A BRIEF MANIFESTO OF ALL GRAND ALLIANCE PARTY

PREAMBLE

We the ALL GRAND ALLIANCE PARTY - a masses oriented political party of Nigeria, desirous of breaking the jinx of poverty and backwardness in our Nation, and after several deliberations and consultations, have resolved to bring about a stable polity and so therefore decide to put in place a mechanism and vehicle to ensure the emergence of a virile, ideological, patriotic ad all-inclusive national political alliance to be known and addressed as the ALL GRAND ALLIANCE PARTY (AGAP), for the necessary push to propel Nigeria through and beyond the 21st Century.

6 We Are Aware That

Nigeria is fast decaying by achieving depths of wretchedness and failure in virtually all facets of her national life except in few areas like our telecommunication. More worrisome is our political life which is evolving along tribal and religious lines making breakup of the country look imminent. Some countries of the world have even predicted this.

Our major problem is the failure to integrate our people. The preferences of the colonial officers led to some built-in structure of imbalance in Nigeria polity. The style of leadership in post independent Nigeria worsened the imbalance an introduced new distortions which include the enthronement of a bad quest for materialism, thievery and cheating, deception and falsehood and these have infested every facet of our national and private lives. Good moral values have completely disappeared.

God bestowed tremendous human and natural resources on Nigeria- many talents from many tribes, good climate, stable earth and fertile soil for our vegetation, abundant material resources are all surplus to her requirements to develop into a global super power.

The few privileged elites of our successive regimes have been unanimous in their undertaking to transform Nigeria into hell on earth through corrupt practices in the discharge of their duties. Poverty ravages the land, debases our humanity and endangers our existence as creation of God. Our youths, from the best educated to the barely literate, immigrate to other lands ready to face the uncertain harsh future rather than remain trapped in certain misery if they make the choice to remain here in Nigeria. Some have become valuable assets to their adopted countries, but forever lost to Nigeria, some have turned to menial labour for survival while some others have become economic parasites, turning to various forms of crime and constituting constant embarrassment to Nigeria and her image.

Many of our country men and women have been brainwashed and made to believe convincingly that Nigeria is not worth dying for and they have, therefore, decided to join the force which they believe they cannot beat. They have acquiesced and become accomplices before and after the facts and have given up hope on instituting good leadership again in Nigeria.

Hopes at every level are dashed- e it in public or private lives with every successive regime since after our independence. The devastated conditions of our existence have merely become aggravated. It is therefore the resolve of the ALL GRAND ALLIANCE PARTY (AGAP), to UNDERTAKE the mandate of reversing the negative vices militating against the fortunes of our nation over the next four years and beyond, such that if sustained, Nigerian masses will once again see a nation they will be proud to call ‘our country’ and to which our legion of economic exiles presently scattered around the world will be proud to return to make a home and contribute.

7 We absolutely reject The Decay And Continuous Drift to Disintegration As A Nation And Believe That:-

A new era of new morality and moral value that will bring about a New Nigeria is possible and must be pursued and accomplished with vigour and dedication.

We can still re-launch Nigeria to accomplish her destiny and become a global super power and occupy a pride of place in the comity of nations of the world.

We can dethrone self-cantered, fraudulent and corrupt leadership and enthrone God-fearing, selfless, knowledgeable, honest, principled and detribalized leadership.

With the square and round pegs put in their proper holes, power can still be returned to its owners i.e. the masses of Nigeria who are the original owners and be used for the attainment of their welfare and happiness.

To achieve this new leaf of life in Nigeria, we shall be guided by the following principles

The Guiding Principles

General

We shall pursue vigorously the attainment of supremacy of our constitution. In particular, equality of every citizen before the law, respect of the fundamental human rights of all , fair and equitable treatment of all shall be the starting point.

On the Polity

Subject to the constitution of the Federal Republic of Nigeria the party shall avocet for the return to effective True Federalism with fiscal federalism fully practiced. The structure and functions of government shall be governed by the federal principle. The application of the federal principle shall be based largely on the six existing geopolitical zones without prejudice to the states remaining, for the time being, the federating units. We envisage that ultimately either the Zones become the federating units or there shall be equal number of States in each zone. Fiscal federalism necessitates that revenue allocation be based on the principle of derivation, with due attention given to the principle of national interest.

We accept that Nigeria is multi-religious but uphold secularity as the basis of the state operations.

The Economy and Society Democracy is the government of the people by the people and for the people. This connotes that man is the reason for and focus of government and governance. Therefore, man’s welfare is the commanding determinant of governmental actions.

8 Historical process and social organization help make some men rich and some poor. Thus neither the rich nor the poor can claim total responsibility for their wealth or poverty. Through free basic education, the children of the poor are provided the opportunity to escape from poverty.

Any result of the historical process, social organization or any situation which is significantly not as good as it should be welfare-wise, should be changed, reformed and replaced with a design for improvement and a plan for better society in order to achieve greater welfare for Nigerians man irrespective of tribe, language, religion, creed, colour, circumstances of birth etc.

We are not doctrinaire. Everything is seen from the respective of the welfare of man. That is why we endorse private enterprise in production and government intervention in the commanding heights of the economy and especially, in distribution. We shall ensure a vibrant economic growth in which the private sector plays the dominant and leading roles while the government provides the enabling environment and regulatory framework.

Working by these cardinal principles, we shall commit ourselves to the following achievable goals.

We shall guarantee unity, equity, justice and fairness to all our people within one indivisible and united Federal Republic of Nigeria.

Belief in a true Federation, in which fiscal federalism is fully implemented with equity for all federating units.

We shall indeed uphold the secularity of the State and plurality of its ethnic composition and therefor see the necessity to tolerate and respect our differences within the context of true federalism.

We shall re-establish trust between the government and the governed by fighting corruption to a standstill in all its ramifications and shades in our public life and enthroning transparency in governance.

We shall attract and woo Nigeria people of high integrity, credible character from different professions both in the private and public sector within and outside the shores of Nigeria to share our ideology through becoming our members and contest elective offices.

We shall strive for a mental and physical re-orientation of Nigerians, to bring about positive attitudinal changes and behavioural modifications that will create a new Nigeria worthy of the trust and respect of civilized mankind.

