These congressionalauthorizations determine what and how much water can be stored, the purposesfor which water can be stored, and when and how it must be released. Water may be storedfor a variety of purposes such as flood control, conservation storage (storing the natural flow of the river for later use, usually municipal or agricultural),power production, sediment controlfish and wildlife benefits, or recreation. The effect of reservoir operations derived from acts of Congress is to control and manage theflow of rivers. -

Improving River Management for People & Wildlife he Rio Chama is a river of both beauty and significance that rises in the San TJuan Mountains and flows 130 miles to its confluence with the Rio Grande. It runs through spruce and pine-clad slopes, colorful sandstone mesas and rich farming valleys. As the largest tributary in the upper Rio Grande basin, its flows have long supplied water to ancient pueblo people, traditional acequias and modern users, here and throughout the Rio Grande Valley. During the past century, the river became the subject of intensive water development. El Vado (1935), Abiquiu (1963) and Heron (1974) reservoirs captured the abundance of spring runoff to regulate water supplies throughout the year. Legal regimes have thus grown up to govern the division of the Chama’s water, transforming the river from dependency on local and natural forces to one whose flows now respond to a complex of distant administrative mandates. Action Area: Overview of Project Components and Water Operations 2.1 Action Area The project area is the area where Reclamation’s and the non-Federal entities’ proposed actions occur, while the action area is defined as “all areas to be affected directly or indirectly by the Federal action and not merely the immediate area involved in the action” (50 Code of Federal Regulations [CFR] 402.02). For this BA, the project area and action area are considered to be the same. The action area for this consultation includes Heron Reservoir and Willow Creek downstream from Heron Dam, the Rio Chama downstream from the confluence with Willow Creek, and in the Rio Grande from the Velarde downstream to San Marcial above the full reservoir pool of Elephant Butte Reservoir (figure 1). The lateral extent of the action area generally is defined by the riverside drains and associated levees located to the east and west of the main stem of the river. In situations where levees do not exist on either or both sides, the lateral extents are confined by the historical flood plain (geological constraints, such as terraces and rock outcroppings or anthropogenic constraints, such as irrigation facilities). The river mile (RM) designations used in this document are those included in the 2002 controlled aerial photography. Caballo Dam is considered RM 0, and mile designations increase in an upstream direction. 2.2 Overview of Project Components This section provides background on the SJC Project and the MRG Project, which is necessary to identify the nature and limitations of both Reclamation’s discretionary actions and non-Federal actions. -

Bowser, Hydraulic Engineer, Bureau of Reclamation, Albuquerque, New Mexico, [email protected] Abstract: Operations for facilities in the Rio Grande basin from the Colorado-New Mexico state-line to below Elephant Butte Reservoir including the Rio Chama are modeled in the Upper Rio Grande Water Operations Model (URGWOM). URGWOM was developed using the RiverWare software application developed by the Center for Advanced Decision Support for Water and Environmental Systems (CADSWES) at the University of Colorado at Boulder. The rule policy language (RPL) editor in RiverWare is used to code various aspects of policy for operations for flood control, ecological benefits, recreation, and deliveries to irrigation districts, municipalities, and other water users. Specific details are coded for operation restrictions per stipulations of the Rio Grande Compact, and coding policy involves the use of complex accounting for tracking the storage and release of San Juan-Chama Project water for different contractors along with the varying uses of native Rio Grande water. With the representation of the physical system in URGWOM and methods for key physical processes in the basin, changes in operations or other proposed actions can be analyzed with URGWOM to evaluate the impact on the water supply, river flows, and water deliveries. -

The basin includes the Rio Grande from its headwaters in Colorado through New Mexico to just above Fort Quitman, Texas. The development of this EIS is the result of a Memorandum of Agreement (MOA), signed in 2000, defining the scope, purpose, and need for the project, the rules and responsibilities of each Joint Lead Agency (JLA) entering into the agreement, and the organizational structure for participation and oversight. The JLAs for this EIS are the U.S. Bureau of Reclamation (Reclamation), the U.S. Army Corps of Engineers (Corps), and the New Mexico Interstate Stream Commission (NMISC). This EIS is prepared in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended to identify and access potentially significant environmental, economic and social impacts and address other issues associated with changes in water operations. Several distinct federal and state agencies with differing missions and methods are responsible for legislating, managing, and distributing water. Several inter- and intra-state agreements mandate the delivery of certain volumes of water between federal, state, local and tribal entities. The portion of the river designated as the upper Rio Grande is subject to the Rio Grande Compact signed on March 18, 1938; ratified by the States of Colorado, New Mexico, and Texas in 1939; and signed by the President of the United States on May 31, 1939. -
