Sub: Diversion of 0.001766 hectares of forest land in favour of Mis Indian Oil Corporation Limited for approach road to retail outlet at Village DHESIAN KAHNA on Bundala-Rurka Kalan Road, Kms 2-3, Rls under Forest Division & District, Jalandhar, Punjab. Ref: (i) State Government of Punjab's letter No.FCA/1980/293/2012/1386 dated 14th May, 2013 Sir, I am directed to refer to the above cited subject and letters seeking prior approval of the Central Government for diversion of forest land for non-forestry purpose in accordance with section-2 of the Forest (Conservation) Act, 1980. 2. After careful examination of the proposal of the State Government, In-principle approval is hereby conveyed for diversion of 0.001706 hectares of forest land for the above mentioned project, subject to the following conditions: (i) Cost of compensatory afforestation as per the proposed scheme may be realized from the user agency; (ii) Net Present Value (NPV) of the forest land being diverted for non-forestry purpose may be realized from the user agency, as per Ministry'S directions issued vide letters No. 5-3/2007-FC dated 5 tl1 February 2009 and Hon'ble Supreme Court of India's Order dated 30th October 2002, 28th March, 2008, 24th April, 2008 and 9 th May 2008; (iii) As per the orders of the Government of India vide letter No. 5-2/201O-CAMPA dated 24.06.2011, the Net Present Value (NPV) of the forest land and all other CA levies shall be deposited in State specific CAMPA accounts maintained by the Ad-hoc CAMPA in New Delhi in "PUNJAB CAMPA" account No. SB01025224, Corporation Bank (Government of India Undertaking), Block -11, Ground Floor, CGO Complex, Phase-I Lodhi Road, New Delhi-110 003 or "PUNJAB CAMPA" Account No. SB 344902010105 429, Union Bank of India, Sunder Nagar, New Delhi and this office may be informed by duly filled in proforma given overleaf; and (iv) The user agency shall furnish an undertaking to pay additional amount of NPV, if so determined as per final decision of the Hanble Supreme Court of India; 3. The compliance on the above may be submitted at the earliest. The use of forest land will not be allowed till final approval is accorded. ' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths.