9 We recognize regions/zones as being the coordinate structure for the purpose of harmonizing our political, social and economic cooperation and the provision of common services, functions presently exercised by the Federal Government in the States.

For the sake of equity and geopolitical balance we advocate for the creation of equal number of States among the geopolitical zones of the country as soon as possible.

We shall pursue balanced and effective policies with vigour for the protection and good management of our environment in order to ensure sustainable development.

Adoption of agriculture to be of strategic to our development and accord priority to it as a national program.

Ensure a steady and increasing supply of power both industrial and domestic uses through the reformation of comprehensive energy policy, encouraging and funding research into alternative energy sources and further developing hydro-electric, thermal and solar-energy projects in all geopolitical zones.

Establish industrial and research banks in all the stats of the federation that will make funds available to institutions carrying out approved projects and research for quick technological turn-around and development.

We shall work towards the provision of free, qualitative and compulsory primary to senior secondary education for our children.

We shall provide free maternal and child health care.

We shall advocate full citizenship for all our people wherever they may reside in the federation.

We shall guarantee the protection and safety of all citizens and their property at all times throughout Nigeria.

We shall also ensure that a fair gender balance is achieved and maintained.

We shall strive to achieve gainful employment of our teeming youths as an abiding objective of national policy.

Job creation and employment. Pension and retirement benefits for the retired without delay. Rehabilitation and care of disabled and handicapped members of our society.

Ensure that our political alliance has a structure, which recognizes devolution of party decision- making process on Zonal and regional issues to the Zones and Regions and only the issue of election to the position of President and Vice-President may be determined by the National Executive Committee.

10 Development Focus

In our quest to achieve our economic goals for the country, we have identified four major priority areas that will be the focus of the government. They include-

INFRASTRUCTURE – Roads and Bridges, Portable Water Supply, Electric Power, Transportation, Communication, etc. etc.

EDUCATION – Primary, Secondary, Tertiary, Research etc.

HEALTH – Primary Health Care,

CLOSING THE TECHNOLOGICAL GAP – We believe that by providing world-class infrastructure, developing the minds of our citizens through education and ensuring a virile and healthy population, we would have invoked the creativity of our citizens and that will in turn trigger a multiplying chain of developmental activities that will stimulate development of our nation. Actual production and other development activities will be private sector driven, with the government providing only the enabling and regulatory environment. The government will also take special measures to accelerate our drive into modernity by actively encouraging the development of indigenous technology and ingenuity. COMRADE AKUNWATA EJOH OJIBA

Was born into the royal family of Akunwafor Lawrence Anizoba Ojiba and Omeorafu Veronica Nwanyife Ojiba Neee Onwubuya all of in the year 1962.

He had his early education at the immaculate Heart Conception Primary School, Onitsha which was later renamed Niger primary school, Fegge, Onitsha 1971-1977. Had his secondary education in two great schools namely Oraifite grammar school, 1976-1977and Christ the King College CKC Onitsha 1977-1981.

While in school he was the leader and secretary of the Young Christian Student Movement.

His father’s death while in secondary school made him to apply for a job immediately after his WASC with satellite Newspaper’s Enugu as an Advert Agent a job he held till 1982 when

16 he switched over to Nigerian customs service. His career in customs spanned for 35yrs. While in the service he was able to learn a lot about leadership and administration, through various local and foreign courses and training he attended. In his capacity as the staff officer General of tin can Island Command a position he held from 2012-2017 he was able to assist the area comptroller he served under to sensitize the command of individuals who had nothing to do in the seaport as well as ensure discipline among staff. He acquired the following certificates while in service. Diploma in Mass Communication from Institute of Journalism, Enugu, Bachelor of Arts Hons/ Religious studies from University of Port-Harcourt and Masters in Public Administration from National Open University. Am Chief (Dr) Willie Maduabuch Obiano, the current serving Governor of Anambra State and the bearer of the All Progressive Grand Alliance (APGA).

I am a seasoned and proven public policy leader on economic development, financial accountability and human resource development in Anambra State and Nigeria and my philosophy is to lead with the combination of hard work, clarity of purpose, team spirit and integrity. I am married to Chief Mrs. E. V. Obiano and we are blessed with two children.

I am the current serving Governor of the Anambra State and I aspire for a second term to enable ne actualize my vision for the State.

At the onset of my career, I served as an officer in first bank in 1981 from where I moved to Texaco Nigeria Plc. as a lead Accountant specializing in Bunkering, Lube-blending and Refinery Audits. I was promoted 4 times in my eight-and-half-year-service at Texaco to become chief internal auditor.

I joined Fidelity Bank from Texaco in 1991 as Deputy Manager and rose to the position of Executive Director (No. 2 man) in October, 2003 and all the regional managers of the bank reported through me to the MD/CEO.

Over the course of my successful career, I attended numerous training programs.

I hold a B.Sc. Second Class Upper in Accounting from University of Lagos (1979) and an MBA in marketing also from the same university 1993. I am also a fellow (FCA) of the Institute of Chartered Accountants of Nigeria (ICAN).

That is the formula we came in with. We started with our dreams and were determined to achieve them. That ambition is not a 4-year ambition, it is not even 8-year one but we have done the needful to build a solid foundation to get our state on its way to achieving our overall vision for our people;

We built our strategies on the 4Cs: Continue Complete and Commission (3Cs) all on-going projects and also commence new projects across various sectors of the state;

So what we have is a story of continuity. In physics, it is called ‘momentum’. We have done a lot to build this momentum. It is said, “A journey of a thousand miles begins with a first step”. We have built our foundation; we have taken our initial step;

A key part of my approach from inception is bringing private sector behaviour into governance this enabling us find creative ways to do more with less and to generate new money since money from the federal purse has continued to drop;

In my three and a half years, I have undertaken numerous projects that cut across all sectors

By the virtue of what I have done, I have been conferred with numerous prestigious awards including sun governor of the year 2015, Zik prize for leadership, 2016 and Silver bird Man of the Year 2017 amongst others;

I still believe the core values are relevant and I believe my strategy is intact but I am going to introduce some new iconic projects. We are going to do bigger, better and more world-class thing;

