SHIRENEWTON COMMUNITY COUNCIL Minutes of the Council meeting held on Monday 7 January 2019 at 7.00 pm at the Recreation Hall, Shirenewton. Present: Councillors: Mr B Allen (Chair), Mr P Butterworth, Mr I Martin, Mrs L Brown, Mr K Morton. Also in attendance: Mrs J McKenna (potential co-optee) Mrs H Counsell (Clerk to the Council) The Chair welcomed all to the meeting. He announced the sad passing of Councillor Beverley Moore on Christmas Day 2018, following a long illness. Council members stood for a one minute silence in reflection of her stirling work on the Council and on other organisations within the community. 1. Public Participation. There was none. 2. Apologies for absence were received and accepted from: Cllrs B Price, J Smith-Haddon and J Grose. 3. Monthly police report 16/12/18 – Report of a quantity of Amazon packages ( some with contents still in) found in a rubbish bin in the car park of the T.A pub .Enquiries are ongoing to establish how they came to be there. 21/12/18 – Report of a lorry skidding into the ditch and blocking the road on Batwell Lane, Shirenewton A crane had to be used to free the vehicle so the road was closed for a short while . 21/12/18 – Report of a large mature fir tree damaged in forestry belonging to NRW near Pen-y-cae-mawr. The tree was felled in an unsafe manner with a chainsaw. Reported to NRW. There were also several reports over the Christmas and new year period of off road bikes and quads using the forestry in Wentwood. -

(1) THE ISSUES AND VISIONING WORKSHOPS During June 2008 a series of workshops were held to inform the Issues/Vision/Objectives stage of the LDP preparation process. These ‘Issues and Visioning’ workshops took place as follows: 2 June, Officers Workshop at County Hall, Cwmbran. 6 June, External Stakeholders Workshop at County Hall, Cwmbran. 12 June, in association with Bryn-y-Cwm Community Forum, St. Michaels Centre, Abergavenny. 19 June, in association with Monmouth Rural Forum, Raglan School. 25 June, in association with Monmouth Partnership Forum, Bridges Community Centre, Monmouth. 2 July, Mor Hafren Area (Chepstow/Caldicot), Beaufort Hotel, Chepstow. The notes of each workshop were written up and sent to participants who had left their e-mail or home addresses. These notes have been amalgamated and are reproduced in Appendices A1 and A2. Lists of participants are given in Appendix A3. The workshops were led by an independent facilitator. The results of the workshops were used to inform an Issues and Vision Report (August 2008) that was issued for consultation. -

INTRODUCTION. 1. BACKGROUND The Monmouthshire Local Development Plan (LDP) Preferred Strategy was issued for consultation for a six week period from 4 June 2009 to 17 July 2009. The results of this consultation were reported to Council in January 2010 and the Report of Consultation was issued for public comment for a further consultation period from 19 February 2010 to 19 March 2010. The present report on Proposed Rural Housing Allocations is intended to form the basis for a further informal consultation to assist the Council in moving forward from the LDP Preferred Strategy to the Deposit LDP. -

We are now looking forward to the Christmas celebrations and, as last year was a success, we intend to hold a Christmas Party theme and I’m pleased to say our Ukulele group will start off the celebrations from 2:00pm to 2:30pm with Christmas Carols for you to all join in and air those lungs followed by the Drama Group who will entertain you with a small sketch to get you into a party mood before we get down to the serious part of eating and drinking. Once again we will be asking you to provide the savouries and we will provide the sweets! The date for this event is the normal third Thursday of the month which is December 19th. We will be holding a raffle and proceeds this year will go to St David’s Hospice Palliative Care. It has been an eventful year and lots have been achieved by my Committee and Convenors in keeping with The Third Age Trust advice. We have lost members and we have also recruited new. -
