Dear Fellow Hollywood Residents, This edition of New Horizons is filled with the latest news about all that is happening in our great city and I hope you enjoy it. With the month of August already underway, kids across Hollywood are heading back to school to start a new year of discovery, learning and achievement. Our city government will be getting into high gear, too. The City Commission will be adopting a balanced budget for the 2019 fiscal year that begins October 1st. Through that new budget, we’ll be setting into motion the priorities for the year ahead. We have lots to work on and lots to look forward to. The immediate economic outlook for our city is bright. There’s a strong tailwind from a thriving local and national economy. Unemployment is incredibly low, at under 4%. New businesses are coming to town and existing businesses are looking for additional space to grow and hire more people. Residential and commercial property values in Hollywood continue to appreciate at a very strong 9% - the highest appreciation rate of Broward’s large cities. In the last two years, our city’s tax base has grown from $13.2 billion to $16.4 billion - a historical and highest ever taxable value for Hollywood. This momentum continues with over $1 billion in additional investment planned, approved or under construction. A growing tax base is critical for any city, because it enables the city government to expand its public investments in essential services such as police, fire/rescue, public works, code enforcement and more. For every billion dollars in growth, our city government gets an additional $7.4 million in annual revenue to the General Fund. So, for all of us who want more police officers, fire/rescue personnel and investment in streets, it’s important to understand that property value growth allows us to pay for it. When I took office, my goal was to get Hollywood to be an $18 billion city within 5 years. Some people laughed at me, but as you can see, we are well on our way - $1.6 billion to go! Optimism and ambition are necessary ingredients for organizations that want and need to create growth, both from within and from external investment. We need investment from property owners and we also need city leadership that contributes with a positive attitude toward reaching our collective goals. Hollywood has its challenges. Not every storefront is occupied. Not every house has been kept up. Not every liability is funded. Not every position is filled. Not everything is rosy. While we can all find things to criticize, it is far more productive to work toward solutions. If we share ideas for all we want to improve in Hollywood, results will follow. Positive energy attracts positive action and vice versa. To this end, everyone should know, with regards to the CRA dollars that are legally restricted for reinvestment only within the beach district of the CRA, we have an important agreement with Broward County in the works - where the county would commit to the city the tax dollars it’s getting back from the Beach CRA. This means MILLIONS of county/CRA dollars will be available each year for improvements to the aging housing stock in low and moderate income sections of our city outside of the beach. We’ve been working steadily with county leaders on this agreement and we expect the county to be in position to finalize it in the next few months. With this agreement in the works, any discussion or advocacy of dissolving the CRA, doesn’t make ANY financial sense for Hollywood. The county contributes over $13 million a year to the CRA and the agreement we are working on will enable us to use a portion of those dollars to improve areas of our city that are in most serious need. Portions of the city’s contribution to the CRA would also be refundable back the city’s General Fund as we decide. This is not the time to play political games that hurt the city’s position. This is the time to work together and move Hollywood forward for the benefit of our residents, businesses, employees and retirees alike. As the saying goes, Stronger Together. 7 Message from the City Manager

Dear Residents,

Each fall, cities and counties across the state hold budget hearings to finalize their operating budgets for the upcoming fiscal year which begins on October 1st. As soon as our budget division completes its work on the current fiscal year’s budget, it’s preparing for the next year, all the while monitoring the city’s balance sheet of revenues coming in and payments going out. While Hollywood is the third largest city in Broward County, its tax base is now the second highest—a result of the strong economy and significant investment that’s taken place in the City over the past five years. Still, each year the cost increases for providing City services, exceed revenue increases.

We are taking a comprehensive approach to address this structural imbalance from examining our fees and improving operational efficiency to promoting economic development and redevelopment and working with our labor unions to reign in rising personnel costs. We have completely restructured the City’s healthcare plan lowering the rate of cost increases to our self-insurance fund, and we have worked to ensure retirees who are Medicare eligible apply for and transition to Medicare as their primary coverage with the City plan as secondary.

We have analyzed our user fees and service charges to make sure these fees are market rate and current. This reduces the burden on the general taxpayer and instead charges the user of the service. A similar analysis is getting underway for impact fees for police and fire services to address the cost of providing these critical services for new development in the City.

We are working with our Community Redevelopment Agency (CRA) to make sure reimbursements to the City fully cover the cost for the enhanced services the City provides within the two districts of the CRA. Additionally, we are working with Broward County and the CRA on an agreement to return several million dollars in tax revenue generated within the beach district of the CRA each year to the City. State law requires unused funds generated within a CRA district to be returned to the various taxing authorities and we are working with the county on an important agreement that would allow the county portion of those funds to be used in areas of greater need in the City.

