K¸ ,~I~Ii~!~ Ii~ K Na~onal Monuments (~endment)Act, : !994 ¯ . ¯ ~ .... : .......;~ ..i, ~ ¯’~ . .- _q,. : ~ k¸ ,~i~ii~!~ ii~ k , opw (}ifl~ na nOibreacli,~Poiblt "ttw C)t~Tceo] l~lblic Works RECORD OF MONUMENTSAND PLACES as established under Section 12 of the National Monuments (Amendment) Act 1994 COUNTY LAOIS 0 Issued By The Commissionersof Public WorksIn Ireland National Monumentsand Historic Properties Service 1995 Establishmentand Exhibition of Recordof Monumentsand Places under Section 12 of the National Monuments (Amendment)Act 1994, Section 12 (1) of the National Monuments(Amendment) Act 1994 states the Commissionersof Public Worksin Ireland "shall establish and maintain a record of monumentsand places where they believe there are monumentsand the record shall be comprised of a //st of monumentsand such places and a map or maps showing each monumentand such place in respect of each countyin the State." Section 12 (2) of the Act provides for the exhibition in each county of the list and mapsfor that county in a mannerprescribed by regulations madeby the Minister for Arts, Culture and the Gaeltacht. The relevant regulations were made under Statutory Instrument No. 341 of 1994, entitled National Monuments(Exhibition of Record of Monuments)Regulations, 1994. This manualcontains the list of monumentsand places recorded under Section 12 (1) of the Act for the Countyof Laois whichis exhibited along with the set of mapsfor the Countyof Laois showingthe recorded monumentsand places. Protection of Monumentsand Places included in the Record Section 12 (3) of the Act provides for the protection of monumentsand places includedin the record stating that "Whenthe owner or occupier (not being the Commissioners)of monumentor place which has been recorded under subsection (1) of this section or any personproposes to carry out, or to causeor permit the carrying out of, any work at or in relation to such monumentor place, he shall give notice in writing of his proposal to carry out the workto the Commissionersand shall not, except in the case of urgent necessity and with the consent of the / Commissioners, commencethe work for a period of two months after having given the notice." A person contravening this requirement for two monthsnotification to the Commissionersof Public Worksin Ireland of proposedworks at orin relation to a recorded monumentor place shall (under Section 13 of the Act) be guilty an offence and be liable on summaryconviction to a maximumpenalty of a £1000 fine and12 months imprisonment and on conviction on indictment to a maximumpenalty of a £50,000 fine and 5 years imprisonment. It should also be noted that Section 16 of the National Monuments r3 (Amendment) Act 1994 amended the National Monuments (Amendment) 1987 (the Act of 1987) so that under Section 2 (1) (a) (iv) of that Act or possessionof a detection device "in, or at the site of, a monumentrecorded under section 12 of the National Monuments(Amendment) Act, 1994," is prohibited otherwise than in accordancewith a consent of the Commissioners of Public Worksin Ireland granted under the provisions of Section 2 of the Act of 1987. A person contravening the above provisions relal~ng to use or possessionof detection devices shall (under Section 2 (5) of the Act of 1987) be guilty of offence and be liable (under Section 23 (1) of the Act of 1987) on summary conviction to a maximumpenalty of a £1000 fine and 6 months imprisonment or on conviction on indictment to a maximumpenalty of a £50,000 fine and 12 months imprisonment. It shouldbe further noted that underSection 7 (1) (a) of the National Monuments (Amendment) Act 1994 a member of the Garda Sioch~na may without warrant seize and detain: "a detectiondevice found in, at the site of, or in the vicinity of" a monumentrecorded under Section 12 of the Act unless the person in possessionof the device has a consentof the Commissionersof Public Worksin Ireland in accordancewith the provisions of Section 2 of the Act of 1987. Information forming the Basis for the Record Theinformation on whichthe list of monumentsand places for each countyand the mapsshowing those monumentsand places is basedis derived from that usedfor the non-statutory Sites and MonumentsRecords previously issued for each county by the National Monumentsand Historic Properties Service, but certain monumentshave been added and certain entries in the Sites and MonumentsRecords have not beentransferred into the statutory record as they refer to features whichhave been found on inspectionnot to merit inclusionin that recordor they cannotbe locatedwith sufficient accuracyto be so included. Formatof List The recordedmonuments and places in each county are numberedaccording to the OrdnanceSurvey Mapsof the scale of Six Inches to One Mile ("6 Inch Sheets")for the county, andthe entry for eachmonument and place is arranged in five columnsunder the following headings(the abbreviation usedin the actuallist is givenin bracketsafter each): 1 MonumentNumber (MON. NO.) 2 OrdnanceSurvey 6-Inch Sheet Number/Plan/Trace(SH/PL/TR) 