We are going to touch every key part of our state and because of that I have now done what is called ‘segmentation’ in the business world. I have picked out every single person in our state and put them in a particular group and I have worked with my team to understand what each group really needs and wants;

For our Children, we would provide more affordable and well-equipped schools in line with our no-child left behind concept and ensure that every child has access to quality education;

For our Rural Communities, we would continue to provide infrastructures that would help stimulate the local economy by creating job & wealth opportunities;

For our Faith Based Organizations/NGOs, we would continue to partner with you and support you by providing subventions for your schools and hospitals;

For our Senior Citizens, we would provide a monthly stipend for all senior citizens above the age of 75 and also ensure that all retirees retire gracefully;

For our Indigent/Special Needs, we would give them a sense of belonging in the society by providing them with the basic necessities of life;

Furthermore, our interventions in the pillars & enablers and for the nine (9) groups are targeted toward achieving the Sustainable Development Goals (SDGs) which are to:

• End poverty in all its forms everywhere;

• End hunger, achieve food security and improved nutrition, and promote sustainable agriculture;

PROFILE OF MR. CHRISTOPHER CHUKWUDUBEM NWEKE

BIOGRAPHY:

Mr. Christopher Chukwudubem Nweke, popularly known as Chris Nweke Is an indigene of Nsugbe in L.G.A of Anambra State.

Mr. Chris Nweke was born on the 28th day of April 1981, in the family of late Chief and Mrs. Micheal Chukwume Nweke of Abata village, Nsugbe Anambra East L.G.A, Anambra State. Gender: Male. The family was blessed with eight children, five boys and three girls of whom Mr. Chris Nweke occupies the sixth position out of the eight and the fourth of the male children. Mr. Chris Nweke is married to Mrs. Ifeyinwa Chris Nweke with a child.

He started his academic journey in 1989 at Development Primary School, Abata Nsugbe

25 where he obtained his first school leaving certificate in 1994. He transcend through his Secondary School between 1994 and the year 2000 at Onitsha High School, Onitsha with Senior Secondary Certificate Examination (S.S.C.E.).

HIS University education started in the year 2002 at Anambra State University, Uli where he obtained a B.Sc. (Hons) in Political Science in the year 2006. Prior to his obtaining his B.Sc (Hons) on Political Science, he has acquired an Ordinary National Diploma (OND) in Business Studies at the defunct Ekewekugo Okeke Polytechnic, Uli (former Anambra State Polytechnic, Uli Anambra State). He was the former National President, National Union of Anambra State Students (NUASS). He was one time state secretary of the importers Association of Nigeria (IMAN) Anambra State chapter.

Chris Nweke is the Chairman/Chief Executive officer of TITICHRIS Limited. Chris Nweke ventured into national politics in 2007, and in 2011 he aspired for federal House of Representatives under the platform of ANPP, but lost interest on the decision of the party stalwart.

MY VISION

Ours is a state riddled and associated with political crises and conflicts of varied degrees, which is as a result of godfather syndrome. FAMILY BACKGROUND:

Yul is the last of six children, born to the family of Chief and Mrs. Pete Edochie in 1982. Born in Enugu from a very strict Catholic family with a very good reputation. Yul’s father, Chief Pete Edochie worked as a broadcaster for many years in Anambra Broadcasting Service (ABS) Awka, Anambra State. He later retired and went on to become one of the most celebrated names in the Nigeria film industry and well respected in Igbo land. Yul’s mother, Mrs. Josephine Edochie worked in Nigerian Television Authority (NTA) for many years; she later retired and started practicing as a professional lawyer.

Yul attended Robinson Street Primary School and Independence Layout Primary School from 1986 to 1992. He then attended Marist Brothers Juniorate, Okigwe, Ecumenical Community Secondary School, Enugu and New Haven Boys Secondary School from 1992 to 1998.

He sat for WAEC and Jamb Examinations in 1998, did very well and gained admission into the University of Port-Harcourt where he studied Theatre Arts. Yul graduated with a B.A (Bachelor of Arts) degree in Theatre Arts from UNIPORT in 2003. He did his NYSC (National Youth Service Program) in where he served his country diligently from 2004-2005.

PROFESSIONAL /WORK EXPERIENCE

He joined (Nigeria Film Industry) in 2005 and within a few years he distinguished himself as an actor to reckon with and went on to become one of the most celebrated and loved actors of his generation.

As a man from a strict Catholic background, Yul made sure all his movies had good moral lesson for the public to learn. His fan base cuts across Nigeria, Africa and beyond. Having so much love for the younger generation of actors and wanting them to be great, Yul established the YUL EDOCHIE ACADEMY in 2015 where he personally teaches and train upcoming Actors/ Actresses. DPC MANIFESTO

1. We shall guarantee unity, equality and justice to all our people within a united Federal Republic of Nigeria.

2. We believe in a true Federation, in which fiscal federalism is fully implemented with equity for all federating units.

3. We hold that revenue sharing based on the principle of derivation will spur development across the country.

4. We advocate the recognition of regions/zones as being the coordinate structure for the purpose of harmonizing the political, social and economic cooperation and the provision of common services, functions presently exercised by the Federal Government in the states.

5. Rotational Presidency amongst the six geopolitical zones on the basis of equity, justice, fairness in such a matter that would give both the major and minor ethnic groups access to the presidency.

6. In like manner the rotation of the position Governor amongst the Senatorial Zones in the State and the position Local Government Chairman amongst the geographical and

7. For the sake of equity and geopolitical balance we agree to the creation of equal number of states among the geopolitical zones of the country as soon as possible.

9. We shall rebuild trust between the government and the governed by fighting corruption in all its ramifications and shades in our public life and enthroning transparency.

A policy that will encourage subsidized affordable housing projects. Job creation and employment for the registered unemployed and schemes that will ensure payment of pension and retirement benefit out delay.

Rehabilitation and care of disabled and handicapped member of society.

We shall ensure a steady and increasing supply of energy both industrial and domestic uses through comprehensive energy policy, encouraging and funding research into Alternative energy’ sources and further developing hydro-electric, thermal and solar-energy projects in all geopolitical zones.

We shall establish industrial and research banks in all the states of the federation that will make funds available for institutions carrying out approve projects and research for quick technological development.

