Cover Fact Book 2012 Cover design by Kenneth Storey, University Printing Cover photos by Dot Paul, UGA Photographic Services Abraham Baldwin, UGA’s Founder and First President Abraham Baldwin authored the University of Georgia Charter which when adopted by the Georgia General Assembly in 1785, made the University of Georgia America’s first state chartered university and the birthplace of the American system of public higher education. A member of the Georgia State House, the Continental Congress and the U.S. Senate, Baldwin was a dedicated public servant and one of only two Georgia delegates to sign the U.S. Constitution in 1787. Baldwin's vision to make a quality post-secondary education affordable to the citizens of Georgia has impacted the growth and prosperity of the state in ways few could have imagined two centuries ago. The University of Georgia dedicated this statue of Abraham Baldwin in the fall of 2011. The statue is located on the university's North Campus in front of Old College.