3 National Grid Co-ordinates(NAT. GRID) 4 Townland Name(s) (TOWNLAND) 5 Classification I Monument Number This refers to the unique identifying numbergiven to both monumentsand places entered in the record and is given in a form similar to the following examplewhich refers to the first monumentor place on the first Ordnance Survey6 Inch Sheetfor CountyLaois: LAO01-001--- Eachcounty has beengiven a two letter identifying code, and this formsthe first elementin the identifying number.The next element(in the aboveexample the 001- comingafter the county code) gives the numberof the Ordnance ! Survey 6 Inch map on which the monumentis located. The dash is so as to allow for OrdnanceSurvey Sheets with A and B inserts and in such cases the Sheet number would be given in the form (for example) O01A or O01B appropriate. E The last element gives the number of the monumentor place within the % sequence of monumentnumbers on the particular Ordnance Survey 6 Inch Sheet - in the aboveexample this is the 001--- at the end. The first two of the three dashesat the end allow monumentsor places situated in close proximity to each other or closely associated with each other to be given one overall monumentnumber but at the sametime be individuallY identified through the use of sub-numberingin the form (for example) 00101-, 00102-, 00103-, etc., as appropriate. The final dash is to allow for a situation wherea monumentor place is divided betweentwo or more OrdnanceSurvey 6 Inch Sheets in which case an asterisk is placed at the end of the secondand subsequentmonument numbersrelating to that monumentor place, thus giving (for example)the form 001--*. Non-Sequential Numbering Gapsin the sequenceof monumentnumbers for any particular OrdnanceSurvey 6 Inch Sheet are the result of entries in the non-statutory Sites and Monuments Record having been subsumedin one monumentnumber in the statutory record or, for the reasons given in the section headed"Information forming the Basis for the Record",the non-transferral of certain entries in the non-statutorySites and MonumentsRecord to the statutory record. 2 OrdnanceSurvey 6 Inch Sheet Number/Plan/Trace Each OrdnanceSurvey 6 Inch Sheet is divided into sixteen equal parts knownas Plans, and each of these Plans is divided into six equal parts knownas Traces. The general position of a monumentor place on an Ordnance Survey 6 Inch Sheet can thus be given by use of the Plan and Trace system. 3 National Grid Co-ordinates The ten-figure co-ordinates given in this columnindicate the position of each monumentor place with reference to the National Grid. 4 Town/and Name(s) The townland or townlandsin which a monumentor place is situated are given in this column. i~ 5 Classification The classification gives a brief indication of the nature of each recorded monumentor place. Format of Maps The maps on which the recorded monumentsand places are shownare reduced copies of OrdnanceSurvey Maps of the scale of Six Inches to One Mile ("6 Inch Sheets"), i.e. 1:10,560. The resulting mapsare at a scale of approximately 1:12,500. As explained in the section "Format of List" the recorded monumentsand places are listed and numberedaccording to OrdnanceSurvey 6 Inch Sheet. Way in which Monumentsand Places are Shown The recorded monumentsand places are shownon the mapsby being circled or boxed in as appropriate by a black line. In somecases several monumentsor places are circled or boxedin together becauseof their close proximity to, or association with, each other. The circles and boxes around the recorded monumentsand places are intended to showthem but not to define their exact extent. Referring from the Mapsto the List A shortened version of the appropriate monumentnumber as given in the list is printed in large characters beside each circle or box. The elements of the monumentnumber indicating the 6 Inch Sheet number and county code are omitted. For example,the first monumentor place on the first 6 Inch Sheet for County Laois has the monumentnumber LA001-001--- as explained in the section "Format of List". The circle or box showingthat monumentor place on the map has the number1 printed beside it. The next recorded monumentor place on the first 6 Inch Sheet for County Laois has the monumentnumber LA001-002--- and the appropriate circle or box on the mapwill have the number 2 printed besideit. The sequence of numbering of the monumentsand places on each Ordnance Survey 6 Inch Sheet generally runs from left to right across that sheet in roughly horizontal bands, but monumentsor places added after the completion of the initial numberinghave been placed at the end of the numerical sequence. Delisting of Monuments,and Places As noted in the section "Information forming the Basis of the Record"certain entries in the non-statutory Sites and MonumentsRecord have not been transferred into the statutory record of monumentsand places. In suchcases the circles and boxes for such entries in the Sites and MonumentsRecords have been stamped"Delisted" on the mapsfor the record of monumentsand places.