We shall ensure that the political alliance has a structure, which recognizes party decision- making process on zonal and regional issues to the zones, and regions and only the issue of election to the position of President and Vice- President may be determined by the nation executive committee.

In achieving our economic goals for the nation, we have identified four priority areas which will constitute the focus of governmental attention, when we take over the reins of government. These are

We believe that by providing world- class infrastructure, developing the minds of our citizens through education, and ensuring a virile and healthy population, we would unleash the creative energies of our citizens that will in turn trigger a multiplying chain of production and other developmental activities will be private sector driven, with the government providing only the enabling and regulatory environment. The government will also take special measure to accelerate our drive into modernity by actively encouraging the development of indigenous technological capacity. The above focus is reflected in the detailed programs which follow.

32 THE ECONOMIC PROGRAMME

AGRICULTURE

Objective

• Self-sufficiency in food production to service our internal consumption and food security needs, and contribute to foreign exchange earrings

• To move decisively from peasants-dominated agricultural production to mechanized farming and plantations agriculture.

• To reduce dependence on rain and shift emphasis to irrigation to provide water for agriculture.

• To reduce post-harvest wastage of agriculture products through the provision of storage facilities.

• To encourage increased production through ready marketing and distribution outlets and the guarantee of concessionary prices to farmers, with the government acting as a buyer of last resort. In this connection, government subsidy will be removed from farm inputs, and placed on the harvested products, so that they can reach consumers and end users at reasonable, stable prices.

• Harmonization between agricultural and industrial policies so that farm outputs can readily serve as inputs for food processing industries.

Programmes

• Government will encourage private foreign investment in mechanized agriculture, in partnership with Nigerian investors, such that Nigerians shall have majority shareholding investment.

• Government will invest heavily in the construction of dams across the country’s watercourses not only to supply irrigation water agriculture but also to supply potable water for our home and factories.

• Government will encourage the private sector to establish food processing industries to absorb the products from the farms, and to establish national chains of supermarkets where processed farm products can be purchased by consumers. The marketing system will be such that farmers will sell their products at guaranteed prices to the processors, who will receive their subsidies on quantities purchased direct from the government.

33 • Government will set up storage facilities throughout the nation to buy form the farmers at guaranteed prices, their excess products which they are unable to sell to processors or direct to consumers, and store them.

• Peasant farmers will continue to be encouraged through the provision by government, of subsided land clearing services, agricultural equipment hiring services and access to improved seedlings and better fanning methods, through extension services.

• Our agriculture research centres will be better funded so they can have a more positive impact on our agricultural output.

• Foreign investments will be encouraged through favourable tax concessions and incentives.

INDUSTRY AND SME’S

Objectives

• It will be a cardinal objective to make Nigerians depend less on imports and more on what we can produce locally. We would strive to reduce the penchant of Nigerians for consumption of foreign goods, and increase their zeal for production and export.

• To reduce local production costs so that Nigerian goods can be competitive.

• To make investments in Nigeria more attractive, both for Nigerians and foreign investors, and increase the industrial base of the economy, with a target of making manufacturing to contribute at least 25% to the GDP.

Programmes

• We would seek a special understanding with the WTO such that our open door policy to all sorts of foreign goods would be drastically reduced. Specifically we would ban the importation of all non- essential goods, food items that can be readily grown domestically, and products which are already being manufactured or assembled in Nigeria, such as luxury cars, furniture, luxury buses, textiles, vehicle tyres, rice etc. We will also ban the importation of such goods as constitute an insult to our national pride such as used or Tokunbo garments etc.

• We would encourage the local production, or expansion of production of such goods that are banned, to fill the vacuum created by the ban and put Nigerians to work.

• We shall give all automobile assembly plants in Nigeria tax and preferential incentives to encourage the manufacturing of components of their vehicles in Nigeria.

34 • We will strive for a rapid improvement in infrastructure, such as power, water supply and access roads, to reduce local production costs and make Nigerian – made products more competitive.

• Government will partner the private sector, but will hold minority share, to set up companies for the manufacture of industrial machinery, to service local industries.

• We shall continue with on-going reforms of the financial seek to ensure that manufacturers have access to credit facilities at low interest rates.

• We will set up an anti-trust regulatory agency to ensure that local manufacturers do not take advantage of the ban on foreign made imported products to engage in exploitation of consumers.

• We shall create various incentives for manufactures, allow favourable tax holidays, and give special recognition to particularly innovative Nigerian entrepreneurs in the award of national honours.

• We shall set up industrial lay-outs and estates throughout the country, fully serviced with all necessary infrastructures.

• We shall give a boost to the development of SMB’s through the set5ting up of special industrial parks for them, with provision of standard factory buildings on lease basis, and all infrastructures.

• We shall create; a special facilitating agency for 5MB’s with minimum bureaucracy, to prepare standard feasibility studies for protective SME investors, link them with sources of finance and with major industries to which they can be vertically integrated, and which serve as a ready buyer for their products.

• We shall improve the security situation in the country so that prospective investors will have the confidence of the safety of their investments and their lives.

INFRASTRUCTURE- ROADS, RAILWAYS, AVIATION WATER, TRANSPORT, POWER, WATER SUPPLY, COMMUNICATIONS.

Objectives

To upgrade and modernize our infrastructure facilities to improve the quality of life of our citizens and reduce industrial production costs.

35 Programme

• We shall expand the nation’s network of roads, and ensure their periodic upgrading and regular maintenance. The enabling law setting up the Federal Roads Maintenance Agency will be reviewed to make sure the agency works like the Public Works Department of colonial days in establishing road camps and engaging direct labour in the maintenance of federal roads.

• All industrial estates, agricultural plantations and rural fanning communities will be provided with a well maintained network of access roads to facilitate easy evacuation of farm produce and distribution of manufactured products.

• The national rail network will be modernized and the movement of goods and people across the country and on our roads.

• The aviation industry will be more effectively regulated air-worthy aircraft are used for transportation by airline companies and our airports will be equipped with better runways and air traffic control facilities.

• We will dredge, develop and sustain inland waterways.

• Provide ferry services over dredged rivers and inland waterways.

• We will improve and strengthen security at the sea ports.

