It is strewn with litter along the whole length, creating a danger to wildlife and an eyesore to those walking along it. The condition of the footpath makes it difficult to walk safely due to the encroaching vegetation. Also due to the build up of winter debris on the uphill section on a bend near Daisybank Road, this has made it dangerous for cyclists as they are forced into the middle of the road to avoid it. Customer Services Enquiry No.: 22002920 Logged by: on: 12/02/2015 16:04 Officer: Service: Highways Subject: Signs Classification: Request for Service Desc.: Hello , In discussing the issue of warning signage for Salterley Grange entrance with residents, it has been pointed out to me by a member of the Salterley Grange Management Company that they only own the driveway as far as the gateposts on the drive. Therefore, the splayed area from the gateposts down to the Leckhampton Hill road belongs to GCC. The point is that as such, vehicles waiting to pull out onto the 3/377 are on GCC road surface and the question raised is whether GCC therefore has an obligation to provide advance warning of the junction to approaching vehicles. I attach a copy of the driveway plan denoting private ownership in red. I’d welcome your views please. Many thanks Best

Good Morning

You will recall that following our email exchange regarding the potential for a sign to be erected at Salterley Grange I asked colleagues to contact the Dft for in essence a departure consent. The email below is the reply that we have received.

Whilst I have no issues in having my Amey colleagues design something up for consideration by the Dft this would come at a cost on which I am not prepared to meet given we have no remit to sign private entrances. Even if the residents were prepared to pay for such works Amey’s work load is very heavy and I cannot guarantee that a “design” could be put together before the deadline specified.

I would respectfully suggest that you look at getting a sign erected on private land.

Kindest Regards

Thanks for your email.

Are you able to supply a drawing of the sign you had in mind? You may not be aware that, from 17 June 2013, the Department is not considering certain types of authorisation request. However, without knowing what the sign looks like (or is a variant of) it is difficult to advise whether it is caught by our moratorium.

Customer Services Enquiry No.: 11167922 Logged by: CRM User on: 25/01/2018 16:02 Officer: Customer Contact Centre Service: Highways Subject: Red Claims Classification: Claim Desc.: Travelling home from work last night (24/01/2018) at somewhere between 5:45 and 6:15 I had the misfortune of hitting an extremely large pothole coming down Leckhampton Hill just before Salterley Grange and opposite the disused sewage works (if travelling downhill). The impact caused my passenger side front tyre to puncture. Due to the darkness and the fact it was raining, as well as other cars travelling towards me, the pothole was not visible until the last minute when the impact became unavoidable.

I attempted to limp home (I don't have a spare) but the damage was so severe I was forced to pull over and wait for almost 3 hours to be recovered by my breakdown service. When speaking to the breakdown driver, he told me how he had already been to one puncture that evening as a result of the pothole and a colleague was dealing with two others. Again as a direct result of the pothole.

I planned on taking pictures today in better light and conditions (I felt it would be unsafe for me to do so at night) and reporting the pothole to the council. However, on returning at around lunchtime today (12-1pm) it appears the pothole has now been filled. I don't know if this was pre-planned or as a reaction to another report.

As a result of the puncture, I have been forced to purchase a new front tyre at a personal cost of £83.99. As the car is undrivable I have had to choose an at home service so the replacement will not take place until the 26/01/18. I will be more than happy to provide pictures of the damaged tyre if required.

I am therefore submitting a claim to the value of £83.99 to cover the cost of the replacement tyre. Location: Contact: Enquiry No.: 11167852 Logged by: CRM User on: 25/01/2018 13:21 Officer: Service: Highways Subject: Pothole on the Carriageway Classification: Request for Service Desc.: Good Afternoon,

I would like to report several potholes on Leckhampton Hill road, Cotswold Way, Shurdington, Cheltenham GL53, between National Star college and the turning to Hartley Lane.

It's causing numerous accidents daily- myself included. Last night I hit an extremely dangerous pothole, not knowing it was there, leaving me with a completely burst front left tyre, including denting the wheel itself. I have had to pay £50 today to get a replacement tyre and also had the news that the impact has damaged my left suspension which will cost in arrears of £200. Another 4 car owners pulled over with the same thing happening to them. I waited for at least 60 minutes to be towed back home, on the middle of a busy hill at rush hour, and while I am reporting this issue I would also like to mention how badly lit Leckhampton Hill is.

I would like this matter sorted as soon as possible to avoid other car drivers having to go through this stress. I would also like to claim back the money spent on a new tyre, I can provide evidence of the cost and pictures of my tyre after the impact so would like to know how I can go about this.

