NOTES OF THE CLOWNE PARISH COUNCIL MEETING HELD ON MONDAY 7TH DECEMBER 2015 IN THE MEETING ROOM, THE CENTRE, VILLA PARK, CLOWNE COMMENCING 6.45PM PRESENT: Cllr Reid, Chair. Cllrs Bailey, Buxton, Burgess, Connerton, Dobson, Page, A Patterson, T. Patterson, Smith & Stanton APOLOGIES: Cllr Oxspring IN ATTENDANCE: 9 members of the public; PC D Appleby, Derbyshire Constabulary; & D.Cameron (Clerk) POLICE REPORT The Chairman welcomed and introduced PC Appleby to the Parish Council. Pc Appleby gave a brief introduction and explained his role within the Safer Neighbourhood Team for the area. PC Appleby went on the report a number of burglaries in Clowne over the past weeks and asked homeowners to be extra vigilant. He explained that parishioners can do many small things to lessen the risk of burglary. Report ANY suspect activity on 101 immediately. PC Appleby explained the routing of calls made on the 101 telephone, all calls are dealt with by Central Office and routed through to local areas for action. A parishioner expressed concerns regarding details of a recent telephone/delivery scam being investigated within the South Yorkshire area. PC Appleby asked that the public are mindful not to make contact with any unusual company by phone before checking out details (i.e. regular supplier /order delivery etc). PC Appleby explained he would check out with local Intel on this issue. The Chairman thanked PC Appleby for his report, wished him a Happy & Safe Christmas and New Year and looked forward to seeing him at the next meeting of the Parish Council in January 2016. COUNTY COUNCIL Apologies had been received from Cllr Anne Western. DECLARATION OF INTEREST 191/15 It was confirmed that the Declaration of Interest Book had been signed. APOLOGIES FOR ABSENCE 192/15 Apologies for absence were submitted on behalf of Cllr K Oxspring. 38/15 DECEMBER15 Page 1 MINUTES – 02/11/15 193/15 Resolved that the Minutes of the Clowne Parish Council meeting held on Monday 2nd November 2015 be approved and adopted and signed as a true record. ACTION FROM PUBLIC FORUM / CHARIMANS REPORT 194/15 The Chairman reported on various items of business relating to BDC, DCC and the police which had been discussed and would be forwarded onto the relevant Departments. 195/15 Garden of Remembrance. It was resolved to invite Andrew Tebbs (Artist) to a meeting of the Parish Council to give a presentation to parishioners within Public Forum. 196/15 Parish Events: The Chairman gave reports on the following events: • Halloween Disco (SOLD OUT – within days of tickets being released) • Monsters Ball (SOLD OUT – additional event) • Remembrance Parade (continued success) • Xmas Firework Event (poor weather conditions but still successful community event Forthcoming Events • Christmas Panto JACK & THE BEANSTALK 12/12/15 (2pm & 7pm) • Boxing Family Party Nite with Disco (& face painting) • New Years Eve Nite SOLD OUT (within days of tickets being released) 197/15 It was noted that due to Health and Safety limitations on Christmas festoons (etc) the annual seasonal illuminations were limited. Additional lighting displays would need to be costed into Precept 2016 to improve on the village festive lighting. The Chairman asked Members to consider options for the forthcoming Precept meeting in 2016. CORRESPONDENCE / ITEMS TO THE COUNCIL 197/15 Information had been received from DCC: Town & Country Planning Act 1990, Section 257 – Proposed Diversion of Public Footpath No: 28 (part) – Parish of Clowne (see Planning Application 7a) . The Chair explained this would be the removal of the existing bridge @ Barton Street/Mitchell Street over the former railway and see the construction & installation of a ramp. Members agreed that this was a welcomed project for the area providing access link for pedestrians. 