Islands District Council Paper No. IDC 28/2015 Draft Po Toi Islands Outline Zoning Plan No. S/I-PTI/1 1. Purpose The purpose of this paper is to seek Member’ views on the draft Po Toi Islands Outline Zoning Plan (OZP) No. S/I-PTI/1 together with its Notes and Explanatory Statement (ES) (Annexes I to III). 2. Background 2.1 Pursuant to section 20(5) of the Town Planning Ordinance (the Ordinance), the Po Toi Islands Development Permission Area (DPA) Plan is effective only for a period of 3 years until 2 March 2015. An OZP has to be prepared to replace the DPA Plan to maintain statutory planning control over the Po Toi Islands areas upon expiry of the DPA Plan. 2.2 The draft OZP was preliminarily considered and agreed by the Town Planning Board (the Board) on 5 December 2014. The draft OZP was submitted to the Lamma Island (South) Committee (LISRC) and the Islands District Council (IsDC) for consultation on 12 December 2014 and 15 December 2014 respectively. As suggested by Ms. YUE Lai-fun, Member of IsDC, another meeting with LISRC was held on 23.1.2015. In response to the local residents’ request, a meeting with the local residents of Po Toi was also held on 30.1.2015 to listen to their concerns on the draft OZP. Views of the LISRC and IsDC together with other public comments on the draft OZP were then submitted to the Board for further consideration on 13 February 2015. After considering all the views and comments received, the Board agreed to publish the draft OZP under section 5 of the Ordinance. -

Patterns of reproductive-mode evolution in doi:10.1111/zsc.12121 Old World tree frogs (Anura, Rhacophoridae). —Zoologica Scripta, 00, 000–000. The Old World tree frogs (Anura: Rhacophoridae), with 387 species, display a remarkable diversity of reproductive modes – aquatic breeding, terrestrial gel nesting, terrestrial foam nesting and terrestrial direct development. The evolution of these modes has until now remained poorly studied in the context of recent phylogenies for the clade. Here, we use newly obtained DNA sequences from three nuclear and two mitochondrial gene fragments, together with previously published sequence data, to generate a well-resolved phylogeny from which we determine major patterns of reproductive-mode evolution. We show that basal rhacophorids have fully aquatic eggs and larvae. Bayesian ancestral-state reconstruc- tions suggest that terrestrial gel-encapsulated eggs, with early stages of larval development completed within the egg outside of water, are an intermediate stage in the evolution of ter- restrial direct development and foam nesting. The ancestral forms of almost all currently recognized genera (except the fully aquatic basal forms) have a high likelihood of being ter- restrial gel nesters. Direct development and foam nesting each appear to have evolved at least twice within Rhacophoridae, suggesting that reproductive modes are labile and may arise multiple times independently. -

Wilkinson ([email protected]) and Robert C. Drewes ([email protected]) Department of Herpetology, California Academy of Sciences, Golden Gate Park, San Francisco, California 94118 Abstract. The first comprehensive phylogenetic analysis of the family Rhacophoridae was conducted by Liem (1970) scoring 81 species for 36 morphological characters. Channing (1989), in a reanalysis of Liem’s study, produced a phylogenetic hypothesis different from that of Liem. We compared the two studies and produced a third phylogenetic hypothesis based on the same characters. We also present the synapomorphic characters from Liem that define the major clades and each genus within the family. Finally, we summarize intergeneric relationships within the family as hypothesized by other studies, and the family’s current status as it relates to other ranoid families. The family Rhacophoridae is comprised of over 200 species of Asian and African tree frogs that have been categorized into 10 genera and two subfamilies (Buergerinae and Rhacophorinae; Duellman, 1993). Buergerinae is a monotypic category that accommodates the relatively small genus Buergeria. The remaining genera, Aglyptodactylus, Boophis, Chirixalus, Chiromantis, Nyctixalus, Philautus, Polyp edates, Rhacophorus, and Theloderma, comprise Rhacophorinae (Channing, 1989). The family is part of the neobatrachian clade Ranoidea, which also includes the families Ranidae, Hyperoliidae, Dendrobatidae, Arthroleptidae, the genus Hemisus, and possibly the family Microhylidae. The Ranoidea clade is distinguished from other neobatrachians by the synapomorphic characters of completely fused epicoracoid cartilages, the medial end of the coracoid being wider than the lateral end, and the insertion of the semitendinosus tendon being dorsal to the m. -

Location and Physiography This report describesthe onshoregeology of the areacovered by Sheet9-NE-C/D (Chek Lap Kok). The description of the geology relatesto the period before the commencementof major excavationsfor the new airport in late 1991. The areais part of that currentlybeing developedfor a new internationalairport for Hong Kong, to replacethe current airport at Kai Tak in Kowloon Bay. The onshorearea (Figure 1) comprisesthe island ofChek Lap Kok, which lies about300 m north of the Lantaucoast at Tung Chung Wan. Lantauis the largestisland in the Territory andis situatedto the west of Hong Kong Island. Chek Lap Kok (Plate 1) is about4 km long and 1.5 km wide at its widest point, extendingnorthnortheast from Tung Chung Wan. The land areais approximately2.8 sq km. The highestpoint on the island is Fu Tau Shan(Tigers Head Hill) rising to 121m. Southof Fu Tau Shanthe land drops sharplyto the seaat Fu Tei Wan (Tiger Bay), while to the north the land drops steadilyto the coastat CheungSha Lan. The east- ern side of the island is dominatedby a ridge line of hills rising in places to over 100 m, and falling steeplyto the coastalong the easternseaboard. The southernend of the island forms a small peninsula, rising to lessthan 80 mPD. A finger-like peninsulaextends northnortheast, creating a shallowbay, ShamWan (DeepBay), to the east. Sham Wan lies at the mouth of a large valley, with flat land and extensiveagricultural development. Fu Tei Wan lies south of this valley, and forms a less extensive alluvial tract with some agricultural development. In 1982,a test embankmentfor the proposedreplacement airport was constructedoffshore to the west of the island (cover plate). -

Chapter 5: Getting Around Hong Kong The Road Crossing Code It is safer to cross the road using footbridges, subways, “Zebra” crossings or “Green man” crossings. If you cannot find any such crossing facilities nearby, there are some basic steps for crossing roads that you need to observe: 1. Find a safe place where you can see clearly along the roads in all directions for any approaching traffic. 2. When checking traffic, stop a little way back from the kerb where you will be away from traffic. 3. Look all around for traffic and listen. However, electric/hybrid vehicles including motorcycles may operate very quietly. You need to look out for them in addition to listening. If traffic is coming, let it pass. Look all around and listen again. 4. Let the drivers know your intention to cross but do not expect a driver to slow down for you. 5. Do not cross unless you are certain there is plenty of time. Walk straight across the road when there is no traffic near. 6. Keep looking and listening for vehicles that come into sight or come near while you cross. 7. Do not carry out any other activities, such as eating, drinking, playing mobile games,using mobile phones, listening to any audio device or talking while crossing the road. Give all your attention to the traffic. Using crossing facilities Crossing aids are often provided to help you cross busy roads. Footbridges and subways: Footbridges, subways and elevated walkways are the safest places to cross busy roads as they keep pedestrians well away from the dangers of traffic. -
