The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) plans to procure “Provision of follow-up support to out-of-school adolescent girls and young women who completed vocational skills training in Achham, Bajura and Sunsari districts” as described in this Request for Proposal and its related annexes. UN Women now invites sealed proposals from qualified proposers for providing the requirements as defined in these documents. 2. Yours sincerely, Damar Prasad Ghimire Operations Manager UN Women Nepal Country Office 3 | P a g e ANNEX 2 TERMS OF REFERENCE (TOR) for provision of follow-up support to out-of-school adolescent girls and young women who completed vocational skills training in Achham, Bajura and Sunsari 1. Background Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate efforts of the United Nations System to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of national priorities and efforts, building effective partnerships with government, civil society and other relevant actors. Under the framework of the current UN Women Nepal Country Office (NCO) Strategic Note 2018-2022, UN Women in Nepal continues its work to strengthen women’s leadership and participation in national and local level decision-making processes and empower women economically by supporting women from the most vulnerable and excluded groups.2 In order to reinforce the ongoing efforts, especially with strengthening the economic empowerment of women from excluded groups, UN Women NCO is implementing a joint project titled “Empowering Adolescent Girls and Young Women through the Provision of Comprehensive Sexuality Education and a Safe Learning Environment in Nepal (Education JP)” in partnership with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the United Nations Population Fund (UNFPA). The joint project has been implemented by the three UN agencies under the leadership and strategic guidance of the Government of Nepal with financial support from Korean International Cooperation Agency. Under the overall framework of the Education JP, UN Women targeted 4,000 out-of-school adolescent girls and young women, aged 16 to 24 years old, from vulnerable families in Rautahat, Sarlahi, Achham, Bajura and Sunsari districts to provide vocational skills training. In Achham, Bajura and Sunsari districts, a total of 2,5003 out-of-school adolescent girls and young women received the training support. While the provision of the training is on track, UN Women has recognized a need for the additional support to the project participants to further develop their confidence and soft skills to start income generation, and to create a support mechanism especially in their home and the community, in order to leverage their vocational skills for income generation and economic empowerment. Thus, NCO now seeks for professional services to provide the selected project participants in Achham, Bajura and Sunsari districts who have not started income generation after the skills training, with additional follow-up support to help their entry into income generation. The possible scope of the follow-up support was determined on the basis of lessons learned from the ongoing trainings in the field. With these follow- up activities, safe and enabling environment for women can be created so that they can venture for 2 Women from excluded groups include rural women, conflict affected women, survivors of trafficking, returnee women migrant workers, home-based workers and women living with HIV. 3 As of June 2019, 1,420 women have completed training and the target of training 2,500 women in Achham, Bajura and Sunsari will be met by December 2019. 4 | P a g e economic opportunities and consequently improved economic status can help in transcending their social/ familial status. 2. Justification NCO will complete the provision of the vocational skills training to a total of 2,500 out-of-school adolescent girls and young women targeted in Achham, Bajura and Sunsari districts under the Education JP, by the end of December 2019.
