Section 1, postsecondary education in New York State, examines the grow.h of the system; the changing times; and statewide progress in the area of student access,academic programs, and faculty. Section 2, adjustment to shifting enrollment levels, discusses the need for enrollment goals, full-time undergraduate enrollment projections, regents goals and amendments to the 1972 statewide plan, and the state financial policy. Section 3 investigates progress made by the postsecondary system toward the regents 1972 statewide plan goals. Emphasis isplaced on equalization of educational opportunity, a comprehensive system ofpostsecondary education, excellence in the pursuit of knowledge, meeting the educational needs of society, and the responsiveness of the system to community needs. Section 4 a summary of regents recommendations and regents position on institutional recommendations, presents new recommendations; continued recommendations from 1971, 1968, and 1964; and action on institutional recommendations.
