Duties:
Duties listed represent the full performance level of the position.
Participates with the Forest Supervisor and the Forest Management Team in the formulation of Forest policies, objectives, work programs, and plans by providing authoritative input on Engineering activities of the National Forest including (1) the Forest transportation system of roads, trails, that will serve the resource needs on Federal lands; (2) restoration and rehabilitation activities including watershed restoration, and transportation system remediation and decommissioning; (3) construction and maintenance of Forest improvements that include administrative buildings, dwellings, warehouses, garages, bridges, lookouts, water systems, sewer systems, and treatment facilities; (4) cadastral and photogrammetric engineering; and (5) fleet equipment.
Implements and executes project plans for the engineering program area with full responsibility for the quality, quantity, and coordination of all engineering work performed on the forest. Directs the activities of subordinate programs to ensure Forest plan requirements and goals are accomplished. Maintains awareness of new technological developments in the program area. Oversees study projects to develop guidelines, standards, and procedures for analyzing public needs, demands.
Coordinates the assigned programs and plans with other resource management functions, monitors the accuracy of plans, policies, programs, and administration through the planning, design and direction, and management of field reviews of program and activity levels.
Provides recommendations on development and execution of Forest Engineering programs to ensure their accomplishment within applicable guidelines and available manpower and funds.
Is responsible for final evaluation reporting and recommendations on all administrative aspects of the assigned program of work. Proposes solutions to problems such as organization staffing, work assignments and delegations of responsibility and authority.
Is responsible for the location, survey, plans, specifications, and analysis of engineering systems and facilities such as roads, trails, bridges, or structures that encompass interrelated elements that are difficult to accommodate, pose critical problems of performance requirements vs. costs, or that require designs and plans which must deal with factors of an undetermined or unprecedented nature. Directs or reviews the preparation of complete and detailed project plans, specifications, and cost estimates for projects such as roads, trails, bridges, or other miscellaneous facilities and structures. Provides input into the interdisciplinary planning process for activities involving engineering projects.
Participates on land management planning efforts by providing resource data information, advice and members of staff to help formulate long range plans for the functional areas of the program. Coordinates with other Staff Officers with respect to Land Management Planning to develop complete and comprehensive plans covering all Forest resource activities and programs.
Participates in the development of strategic plans involving program, project, budget and organizational elements in a multi-year context to achieve resource management objectives as established in the Forest Land Management plan. These plans are fully coordinated with the other members of the Forest Leadership Team to ensure full integrated resource management.
Participates in the development of new plans, schedules, or methods to accommodate changing program requirements in assigned program areas. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of forest and district programs.

Determines approaches to achieve objectives, identifies specific steps, and decides on meetings, information, and other input. Revises program operations for consistency with strategies and program emphasis. Participates in general management reviews. Conducts functional inspections for compliance with policies, plans, regulations, and work planning.
Serves as a liaison between the Forest and Regional Office Directors on matters involving the scope of the program. Ensures timely communication and cooperation with Regional counterparts in carrying out direction at the Forest level and providing feedback and suggestions to the Regional level within areas of expertise.
Represents the Forest Supervisor in establishing and maintaining contacts with local representatives of other governmental agencies (Federal, State, County and Municipal), civic organizations, and with key individuals. Provides information on Forest Service objectives and policies as they apply to local conditions, and on current programs of the Forest. Enlists their cooperation and assistance in the solution of local, county and state problems relative to Forest land management.
Duty Location: This position is located on multiple National Forests, Southwest Region, USDA Forest Service Shasta Trinity National Forest, Inyo National Forest, El Dorado National Forest, Modoc National Forest and Sierra National Forest.

About Redding: The Headquarters for the Shasta-Trinity National Forest is located in Redding, California, a full service community of 90,000 people. Redding is located along Interstate 5 and has medical facilities, schools, restaurants, retail stores, museums and housing opportunities. Cultural and outdoor recreational activities include music, art, fishing, rafting, skiing, hiking, sailing, swimming and much more. About El Dorado National Forest The Eldorado National Forest is recognized as a desirable place to work. Elevations range from 2000 ft. in the foothills to more than 10,000 along the Sierra Crest. A Mediterranean climate extends over most of the Forest, with warm, dry summers, and cold, wet winters. Average precipitation ranges from 40 to 70 inches, occurring primarily from October to April. There is significant snowfall above 3000 feet elevation.
The Forest and surrounding communities offer a wide variety of recreational activities. There are lakes, reservoirs, several cross-country and downhill ski areas, two unique wilderness areas (Desolation and Mokelumne), over 40 developed campgrounds, several resort areas, golf courses, and outstanding local wineries and fruit orchards. Opportunities abound for water skiing, white water sports (Class II to Class V), mountain biking, OHV travel, rock climbing, fishing, hunting and hiking. Local community theatres offer stage plays and a variety of musical entertainment. Although El Dorado County makes up the largest segment of the Forest, portions of Alpine, Amador and Placer counties lie within the Forest Boundary. In close proximity to the forest are the communities of South Lake Tahoe and Sacramento, which offer additional recreational and cultural activities including professional and semi-professional sports.
Rental houses and apartments generally range from $850-$1400 per month. Purchase prices for 2- 3 bedroom homes range from $180,000 to $450,000+. Land and/or lots are available as well.

