Eliot Engel, NY-16 January 14, 2019 RE: Pay the Defenders of NYC and NY Harbor Dear Members of the NYC Congressional Delegation, On behalf of our membership, we urge you to take immediate action to pay uniformed members of the United States Coast Guard, the United States Public Health Service, and the National Oceanic and Atmospheric Administration to keep employees critical to the defense and preparedness of New York City and New York Harbor working and paid regardless of the political battles being fought in Washington, DC. We support immediate passage of H.R. 367, with the addition of USPHS and NOAA. Though continued funding for the U.S. Army, U.S. Navy, U.S. Marine Corps, and U.S. Air Force is provisioned through the U.S. Department of Defense, members of the above three federal uniformed services critical to defending our city and port remain unpaid, and their families are left to suffer the consequences in an unforgivingly expensive metropolitan area. While we oppose the shutdown generally, it is especially abhorrent that our city’s defenders have been forced to suffer. New York City last year was named a “Coast Guard City,” yet our Coasties are being asked to sacrifice greatly just to keep serving us.

Maloney Chairwoman Committee on Oversight and Government Reform U.S. House of Representatives 2157 Raybum House Office Building Washington, DC 20515 Dear Chairwoman Maloney: In response to a May 2017 incident in which a surge in comments caused disruption to the Commission’s Electronic Comment Filing System (ECF$), GAO was asked to review both (1) the actions that the Commission took in response to the May 2017 event, and (2) the extent to which the FCC has implemented security controls to effectively protect the confidentiality, integrity, and availability of ECFS and two related FCC systems. As a result of that investigation, on September 26, 2019, the Government Accountability Office (GAO) issued a limited official-use only (LOUO) report entitled FCC Improved Its Electronic Comment System, but Needs to Remedy Additional Control Weaknesses, GAO 19-247 SU (Report).” During the course of its review, GAO shared with the Commission a draft of its Report, which identified a number of issues with the Commission’s information security program and made 136 recommendations for correcting those issues. In a September 13, 2019, response to this draft report, the FCC Managing Director concurred with GAO’s recommendations, noted that the Commission submitted evidence to GAO that we had mitigated 83 of those recommendations, and explained the Commission’s timeline for addressing the remaining 53 recommendations. Based on the FCC’s response and subsequent actions taken in response to the draft report, the GAO has closed 85 of its 136 recommendations as having been addressed by the agency.

While COVID-19 related-research is now in overdrive, most other research has been slowed down or stopped due to pandemic-induced closures of campuses and laboratories. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments. Congress must act to preserve our current scientific workforce and ensure that the U.S.

    June 10, 2021 Mr. Rick Cotton, Executive Director Port Authority of NJ & NJ 225 Park Avenue South New York, NY 10003 Re: JetBlue Airways Corporation Dear Mr. Cotton, I write on behalf of JetBlue Airways Corporation who announced in a March 16, 2021 CRAIN’s New York article that they are considering moving their Long Island City company headquarters to Florida in 2023. The relocation of JetBlue’s headquarters to Florida is alarming news for our borough, our economy, and the 1,300 families who work from this location. JetBlue Airways Corporation is a major American low cost airline, and the seventh largest airline in North America by passengers carried. JetBlue Airways has made significant investment in New York City both in Long Island City, and at JFK International Airport, Terminal 5. JetBlue Airways and their partners are committed to the JFK T6/T7 Redevelopment Project, need to assure that the project is financeable and address the significant funding gap that remains. In recent negotiations with the Mayor, I was privy to the deal that negotiated and extended JFK Airport’s ground lease for an additional ten years through 2060. The lease extension should benefit all airport companies, as it will help airport companies and developers secure financing, and continue the airport’s modernization in the redevelopment. In discussions, I understand that JetBlue and their development partners, JFK Millennial Partners, has not been extended the same 10 year lease extension agreement and concessions for their project. JetBlue Airways wants to maintain their company profile as a low cost airline, something that might prove difficult if they are forced to compete with market rate airlines.

    E-News and website blurb VIRTUAL PEDIATRIC ORAL HEALTH ADVOCACY CONFERENCE PROMOTES KEY AAPD LEGISLATIVE AND REGULATORY PRIORITIES On March 1-5, 2021, over 400 AAPD members from 41 states plus D.C. advocated for children’s oral health by conducting virtual/online visits with their members of Congress and Congressional staff. AAPD participants included members of the Council on Government Affairs, PAC Steering Committee, and Executive Committee. 32 AAPD state Public Policy Advocates particpated. 63 pediatric dentistry residency programs were represented, with more than 280 residents in attendance. The AAPD held a special pre-conference advocacy orientation and training session solely for residents via a Zoom webinar. The week kicked off with a Zoom webinar briefing session for all participants. AAPD’s Washington representative Michael Gilliland from Hogan Lovells provided an overview of the new Congress and Administration. AAPD COO & General Counsel C. Scott Litch provided talking points for the key AAPD public policy issues to be discussed during virtual Congressional visits. The session concluded with a mock Congressional visit featuring AAPD Congressional Liaison Dr. Heber Simmons, Jr. AAPD President-elect Dr. Jeannie Beauchamp, and Anna Weinstein of Hogan Lovells. The specific advocacy requests made by attendees during virtual Congressional visits are summarized below: HRSA TITLE VII PEDIATRIC DENTISTRY APPROPRIATIONS AND DFLRP TAX RELIEF • Provide FY 2022 funding of $46 million for the HRSA Title VII Primary Care Dental Training Cluster and related oral health programs, with not less than $14 million for Pediatric Dentistry Training programs including a preference for pediatric dentistry faculty in the dental faculty loan repayment program per report language in FY 2021.

On April 2, the FDA released revised donor deferral guidelines intended to increase supply during the current coronavirus (COVID-19) pandemic. While this step was essential to increasing the current blood supply, and long overdue for the LGBTQ+ community, the implementation has been delayed because the FDA has failed to approve the AABB’s (formerly American Association of Blood Banks) donor history questionnaire quickly. We ask that you expedite the process for approval of the questionnaire, saving lives and finally implementing this guidance. On April 2, 2020, the FDA released three revised blood guidances that reflect the agency’s current thinking on donor deferral recommendations for the risk of Human Immunodeficiency Virus, Malaria, and Creutzfeldt-Jacob transmission by blood transfusion.1 Reduction of the deferral criteria for a man who has had sex with another man (MSM) from 12 months to 3 months is among the recommendations published.2 These revised recommendations were released with the forethought that early implementation may help address potentially significant blood shortages as a result of the COVID-19 pandemic. I applaud your decision to take this step, following the science that has long shown that MSM blood donations are safe for our communities. Implementation of this new guidance depends on revision to, and FDA approval, of the AABB’s donor history questionnaire.
