DUTIES, POWERS, AND JURISDICTION 23 Section 1. The AEC is recognized as a standing committee of the Undergraduate Student Government, as per 24 USG Bylaws. 25 26 Section 2. The AEC shall: 27 A. Continually review the AEC Bylaws before and after elections. 28 a. Hold a minimum of 2 AEC meetings to review and revise the AEC Bylaws before elections. 29 b. Hold a minimum of 1 AEC meeting following elections to collect feedback. 30 c. All fall semester AEC meetings will be open to all undergraduate students. A maximum of 1 31 AEC meeting in the spring semester will be open to non-committee members, subject to 32 approval by the AEC. 33 B. Conduct the USG Executive Board elections. 34 a. USG Executive Board elections shall be held no earlier than the third (3rd) week of February 35 and no later than the last week of March. 36 b. The timeline shall be set for the Executive Board Elections no later than the last week of classes 37 during the Fall semester. 38 c. The committee, in partnership with the USG Advisor, shall review and approve the 39 qualifications of each candidate, as stated in the USG Constitution and Bylaws, before entering 40 their name on the ballot. 41 C. Conduct USG Senator Elections in partnership with each school/division government. 42 a. USG Senator Elections shall be held between one (1) and three (3) weeks after Executive Board 43 Elections, but no later than the first week of April. 44 b. The timeline shall be set for the USG Senator Elections before the official Tulane University 45 Spring Break period. 46 c. The committee, in partnership with the School/Division Governments and the USG Advisor, 47 shall review and approve the qualifications of each candidate, as stated in the USG 48 Constitution/Bylaws, AEC Bylaws, and School Government Constitution/Bylaws/Election 49 qualification information. 50 51 D. When necessary, aid the current Vice President of Student Organizations in conducting elections for 52 each council. UNDERGRADUATE STUDENT GOVERNMENT OF TULANE UNIVERSITY TENTH SESSION | 2018-2019 | TWENTY-FIRST SENATE 1 a. USG Council Chair elections shall be held between one (1) day after USG/LBC Organization 2 Renewal completion and one (1) week after the Fall Organizations Presidents’ meeting. 3 b. The timeline shall be set for the USG Council Chair elections before Spring break. 4 c. The VPSO, and the USG Advisor shall review and approve the qualifications of candidates, as 5 stated in the USG Constitution/Bylaws, AEC Bylaws, SBAC Bylaws, and specific council 6 bylaws. 7 8 Section 3. The AEC Co-Chairs and Vice Chair are responsible for holding office hours during AEC-run 9 elections. 10 11 Section 4. The AEC must certify the results of each election before the final confirmation and posting by the 12 AEC Co-Chairs. 13 14 Section 5. The AEC shall enforce all campaign and election rules and regulations for each election that it 15 conducts. Should a candidate fail to follow one (1) or more of the rules and an infraction is submitted, there will 16 be an infraction hearing where the candidate will be invited to explain the infraction to be held before the 17 results are known by the AEC. Infraction hearings will be held throughout the campaign process at the 18 discretion of the AEC. All candidates will be notified of such hearing via email with information on the 19 infraction provided by AEC. The AEC must vote by a simple majority to make a ruling. Should the AEC decide 20 that the candidate has failed to follow the rules and regulations, the AEC shall administer the proper penalties, 21 as outlined in the rules and regulations of the specific election. 22 23 Section 6. The AEC is strongly recommended to encourage members of the student body to vote during 24 elections using, but not limited to, the following methods in an unbiased manner: 25 A. Voting booths placed around campus, 26 B. Using the USG methods of student body communication (social media, appropriate University electronic 27 voting system, etc.), 28 C. Working with student organizations to improve voter turnout, 29 D. Utilizing school mailboxes and/or emails to send reminders to vote (in general), 30 E. Any other unbiased method the AEC feels necessary to improve voter turnout. 31 32 Article IV. RULES AND REGULATIONS FOR USG EXECUTIVE BOARD ELECTIONS 33 Section 1. Qualifications 34 A. Every candidate must meet the following criteria: 35 1. Must have been a student at the University for at least two (2) regular semesters at the time of the 36 election. 37 a. Transfer students who have been students at the University for one (1) full semester may run 38 for office. 39 2. Must be registered as an undergraduate student of the University in one (1) of the registered 40 divisions. 41 a. Individuals who are not currently registered at the University during the election period, but 42 intend to be registered students during the full semesters of their term, may apply to run by 43 requesting an application to run by emailing the AEC at [email protected] 44 b. Individuals who intend to be enrolled students in the first full semester of their term can apply 45 to run by requesting an application to run by emailing the AEC at [email protected]. 46 Must have been a student at the University for at least two (2) regular semesters at the time of the 47 election. 48 c. Transfer students who have been students at the University for one (1) full semester may run for 49 office. 50 3. Must intend to be a student of the University in New Orleans for a full school year during the term 51 of office, and 52 4. Must have a minimum GPA of 2.5 at the time of the election. Not been placed on disciplinary probation from a conduct violation through the Tulane conduct 2 hearing process or the honor board. 3 4 B. Every candidate must submit the following items in the appropriate University electronic voting system 5 (Orgsync, WaveSync, etc.) by the date and time announced by the Undergraduate Student Government 6 Awards and Elections Committee (AEC): 7 1. A letter of intent to run for office (include full name, phone number, e-mail address, and both 8 permanent and school mailing address, and a campaign platform of 250 words or less) 9 2. Signed waiver for permission for an academic standing and code of conduct violations background 10 check performed by the USG Advisor; 11 a. Any and all personal information regarding a GPA violation or a violation of the Tulane Code of 12 Conduct will be confidential and viewed only by the USG Advisor. When determining if a 13 student is qualified for USG Executive Board candidacy, the USG Advisor will only provide if 14 the candidate is qualified based on the AEC Bylaws. 15 3. A photo of themselves to be placed on the ballot and other areas of advertising deemed necessary by 16 the AEC. 17 18 C. Certification of the ballot will be performed before an official ballot is released. Certification of the 19 ballot will be confirmed by the AEC Co-Chairs and USG Advisor. A confirmed ballot will be sent to all 20 candidates before the release of the official ballot the day before campaigning begins. 21 22 Section 2. General Electoral Procedure 23 A. All students listed in the Registrar’s undergraduate student database are eligible to vote. 24 1. Students with multiple majors will be given the ability to vote in the USG Senator election for all of 25 their schools/divisions.
