Background Information The Cristero War or Cristero Rebellion (1926–1929), otherwise called La Cristiada, was a battle in many western Mexican states against the secularist, hostile to Catholic, and anticlerical strategies of the Mexican government. The defiance was set off by order under President Plutarco Elías Calles of a statute to authorize the anticlerical articles of the Mexican Constitution of 1917 (otherwise called the Calles Law). Calles tried to wipe out the force of the Catholic Church and associations subsidiary with it as an organization, furthermore smothering well known religious festivals. The gigantic prominent provincial uprising was implicitly upheld by the Church progressive system and was helped by urban Catholic backing. US Ambassador Dwight W. Morrow expedited transactions between the Calles government and the Church. The administration made a few concessions; the Church pulled back its support for the Cristero contenders and the contention finished in 1929. It can be seen as a noteworthy occasion in the battle among Church and State going back to the nineteenth century with the War of Reform, however, it can likewise be translated as the last real laborer uprising in Mexico taking after the end of the military period of the Mexican Revolution in 1920. II. Church-State Conflict The Mexican Revolution (1910–20) remains the biggest clash in Mexican history. The fall of Dictator Porfirio Díaz unleashed disarray with numerous battling groups and areas. The Catholic Church and the Díaz government had gone to a casual modus vivendi 1Whereby the State did not uphold the anticlerical articles of the liberal Constitution of 1857, and additionally did not cancel them. -

SOCIAL AND CULTURAL STATUS OF JEWS IN THE SOVIET SOCIETY BEFORE AND AFTER THE WAR Despite undergoing numerous revisions, neither the Soviet Constitu- tion nor the Soviet Criminal Code ever adopted any laws or regulations that openly or implicitly permitted persecution of or discrimination against members of any minority group.1 On the surface, the laws were always structured to promote and protect equality of rights and status for more than one hundred different ethnic groups. Since November 15, 1917, a resolution issued by the Second All-Russia Congress of the Sovi- ets called for the “revoking of all and every national and national-relig- ious privilege and restriction.”2 The Congress also expressly recognized “the right of the peoples of Russia to free self-determination up to seces- sion and the formation of an independent state.” Identical resolutions were later adopted by each of the 15 Soviet Republics. Furthermore, Article 124 of the 1936 (Stalin-revised) Constitution stated that “[f]reedom of religious worship and freedom of anti-religious propaganda is recognized for all citizens.” 3 1 See generally W.E. -

Anti-Muslim Hatred and Discrimination Submission from Dia Kayyali Associate Director of Advocacy at Mnemonic, independent consultant on technology and human rights, and co-chair of the Christchurch Call Advisory Network1 [email protected] Summary: This submission focuses on the online aspect of anti-Muslim hatred and discrimination (Islamophobia). Content that incites violence against Muslims is too often left up on major social media platforms, while important content produced by Muslims is often removed. This leads to diminishing opportunities for justice in conflict zones such as Syria, while facilitating increased violence against Muslim communities around the world. Furthermore, online content is never solely online. Rather, it is intimately linked to violence and discrimination against Muslims in a harmful feedback loop. How the online feeds into the offline and back again, creating a vicious cycle The online component of Islamophobia has deadly consequences for Muslims around the world. At the same time, predominantly Muslim communities see content they post online regularly removed by major social media companies. Islamophobia, like other social ills, is stuck in a dangerous feedback loop. Offline discrimination and violence lead to online hate speech and dangerous speech. This content then worsens discrimination, and sometimes directly incites offline violence and other negative consequences. The cycle is self-perpetuating, and it is deadly. Muslim lives have already been lost as a result, and Islamophobia threatens other essential human rights including freedoms of expression and religion. Who is Muslim? Islamophobia doesn’t just impact Muslims. As outlined in this submission, it also impacts people who are secular or practice other religions but are in Muslim majority countries or communities. -

Nazi Germany and Anti-Jewish Policy The Nazi Party rose to power with an antisemitic racial ideology. However, the anti-Jewish campaign was not conducted according to a blueprint, rather it evolved. Before the outbreak of the war, political and economic factors, as well as public opinion both inside and outside Germany influenced the evolution of Nazi anti-Jewish laws and measures. The main purpose of the anti-Jewish policy between 1933 and 1939 according to the racial theory was to isolate German Jewry from German society. These laws sought to uproot and dispossess Jews economically from daily life in Germany and Boycott entries before Jewish department store, 1933 encourage them to leave their homeland. These laws limited and humiliated Jews on a daily basis. Anti-Jewish Policy (1933–1939) Divided Into Three Periods n The first period, 1933–1934, included boycotts against Jews and the Civil Service Law that dismissed Jews from government jobs. n The second period began in the spring of 1935 and was marked by the establishment of the racially based Nuremberg Laws. Jews were no longer German citizens. n The third period from 1937–1939 was a time of increasing anti-Jewish violence, confiscation of Jewish property, and the forbidding of Jewish ownership of business concerns. The turning point of this period was the Kristallnacht Pogrom. Anti-Jewish Policy by Year 1933 n All non-“Aryans” were dismissed from holding government jobs. This regulation applied to public school teachers, university professors, doctors, lawyers, engineers, etc. — all Jews who held government positions of any kind. Non-“Aryans” were defined as Jews, the children of Jews, and the grandchildren of Jews. -

