To do so, the author first describes which artists are showcased in the capital’s clubs and festivals in terms of gender, nationality and country of residence. This shows that the well-known venues in Paris book (male) American rather than French or other artists, and that their added symbolic value is simultaneously economic. Finally, the article cen- tres on how the artists are presented in two specific festivals, revealing that even though ‘otherness’ and value are constructed along racial and gendered divides, they are also informed by artists’ nationality. Indeed, the dominant position of the United States and the opposition between the Western world and the global South are strongly dramatized within jazz in France, which shows some proximity to the ‘world music’ scene. Keywords: gender; international circulations; music scene; nationality; Paris; place; statistics Introduction Jazz, in its various incarnations, spans different social categories, from race to class, gender to generational interest. A simple visit to any European jazz festival today would reveal the music’s abil- ity to reach different audiences and to speak for a diverse range of people. Moreover, in a European context, jazz is not just a national music, but a model of transnational innovation; the music supports the mobility of artists, the sharing of knowledge, and the benefits of cultural exchange. In a political context where there is often a fine line between xenophobia and nationalist sentiment, jazz provides us with a powerful symbol of European diversity, networking and the 1. It inscribes jazz in a national, as well as transnational context, subsequently resituated within Europe.3 Perhaps this transnational perspective is not new, since jazz is seen as stemming from African American folk music (and, as such, arguably also perceived as originating from the ‘Black Atlantic’ (Gilroy 1995)). From a European point of view, this music also represented a modernity coming from the United States (Roueff 2013). From there, different topics arise in academic research about the social place of jazz. It has been apprehended through the prism of ethnicity and race (Peretti 1992; Bohlman and Radano 2000), and the role of these factors in the construction of jazz’s authentic- ity has been identified in critics’ discourse about the music, in the way it is appropriated or in terms of the musician’s experience (Born and Hesmond- halgh 2000; Suzuki 2013). Roueff goes as far as saying that in Europe, high- brow music was developed and defined in opposition to popular music, but that since the seventeenth century, this partition took on ‘the gendered language of races’4 (2013: 8; see also Dorlin 2006). Politicized receptions of jazz in France, drawing on anti-American feeling after the Second World War, redefined jazz as music from an oppressed ‘black’ minority group, opposing it to American mass culture and denouncing racism and segre- gation (Tournès 2001). Issues concerning gender have also shed light on the social representations of jazz and its authenticity, as well as on access to and segregation in the music market (Bares 2012; Ravet 2011; Rustin and Tucker 2008; Tucker 1998; Whiteley 1997). In his research about blues, Grazian shows that authenticity is transformed into a form of currency within the Chicago music scene (2003). Secondly, the circulation of jazz from the United States to other geographical areas, and the various ways in which it was received and interpreted, have also been examined (Ake 2004; Dorin 2012; McKay 2005; Parsonage 2005; Rusch 2015; Taylor Atkins 2003). The terms used in the Europe Jazz Network’s report also hint at the eco- nomic transactions bred within the European Union’s market, which serve as the backdrop to the development of European jazz. Research about globalization (see Crane 2002) has pointed to processes of hybridization (Appadurai 1996), the erasure of national frontiers and sub- sequent fluidity in international exchanges (Sassen 1996; Bauman 1998), the risk of imperialistic domination (Tomlinson 1991) or, on the contrary, the emergence of more diversity. The overstepping or transgression of national boundaries must be taken into account in the analysis of cultural circula- tions, as well as biases linked to methodological nationalism entrenched in our ways of practising research (Wimmer and Glick Schiller 2003). How- ever, I develop here the idea that national categories continue to determine the symbolic capital attached to artists’ performances (Bourdieu 1996), much in the same way that race and ethnicity function as tools for critical appraisal in the American literary field (Chong 2011). Indeed, this article attempts to show how artists’ nationality and place of residence influence which venues showcase the artists, as well as how gender and ethnicity continue to inform the way they are perceived and represented. To support my argument, I will use research pertaining to other artistic sectors. Working on contemporary art, Alain Quemin (2013) has shown that although international prize lists are presented as universal and art dealers recuse territoriality as taking part in their choices of artists, these lists reveal the permanence of national