• The unbundling of the PHCN will be accelerated, and all facets of its operation will be privatized. Private Power producers will be encouraged to invest in power generation, providing only a regulatory framework. The goal will be to achieve an uninterrupted power supply to all homes and factories within eight years. A consumer protection regulatory agency will be set up to ensure fair pricing.

• The importation of power generator will be banned immediately.

• Water supply is a major problem in our home and factories. Less than 20% of Nigerians have access to potable water- bole holes may provide temporary solutions to isolated rural communities, but they are not an effective solution to the water supply problem across our cities and towns. We shall fully exploit our surface water resources to build central water collection, treatment and distribution plants for all our cities, to serve both industrial and domestic needs.

36 • The improvement in communication brought about by the use of mobile phones will be sustained by more effect, lower tariffs.

• NITEL will be fully privatized, and more operators encouraged competing with it. The land line is still the cheapest and most reliable means of telecommunication.

OIL AND GAS

Objectives

• To build up reserves, and increase our daily production of crude to about 4m barrels from the present 2.4m barrels within the next four years.

• To ensure peace and harmony in the .

• To ensure ready availability of fuel to Nigerian consume, prices.

• To gradually reduce government participation in the downstream oil industry and eventually limit government’s regulation and taxation.

THE CONSTRUCTION INDUSTRY

Objectives

• To develop indigenous capacity and capability to execute all major engineering construction works as may be needed in the country from time to time.

• To create jobs for Nigerians within the industry.

• To save on/off- shore costs of major or construction projects.

HOUSING

Objective

• To provide a shelter for every Nigerian, appropriate to his level of income.

• To ensure that Nigerians have access to fund at low interest rates, to purchase homes of their choice.

37 Programme

• We will facilitate the acquisition of land by private housing developers to build houses for sale to Nigerians.

• We will develop effective mortgage institution to home buyers at low interest rates.

• We shall encourage the culture of buying and after the demise of their owners.

• We shall legislate and enforce regulations to ensure that all housing estates are serviced by well laid out and well surfaced roads, water, electricity, sewage disposal and refuse collection systems, and an organized system of estate facilities maintenance.

THE SOCIO-ECONOMIC AND SOCIAL WELFARE PROGRAMME EDUCATION, SCIENCE AND TECHNOLOGY.

Objective

• To fully develop the intellectual capacity of every Nigerian man and woman such that they will be more useful to themselves, to the nation and mankind.

• To have in enlightened populace, easy to govern but difficult to enslave.

Programme

• The present programme of free Universal Basic Education will be extended up to the Senior Secondary School, Primary and Secondary School Education will be enriched in content, and government will partner the private sector to invest in the publication of educational materials so that students, up to the university level, will have ample supply of text books for use.

• All former regional government colleges, which served as modernity schools before the present generation of unity schools system.

• We shall provide guidance and counselling services at the junior and secondary schools.

• Federal government owned universities will be better funded to rescue them from their present decay, while at the same time; private sector assistance in the provision of facilities will be encouraged. It will be our goal to make all federal universities fully residential at the undergraduate level with boarding facilities.

• Fees charged at federal universities will be kept low an affordable. Annual award of full Federal Government scholarship will be introduced so that very gifted students, regardless

38 of the economic status of their parents, will not be denied places in the universities.

• Entry to the federal universities will be closely tied to available facilities, to avoid congestion which inevitably leads to lowering of standard.

• To improve the quality of life and the learning environment in the universities, all cult groups will be banned. Student unionism will be rigidly controlled and monitored.

• The Senate and council of each university will have full powers to discipline students, including expulsion, and such disciplinary measure will be made unchallengeable in any court of law.

• Private universities will continue to be encouraged.

• Technical education will be given a pride of place and efforts will be made to improve the quality of technical education available at our technical colleges and polytechnics, usefully deploy their graduate: and adequately remunerate them.

• We shall emphasize the study of science and technology and of ICT at all levels of education.

HEALTH

Objective

• Aware that all man’s productive activities are predicated on be on being in good health, we shall seek to ensure that Nigerians, from cradle to grave, are in a sound state of mind and body.

• To stop the need by affluent Nigerians or public officers to go aboard for medical treatment.

Programmes

• Free ante-natal, maternal and post-natal care will be made available to all nursing mothers from the time conception to six months after delivery. All children will be immunized against the childhood diseases.

• All children will enjoy free medical service from birth till the completion of secondary school. Such service will be integrated into primary and secondary school system, with each primary school being served by a dispensary and each secondary school by a clinic, to be visited regularly by a Government doctor.

• To supplement our health programme, children in primary school will have free lunch every school day, to make up for deficiencies the home meals.

39 • Free medical services shall also be extended to all undergraduates in the universities.

WAGE POLICY ON SOCIAL AND SECURITY

Objectives

• To ensure greater productivity, a contented work force, and happiness Post retirement and in old age.

• To remove one of the major or reasons for corruption in the public service.

Programme

• We shall immediately embark on a review of the entire wage structure in the public sector to make sure that wages are realistic in the context of die cost of living, and do not tempt workers to engage in corruption.

• Wages to different cadres of professionals in the public sector will be considered, each on its own merit, and not necessarily harmonized with one another. The wages for each professional cadre will be set purely on the basis of supply and demand, and the special needs for each profession.

• The monetization programme of the present administration will be earned to its logical conclusion, and remunerations will be a total package from which the worker will have to take care of all his needs like accommodation, transport, etc. The concept of allowances will be stopped.

• We shall pay all outstanding arrears of pensions and gratuities with two years in office and subsequently ensure that all gratuities of retiring public servants are paid within a month of retirement, while pensions are paid as at when due.

• The contributory pension scheme will be enhanced to ensure efficiency.

• The performance of the pension fund managers will be closely monitored by government to ensure workers are not defrauded.

PROFILE OF ONUORAH BASIL ONYEACHONAM ESQ.

Onuorah Basil Onyeachonam is a Lawyer by Profession, an Industrialist, a writer, an Orator, a Politician, a good Husband and a caring father.

He was born on 25th of November 1977 into the noble family of Late Chief Okoye Onuorah native of Mmiata Anam in local government area of Anambra state.

