australia proud and officiated over some fantastic bowls. Sandra was also in charge of organising all the officials for the games.

There was a strong representation of our officials at the 2018 Australian Open, with most South Australian representatives officiating and marking in the finals of various disciplines.

Courses for officiating in the 2017-18 season were again strongly attended and we look forward to seeing more of our officials getting the opportunity to officiate at more National and International events.

Bowls SA Annual Report 2017-18 13 COACHING & JUNIOR DEVELOPMENT

The Coaching and Junior Development committee has continued to meet regularly and provide input into the various programs run by Bowls SA.

During the year there have been four Club Coaching courses presented with a total of 44 participants; 1 Introductory Coaching Course presented with a total of 6 participants; 1 Selection Workshop Coaching Course presented with a total 12 participants; and 1 Competition Workshop Coaching Course with a total of 11 participants.

These courses are coordinated and presented by the Development Officer with the assistance of trained Presenters and Assessors including members of the Coaching and Junior Development Committee. Courses have been held across the State at Naracoorte, Wudinna, Marion, Toorak Burnside and Holdfast Bay.

Coach Development Days continued to run successfully and garner an opportunity for our accredited and perspective coaches to come together and share ideas. The first day was held at Lockleys and we were fortunate to have Lightning coach Chris Lucas address our coaches, as well as presentations from our State Development squad coaches Tony Lucas and Mark Green. A second day was held at Ascot Park and the presentations by Mark Green, Mal Hutton, and Paul Griffiths were all well received. I thank my fellow committee members for their efforts in setting up and running these days for the members.

‘Get Bowled Over’ was less prominent this summer with less clubs having the volunteers and resources to make the program the state wide pathway for junior development we hope it will be. The program will be reinvigorated with some new ideas and better execution moving forward in order for it to be successful.

Bowls SA Annual Report 2017-18 14 COACHING & JUNIOR DEVELOPMENT

The Primary and Secondary School Lawn Bowls Championships were again a part of the fixture with the Primary School Championships being held in November 2017 at the Grange Bowling Club for 19 students around the state. All students got to participate in games of singles, followed by forming teams for the triples event. Cooper Hocking was awarded the gold medal for singles, with Charlie Hicks and Ryan Hill also featuring on the podium. In the triples, gold was awarded to Orlando Sparrow, Tyson Black and Adam Black with silver going to Dylan Jamison, Harrison Geater-Johnson and Corey Hicks, and bronze going to Jett Adams, Cameron Hill and Ryan O'Shaughnessy.

The Secondary School Championships were scheduled to be held at Holdfast Bay on Friday May 4th, with 13 singles entrants and 26 triples team enrolled, unfortunately due to some poor weather prior to the event a decision had to be made to shift to a synthetic club. We thank Novar Gardens for making their facilities available last minute and the event proceeded with 24 triples teams taking part, making for a full green and a great day of bowls. Teams from Urrbrae Agricultural High School picked up the gold & bronze medals with a girls team from Wilderness High School claiming the silver medal.

We thank all the students and schools for their participation and excellent sportsmanship throughout. We also thank the volunteers of the host clubs and greater bowls community who assisted with the preparation and running of the days.

Moving forward the committee will continue to run its current events which are being well received and will be working on new ideas to compliment this. These include a state wide Junior Development plan, growing the pool of Presenters and Assessors and improving the standard and availability of coaching for clubs.

Bowls SA Annual Report 2017-18 15 SENIOR SUPA SERIES

The 2017-18 year for Seniors saw outstanding achievements from the Seniors committee, with all events at capacity over the four held during the year. Events saw an increase in participation of over 200 participants in the one Metropolitan and three Regional events.

The National Pathway events lead the Men’s State over 60 side to claim the Championships title for the Australian Senior Sides in October.

The Senior’s space will be expanding in the coming years to keep up with the high demand of participation. In the 2018-19 season, SA will see further expansion of two new legs Senior Supa Series in regional South Australia.