categories: indeed citizens from the United States and Germany largely dominate the market. Research in translation studies has also examined how unequal flows between centres and periph- eries structure global cultural markets (Heilbron 1999; Sapiro 2010). In her analysis of book translations, Sapiro (2008) further indicates that the type of languages translated differs according to the publisher’s position: smaller ones tend to favour translations from semi-peripheral or peripheral languages because they cannot compete economically with larger and more com- mercial publishing houses, which translate from central languages such as English. Music rarely involves translation, and thus is often portrayed as circu- lating more ‘freely’, especially with the rise of transfers via the internet (Jung and Shim 2014). Unlike a book however, live music rarely moves without its musicians, their physical presence inducing specific modes of circulation. Although music is often territorialized (‘the Detroit sound’, ‘Berlin techno’, ‘Ivorian Coupé-Décalé’ and so on), the research on relations between place and music may still be developed. The ‘scenes’ approach (Bennett and Peter- son 2004) develops the link between musical styles and particular locations; these also relate to virtual places (mailing lists, forums). Historical studies © Equinox Publishing Ltd 2016. ‘We try to have the best’ 129 have linked the emergence of popular music to urban places (Scott 2008), the nature of artistic scenes to specific and localized audiences (Weber 2004; Charle 2008) and concerts to the venue’s architecture (Bödeker et al. 2008). Sound studies have also broached the relationship between place identity, ‘scapes’ and sound (see Bull 2013). Different authors have examined how jazz was received in France (Tournès 1999; Roueff 2013). Within the same city (Paris), clubs may even be distributed in distinct locations, according to the type of jazz they play and the different music experiences they offer (Lizé 2010). Similar considerations are made about ‘world music’ venues in London (van Klyton 2015). Indeed, this musical genre offers an interesting field in which to address the issue of place, since The creation and diffusion of world music emphasize how particu- lar constructions of ethnicity and diversity are central to the produc- tion, marketing and commodification of culture, in a somewhat naive and simplistic celebration of authenticity and ethnic and geographical diversity (Connell and Gibson 2004: 345). King, Associate Professor, Musicology, School of Music The French treat jazz as “high art,” as their state radio stations France Musique and France Culture demonstrate. Jazz came to France in World War I with the US army, and became fashionable in the 1920s—treated as exotic African- American folklore. However, when France developed its own jazz players, notably Django Reinhardt and Stéphane Grappelli, jazz became accepted as a universal art. Two well-born Frenchmen, Hugues Panassié and Charles Delaunay, embraced jazz and propagated it through the Hot Club de France. After World War II, several highly educated commentators insured that jazz was taken seriously. French radio jazz gradually acquired the support of the French government. This thesis describes the major jazz programs of France Musique and France Culture, particularly the daily programs of Alain Gerber and Arnaud Merlin, and demonstrates how these programs display connoisseurship, erudition, thoroughness, critical insight, and dedication. France takes its “stewardship” of jazz seriously.     ISFAR FRENCH JAZZ EVENING KERRY MULLAN1 Members and friends were invited to an evening of French jazz with musicians Colin Nettelbeck on piano, and Richard Miller on clarinet and saxophone. The evening was held at the Alliance Française de Melbourne and replaced the annual ISFAR dinner. The audience was treated not only to some wonderful jazz pieces, but to a running commentary by Colin Nettelbeck on the story of jazz in France, beginning with its origins during the First World War, and its development through the Hot Club of France (1932), with Panassié and Delaunay, and the new sound of Django Reinhart, Stéphane Grappelli and the Quintet. (Pieces played were Nuages and Minor Swing.) The next example was Sidney Bechet, who first performed in 1925 with Josephine Baker in the Revue Nègre, returning to live in France in 1952, bringing the New Orleans style of jazz. Our musicians played Si tu vois ma mère, recently re-popularised by Woody Allen in his Midnight in Paris. This was followed by two John Lewis compositions, Afternoon in Paris and Django. Lewis had brought his Modern Jazz Quartet to France in 1956, introducing a cooler form of jazz compared with the bebop style that preceded it. A segment on Michel Legrand included Watch what happens from Les Parapluies de Cherbourg (1964), and What are you doing for the rest of your life? from The Happy Ending. Legrand, son of big-band leader Raymond Legrand, turned 80 this year: he has written more than two hundred film and television scores in addition to many memorable songs, and has worked with many of the American jazz greats, including Miles Davis, John Coltrane, and Bill Evans.

