Wokingham Borough Council hereby give notice they propose to make the above name Order under the Road Traffic Regulation Act 1984, as amended and all other enabling powers the Orders. 2. Citation and commencement This Order shall come into operation on ** and may be cited as the Wokingham Borough Council (Various Roads, Wokingham Borough) (Stopping, Waiting, Loading and Unloading Prohibitions and Restrictions, Parking Places and Resident Permit Parking Places) (Civil Parking Enforcement) (Consolidation) Order 2017 (Amendment No. 4) Order 2020. 2. Interpretation In this Order, “the Order of 2017” means the Wokingham Borough Council (Various Roads, Wokingham Borough) (Stopping, Waiting, Loading and Unloading Prohibitions and Restrictions, Parking Places and Resident Permit Parking Places) (Civil Parking Enforcement) (Consolidation) Order 2017. 3. Amendment to the Order of 2017 Without prejudice to the validity of anything done or to any liability incurred by the coming into operation of this Order, the Order of 2017, as amended, shall have affect as though, as for the map tiles specified in column 2 of Schedule 1 to the Order of 2017 are hereby replaced by the map tiles similarly numbered as specified in column 2 of the Schedule to this Order below. 4. The restrictions contained in Articles 7 to 23 of the Order of 2017 shall be applied to the parts of roads identified on the plan attached to this Order and the Plans and index sheet contained in Article 2 of the Order of 2017. 5. Save as varied herein, the restrictions imposed by this Order shall be supplemental to and not in derogation of any restriction or requirement imposed by the Order of 2017 and any regulations made under the Act or by or under any other enactment. A number of road safety concerns have been raised by ward members and local residents in regard to problems caused by drivers parking at junctions, reducing visibility of and for exiting vehicles and in other locations, such as on bends. The Order imposed waiting restrictions at the locations below to prevent parking and improve road safety. Changes are also proposed to aid traffic flows and improve congested roads at peak times. Changes to restrictions are also proposed in relation to new developments and new roads. Reviews of existing restrictions have shown that there are some inconsistencies between Orders and restrictions indicated on the ground and these

Summary of responses: Objections – 49, Support – 2, Comment – 0, Mixed Response – 0 . 1) Resident, Support I believe this should solve the issues raised by the Earley Christian fellowship, while still meeting the needs of people who actually live in the area. 2) Resident, Support Wokingham Road is used as an free overflow car park for surounding streets, a park and ride for people who work and shop in Reading town centre, and a taxi rank for priviate minicab drivers. I would like to these restrictions implemented. 3) Earley Christian I am concerned about the impact on Earley Christian Fellowship and object to the proposed Wokingham Road Fellowship, 16X Pay & Display for the following reasons: Objections, submitted 1 The timing of the proposal is premature separately I understand that the Council is concerned that Wokingham Road may become a parking-lot for those wishing to avoid buying a permit, when Area 2 of the East Reading Residents' Parking Scheme (the St Peter's Road area) goes live. This is a genuine concern, as it could impinge upon availability of parking spaces for those attending services and other activities at ECF. This, however, has NOT been the case with the implementation of the Residents’ Permit scheme in Area 1 (roads adjacent to Wokingham Road) which has been in operation since 16 September 2019, and which has had very little impact on the parking situation on Wokingham Road.