Regards,

On the 29/12/2017, I was driving down Leckhampton Hill from the Air Balloon roundabout, just after the entrance to Crickley Hill, I drove over a large pot hole to which my front left side tyre immediately lost all pressure and my rear being losing pressure also but a slower rate. I managed to drive up to the entrance of a house just before Cotswold way.

From there I rang BMW emergency services, gave them my location and waited around 2 hours to be recovered. In this time, another road user pulled up behind me, who had also gone over the pot hole and had damage to both their wheels and tyres also making it undrivable like mine. The road user phoned 101 to report it to the police as it was clearly dangerous. Police responded shortly after.

Upon finally being recovered, I was taken to Cotswold BMW Cheltenham, where I left my car to be assessed by their service team in the new year. My mother received a phone call from Cotswold BMW on 3/1/17 to inform her of the damage and cost of repair as I was out of the country. The cost of 2 new wheel valves (£4 per unit, £8 total), 1 new front tyre (£244.94 per unit) and 1 new rear tyre (£268.63 per unit).

My mother then once again received another phone call on 5/1/17 to inform her that my car was ready to be collected. She then paid for the total cost of £625.88 (vat included).

I look forward to hearing from yourselves with information regarding payment of £625.88 for the damaged cause to my car from unsafe road surfaces. I have photographic evidence of the pot hole and invoice of the repairs which I can produce to you upon request.

Cheltenham Borough Council Highways

I am writing to report an incident that occurred on Monday 27 February on Leckhampton Hill, Cheltenham. I was driving within the correct speed limit when my car hit an enormous pot hole which subsequently burst my tyre. The impact was so severe the wheel arch was also damaged and my wife who was in the passenger seat strained her back.

Whilst waiting for road side assistance, another driver stopped and informed me that two other cars had suffered similar damage shortly before me. I was also made aware that one of the other drivers had reported it to the police. Please note the case number is 782.

Not only is this negligence by the council but a danger to drivers.

Please see below a copy of the repair bill and I expect to be fully reimbursed by the council.

I await to hear from you in due course.

Thank you for your email.

The pothole was situated approx 0.1 miles before the turn off for Daisy Bank Lane and before Tower Lodge house. I was informed that two other vehicles also suffered damage from the pothole on the same date within a short time span, as this may be on your records. There is also a police case number which is 782.

We also note that the pothole has now be filled.

I have taken a photo of the damage to my wheel, but am unable to photograph the pot hole as it would be unsafe to do so. Dear

I attach a plan showing location of the branch which was hit and damaged your car. This was protruding across the verge and into the road on the passenger side travelling from the Air Balloon in the direction of Leckhampton. I would estimate it was sticking out 2 feet into the road.

As I came past I noticed it and had to swerve to avoid it. Your car being driven immediately behind the one I was driving hit the branch which damaged the nearside front wheel guard.

I confirm the time of this accident was approximately 9.15am on Saturday morning 6th August 2016.

Location: From the car that I was driving, which was behind the , I saw the BMW Contact: pull out across the centre of the road to overtake the bicycle and the resultant accident as per sketch (attached). I also heard the impact. In the time available we were unable to get the number plate of the BMW which was travelling at speed.

I attach photos of the accident damage to the . As yet I have not taken it for assessment by the specialist vintage car restorer for the bodywork repair. I await your confirmation of liability.

I also attach photos of the branch that was the cause of the accident but it shows it after being hit and moved by the force of the impact forward towards the rest of the hedge.

My insurers have been informed of the accident as a matter of requirement but have been told by me to take this no further since they are aware that I hold you liable for the tree sticking out into the road as confirmed by sketch, email and the photos. I drove over it yesterday and it has wrecked the front passenger wheel, which will have to be replaced. I had no choice but to drive over the pothole at the speed I did because: - I saw it at the last minute - Another car was driving very close behind me, so braking suddenly would likely have caused them to go into the rear of my vehicle (was travelling at around 35-40 mph at the time) - Another car was travelling in the opposite direction, so swerving to avoid it wasn't an option - There was no real grass verge speak of, and given the extensive rain we have just had, I did not want to drive into the bank for fear of losing control of the vehicle and causing an accident.

The sign is located at the 3/377 crossroads with Ullenwood Manor Road and Greenway Lane. It informs people travelling in a northerly direction towards Cheltenham. However, this location is not on any boundary of Cotswold District and indeed, some half mile after passing it, one leaves Cotswold District and enters Tewkesbury. It might be more appropriate therefore if it was to be relocated to the actual boundary or at least, turned to face the traffic flow from the opposite direction. Thank you for your assistance.