Marshall Hospital, located in Placerville, is the closest well-equipped medical center. There are many local doctor and dentist offices in Placerville. There are several major hospitals in the Sacramento area including Kaiser Hospitals in Sacramento and Roseville.

About Bishop CA: Bishop is located in the northern end of the Owens Valley, flanked by the Sierra Nevada Range to the west and the White Mountain Range to the east. It is 270 miles north of Los Angeles, California and 205 miles south of Reno, Nevada. The elevation is 4,100 feet. The average temperature ranges from 20 to 105 degrees. Bishop averages 285 sunny days a year. Average yearly rainfall is 5.6 inches with approximately 2-6 inches of snow, which usually melts in a few days.
The population is 4,000 within the City of Bishop and 11,000 within the surrounding areas. Bishop was voted the top place for outdoor recreation in California; these opportunities include backpacking, fishing, hunting, hang gliding, cross-country skiing, downhill skiing, cycling, mountain biking, photography, rock climbing, and horseback riding. There is a public 18-hole golf course. World famous Mammoth Mountain Ski Area is located 45 miles north for 3,500 acres of downhill skiing. Yosemite National Park, Devils Postpile National Monument, Sequoia-Kings Canyon National Park, and Death Valley National Park are all less than 100 miles from Bishop. Local events include: Mule Days, Wild West Rodeo, Tri-County Fair, and Millpond Music Festival. The Laws Railroad Museum provides a unique glimpse of Bishop’s past through their true to life exhibits. The Paiute Shoshone Cultural Center takes visitors even further into Bishop’s Native American past.
Medical Services are provided by Northern Inyo Hospital that includes an Intensive Care Unit and 24-hour Emergency Room. Bishop also has five optometrists, two psychiatrists, and six dentists. There are two private schools, as well as Bishop Union Elementary School, Bishop Joint Union High School, and Cerro Coso Community College. Four year degrees are offered through LaVerne and Cal-State Bakersfield at Cerro Coso. The major retailers are J.C. Penny, K-Mart, Rite-Aid, and Vons. There are many independent merchants throughout Inyo County which offer a variety of goods and services.

ABOUT THE MODOC NATIONAL FOREST: The Modoc National Forest sits in the extreme northeastern portion of California, mainly in rural Modoc County, and is considered high desert. Elevations range from 3500 feet to over 10,000 feet. Vegetation varies from grasslands to dense timber. The Forest is bounded by the Oregon state line on the north, Medicine Lake Highlands and a volcanic zone on the west, Madeline Plains to the south, and the Warner Mountain Range to the east.

The Modoc National Forest covers an area of approximately 1.69 million acres within Modoc, Lassen and Siskiyou Counties in Northern California. On the eastern portion of the forest, it borders the Lava Beds National Monument on three sides. To the west, the South Warner Wilderness can be found in the southeast section of the Warner Mountain Ranger District. The Wilderness has very steep slopes on the east side and moderate slopes on the west. A variety of vegetation adorns the area from high desert sagebrush and juniper to high alpine terrain.
The landscapes we manage include vast lava flows with sparse vegetation, lush grasslands and juniper, aspen and mixed conifer forests. Proactive vegetation management is an important element of caring for our public lands, and the professional staff of the Modoc leads the way by setting the standards for others to follow. With that, the preservation of biological diversity, and the sustainment of forest health are important to us.
The Modoc manages wildlife, range, recreation, timber, mineral and fire suppression programs. Specialists working here include botanists, foresters, wildlife biologists, archaeologists, range conservationists, engineers, business management and public relations professionals. We enjoy excellent working relationships with tribes, local, state and other federal agencies.

ABOUT ALTURAS: The Supervisor’s office is located is Alturas, CA, which has a population of 3000, and is the county seat of Modoc County. Alturas is a full service community with a hospital, doctors, public schools, businesses, and recreational facilities. The cost of living is reasonable. Home costs range from $100,000 to $250,000. Rentals for 2-3 bedrooms are approximately $300-$500. The public school system provides instruction for grades K-12 and offers numerous extra-curricular activities. Additionally, the Lassen College Extension Office offers a variety of night courses. Alturas also has various churches representing many denominations.

About Clovis, CA: Community and surrounding areas: The Sierra National Forest lies in Central California, on the western slope of the Sierra Nevada mountain range. This 1.3 million acre National Forest is bounded on the south by the Sequoia-Kings Canyon National Park and on the north by Yosemite National Park. The Supervisor's Office is located in Clovis, California, adjacent to Fresno, CA.
The surrounding area offers endless opportunities for recreation, including camping, fishing, sailing, waterskiing, white water rafting and kayaking, off highway vehicle routes, skiing, hiking, backpacking, hunting and horseback riding.
The population of Clovis is approximately 100,000. It is midway between San Francisco and Los Angeles tucked inside the agriculturally rich San Joaquin Valley. It is easy to find located adjacent to Fresno. There are about 40 churches in Clovis of various denominations. The Clovis Unified School District, one of the highest rated school districts in the State, offers 34 elementary schools, six intermediate schools, and eight high schools. Its symphony, local theatre companies, music and dance productions distinguish Fresno as a city with access to a wide variety of cultural events. Fresno Unified School District is the fifth largest district in California which includes Fresno City College, 61 elementary schools, 19 secondary schools, and eight high schools. California State University Fresno is located on Shaw and Cedar, approximately 5 miles from Clovis.
