Rights Institutions and Hungry Labour in Tea Plantations of North Bengal Geetisha Dasgupta Introduction It is now well accepted that household food insecurity may blissfully co-exist with adequate availability of food at the national or sub-national level. Thus, while we may be at peace observing India achieving self-sufficiency in food grains in the 1970-80s and being able to sustain it since then, there are millions who go to bed without one square meal a day. In the estimate of Food and Agricultural Organisation (FAO), over 225 million Indians remain chronically undernourished. The National Nutrition Monitoring Bureau said, “In 2000-01 about half of the rural children in India, that are below five years of age, suffered from malnutrition and about 40 per cent of the adults suffered from chronic energy deficiency. “…This is due to the fact that a substantial proportion of the people are too poor to buy enough food…” (Radhakrishna, 2005). Despite West Bengal’s remarkable achievements in agriculture, the percentage of people not getting two square meals a day is quite high.

Long Abstract: Common people are often considered as pre-state primitive groups believing only in self- reliance, autonomy, transnationality, migration and ancient trade routes. They seldom form their ancient urbanism, own civilization and Great Traditions. Or they may remain stable on their simple life with fulfillment of psychobiological needs. They are often considered as serious threat to the state instead and ignored by the mainstream. They also believe on identities, race and ethnicity, aboriginality, city state, nation state, microstate and republican confederacies. They could bear both hidden and open perspectives. They say that they are the aboriginals. States were in compromise with big trade houses to counter these outsiders, isolate them, condemn them, assimilate them and integrate them. As these communities are presumed to constitute the oldest ethnological society of the Adivasi adi vasi commonly used to designate them (Mann, 1996).     Paper Number: 413 Decoding fluvial archives along River Tista at the frontal Himalayan foreland, India Gupta, S.1, Ghatak, S.2 1Geological Survey of India, New Delhi, [email protected] 236th IGC Secretariat, C/O Geological Survey of India, New Delhi ___________________________________________________________________________ The Quaternary history along the braided course of River Tista in the tectonically active frontal foredeep of east central Himalayas is represented by alluvial fan, terrace and flood plain deposits between Sevok and Jalpaiguri (~ 60 line km), West Bengal. Tista drains through a wide array of rock units, viz. Central Crystalline Gneisses, Daling Group, Gondwana Supergroup, Siwalik Group and Quaternary sediments and tectonic discontinuities, viz. MCT, MBT and MFT from north to south. Earlier, the Quaternary record of Tista has been classified into Samsing, Matiali and Chalsa formations of Pleistocene age and Baikunthapur Formation of Pleistocene-Holocene age, Jalpaiguri, Shaugaon formations and present day deposits of Holocene age (morphostratigraphic classification) [1]. The Tista alluvium has been recently documented as a climatically controlled multi-lobe megafan with three major spatially distributed fan lobes (with a spread of 18,000 km2 in India and Bangladesh) [2]. The phase of active aggradation of Tista fan has also been postulated to have occurred within 3-40 ka [3]. In order to evaluate the controls on Quaternary fluvial morphodynamics of river Tista, fluvial scarp sections on the proximal fan lobe (Fig. 1) and exposed/excavated sections on adjacent flood plains from north to south along the course of River Tista were studied and were analysed in terms of lithofacies associations and clay mineralogy, with chronometric control defined by OSL dating.