Bowls SA Annual Report 2017-18 16 FIVEAA NIGHT OWLS

It was another big year for FIVEaa Night Owls, which kicked off with a launch at the Adelaide Bowling Club on Tuesday the 12th of September. Special guest for the evening was West End representative Les Burdett, who entertained the crowd with tales from his time working at and playing bowls. The night was a good introduction to bowls for those who had not played the game before.

The 2017-18 Regional FIVEaa Night Owls were held across the state from mid- March to early April with the top four teams making the 2017-18 State FIVEaa Night Owls that was held on the 22nd of April. The region finals were held at Adelaide, Ascot Park, Mallala, Murray Bridge, Salisbury and Victor Harbor.

The State FIVEaa Night Owls Final was held at Toorak Burnside Bowling Club on the 22nd of April and it couldn't have been a more perfect way to end the FIVEaa Night Owls Season. It was a warm day and all teams played in a competitive but fun spirit. Three teams reigned undefeated, which required a count back on shot difference. The title went to the Victor Harbor team 'The Power'. Runners-up were last years winners 'Bellends' from Port Noarlunga and the position of third place went to 'Crouching Bowler Hidden Dragon' from Ascot Park.

Thanks must be given to all regional final and state final venues. Thanks also to our naming rights partner FIVEaa for their support, and to West End for their long-time support of the FIVEaa Night Owls.

Bowls SA Annual Report 2017-18 17 MARKETING AND MEDIA

Social Media Bowls SA recognises the importance of the use of social media and utilises multiple platforms to communicate key messages to stakeholders. Our Facebook page continues to showcase steady and healthy growth, having increased from 4000 ‘likes’ to verging on 4900 ‘likes’ in the past 12 months.

Live streaming on Facebook has continued to be an integral part of social media marketing this year and Bowls SA has kept up with the trend. Some live streamed bowls games have seen up to 21 thousand views, all from organic engagement from our followers and beyond. Bowls SA has improved the live streaming quality by using technology that allows for multiple camera, text, video and photo overlays, drastically increasing the capabilities of what can be produced.

Instagram has been a new instalment for Bowls SA this year. Starting from scratch the account is now closing in on 300 followers with great signs of growth leading into the busy time of the Bowls year.

Website The Bowls SA website continues to show signs of growth. It is vital that traffic is driven back to the Bowls SA website via Facebook, Instagram and the weekly e- newsletter.

Media 2017-18 saw our media connections with the Advertiser and the Messenger strengthen, alongside many other newspapers. Bowls SA obtained a vast number of coverage throughout the year of stories such as the SA Super League Launch, the Hong Kong Youth Development Squad as well as many other visitations from our staff to bowling clubs across South Australia. FIVEaa, Bowls SA’s radio partner has also helped promote our great sport, in particular of the FIVEaa Night Owls and the SA Super League.

The Bowls SA Board elected the following Board Members to the Internal Audit Committee to review the 2018 year.

The landscape for Bowls in South Australia remains challenging, with declining numbers of pennant players putting financial pressure on both Metropolitan and Country Clubs. As people are living busier lifestyles than ever resulting in individuals having less time for structured or organised sports it is important that we present opportunities that encourage participation in Pennant Bowls and more social forms of the sport.

While the introduction of the Club Affiliation model has created some concern within the bowls community, we remain confident that this arrangement will create a foundation for improved sustainability for the majority of Clubs.

With the overall South Australian economy remaining flat, it is important that both the Board and Management continue to review costs and look for opportunities to improve revenue. While the full year result was an operational loss, it was pleasing that our Sponsorship and Grants income both increased this year.

Following the sale completion of the Lockley’s property, the Board took the opportunity to review our investment strategy. We believe the introduction of a more balanced approach, will hopefully improve the strength of the Association finances for future generations.

In the 2017-18 season clubs continued to sign onto the flat fee affiliation model. On average the 27 clubs who were on the flat fee affiliation model saw an increase of 34.86%. Clubs continued with various methods of attracting new members to their facilities via various initiatives, including corporate events, social functions, darts and Groupons.

Overall, the membership figures continued along the trend of the previous years, with numbers down 9%. The introduction of the new affiliation fee model to all clubs will look to defy this trend and see an increase of members for all clubs, as evidenced by the pilot affiliation clubs, in contrast to those on the unitary model.
