D is proposing a (Building Stone) Quarry with lease at Re-Survey No. 234/1, 234/2 & 234/5 of Muppayinad Village, Vythiri Taluk, Wayanad District, Kerala for an area of 1.3307 hectares. Letter of intent for said granite quarry (THOMAS.O.D) is issued vide Letter No. 700/M3/2018 dated 14.03.2018 of Directorate of Mining & Geology, . A copy of the Letter is enclosed as Annexure –1 (Mining Plan). The location of the quarry is shown on the Key plan and Route Map are enclosed vide Plate No – 1A & 1B (Mining Plan). The approved lease sketch is enclosed vide Plate No –1C (Mining Plan). Quarrying / Mining Plan is approved by The Geologist, Dept. of Mining & Geology, Wayanad vide Letter No. DOW/M-177/2017 dated 11.06.2018

Accessibility: This granite building stone quarry is located at Muppayinad Village

in Vythiri Taluk, which is located at about 18 km North of Wayanad District. The quarry can be reached via Rippon-Anadikapu road. The location of this mining area is shown on the key plan enclosed Vide Plate No - 1A (Mining Plan) and Environmental Plan vide Plate No. 7 (Mining Plan). Topography: The lease is located on the slope of the hillock gently dipping towards North. The highest elevation in this area is 895mRL and the lowest elevation is 830mRL.

Main rock type in the study area is charnockite. At places where they are exposed, the charnockite is medium to coarse grained with dark grey quartz. Mining: In this area the (building stone) is exposed to surface completely and it is having good market demand, therefore the applicant have proposed to produce building stone from this area. It is also proposed to undertake semi-mechanized opencast mining method by forming suitable benches. This Pre Feasibility Report is submitted for obtaining Environment Clearance as required under EIA notification-2006/15th January 2016 and for a max production capacity of 37,800 MT tonnes per annum, over an extent of 1.3307 Ha.. located at Re Sy.No. 234/1, 234/2 & 234/5 in Muppayinad Village, Vythiri Taluk, Wayanad District, , Kerala State in favor of Mr. THOMAS. 2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION: I. Identification of project and project proponent. In case of Mining project, a copy of mining lease/ letter of intent should be given. Building Stone Quarry is located at Re-Survey No. 234/1, 234/2 & 234/5in Muppayinad Village, Vythiri Taluk, Wayanad District, , Kerala State over an extent of 1.3307 Ha. Letter of Intent (LOI) for said Granite Building Stone quarry of M/s. THOMAS.O.D Stone Crushers is issued vides Letter No. 700/M3/2018dated 14.03.2018 of Directorate of Mining & Geology, Thiruvananthapuram. A copy of the Letter is enclosed as Annexure –1 (Mining Plan). II. Brief description of nature of the project The Granite Building Stone Quarry of THOMAS.O.D Stone Crushers, over an extent of 1.3307 Ha is a granite building stone mining project. The granite building stone is the basic rock in this area to be excavated by quarrying. This Granite Building Stone quarry is proposed to be operated by Opencast Semi-Mechanized Quarrying Method. The mechanized operation of quarry shall use excavators, tippers, rock breakers, Jack hammer drilling and blasting. The excavated material shall be crushed in the crushers located outside the quarry lease area. The maximum production capacity proposed in this area is 37,800 tonnes per annum building stone of size -150mm. The quarrying operation shall provide 10 direct & equal number of indirect employment to local people. III. Need for the project and its importance to the country and or region. The basic objective of the project is to have effective utilization of granite stone as a building material in this region and state. The spur in infrastructure development and construction industry has enhanced the demand of granite building stone in past few years. Mainly infrastructure projects – like roads, highways, railways, bridges, buildings, township, Port Development, etc., have raised the demand of building material. Building stone quarry not only provides the building material but also employment and economic growth of the region that ultimately enhance the socio-economic status of the people of the region and the state. The mining activities shall provide socio-economic benefits to the local population with direct & indirect employment opportunities. The project also contributes to the regional and financial benefits in the form of Royalty, Cess, Taxes, DMF etc.

