It highlights key developments over time in all such facets, whilst serving as a placeholder for the timelessness of its unique culture and ethos. It permits viewing a District beyond the prismatic image of a geographical or administrative unit, since the Gazetteer holistically captures its socio-cultural diversity, traditions, and practices, the creative contributions and industriousness of its people and luminaries, and builds on the economic, commercial and social interplay with the rest of the State and the country at large. The document which is a centrepiece of the District, is developed and brought out by the State administration with the cooperation and contributions of all concerned. Its purpose is to generate awareness, public consciousness, spirit of cooperation, pride in contribution to the development of a District, and to serve multifarious interests and address concerns of the people of a District and others in any way concerned. Historically, the ―Imperial Gazetteers‖ were prepared by Colonial administrators for the six Districts of the then Orissa, namely, Angul, Balasore, Cuttack, Koraput, Puri, and Sambalpur. After Independence, the Scheme for compilation of District Gazetteers devolved from the Central Sector to the State Sector in 1957.

In Western Odisha women played a vital role in the freedom movement. The notable women leaders who stand in the fore front during the national movement were Jambobati Devi (wife of famous freedom fighter Bhagirathi Pattanaik), Prabhabati Devi (daughter of Dhanpati Dash of Bargarh), Parvati Giri (The Mother Teresa of Western Odisha), Gurubari Meher (a valiant women freedom fighter of Sonepur), Saraswati Mirdha, Rukmini devi Lath (the wife of Sri Prahallad Rai Lath of Sambalpur), Gandharvi Devi (daughter-in-law of Fakira Behera), Iia Meher (the wife of Kunja Bihari of Tukurla), Shreeyabati Devi (wife of senior freedom fighter Ghanashyam Panigrahi of Manpur, Bhaden) and many more. These women freedom fighters of western Odisha made momentous contribution to the freedom struggle by demonstrating their indomitable courage and unflinching patriotism. One of the most prominent among these freedom fighters of western odisha was Jambubati Devi.

    Title of the Project:” Risk Reduction and Livelihood Promotion in Western Orissa”: A Consortium Initiative estern Orissa is the home to W situation of more chronically food insecurity than any other region in the state of Orissa. Visiting of droughts and flash floods are recurrent and common phenomena in Western Orissa. It is estimated that around two- third of the total population in this region face the problems of food insecurity for around nine months, as a result migration to towns and cities in search of livelihood is rampant.     Poverty and Economic Change in Kalahandi, Orissa: The Unfinished Agenda and New Challenges Sunil Kumar Mishra * Abstract Poverty rips the very social fabric of a society. Its victims are apparently divested of some universally accepted human quality of life. This paper analyses the incidence of poverty in the backward district of Kalahandi, Orissa. It focuses on the economic structure and socio-economic conditions of the people to identify the probable reasons for chronic poverty in the district. The paper argues that to reap the benefits of large deposits of raw material and human resources, development of the non-agricultural sector through proper planning is a prerequisite. Collectivity among the members of the co-operative societies and other decentralized institutions would help in harnessing the benefits. The possibilities of such collective actions for rural development are explored. Introduction Poverty in Kalahandi1 is paradoxical in nature. The district is rich in natural resources like forests and minerals, and has a large labour force. The landholding size is larger than the average size of landholdings in Punjab; it receives more rain than Punjab, and the cropped area in the district is the highest in Orissa (Mahapatra et al. 2001). Yet, people here are trapped in a vicious circle of poverty. Kalahandi is well known for its backwardness, hunger, starvation deaths and all other social maladies. The district came into prominence in the national and international developmental discourse in the 1980s when the people of the lower strata faced serious economic and social deprivation and were driven to eat inedible roots and grasses. Kalahandi has a high concentration of Scheduled Caste (SC) and Scheduled Tribe (ST) populations.