Anambra state lacks visionary leadership; the state has suffered so much in the hands of godfathers. the rate of unemployment in Anambra state is suicidal, our people die on daily bases as a result of the Lackadaisical attitude of Government toward human health. Our security is not guaranteed in Anambra State; the incumbent of Anambra State lacks political courage in addressing the real security challenges .government school in Anambra state lacks basic infrastructure the functioning private school are very expensive. My people are in a State of dilemma because nothing is working.

Government achievements exist only on national dailies and TV stations. The government claims of exporting rice and other agricultural products is a mirage as there is unimaginable hunger in reality. We generate billions of Naira in our uncountable revenue windows yet the money is diverted, embezzled and utilized for private investments. I am here to serve my people, to put the records straight, to save people from hunger in the midst of abundance. To employ three million youths within my first tenure through industrialization, agriculture and other forms of youth empowerment.

I am here to write my name and the name of my beloved state on the sands of time. I would like to be remembered after my administration that:

The Rev. Canon Rufus Okeke Sunday Ezeokolonkwor, is the son of the late Mr. Joseph Okeke and Mrs. Jimaima Ezeokolonkwor. He hails from Ifite village in Nanka, Local Government Area, Anambra State, Nigeria. He was born on 17th November, 1963. He finished his primary school education in Isiugwu-Nwagu central school, Ifite-Nanka in 1977and proceeded to our Lady’s (Chukwurah) High school, Onitsha Anambra State for his post primary school and graduated in 1982 with Excellent result in West African School Certificate(WASC). He did auxiliary teaching at the then Boys’ Secondary school, Nanka; 1983-1985.

47 Having the call of God in the holy order, he proceeded to the Trinity Theological College, Umuahia; 1985 – 1988 from where he graduated with the college Diploma in Theology and Diploma in Religious studies from the University of Calabar.

He was Ordained into the Priesthood of the Anglican Church in the Diocese of Awka in 1988. He has been serving in various capacities in the church. In 1999, he went to acquire more University education. He graduated from university of Nigeria, Nsugbe campus, with Honorary Degree of BA Edu. /Rel. in 2002.

His hunger to serve God and his fellow man spurred him into joining the special marshal of the Federal Road Safety Corp of the Anambra State sector command since 2014 and has been working diligently, conscientiously and in utmost commitment, alongside his ministerial duties in the church. He is married with children.

My name is Pastor Mrs. Praise Okechukwu, I was born in Umuase Local Government area of Anambra State; I grew up with my parents late Mr and Mrs Dominic Chukwuemeka Onwumelu who both passed on when I was twelve years old.

I attended and obtained my primary school certificate at central school Aguobu- Owa between 1986-1992, after which I enrolled and obtained my secondary school certificate at Girls Secondary School Imezi-Owa from 1992-1998.

I received an ordinary diploma certificate in 2001 from Enugu State University of science and technology after I furthered my quest for higher education which resulted in a Bachelor of Science (B.Sc.) from Enugu State university of science and technology between 2002-2005, fro, there I proceeded to participate in National Youth Service Corps (NYSC) in Edo State but

51 later redeployed to Enugu State because of marriage to my husband Mr. Kenneth Okechukwu whos from Nsude in Udi Local Government Area in Enugu State, and was stationed at Ngwo girls secondary school.

I had my first professional work experience as an accountant at Quixotel Ogui road Enugu between 2005-2007.

In 2007 I got a divine calling to go and reside in Onitsha and started worki8ng as an accountant at Valley-view garden hotel and later got promoted to the position of the manager within the same year, in 2010 moved to Obama Estate located at 31, new market road as a manager. In 2012 I left Obama Estate limited to establish Diamond Mega links estates limited with an office at 154 Awka roads Onitsha.

I know God has a very big vision and divine appointment for me in Onitsha as a result of that in 2011 till date I have appointed as the Pastor of Christ Embassy Church Ezeiweka in Awada, Obosi.

Being a responsible and proactive citizen of Nigeria and Anambra state, I have taken it upon myself to organize free skill acquisition trainings to empower mostly the youths and women in the State; and between 2013 till date I have trained and empowered over 3000 participants in various market ready skills in Anambra.

I am also a member of Nigeria farmers association and in my bid to maximize potentials in agricultural sector of the state, I have also started training farmers in Animal husbandry which include Snailry, Pigry, Fishry, Cassava, Yam, and Rice with modern yet affordable farming techniques in Ogbaru Atani local government.

I am blessed with four (4) children whom I love and adore so much, Nice-God my daughter is 12 years old, next is my first son Great-God who is 10 years old followed by another girl named Shalom 7 years and lastly is a boy called Ryan and he is 3 years old.

As God have seen my passion to earnestly contribute nation building and feeding the populace, bridging the gaps between educated and uneducated, employed and unemployed, haves and have-nots; my team and I have positively contributed in bringing a reduction of unemployment with our unique skill trainings in skills like paint production, tissue paper production, cosmetology, bags and shoe production, bead craft, website design and blogging, make-up, artistry, welding, computer appreciation and driving school.

CANDIDATES VISION AND POLITICAL MOTIVATIONS

Government cannot do without justice and judgment. Talking of the motive of law is talking of the product of the law. In any Judgments, the leader should have the ability to separate the issues properly without respect of persons. In a true democracy, nobody should be seen to be above the law of the state and the nation. It is my vision to ensure good justice and judgment in the governance of Anambra state, without victimization of the less privilege in the society, especially the worrisome issues of widows, fatherless and strangers in our midst.

It is my vision to model servant hood in governance of Anambra state. The mentality of a master servant relationship in governance is already old fashioned. A true leader is a humble servant to people who elect him /her into office. An elected leader holds power of office on trust, while power belongs to the people as trustees.

No investment in education is a waste. We need to invest more in education. As elected Governor of Anambra 2017, I will ensure that every Anambra children and youths have access to quality education, at least from primary to secondary school levels. I will introduce Indian practical education with contents of knowledge and character in Anambra state beyond mere academic certificates. Character is the habits of what you do every day. Education without good character is not enough. Character building and knowledge should be the chief of education.

Cash-and-carry method of empowering the youths every other day has not yielded the desired result. We need to put in place at every Local Governments in Anambra state business seminar programs for skills and talents, in order to empower the youths with relevant tools and seeds.