When jazz was the existentialist accessory of the postwar fifties, it seemed, according to James Baldwin, the very first question on a Frenchman’s lips upon meeting an African American was always, “Jouez-vous la trompette?” So much was this the habit (and he was not alone in identifying it) that Baldwin once joked if he were to write a memoir of those years it would be titled, “Non, nous ne jouons pas la trompette.”1 Such essentialization was certainly not an invention of the postwar decade and the anecdote is an example of the difficulty, as Andy Fry has convincingly demonstrated in Paris Blues: African American Music and French Popular Culture, 1920-1960, with the notion that the French were sophisticated appreciators of jazz and African American performance. Using a variety of source material which he scrutinizes in often creative ways, Fry demonstrates that so many assumptions about black performers in France and in Europe are deeply problematic: that they received an early and welcome reception there, that jazz was bound up intimately with the history of the Resistance, and that African Americans did not experience racism in France. The measured steps to the raised stage . the near misses when sitting on his stool . the misheard shout out of the next tune . nothing could alter his firm hold on the saxophone. On that fifth day of October in 2014 Singer’s saxophone blurted just a bit off sync, though still lilting. But it did not take long for him to mesmerize the audience. As this master of rock ’n’ roll, R&B, and jazz performed, visions of poo- dle skirt–laden girls flipping and spinning with intricate steps took over my imagination. His music transported me back in time. In 1948 Singer recorded “Cornbread” on the Savoy label. The song quickly hit number one on the R&B charts. Riding the waves of his success, he turned down the opportunity to retain his spot in Duke Ellington’s reed section; even though he’d only just secured this esteemed role, Singer had enough recognition then to lead his own band (B. Dahl; Felin). On that still summery day in October 2014 Hal Singer created a mood of nostalgia and blood memories in the cozy community center of Belleville, Les ateliers du Chaudron (The studios of Chaudron).1 The lucky ones were sitting upright in chairs against the wall and beside the stage.

The fascination for black performers known as the tumulte noir provided the occasion for hundreds of jazz and blues performers to migrate to Paris in these years. French society was inundated with the sounds of jazz and also with images and stereotypes of jazz performers that often contained primitivist, exotic and sexualized associations. The popularity of jazz and its characterization as ―black‖ music raised the question of how the French state dealt with racial difference. It caused consternation among „non- jazz‟ black men and women throughout the Francophone Atlantic many of whom were engaged in constructing an intellectual pan-Africanist discourse with a view to achieving full citizenship and respect for French colonial subjects. This manuscript examines the tension between French ideals of equality, and „color-blindness,‟ and the actual experiences of black men and women in Paris between the wars. Although officially operating within the framework of a color-blind Republican model, France has faced acute dilemmas about how to deal with racial and ethnic differences that continue to spark debate and controversy.

Initially the province of a Ftight-knit community of musicians, critics and jazz fans, by the end of the sixties ‘free jazz,’ or the ‘new thing,’ as many musicians preferred to call the movement, had won a wide following, particularly among younger, college-aged audiences. Reading through the jazz press from the period one encounters numerous reports describing the sizable crowds drawn to concerts featuring artists such as Frank Wright, Anthony Braxton, Alan Silva, Burton Greene and the Art Ensemble of Chicago.1 Equally notable is the attention the style began to attract outside the cloistered world of specialist reviews in the later 1960s. Whereas prior to 1968 discussion of the jazz avant-garde had been restricted for the most part to magazines such as Jazz-Hot and Jazz Magazine, by the end of the decade the movement began to receive extensive coverage in mainstream newspapers and weeklies, among them Le Monde and Le Nouvel Observateur. The process was eased by the obvious fact that France already contained, indeed originated in some cases, the basics of western music: instrumental definitions, chromatic and diatonic scales and the myriad chords from which they were constructed. Still, the principles of melodic and particu­ larly harmonic improvisation were little known in France as was the surprising phenomenon of rhythmic swing so that when early jazz arrived in that country French musicians knew most of the vocabulary of jazz without knowing how to make jazz statements. A small number of French musicians learned to "sing" with a swing and in the process created their own "école française de jazz." Ragtime and the musical precursors of jazz were carried from the U.S.A. to France by military bands sent by the American government in 1917. The most famous was the 369th Infantry Regiment's Hell Fighters Band, an all-Black outfit organized and led by James Reese Europe. Europe was a pioneer of ragtime in New York City where he had organized 0026-3079/84/2501-0005S01.50/0 5 concerts of Black music, headed the famous Clef Club, and accompanied Irene and Vernon Castle's introduction of the foxtrot in America.