IV. Demand-Supply Gap. Granite Building stone is an important component of the construction activities for infrastructure development. The demand for granite building stone is increasing along with the increase in infrastructure and construction activities in Kerala. This quarry can produce max 50,325 tonnes of building stone annually and the demand of building stone by various industries can be partly fulfilled by this project. During last four years there is a sudden increase in the Real estate & Port development activities which has further enhanced the demand for building stone, hence, there is heavy requirement of granite building stone to meet the demand supply chain. V. Imports Vs Indigenous production The requirements of granite building stone in infrastructure industry is huge where as the prices of granite are relatively low. The import or export of the same is not feasible due to heavy transportation cost. The granite building stone of size -150mm shall be transported / sold to the crusher outside the quarry lease, where it shall be sized and sold to the local market for infrastructure development. VI. Export possibility. The price of the granite is very low and the transportation cost is very high. Hence there are no export possibilities of the same. VII. Domestic/Export markets. The granite building stone of size -150mm shall be transported / sold to the crusher outside the quarry lease, where it shall be sized and sold to the local market for infrastructure development, real estate builders, contractors, etc. and to the nearby vendors for government infrastructure projects. It is not viable to export this material. However, there is huge demand for the granite building stone in the domestic market.

VIII. Employment Generation (Direct and Indirect) due to the project. As per the requirement of Mines Act, Mines manager, Mines Foreman, Mine mates, Blaster, shall be appointed to supervise the quarrying operations. (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. This is site specific project. Quarrying activities are carried out based on local geology and availability of the granite building stone at the specific site. (iv)Size or magnitude of operation. Small scale operation within an area of 1.3307 Ha, Maximum Production planned 37,800 Tonnes per Annum (TPA) of granite building stone with maximum output size of minus150mm. The quarrying of granite building stone is proposed by opencast semi- mechanized quarrying method and the sequence of quarrying shall be as given under,  The top soil shall be removed and used in afforestation / Green belt / Safety barrier all along the periphery of the quarry lease area.  After exposing the granites, drilling of small diameter holes of 33/48mm, shall be done by jackhammer.  The blasting shall be carried out by conventional blasting material with proper burden &spacing.  The Rock breakers shall be used to break the oversize boulders left after blasting.  No secondary blasting like plaster shooting, pop blasting shall be undertaken at any time in the quarry.  The blasted material and the broken material by rock breakers shall be loaded to the tippers by excavator and transported to the crushing and screening plant located outside the quarry lease area

At conceptual stage there shall be single pit in this area with 10 benches of 5m height and 5m width. The pit at conceptual stage shall have 83m length and 198m width and it shall be developed upto 745mRL level. The overall pit slope shall be maintained at less than 450. The entire pit at the conceptual stage shall be converted into rain water pond. The pit shall be properly fenced with single opening for drawing the water. The pit shall also be developed for pisciculture with simple vegetation. Conceptual Plan & Sections are enclosed as Plate No.7 & Environment Plan is enclosed as Plate No.8 (Mining Plan). Totally 5927 Tonnes top soil shall be recovered and 1,89,000 Tonnes granite building stone shall be Mined in the first Five years of the plan period. The top soil shall be stacked at the safety barrier area and shall be used for Afforestation/Green belt development. The Geological resources of granite building stone in this area are 832381.875Tonnes and mineral reserves are 378793.125Tonnes. In the first five years of plan period totally 1,89,000 Tonnes granite building stone / aggregate shall be quarried. The balance mineral reserves and part of blocked resources shall be quarried after modifying the bench design in next five year period.

Considering the above the anticipated life of the mine is about 5 years.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products, mode of transports of raw Material and finished product. No raw materials are required for producing granite building stone, the final products shall be transported by 10 tonnes tippers to the crushing & screening plant located outside the lease area.

(vii) Resource optimization/ recycling and reuse envisaged in the project, if any, should be briefly outlined. There shall not be any waste production in the quarry process as all the by- products can be utilized in the infrastructure market . (viii) Availability of water its source, Energy/ power requirement and source should be given. Around 3KLD of water is required for dust suppression, plantation and domestic use, which shall be drawn from nearby old quarries and rain water harvesting pit & well.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/ disposal. There shall not be any waste generation (liquid & Solid) during the course of production of the Granite building stones. Only the top soil shall be utilized for the development of the green belt in the 7.5 meters safety zone.

Quarry area is located on the slope of the hillock gently dipping towards north. The core zone area is privately owned land. It is not a forest land and there is no human habitation. Most of the area covered with rock formations over which thin vegetation exists. The core zone is partly disturbed due to quarrying. There is no forest land, no area under CRZ, No water bodies, and no Sanctuary in the core zone.