Most food items being consumed in Anambra state are coming from neighbouring states in Nigeria (cassava, fufu, corns, yams, fish and meat). I will like to mechanize and modernize agriculture to make farming attractive as a profitable occupation to the people.

Because of the present quest for mega cities, most developmental activities are clustered in our urban are of the state to the detriment of the rural communities. I want to open up Anambra

61 state rural areas with constructed road networks, housing estates and farm settlement to be financed from annual budgets of the state.

It is time to wipe out the story of unemployment from the map of Anambra state. The Asians come to the economy of Africa for inner marketing to manifest by titanic examination. The way things are going now, the engine of Nigeria economics will be driven by micro economics system, and I want to make Anambra state a model of micro business enterprise in Nigeria; to replace unemployment with self-employment amongst jobless Anambarians.

Some of the issues that motivate me to join politics and the race for Governorship are: the cloud cries of hunger, unemployment, marginalization, agitation in our midst due to bad governance, especially wrong definition of politics and often politicize message of change in Nigeria. Politics is all about quality leadership to the people. And average Anambarians seem to be weary of the politics of godfatherism, money bags and the so called the power of incumbency. Like in the day of Zikism of 1960s, we need to bring back the quality debate in Governance of Anambra state as the light of the nation. The to the November 2017 Anambra state Governorship election will be fought and won on the platform of quality leadership character for good governance. It is wrong definition of change to say that change start from the people. Any change in Anambra state and Nigeria will start from the elected leader as the agent of change. Like in Economi9c theory of scale of preference will make choice and our choice will determine the result will get. I believe that Anambra voters know how to make the right choice at a time.

A Brief manifesto of PPP

Our party is built on the simple and clear principle of partnership with the people in governance. Our government will be real partnership between the people, their communities and the government agencies. The structure is simple;

Government Agencies and ministries will continue to provide technical and logistics expertise in vetting, certifying and supporting government project and service in our various communities.

All funds budgeted for community development projects and services will be held in a single consolidated account in the . They will no longer be handed over to the ministries as currently practiced to be expended as they deem fit without proper oversight. Therein lays the root of corruption so endemic in Government.

Each community will be mandated to elect its community project funds (CPF) annually to handle the payment and execution of the projects due the community in that year’s budget

The agencies and ministries of Government will assist the community in the tender and bidding process, technical and project execution expertise for any given project.

However, the communities through their respective CPFs shall disburse funding for the project directly to the contractors without a resorting to the Government ministries or agencies.

The disbursement shall be in the form of Government checks or vouchers payable through the CBN to the account of the contractor in a manner so controlled as to avoid direct transaction in cash between the community and the contractor.

By utilizing this simple approach, PPP aims to empower the people to make final decisions in the execution of project meant for their communities. In doing so, we ensure that the people get the full number of project items earmarked in the budget, not just a fraction of it distorted

63 to divert the remainder of the funds to the private pocket of corrupt public officials.

We intend to apply this principle; “LET THE PEOPLE CONTROL THE MONEY”; in the execution of project , delivery of Government services, education, health care delivery, policing, etc. The money belongs to the people of Nigeria. PPP will let them control it. We will take it out of the hands of the corrupt elite. This is the only way to advance our country in the mess that we now find ourselves.

LEONARD IFEANYICHUKWU OBALUM was born the Second son of Late Elder Daniel and Late Madam Grace Obalum of Umuoma Obunagu Akitinyi Village arum in Awka Local Government Anambra State. Born at Aba in Abia State in the year 23rd October 1963. Attended premier primary school Onitsha 1972-1973. The set in 1973 that did two classes in one year. Finished at Old Court Primary School Aba, Abia State from 1973/74-75/76.

Attended Inri Boys Secondary School Inri 1976/77-1980/81, when Anambrarians in the were posted to Anambra and Imo State Indegens to Imo State in common entrance Exams. After the Secondary School Education, served in different Agricultural Farms. Served as an Administrative Executive Manager with neutron farms Ltd arum/ amanuke in LGA Anambra state from 1983-1996.

69 Went to Nnamdi Azikiwe University 1996-2001 where he obtained his first Degree B.sc (Hons.) co-operative Economics and Management from the Faculty of Management sciences with Second Class Hons.

After the University Education and his Prolific Skill in Poultry Management, served as the General Manager Roni farms Ltd Agu-Ukwu-Nri in Aniocha L.G.A 2008-2015. Resigned in 2015 and went into privates business of his own where today, he is a Successful business man.

BIOGRAPHY OF OSITA CHIDOKA; GUBERNATORIAL CANDIDATE OF THE UNITED PROGRESSIVES PARTY.

Osita Chidoka; OFR holds a Bachelor of Science Degree in Management from the University of Nigeria Nsukka, and a Masters of Public Policy degree from the School of Public Policy at George Mason University in the United States of America. He has a Certificate in Global Strategy and Political Economy from Oxford University, UK, and a Graduate Diploma in Maritime and Ports Management from the National University of Singapore.

During his Youth Service Corps, he served in the Federal Capital Territory where he became an award winner and subsequently secured employment with the Federal Capital Development Authority, Abuja. During his service year, he served as the secretary to the National Committee

71 for the visit of Pope John Paul II to Nigeria in 1998, earning himself a Papal Commendation. He also served as Personal Assistant to the Minister of State in the Federal Ministry of Works and Housing. He was later the Personal Assistant to the Minister of Transport. Subsequently, he was the Special Assistant to the Senior Adviser to the President on Legal Matters.

After a stellar and award-winning public career, Chidoka joined Mobil Producing Nigeria, a subsidiary of Exxon Mobil Corporation, as a Senior Adviser on Government and Business Relations. It was in this role, in 2007, that the then , Olusegun Obasanjo, sought him out and appointed him as the Corps Marshal and Chief Executive of the Federal Road Safety Corps (FRSC).

Until 2015, Osita Chidoka was the Federal Minister of Aviation for the Federal Republic of Nigeria. As Corps Marshal of the Road Safety Corps he transformed the agency from a solid, comatose organisation to the lead agency in road traffic administration and safety management in the country driven by information and communication technology. This transformation has as its visible impact a 15 per cent reduction in fatalities from 2007 to 2009 and 28 per cent in 2010 and increases in fines generation from 0.5 billion naira in 2006 to 1.4 billion naira in 2010.

