GENERAL :- 1. The Superintending Engineer, National Highway Circle No.III, Matigara, Siliguri, Public Works (Roads) Directorate, National Highway Wing, on behalf of Chief Engineer (NH) (the ‘Employer’) invites online Proposal in the prescribed format for ‘Request for Proposal’ through e-procurement process https://wbtenders.gov.in for the following contract packages in the state of West Bengal from eligible consultants and MoRT&H empanelled consultants for engaging Authority’s Engineer (AE) on the basis of International Competitive Bidding for the following contract package in the State of West Bengal. Selection of AE shall be as per selection procedures given in the Model Agreement for Engineering Procurement and Construction. The selected AE shall be intimated to the Contractor. 3. The proposal shall be submitted in English Language and all correspondence would be in the same language. 4. MoRT&H and the NH Wing of PWD, Govt. Of West Bengal intends to appoint a Consultant to act as Authority’s Engineer for implementation of this EPC project. As per the Terms and Conditions of the EPC Agreement (s), the Authority’s Engineer shall perform all the duties as per TOR given in this RFP along with any amendment thereof. The selection of Authority’s Engineer shall follow the laid down procedures given in the Contract Agreement signed between Employer and Contractor. 5. The interested consultancy firms may download the RFP document from the official website of the Employer w.e.f. from 28.10.2016 to 21.11.2016 up to 17.00 hrs. IST . The Consultant who downloads the RFP document from 4 N. H. Circle No. III, P. W. (Roads) Directorate Request for Pro posal for AE the website will be required to pay the non- refundable fee of Rs. 5,000/- at the time of the submission of the Bid proposal, in the form of Demand Draft in favour of “[Regional Pay & Accounts Officer, Ministry of Road Transport and Highways, Kolkata”] payable at [Kolkata] towards cost of Bid document”. The RFP will be invited through e-tendering portal of https://wbtenders.gov.in . 6. The Applicant shall furnish as part of its Proposal, a bid security of Rs.50,000.00 (fifty thousand) in the form of a Bank Guarantee (as per the format specified in Appendix N of this RFP document) (the “Bid Security”), valid for 60 days beyond the validity of the bid in favour of ". The Bid submitted without Bid Security will be summarily rejected. The Bid Security of the successful Bidder will be returned when the Bidder has signed the Contract Agreement with the Employer and has furnished the required Performance Guarantee as specified in the document within 15 days from the receipt of the Letter of Acceptance. The Bid Security will be forfeited: (a) If a Bidder withdraws its bid during the period of bid validity. Or (b) If the Bidder fails to accept the Employer’s corrections of arithmetic errors in the Bidder’s bid (if any), or (c) If the Successful Bidder fails to sign the contract agreement with the Employer within the prescribed period, or (d) If the Successful Bidder fails to furnish the Performance Security within the stipulated time. Unqualified bidders would be informed regarding their non qualification, without any explanation and thereafter Bid Security would be returned unopened after the evaluation of the financial proposal and signing the contract agreement with the successful bidder. 7. The proposal should be submitted by consultancy firms in two parts. The two parts of the proposal are Part 1: Technical Proposal and Part 2: Financial Proposal. For a given EPC Project, Stage -1 of the Evaluation shall consider the evaluation of the Technical Proposal (i.e. Part 1). The firms scoring the qualifying marks (minimum 75%) as mentioned in RFP shall only be considered for further evaluation. Under stage 2, the financial proposal of such firms as selected above shall be opened and evaluated. Proposals will finally be ranked according to their combined technical and financial scores as specified in clause 5 of section 2. The first ranked Applicant shall be selected for negotiation (the “Selected Applicant”) while the second ranked Applicant will be kept in reserve. 8. The total time period for the assignment as Authority’s Engineer will be for Construction Period 24 Months +48 Months for Maintenance Period with reduced man power. 9. Consultants may apply either as a sole firm or forming Joint Venture with other consultants. In case of J.V., both the firm shall be empanelled with MoRT&H in relevant category. In case of Joint Venture, the maximum number of Joint Venture partners is limited to 2 (i.e. one lead + 1 JV partners). Formulation of more than one JV/association with different partners for the same work is not allowed and all such proposal involving the firms shall be treated as non- responsive.

Kolkata-Siliguri-Guwahati road link is a crucial road transport corridor for bilateral trade with India and Bangladesh and facilitates access to the seaports. With Bhutan given access to Chittagong and Mongla seaports, international trade is likely to be less costly as these seaports are closer compared to the Indian seaports. Moreover, with strengthening inter-modal connectivity infrastructure in and between Bangladesh and India, Bhutan has tremendous potential to improve access to BBIN and global markets. In that context, this Discussion Paper reviews Bhutan’s access to such infrastructure while highlighting challenges as well as opportunities for the country to develop competitive linkages with existing and emerging corridors of trade and transport connectivity in the sub-region. The district is diverse in terrain as well as ethnicity. Places like Buxa Tiger Reserve , Jaldapara National Park , Jayanti Hills , Buxa Fort have always drawn the attention of tourists from different corner to this beautiful place. The district has also many rivers like Torsha, Holong , Mujnai , Rydak , Kaljani , Sankosh to name a few . The presence of many rivers makes the district a possible victim of floods during the monsoons every year .The year 1993 is notable as it was in this year that the district was ravaged by severe floods. Recently, in the last year also the district experienced a severe flash flood due to abnormal rainfall. According to the severity and intensity, last year’s flood is second to ’93 flood. The presence of rivers coming from the foothills of Bhutan also pose a great threat in the form of flash floods. The unpredictability of flash floods makes them a dangerous adversary. “Prevention is better than cure.” This proverb is none better suited than in the area of Disaster Management litigation. In order to manage any disaster it is prudent to be ready beforehand. Co-ordination and co-operation between the different departments of the Government in this regard is an absolute necessity. The Disaster Management Plan has been formulated with the intention of providing immediate and speedy remedial measures in the event of any calamity in the district of Alipurduar.