    23 The Castlecomer plateau By T. P. Lyng, N.T. HE Castlecomer Plateau is the tableland that is the watershed between the rivers Nore and Barrow. Owing T to the erosion of carboniferous deposits by the Nore and Barrow the Castlecomer highland coincides with the Castle­ comer or Leinster Coalfield. Down through the ages this highland has been variously known as Gower Laighean (Gabhair Laighean), Slieve Margy (Sliabh mBairrche), Slieve Comer (Sliabh Crumair). Most of it was included within the ancient cantred of Odogh (Ui Duach) later called Ui Broanain. The Normans attempted to convert this cantred into a barony called Bargy from the old tribal name Ui Bairrche. It was, however, difficult territory and the Barony of Bargy never became a reality. The English labelled it the Barony of Odogh but this highland territory continued to be march lands. Such lands were officially termed “ Fasach ” at the close of the 15th century and so the greater part of the Castle­ comer Plateau became known as the Barony of Fassadinan i.e. Fasach Deighnin, which is translated the “ wi lderness of the river Dinan ” but which officially meant “ the march land of the Dinan.” This no-man’s land that surrounds and hedges in the basin of the Dinan has always been a boundary land. To-day it is the boundary land between counties Kil­ kenny, Carlow and Laois and between the dioceses of Ossory, Kildare and Leighlin. The Plateau is divided in half by the Dinan-Deen river which flows South-West from Wolfhill to Ardaloo. The rim of the Plateau is a chain of hills averag­ ing 1,000 ft.

    Social Housing Construction Projects Status Report Q3 2019 December 2019 Rebuilding Ireland - Action Plan for Housing and Homelessness Quarter 3 of 2019: Social Housing Construction Status Report Rebuilding Ireland: Social Housing Targets Under Rebuilding Ireland, the Government has committed more than €6 billion to support the accelerated delivery of over 138,000 additional social housing homes to be delivered by end 2021. This will include 83,760 HAP homes, 3,800 RAS homes and over 50,000 new homes, broken down as follows: Build: 33,617; Acquisition: 6,830; Leasing: 10,036. It should be noted that, in the context of the review of Rebuilding Ireland and the refocussing of the social housing delivery programme to direct build, the number of newly constructed and built homes to be delivered by 2021 has increased significantly with overall delivery increasing from 47,000 new homes to over 50,000. This has also resulted in the rebalancing of delivery under the construction programme from 26,000 to 33,617 with acquisition targets moving from 11,000 to 6,830. It is positive to see in the latest Construction Status Report that 6,499 social homes are currently onsite. The delivery of these homes along with the additional 8,050 homes in the pipeline will substantially aid the continued reduction in the number of households on social housing waiting lists. These numbers continue to decline with a 5% reduction of households on the waiting lists between 2018 and 2019 and a 25% reduction since 2016. This progress has been possible due to the strong delivery under Rebuilding Ireland with 90,011 households supported up to end of Q3 2019 since Rebuilding Ireland in 2016.

In the years of struggle that followed, the badges were inset with pictures of the leaders. It may seem a small thing now to have displayed publicly a whole range of national emblems. But in the context of the times it was bravery and patriotism of a very high order.