Under his leadership, FRSC built a reliable Offenders` Register and database of drivers and vehicles in the country, leading to ECOWAS adoption of the Nigerian model in the planned Regional Vehicle Administration information System for other West African countries. The creation of the Nigeria Road Safety Strategy (2012-2016) was achieved through an all-inclusive process that ensured an inter-agency ownership of the process.

The organisation won the prestigious Prince Michael International Road Safety Award in December 2008 and the National Productivity Order of Merit Award of the Federal Ministry of Labour and Productivity in October 2010. Furthermore, the FRSC`s compliance with global best practices led to its certification by the Standards Organization of Nigeria (SON) which conferred its Quality Management System Certificate (ISO 9001:2008 CERTIFICATE) on the Corps on 15 April 2013.

In recognition of Osita Chidoka`s enormous contributions to national and community development, he was invested with the traditional title of Ike-Obosi (Strength of Obosi) and member of the Ndi-Ichie, the highest decision making body of Obosi Traditional Council of Anambra State in May 2009. He bagged the Chartered Institute of Taxation of Nigeria Merit Award on 27 November 2010, and the institute of Logistics Management of Nigeria Fellowship Award in July 2011.

He was conferred with the Distinguished Alumnus Award for Good Governance and Model on Road Safety by the Faculty of Social Sciences, University of Nigeria, Nsukka on 12

72 November 2011. In recognition of his patriotic disposition to his fatherland, the President and Commander-in –chief of the Armed Forces Federal Republic, Dr. Goodluck Ebele Jonathan, GCFR on 14 November 2011, conferred him with Nigeria`s National Honour of Officer of the Federal Republic, OFR. He won the Sun and Hallmark Newspapers PUBLIC Servant of the Year 2012 awards and under him FRSC won Leadership Newspaper Government Agency of the year 2012 award.

In recognition of his expertise, he was appointed by the President to head the Transportation Sub Committee of the Presidential Committee on Nigeria`s Centenary. The feat he accomplished in that role led to his appointment as the Chairman of the Transport Committee for the World Economic Forum held in May 2014 in Nigeria, and eventually his appointment as Nigeria`s Minister Aviation by Mr President on Wednesday 23 July 2014.

Born on 18 July 1971, Osita Chidoka is happily married and blessed with children.

VISION FOR ANAMBRA STATE

My vision is to build the first truly world-class state in Nigeria, where top talent from across the world can make their home. I wish to trigger the processes that would deliver double digit growth in the Gross Domestic Product (GDP) of Anambra State and transform it into a middle-income economy by the year 2022.

There are five fundamental objectives for running for the governorship of Anambra State:

· To run a visionary and transparent community- based government driven only by the genuine aspirations of Ndi Anambra.

· To create an effective, development-oriented administration that will harness and ensure prudent management of our resources to deliver value and improve the quality of life of our people.

· To deliver a true wealth-creating state that will be a leader in innovation, good governance and infrastructural development.

· To turbo-charge and re-ignite the spirit of the people and restore the glory of the State as an enterprise hub in Africa and transition to a knowledge economy and technology hub.

· To secure the future of our children by restoring Igbo voice in Nigeria and by redirecting our energies to productive engagements rather than primordial sentiments that divide us as a people.

73 However, there is a significant gap between the promise of a goal and the performance that is required to realize that goal. Anambra State faces many challenges but we can overcome.

FUNDAMENTAL PRINCIPLES/MANIFESTOS

THE UNITED PROGRESSIVE PARTY is committed to the following fundamental principles whether it is in government or not in government:

i. National Unity: It will protect the national unity; territorial integrity and sovereign independence of the Federal republic of Nigeria. It will promote national unity through ensuring a political structure that engenders fiscal federalism, citizenship right, and freedom of worship, meritocracy, equity, justice and equality of all citizens.

ii. Democratic Order: it will uphold the will of the people of the Federal Republic as the only source of political power and hold the constitution of the Federal Republic in honour as the supreme law of land. It will also enforce the limits prescribed by law on executive and legislative power, promote the fundament freedoms of all Nigerians and insist on openness and transparency in all organs of government. The party shall uphold the spirit and letters of the freedom of information Act.

iii. True Federalism: It will uphold the principles of true federalism as the constitutional framework in which a plural and diverse nation like Nigeria can keep its unity while promoting the different interests of its different peoples.

In this regard, the UPP shall promote the principle of the geopolitical zones in Nigeria as may be defined in the Nigeria constitution as Federating Units. All the ethnic nationalities in Nigeria shall be provided the latitude for their self-determination in a manner that will promote peaceful co-existence. To call a National referendum to resolve contentions national issues through democratic process.

iv. Citizenship: UPP will pursue policies that are targeted at protecting the human rights and other rights of all citizens and residents in Nigeria.

No citizen shall be denied his/her fundamental human rights. All established cases of human rights abuse shall be prosecuted to the limits of the law. No citizen will be discriminated against as a result of his/her religion, sex, ethnicity etc.

UPP will grant unconditional pardon to political prisoner(s) of conscience whose offence is on account of their expression of political opinion or views and freedom of movement.

UPP will respect citizen’s rights of freedom of association and expression.

My name is Hon. Mrs. Nnaemeka Ifeoma Ezibe born on November, 1974 in Enugu to the family of Sir/Lady Ezibe of Awgbu Town in Orumba North Local Government Area of Anambra State, I attended hillside primary school Enugu from 1978-1984, after completing my primary school, I proceeded to Queens .school Enugu for my Secondary Career from 1984-1989, after my secondary school level, I gained admission in University of Nigeria Enugu campus where I studied Banking and Finance from 1992-1998, after obtaining my Bachelor of Science in the field of Banking and Finance, I went for my National Youth Corps in Enugu from 1999-2000. After my service, I got married to Mr Emmanuel Nnaemeka of Umubele, Awka and we have three children from the marriage.

In 2008, I joined Charles & Chelsea Ltd, a construction company based in Enugu up till date, though in 2014 – 2016, I was appointed Supervisor of Health in Orumba North Local Government of Anambra State.