Assessment of Infrastructure demand (physical & social): All the manpower for the project shall be employed from the local area. Thus, there shall not be influx of people into the region; therefore, no increase in the population is envisaged during the period of the operations. The operations are also small scale. Hence, infrastructure demand both in the form of physical and social infrastructure, in terms of physical infrastructure will not be very demanding. However, the project would raise the economic status of the people in the region thus the social infrastructure like education, health and hygiene, sports, etc. would be quite demanding. The company thus commits to support the local community in the field of Health & Hygiene, Basic education, Education of girl child, Sports, renewable energy etc. thereby strengthening the social infrastructure of the region.

6. PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area):

No Crushing or screening or processing is planned within the quarry lease area. The entire product from the mine will be transported to the Crushing & Screening plant located outside the lease area. Existing road shall be strengthened & made use for the transportation. As the mining equipment are all diesel powered there is no need for external power. The infrastructure facilities like Quarry office, site services, First Aid room, Rest shelter, and other statutory facilities, etc., shall be located in the close proximity of the quarry lease area. The man power requirement shall be employed from local area, no additional infrastructure is required.

(ii) Residential Area (Non Processing Area): No additional residential area is required as the manpower for this project shall be employed from the nearby villages.

(iii)Green Belt: The year wise programme of eco-restoration for the life of mine, about 800 trees will be planted in an area of 0.3346 ha.

(iv) Social Infrastructure: The Project proponent undertakes to spend Rs 3 Lakhs per Annum, to take up CSR works in the surrounding villages in the sector of Healthcare & Education etc and Rs 1 Lakh as Non Recurring fund for Infrastructure Development.

ENVIRONMENTAL MANAGEMENT PLAN

BASELINE ENVIRONMENT The baseline environment quality represents the background environmental scenario of various environmental components such as air, noise, land, ecological and socio-economic status of the study area. Field monitoring studies was carried out by M/s Poluchem Laboratories Pvt. Ltd., (Approved by NABL and Kerala State Pollution Control Board) to evaluate the base line status of the project site in compliance with district DEIAA guidelines.

3.1 AIR ENVIRONMENT The prime objective of the baseline air monitoring was to evaluate the existing air quality of the area. This will also be useful for assessing the conformity to standards of the ambient air quality during the operation of the proposed mine. Quality of present ambient air is within permissible limit. There is no industrial activity in and around the lease area. The mining has been proposed by semi-mechanized open cast method. Water spraying will be done on haul/service roads, mining area, loading and unloading places etc. There will not be any significant impact on ambient air quality.

Field monitoring studies for 24 hourly frequencies was carried out to evaluate the base line status of the project site in compliance with district DEIAA guidelines.

3.2 WATER ENVIRONMENT The purpose of this study is to:-  Assess the water quality characteristics for critical parameters;  Evaluate the impacts on agricultural productivity, habitat conditions, recreational resources and aesthetics in the vicinity; and  Predict the likely impacts on water quality due to the proje ct and related activities. To analyze the suitability of water for mining purpose, water sample from open well close to the quarry (within their own property) were collected. The sample was collected by grab sampling technique. The sample was analyzed as per the procedures specified in „Standard Methods for the

Examination of Water & Wastewater‟ published by American Public Health Association (APHA). Results & Conclusions: - There is no water regime of any importance in the quarry area. Drinking water is made available through open wells. This water is being used for drinking purpose from many years.

Detailed Report of Water Quality of the proposed site is enclosed in the Mining Plan.

3.2.1 HYDROGEOLOGY Ground water occurs under phreatic, semi -confined and confined conditions in the above formations. The weathered Charnockites, Granite gneiss, schists and laterites form the major phreatic aquifers, whereas the deep fractures in the Charnockites, Granite Gneiss & schists and the granular zones in the Tertiary sedimentary formations form the potential confined to semi confined aquifers. The Archaean rocks: - The shallow aquifers of the Archaean rocks are made up of the highly decomposed weathered zone or partly weathered and fractured rock. Thick weathered zone is seen along the midland area either beneath the Laterites or exposed. In the hill ranges, thin weathered zone is seen along topographic lows, area with lesser elevation and gentle slope. In areas along the hill ranges generally rock exposures are se en. The depth to water level in this aquifer varies from 2 to 16 mbgl and the yield of the well ranges between 2 to 10 cu.m. per day. Laterites: - The depth to water level in the formation ranges from less than a meter to 25 mbgl. Laterite forms potential aquifers along valleys and can sustain medium duty irrigation wells with the yields in the range of 0.5 - 6 cu.m. per day. The occurrence and movement of ground water in the laterites are mainly controlled by the topography. Laterite is a highly

porous rock formation, which can form potential aquifers along topographic lows. However, due to this same porous nature, groundwater is drained from elevated places and slopes at shortest duration after monsoon due to which scarcity is experienced in the elevated p laces and slopes. 3.3 NOISE ENVIRONMENT The main objective of noise monitoring in the study area is to establish the baseline noise levels and assess the impact of the total noise expected to be generated during the project operations in the project site. Vibration levels (due to blasting)