Victims Reparation for Derg Crimes: Challenges and Prospects Fisseha M. Tekle Submitted to Central European University Legal Studies Department In partial fulfillment of the requirements for the degree of LL.M in International Human Rights Law CEU eTD Collection Supervisor: Professor Roger O’keefe 2013 Executive Summary This research is about challenges and prospects to ensure victims’ reparation for mass human rights violations in circumstances where States fail their obligations to avail remedies. International human rights embodied in conventions and customary international laws set the minimum standards States shall guarantee to the subjects of their jurisdiction. Moreover they stipulate the remedies States shall avail in case of violation of those minimum standards. However, it still remains within the power of States to live up to their obligations, or not. Particularly, this paper explores challenges and prospects for claiming reparation for victims of mass atrocities that occurred in Ethiopia between 1974 and 1991 by the Derg era. The findings indicate that there are challenges such as expiry of period of limitation and non-justiciability of constitutional provisions in domestic Courts. And in the presence of these impediments locally, international mechanisms are also blocked due to the principle of State immunity even if those violations pertain to peremptory rules of international law such as prohibition of genocide, torture and grave breaches of the laws of war. This thesis finds innovative reparation mechanisms in jurisprudences of regional and international tribunals with regard to mass human rights violations. However, victims of the Derg crimes face challenges accessing them due to the intricacies of the international law that are ill-fitting to the regime of human rights laws. -

French Protestant Churches and the Persecution of the Jews in France Michael R. Marrus Generally speaking, French Protestantism was inevitably more sensitive to the predicament of the Jewish minority in France than the Catholic majority. Numbering about 600,000 on the eve of the war, Protestants were divided into several confessional groups, gathered under the umbrella of the Fédération Protestante de France. Themselves a minority, Protestants had a long history of being outside the religious mainstream and carried a historical memory of fierce persecution during the sixteenth and seventeenth centuries. Further, they often had Jewish or German-sounding names, and of course were normally unable to produce baptismal certificates, useful in proving that the bearer was not Jewish. Ever since the advent of the Vichy regime, as pressure mounted against Jews and Freemasons, Protestants harbored fears of “a new clericalism,” of which they too might become victims. In the summer of 1941, Pastor Marc Boegner, president of the Fédération Protestante, heard widespread rumors that Protestants were next on Vichy’s list of enemies. Along with a handful of other Protestants, Marc Boegner was among the first to protest Vichy's anti-Jewish legislation. Of Alsatian background, and profoundly patriotic, Boegner was widely respected at Vichy as a figure of international standing. His words could not be ignored. Under instructions from the Eglise Réformée de France, of which he was also the head, he expressed his objectives in two letters, sent in March 1941, one to the head of government Admiral François Darlan (himself of protestant origins) and the other to Isaïe Schwartz, then Grand Rabbi of France. -

Articles The Movement that Sinned Twice: The Cristero War and Mexican Collective Memory By Consuelo S. Moreno Abstract: Many scattered occurrences in Mexico bring to memory the 1926-1929 Cristero War, the contentious armed struggle between the revolutionary government and the Catholic Church. After the conflict ceased, the Cristeros and their legacy did not become part of Mexico’s national identity. This article explores the factors why this war became a distant memory rather than a part of Mexico’s history. Dissipation of Cristero groups and organizations, revolutionary social reforms in the 1930s, and the intricate relationship between the state and Church after 1929 promoted a silence surrounding this historical event. Decades later, a surge in Cristero literature led to the identification of notable Cristero figures in the 1990s and early 2000s. -

The Holocaust The Holocaust by ReadWorks The Holocaust refers to the horrific time period from 1933 to 1945 when throughout Europe over six million Jewish men, women, and children were systematically killed by the Nazi government of Germany. This period is one of the most tragic chapters in human history. The Nazi government perceived the Jewish people as an inferior race and a threat to humanity. As a result, the Nazi government, led by Adolph Hitler, organized the mass murder of Jewish people. Their ultimate goal was to kill all Jewish people. Hitler became chancellor of Germany in 1933, representing the Nazi Party. He hated Jewish people. Soon after he became chancellor, the Nazi government made laws to limit the freedoms of Jewish people. The government also distributed anti-Semitic, or anti-Jewish, propaganda to the German people. Hitler believed that some groups of people were superior to other groups. He believed the Jewish people were not only a religious group; he defined them as a race. Hitler claimed that the Jewish people were a disease to humanity. The phrase, "The Jewish Question" referred to the question of the role of the Jewish people in society. The Nazi government looked to its own anti-Semitic policies as an answer. The Nazis developed a plan for the extermination of all Jewish people. They called it "The Final Solution to the Jewish Question." During World War II, the Nazis rounded up Jewish people who were still in Germany and Nazi- controlled territories. Some had already left or were in hiding, but many had decided to stay or had nowhere to go.