198/15 An update had been received from Marcol Co re: Regeneration of the former Coalite site, Bolsover, NE Derbyshire. Members expressed their concerns regarding the future of the waste/tip area.The waste area needed to be addressed by Local Authorities and other parties to deal with the complex related issues alongside possible reclamation. The update explained that planning & design matter were progressing and numerous discussions had taken place with representatives of the Local Enterprise Partnership, D2N2. 39/15 DECEMBER15 Page 2 199/15 Read and Noted. Information from DALC: Annual Report 2014/15 and General Circular 25/2015 Information re: Audit Body procurement for Smaller Councils. 200/15 Noted Invitation from Derbyshire Law Centre – AGM – 18th November 2015 201/15 A letter of resignation from a staff member had been received, It was resolved this item be deferred to Agenda Item 13 Exempt – for further discussion. 202/15 An acknowledgement had been received from Cllr Western DCC; explaining that the re-instatement of double yellow lines @ The Green, Clowne was to be addressed. 203/15 Resolved to accept the letter of thanks from Help for Heroes following recent donation from Parish Council – Party on the Park 2015. 204/15 Read and Noted. A letter of introduction from Inspector 2723 Nicholson : newly appointed Inspector for Bolsover Section, Derbyshire Constabulary. 205/15 Noted. Information from DCC: Consultation – ‘Have your Say on Council Budgets’ 206/15 Noted. Parish & Town Council Liaison Forum – Monday 23rd November @ DCC County Hall, Matlock 6pm-7.45pm 207/15 Noted. Information from North Derbyshire CCG – 21c Programme - Our ‘JoinedUpCare’ Journey update 208/15 Resolved that the Freedom of Information request received re: Clowne Cemetery be deferred to Agenda Item 13 Exempt - for further discussion. 209/15 Information from DCC: Derbyshire and Derby Minerals Local Plan. Copies circulated to Members. 210/15 A request from had been received Clowne Local History Group for use of The Centre in aid of raising funds for Heritage High School Students towards projected costs of Team Namibia 2016. Resolved that The Centre be available (Free of Charge) to Clowne Local History Group to hold a fund raising event for Team Namibia 2016. (Convenient date to be arranged) Proposed EB Seconded GB All in Favour Cllr Bailey declared an interest and took no part in the discussion or vote. 211/15 Read & Noted. Information had been received from Clowne District Community Transport: advising that the proposed merger with CT4TC would not take place at this current time. Cllr Page gave an update on the developments. 40/15 DECEMBER15 Page 3 212/15 A request had been received from Clowne District Community Transport regarding use of The Centre for Volunteer Evening. Resolved that use of The Centre be granted (Free of Charge) for Volunteer Evening in January 2016. Proposed NP Seconded TC ALL IN FAVOUR (NB. Cllr Page did not vote) PLANNING Cllrs Connerton & Smith declared and interest and took part in the discussion and left the room. 213/15 APPLICATION from DCC: Removal of the existing bridge over the former railway and construction of a ramp. Members welcomed the addition of unrestricted access ramp as discussed in Minute No: 197/15. 214/15 APPLICATION 15/00585/TCON 6 x sycamore – raise to 2.4m and remove overhanging branches into adjoining property (59 Rectory Road) @ The Rectory, 59 Rectory Road, Clowne for Richard Camps. NO OBJECTIONS. 215/15 APPLICATION 15/00576/FUL Demolition of existing offices and part factory and replace with new offices and factory extension and additional parking to the front of the building @ Penny Hydraulics Ltd., Station Road, Clowne for Penny Hydraulics Ltd. NO OBJECTIONS 216/15 APPLICATION15/00604/OUT Proposed residential development of 15 dwelling houses with garaging @ land west of Homelea and Tamarisk, Mansfield Road, Clowne for Abbeywood Homes Ltd. Members continued to expressed their concerns regarding the continued increased in proposed development in this area. The development would increase the volume and density of traffic and increase vehicular movement on to a busy highway. An additional access point would increase hazards for motorists on a highway bend.
