RESOLVED that the minutes of the meetings held on 13 July 2020 and 1 September 2020 be approved as a correct record

PL.20.020 Planning Application 2020/1575/FUL Construction of 6 Bungalows, Rear of Cedar Crescent

Mumbles Community Council has received an email from the Committee formed to oppose the development asking whether the Community Council could help.

The planning application was considered as well as the email requesting that the application be opposed.

RESOLVED to recommend to Council that no objection be made to the application as the land has not been maintained and alternatives uses have not been pursued. It was also felt that there were other open spaces within the vicinity that could be used for recreation and the building of the bungalows would free up valuable social housing for families

PL.20.021 Planning Application 2020/0343/FUL Land North of Chestnut Avenue Residential Development of 58 Affordable Properties

The Sub-Committee had recently been made aware by a local resident that Planning Inspectorate was considering an application to de- register the common land north of Chestnut Avenue and replace it with land at Ryeground Farm, Bishopston. The closing date for viewing the documents relating to the de-registration of common land and submitting comments to Planning Inspectorate Wales was 07/10/2020 i.e. the same day as this meeting of the Planning Sub-Committee.

No correspondence regarding the de-registration notice issued by Planning Inspectorate Wales had been sent to Mumbles Community Council by Council.

RESOLVED to recommend to Council that no comment or objection be submitted to Planning Inspectorate Wales regarding the proposed de- registration of common land at as the Community Council was not informed of the notice by Swansea Council and only became aware on the day prior to the closing date for comments. This meant that there was insufficient time to obtain details of the proposed common land swop and provide a satisfactory response

A letter be sent to Swansea Council expressing disappointment that the notice had not been forwarded to the Community Council as a statutory consultee on planning matters.

PL20.022 Planning Applications September 2020

The schedule of planning applications received by Swansea Council in July and August was considered.

RESOLVED that the comments shown in red on the attached schedule in Appendix 1 should be submitted to Swansea Council.
