BIODIESEL POINTS CARD IN BURGOS, AVILA AND HUELVA (SPAIN) The biodiesel point’s card was developed in the three Spanish provinces of Probio Project, so the way of working is basically the same, the different are in the benefits for the consumers. The purpose of the task of the development, implementation and maintenance of a points cards System is the achievement of the biodiesel consumer loyalty through small incentives. In May 2008, after studying the bids submitted and the commitments of different enterprises, this work is contracted to CENTRO REGIONAL DE SERVICIOS AVANZADOS (C.S.A.). This enterprise is responsible for maintaining the card system and technical assistance to users of this system during year 2009 (petrol stations and consumers) The system also has a web site http://puntonet.csa.es/probio running the management application for the use of point cards In this website you can find information about the project, biodiesel, point cards and a map of petrol stations associated to the system. One can also find, once discharged into the system, access to a private area where the refueling and consult the catalog of available gifts 1.1. BURGOS PROVINCE IMPLEMENTATION Several meeting with Local Authorities have been done along the project in order to establish tax-cuts´ ordinances in different Councils, but due to the lack of time, since the civil service works slowly, and the continuous confusing information provided by Media and the proposals of the European Commission Environmental Bodies to review and reduce the European objectives for biofuels have made the situation more difficult, just two of them have approved the motions mentioned.

Un fruto tardío de la utopía ilustrada MANUEL ANTONIO CORTÉS BALLESTEROS Las ideas sobreviven a las rupturas históricas originando, en ocasiones, actitudes y Irechos inexplicables bajo el prisma de los nuevos valores so ciales o gustos estéticos, pero coincidentes en la causalidad y en la forma con otros anteriores de los cuales emanan. Mucho del arbitrismo del siglo XVII subyace en la política económica de los ilustrados, y bastantes pro gramas del liberalismo decimonónico son hijos tardíos del Siglo de las Luces. El estallido de la Revolución Francesa comprometió la tarea renova dora desarrollada bajo el reinado de Carlos III. A nivel de conciencia, du rante los últimos años del xviii, se asiste a la quiebra de la modernidad, al desencanto de quienes detentaron las «nuevas ideas». Algunos alarmados ante la dirección no deseada por la que discurren los cambios, olvidan las utopías regeneradoras de su juventud y se sitúan en el campo ideológico opuesto. Pero sus abandonados planes y sueños incuban en otras mentes que, pasado el tiempo y superada la reacción conservadora, acometerán acciones y proyectos cuya justificación ideológica heredaron. Éste fue el caso que me ocupa. En marzo de 1820 Fernando Vil se vio obligado a jurar la Constitución de Cádiz. Los sucesivos gobiernos del Trienio Liberal pondrán en marcha una política agraria y poblacional inspi rada en la que Jovellanos y Olavide habían acometido medio siglo antes. En junio de 1822 varios decretos posibilitan el traspaso de los baldíos co munales a propiedad particular y abren nuevas expectativas de repobla ción en términos municipales excesivamente extensos.

Resumen Con esta adición el Catálogo de Staphylinidae de Huelva se eleva a 119 especies. De las 56 especies consideradas en esta adición, 14 son nuevas citas para Huelva, de 25 se amplían sus localizaciones y 4 especies han sido citadas en la bibliografía. El 92,8% de las especies citadas, se deben a material recolectado y determinado y el 7,2% a citas bibliográficas, el 25% constituyen nuevas citas. De las 52 especies recolectadas, las más abundantes han sido, las recogidas en trampa de luz (Philonthus (Philonthus) quisquiliarius), mangueo (Planeustomus kahrii) o especies muy abundantes como Ocypus (Ocypus) olens que se ha encontrado siempre como lapidicola.10 especies se recolectaron exclusivamente con trampa de luz actínica (71,4%), trampas que nos dan buenos resultados para la familia de estafilínidos voladoras y que nos aportará información sobre la fauna presente en una zona.

Carretera paisajística Sierra Morena occidental (A-495) ASPECTOS TÉCNICOS Y DE DISEÑO Matrícula: A-495 Designación: De Gibraleón a Rosal de la Frontera. Longitud: La longitud total de la A-495 es de 84’8 km., seleccionándose como tramo de mayor interés paisajístico a partir del Pk. 27. La distancia del itinerario propuesto es de 58’08 km. Punto de origen: Salida de la localidad de Alosno. Punto final:N-433, en Rosal de la Frontera. Jerarquía: Red Básica de Articulación. Titularidad: Junta de Andalucía. Conexiones: La carretera conecta con la N-433, perteneciente a la Red de Interés General del Mapa 1. Situación Estado, mientras que en la localidad de Tharsis conecta con la A-475 y en Cabezas Rubias con la A-496, pertenecientes ambas a la Red Interco- marcal. Por su parte, las conexiones de la vía con la Red Provincial se producen a través de cinco carreteras: HU-4403, de Alosno a Puebla de Guz- mán; HU-6401, de la A-495 a Montes de San Be- nito; HU-5402, de Puebla de Guzmán a Cabezas Rubias; HU-7104, de N-435 a Cabezas Rubias; y HU-7401, de Santa Bárbara de Casa a Paymogo. Accesibilidad: La accesibilidad de la ruta es baja, siendo necesario emplear más de 50 minu- tos para llegar desde Huelva a Alosno. Contrasting socio-economic systems in the trans-border regions Andalusia – Algarve Author(s): José Andres Dominguez 1 and Teresa de Noronha Vaz 2** Abstract The goal of this work is to detect the basic characteristics of the development of the southern border between Spain and Portugal. This trans-border area is described and analyzed comparing the region of Algarve, in Portugal and the region of the County, in Huelva, Spain. The method used 15 quantitative indicators, desegregated at municipal level, obtained from different official sources and applied to 30 municipalities. The analysis includes multivariate statistic methods. The conclusions show that those indicators related to national governance systems are of utmost importance in the cluster classification. Furthermore, those municipalities with higher development levels are also less sustainable from the environmental point of view – this is probably due to the fact that tourism supports the fragile socio-economic systems in many of such regions. Significantly, the clustering tendencies show that the Portuguese municipalities are tourism oriented (or less tourism oriented) and the Spanish ones are agri- business (or less agribusiness oriented).
