IST Monsoon Watch ♦ The Low Pressure Area over Westcentral & adjoining Northwest Bay of Bengal off north Andhra Pradesh-south Odisha coasts with the associated cyclonic circulation extending upto mid-tropospheric levels tilting southwestwards with height persists. ♦ The trough at mean sea level from Kutch now runs from the centre of the low pressure area over south Gujarat & adjoining Northeast Arabian Sea to centre of the low pressure area over Westcentral & adjoining Northwest Bay of Bengal across north Madhya Maharashtra, Vidarbha, south Chhattisgarh and north Coastal Andhra Pradesh extending upto 1.5 km above mean sealevel. Main Weather Observations Heavy rainfall observed at isolated places over Chhattisgarh. Light to moderate rainfall observed at most places over Vidarbha, at many places over Chhattisgarh and at isolated places over Madhya Pradesh. Thunderstorm with rain observed at few places over chattisgarh and isolated places over Vidarbha and Madhya Pradesh.     COMMUNITY FORESTS AND LEGALLY EMPOWERED TENDU ENTREPRENEURS IN KORCHI, GADCHIROLI Communities of Korchi, a small Taluka in Gadchiroli District of Maharashtra, India, have collectively made a record-high turnover of over Rs 21 crores in three years by selling tendu leaves. This unprecedented success has been possible through the provision of Community Forest Rights (CFR) titles under the Forest Rights Act, 2006, which provided the community with legal ownership of over 17,514.87 hectares of their community forest area. Further, the enhanced income generated by tendu business has not only improved the livelihoods of the villagers but has also contributed towards the upliftment of women in their community. During the last few years, women participation in the tendu collection and management activities has been recognized and encouraged by the community and has thereby empowered them to become independent and enabled them to financially support their household. Figure 1- Map of Korchi showing CFR and Non-CFR The years of transformation Conventionally, the Forest Department, along with the PESA committee of Panchayat level Gram Sabha carried out the tendu auction and trade. However, this arrangement changed after the community received its title. In 2011, a total of 87 communities received legal ownership of the forest land and formed the Korchi Maha Gram Sabha (MGS) and decided to collectively conduct tendu auctions. They took approximately a year to grasp and understand the nuances of the tendu sale procedure before organizing formal auctions. Irpate Registrar, Gondwana University, Gadchiroli Maharashtra, India ABSTRACT The paper succinctly describes the marriage system of Madia Gond Tribe in Gadchiroli District of Bham- ragad in Vidarbha region of Maharashtra. The survey of 500 families has been carried out and it was found that the status of families was 80% married, 9% unmarried , 2% separated, 4.6% divorced, 3% widow and 1.4% remarriage. The 8% women have premarital sex and choose husband of own choice. The Vidarbha region of Maharashtra state in India consists of 12 districts having a large proportion of tribal population in Gadchiroli 38.75 %, Chandrapur 19.70 % and Yeotmal 21.47 as compared to other districts. Bhamragad is a town, taluka and a district sub-division in Gadchiroli district where the Madia Gond Adivasis live, in the heart of the naxalite-affected region in Maharashtra. This recognition of CFR rights has enabled forest dwelling communities to develop diverse mechanisms for transparent, equitable, and sustainable processes of NTFP procurement and marketing. The Korchi Mahagramsabha, a coalition of local-level institutions, is an example of one such mechanism that emerged in the post-CFR recognition phase in ‘Gadchiroli’, Maharashtra. The study details the mechanisms for collective action and also the factors that facilitate and impede the functioning of such mechanisms. Given the immediate positive socioeconomic impact, such coalitions/collective action mechanisms and their activities need to be supported in order to make them fully functional and empowered.     6/19/2020 On the Cusp: Reframing Democracy and Well-Being in Korchi, India – GWG Beyond Development CURRENT MOVEMENTS On the Cusp: Reframing Democracy and Well-Being in Korchi, India by Neema Pathak Broome, Shrishtee Bajpai and Mukesh Shende Introduction Mainstream governance and development models – characterised by seemingly democratic but inherently centralised and top-down governance systems and extractive, commercially motivated, capitalist economic policies – have failed to achieve minimum levels of well-being for a very large part of humanity. They have in fact caused large-scale human and environmental injustice. However, there are also countertrends either resisting current models or developing and defending alternative forms of governance and well-being (Singh/Kulkarni/Pathak Broome 2018). In this paper, we explore and discuss the emergence of one such process towards direct democracy and well-being in Korchi taluka in the Gadchiroli district of Maharashtra state in India. We use Zografos’ definition of direct democracy as a “form of popular self-rule where citizens participate directly, continuously, and without mediation in the tasks of government” (Zografos 2019). India has a federal democratic system that is decentralised in form but retains strong political and administrative centralisation in its spirit and functioning.