We’re also in negotiations with the three unions that represent most City employees. With personnel costs the largest part of any municipal budget, we are exploring all options for controlling this continually rising expense. Each year the City’s required contribution to fund pension costs increases and is now estimated at approximately $60 million annually; yet our pension funds hover around only 60% funded. This is a shared concern of the City and our employee unions. Already we have worked to restructure our collective bargaining agreements to reduce this cost for new hires. Now we’re working together to fully explore all options for managing these benefits so we can ensure sustainable and dependable retirement benefits both for the present and into the future.

In ways both big and small, we are continuously striving to improve the quality of life for Hollywood residents by providing municipal services and programs that not only address critical needs, but create a dynamic and vibrant City in which to live. We want to ensure all our residents are realizing the dream of Hollywood’s founder who wanted to build a thriving city where people could “make a living, and live while making it.”

Thank You for Not Feeding the Birds! Wild birds are a frequent and familiar sight throughout our City. Ducks and geese swaying along main roads or paddling in the canals, seagulls gathering along the beach side or swooping in search for food, pelicans and other water birds flocking by the fishing piers. 7 Reasons For Not Feeding Wildlife

1. We think we are helping by feeding the birds, but feeding them bread and other processed foods that are not part of their natural diet may lead to malnutrition from eating foods with little or no nutritional value. 2. Feeding birds also concentrates birds in one location. This leads to an increased chance of disease being transmitted from bird to bird. 3. Large amounts of bird droppings can also lead to increased bacterial counts, including E. coli, in nearby bodies of water causing beach closures. 4. The increased amount of nutrients from bird droppings leads to algae growth which may affect water quality and pollute our lakes and canals. 5. Geese and ducks can damage lawns by tearing grass up and eating it. They also deposit large amounts of fecal material on yards. 6. Wild birds that are fed frequently become habituated to it. Birds that are taught to be dependent on humans for food cannot teach their own young traditional foraging behaviors; the young may starve as a result. 7. Leftover bread is attractive to other wildlife such as rats, raccoons and iguanas. Their droppings contribute to the water quality depreciation of our lakes and canals.

Richburg is a McArthur High School student who participated in the CareerSource Broward Summer Youth Program and is planning on pursuing a career in Graphic Design and Video Production. During his time with the City, Richburg prepared a presentation highlighting Joseph Richburg, CareerSource Broward Student, spent the summer learning about City operations Public Works’ Grounds and Urban Forestry Division. He learned this division and the role of the Public Works Department has an integral role in the City for protecting the City’s trees from illegal removals and hat-racking, and also providing new landscaping and trees for the beautification of our neighborhoods and parks. 30 EDUCATION IN Achieving HOLLYWOOD Excellence in Education Two Hollywood Schools Receive Golden School Award for Exemplary Volunteer Programs

Two Hollywood schools were among 99 Broward County Public Schools that earned the 2017/18 Golden and Silver School Wednesday - Commingled & Garbage Awards from the Florida Department of Education. These prestigious annual awards are given in an effort to recognize Saturday - Recycling & Garbage exemplary school programs that promote and encourage parent and community involvement in education.

The Golden School Award is presented to elementary, secondary and adult schools having exemplary volunteer programs. The Silver School Award recognizes secondary schools whose students provide exemplary peer volunteer and tutor programs within elementary schools or community organizations.

Hollywood’s Driftwood Elementary School and McArthur High School earned Golden School Awards. Both schools also received special recognition for consecutive years as a Golden School. Driftwood has received the award for 25 years and McArthur has earned the award for 15 consecutive years.

Utility Billing Pay-By-Phone Now Available in Spanish

The City of Hollywood offers a number of convenient options for customers to pay their utility bill. In addition to paying in-person, by mail, via direct deposit or online, you may also use the 24-hour Pay-By-Phone option. The City is happy to announce the new option of hearing the Pay-By-Phone messaging in Spanish.

Here’s how it works: • Call into the Pay-By-Phone system at 954.921.3938 • Selects Option 2 for information on how to pay a utility bill • Select Option 1 to pay your utility bill by phone • Choose Option 1 for English instructions • Choose Option 2 for Spanish instructions Spanish is the second most popular language spoken in the United States. By offering customer service in Spanish, the City is removing language barriers to retain our strong customer base. The City of Hollywood employs a multicultural, multilingual staff. We have employees proficient in more than 20 different languages. Customers may also view the City’s website in more than 100 languages using the Google translate option found at the bottom right corner of the website.

More than 17,000 properties in the City of Hollywood are currently using septic systems to drain waste water from their homes and businesses. Recently, the City Commission supported plans to pursue an aggressive 10 year “Full Sewer Expansion Septic & Original Water Main Replacement Plan.” Septic to sewer conversions and water main replacement projects are currently underway along main corridors and in several to neighborhoods throughout the City. Expansion of the project includes areas of the City currently unsewered. Installation of new municipal sewer and water lines to update the utilities infrastructure throughout the City will take place in a phased approach to be Sewer completed by 2027. The benefits of a municipal utility are many including reliability of service, local control, and operation in the best interest of the public.