The drilling is proposed by jack hammer with 33mm dia. The blasting shall be done individually. Due to very small diameter hole blasting t he vibration in this area shall be very minor. Results and conclusion:- It is seen from the obtained results that the Noise levels are well within the prescribed national standards is enclosed in the Mining Plan. 3.4 BIOLOGICAL ENVIRONMENT Study of biological environment is one of the important aspects in Environmental Impact Assessment in view of the need for conservation of Environmental quality. A detailed study has been carried for enumeration of species. Occurrences of flora at various locations were observed and typical plant species were collected. The visual observations of plants were recorded with a view to obtain some idea about the relative density of certain species and their predominance. 4.0 ENVIRONMENT MONITORING PROGRAM Environmental monitoring program is a vital process of any management plan of the development project. This helps in signaling the potential problems resulting from the proposed project and will allow for prompt implementation of effective corrective measures. Environmental monitoring will be required for the operation and closure of mining operations. The main objectives of environmental monitoring are: -

 To assess the changes in environmental conditions,  To monitor the effective implementation of mitigation measures,  Warn significant deteriorations in environmental quality for further Prevention action.

4.1REPORTING & DOCUMENTATION

All the necessary reports and documents shall be prepared to comply the statutory rules & regulations. Proper and due care shall be taken to adhere to the laid down rules and regulations by the government. Regular and periodic record shall be kept in order to ensure easier, comparable and brisk review and projection of past, present and future performances. Also, the management shall ensure to prepare separate records for water, wastewater, solid waste, air, emission, soil & manure regularly and periodically in order to provide better and smooth vigilance. The management shall look into the fact that as soon as the report is prepared, it shall be forwarded to the concerned authority with due care for the purpose of reviewing. Adhering to the rules and regulations the management shall ensure that the outcome of the reports and the conclusions drawn shall be prepared as per the laid down regulations and procedures. No breach of any convention shall be availed.

These reports/documents shall be regularly and periodically reviewed and any changes/discrepancies found in mitigation measures/ operation/ management/ shall be brought into notice instantaneously and all possible corrective actions shall be taken.

5.0 CONCLUSION It is anticipated that socio-economic impact due to this project will positively enhance the raw materials for the developmental concerns and also may provide ample chances of more employment opportunities for local inhabitants. There are no Resettlement and Rehabilitation issues and litigations in any courts of law pending involved in this project. The project infrastructures can be utilized for the benefit of the local people of the area. The revenue of the State Govt. will be definitely increasing due to the proposed activity by means of CRP as well as the processing fee for appropriate statutory clearances involved in the procedures. The entire project area is devoid of any endangered flora and fauna as specified in the IUCN records and the area is totally far from any other protected areas under the Wildlife Protection Act as well as the Forest Act. It is proposed to reclaim the land and develop green cover for eco -restoration with native species to a maximum extent as far as possible. Thus the proposed project is not having any possibility in generating untoward changes which is capable for altering the equilibrium status of the environment or adjacent ecosystem adversely.

Likely date of start of construction and likely date of completion (Time schedule for the project to be given): The Quarry will be commenced immediately after getting the statutory approvals from Government authorities. Total cost of the project is about Rs 40 lakhs.

ii. Estimated project cost along with analysis in terms of Economic viability of the project. Considering the present domestic market conditions of the products, the appx. Cost of the project estimated is around Rs. 40 lakhs. The summary of the assets are given below. Mining machinery will be hired through contractors. 8. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) This project will be one of the major economic activities resulting in provide livelihood and have positive impact on socio-economic life of people living in nearby villages thereby contributing to the overall up gradation of living standards. The project also generates revenues to the state and central governments, by way of royalties, taxes, Cess, DMF, etc, The mining operations shall be providing employment to approximately 35 persons directly and equal persons indirectly.  The company plans to provide good support to the local schools and provide scholarships for the High school Girl students.  Health care, sanitation, sport facilities, etc shall be improved on account of the facilities being planned as part of the CSR works by the company.  The mined out pit at the end of the mining operations will be developed into a pond for Pisciculture that could provide livelihood for a few villages.
