Argall, Chairman Senate Majority Policy Committee Senate Box 203029 State Capitol Building Harrisburg, PA 17120 Re: Public Hearing on Unmanned Aerial Vehicles Dear Sen. Argall: On behalf of our more than 7,500 members, the Association for Unmanned Vehicle Systems International (AUVSI) would like to highlight the positive societal and economic benefits of unmanned aircraft systems (UAS) technology. AUVSI is the world’s largest non-profit organization devoted exclusively to advancing unmanned systems. It is clear that, once a federal regulatory framework is established, a burgeoning UAS market is waiting to be unleashed in Pennsylvania. According to an AUVSI study, during the first 10 years after UAS are integrated into the national airspace, nearly 3,000 jobs are forecasted to be created in Pennsylvania along with over $2.36 billion in economic impact. In fact, since the FAA announced it would grant exemptions for certain low-risk commercial UAS operations in May 2014, more than three dozen Pennsylvania businesses have already received permission to use unmanned aircraft for a variety of applications. For example, Agscan, based in Broomall, received a commercial exemption to examine the condition of crops across the state. Joshua Brown, a Navy veteran and an expert in search and rescue, founded the company in 2014 and uses UAS to assess an acre of crops each minute, detecting abnormalities that are not always visible to the human eye. Using aerial data the UAS collects, AgScan can quickly identify crops that need attention for irrigation or insect problems. Another example is Pittsburgh-based Identified Technologies, which has built its business around collecting visual, infrared and gas data with UAS.

    United Methodist Advocacy in Pennsylvania November 30, 2018 The 2017-18 two-year legislative session in Pennsylvania concluded on November 30. All unfinished legislation ceases to exist. Any old legislation that is to be perpetuated needs to be reintroduced as new legislation in the new session beginning January 1, 2019. For practical intents and purposes, legislative activity ended in October. In the General Assembly, November was a time for administrative housekeeping and identifying party leadership for the coming session. Almost one-third of the space in this month’s report has to do with the changes to the General Assembly. For some, this might be tedious. For those who need this information, it will serve as a good starting point for identifying key leadership—though many legislative committee chairs will not be filled until the beginning of the upcoming session. Of course, outside the General Assembly, activity continues in Harrisburg. I have included several items that I found to be of interest. For those who want to receive legislative alerts and calls to action on political issues for the faith community, I refer you to the Pennsylvania Council of Churches online information—visit their website at: pachurches.org. Go to the “Advocacy” page, accessible through the menu at the top of the homepage. Here one can link to further information or subscribe to advocacy action notifications.     SENATE LEADERSHIP 2019-2020 Senator Joe Scarnati, President Pro Tempore As President Pro Tempore of the Senate, he holds the third-highest constitutional office in the State. He was born and raised in Brockway, Pennsylvania and represents the 25th Senatorial District, which includes Cameron, Clinton, Elk, Jefferson, McKean, Potter and Tioga Counties and portions of Clearfield County. Joe grew up understanding that business and industry are vital to our state’s economy and its future. After graduating from Penn State University at DuBois, Joe became a third-generation business owner in the Brockway area. He has carried on the lifelong tradition of working to better his community through involvement and civic leadership, serving on both the Brockway Borough Council and the Jefferson County Development Council. He is also a member of the St. Tobias Roman Catholic Church in Brockway. Working in the private sector for 20 years prior to coming to Harrisburg, serving as a local official and being a small business owner have given him a unique perspective on how government can work more effectively to help job-creators, working families and communities. Since being elected to office, Joe has been a leader in reforming the way business is conducted in Harrisburg, and he remains committed to making the institution more open and accessible to the citizens of the Commonwealth. As Senate President Pro Tempore, Joe serves as an ex-officio member of each of the 22 Senate Committees. He has been a committed leader in addressing numerous important fiscal and conservative issues within the state.     A Fair Share Tax to Support Public Investment in Pennsylvania By Marc Stier1 March 22, 2017 1 While Marc Stier wrote the text, Stephen Herzenberg and Mark Price initially developed the ideas in the paper and provided the first analysis of it We are very much indebted to Aidan Davis of the Institute for Tax and Economic Policy for her work in analyzing the impact of the Fair Share Tax and to the Pennsylvania Department of Revenue for the data we use in this paper to evaluate it. Executive Summary This paper puts forward a plan, which we call the Fair Share Tax, that would take a major step toward fixing Pennsylvania’s broken tax system and raise the revenues we need to invest in the public goods that are critical to creating thriving communities and individual opportunity in our state: education, infrastructure, protection for our air and water, and human services. • The Fair Share Tax divides our Personal Income Tax into two parts: 1.) a tax on wages and interest, and 2.) a tax on income from wealth (dividends; net income [from a business, profession, or farm]; capital gains; net income from rents, royalties, patents, and copyrights; gambling and lottery winnings; and income from estates or trusts.) • The Fair Share Tax increases the tax on income from wealth from 3.07% to 6.5% and decreases the tax on wages and interest from 3.07% to 2.8%. • Under the Fair Share Tax, 58.3% of taxpayers will see their taxes go down, 26.2% will see no change in their taxes, and only 15.4% will see their taxes go up.

    MCA Summary of Legislation December 2008 Mandate Waiver Task Force Update The task force that was created to review weather or not waivers granted to school districts to build under a single prime contract are saving taxpayers money met for the fourth time on December 22. A number of individuals presented testimony in support of multiple prime construction including Jim Gaffney from Goshen Mechanical on behalf of MCA and John Wanner, MCA’s government affairs consultant. The Task Force also heard reports that built using single prime construction. In general, school districts have been echoing the pro-waiver position advocated by the school boards state association. The Task Force expects to have one more meeting, sometime in January, at which point a vote on the final Task Force recommendation would be made. There was no significant discussion as to what that recommendation will be. Scarnati Sets Special Election Lt. Governor Joe Scarnati has filed notice for a March 3, 2009 Special Election to fill the vacancy in the 29th Senatorial District. The seat has been vacant since the October 18 death of Senator James J. Rhoades, whose name remained on the November 4 election ballot and received the most votes. The 29th Senatorial District includes all of Schuylkill County and parts of Berks, Carbon, Lehigh, Monroe and Northampton Counties. Schuylkill County Clerk of Courts Steve Lukach will likely be the Democrat, while Republicans chose state Rep. David Argall from among several interested candidates, including, Sen. Rhoades’ son-in-law, Pottsville attorney Christopher Hobbs, and GOP Executive Committee member Gretchen Sterns, to be their candidate.
